Goals and Objectives
• Seeking a prospective Tenant to:– rehabilitate and maintain the historic integrity of
Hangar One and the historic district;
– eliminate NASA’s operating and maintenance cost forthe airfield;
– leverage the expertise of the real estate industry;
– provide net financial proceeds to the Government;
– obtain best value to the Government, through an open,public competition.

• Section 111 of the National HistoricPreservation Act (NHPA)– Allow for adaptive use for historic properties
– Reuse will be market driven but consistent withapplicable laws
– Ensure preservation of historic property
– Lease proceeds used to defray costs of administration,maintenance and repair of NASA historic properties

Transaction Overview
• Long-term lease with NASA• CA Air National Guard property excluded
– 50-year permit in place– CANG remain a user of airfield
• Existing and future agreements– Assigned or end at current term– Tenant can re-negotiate terms– Tenant can sub-lease
• Tenant assumes all costs– Direct – through agreements with providers– Indirect – fully reimburse NASA for provided services
