• Relatively affluent secure area(Only four areas in the Districtamong the 40% most deprivedareas in the country);
• High employment(Unemployment currentlystands at 1.5%; over 55% ofpopulation in employment). Buthigh proportion of residentstravel outside the area to work;
• Average incomes are low. NorthKesteven’s average income of£373/week = 84% of nationalaverage;
• Diverse employment base.Around 3,000 firms, mostemploy 5 or less staff, but foodprocessing is focused in twolarger firms;
• Tourism is a significantcontributor to the economy.Tourism put £65 million into theeconomy – around 1,500people employed;
• Area has experienced dramaticpopulation growth. Between2001 and 2005 the populationgrowth was 8.1%, from 94,024people to 101,700. From 1991to 2001 it had grown by 17%.Matched by house building;
• Growth is likely to continue toat least 2026 with a continuedrequirement for 700 housesa year;
• 18% of residents over 65compared to 15% nationally andhigher proportion in the 45–65age groups then nationally;
• Residents generally enjoy goodhealth; with good lifeexpectancy, and low rates ofcancer and heart disease;
• Housing stock is in goodcondition, with low vacancyrate;
• Most house prices now out ofreach of local residents; and
• Communities across the areavary between large settlementswith established services andvery dispersed ruralcommunities with little or noservice provision.

Decisions are regulated by law,structure and procedure.This ensures that the Councileffectively, efficiently, lawfullyand democratically dischargesits functions.
Decision-making infurther depth
Most decisions are made throughestablished committees.Committees can have no greaterpowers than those conferred onthem by the Council and it iscrucial that these powers are clear.
Functions are allocated betweenthe Council, the Executive Boardand regulatory committees forplanning licensing functions, AuditCommittee and StandardsCommittee.
Type of Decisions
Irrespective of whether an item isin the open or closed part of anagenda, all items fall into twocategories:
• Items where decisions arerecommendations to either theCouncil or to the ExecutiveBoard for their decision. Or:
• Items which theCommittee/Sub-Committee hasthe power to make a decisionon – these are called resolveditems.
Resolved items will be acted uponimmediately following theCommittee’s decision and cannotbe altered at Council. This is
particularly so in Planning matters,where decision notices will havebeen sent out.
Members will be able to askquestions for clarification ofresolved items at Council.
Types of Decisions
Overview and Scrutiny takes across-cutting view of the Council’sperformance and service delivery,to make sure that Council plans,and actions, are achieving thesame outcomes. These Panelsreview decisions made by theExecutive Board and report on anymatter that affects the authority’sarea or residents.
Standards Board
The Standards Board for Englandhelps build confidence in localdemocracy by promoting theethical behaviour of members andco-opted members who serve on arange of authorities throughreceiving and investigatingallegations that members mayhave breached the Code ofConduct. The Standards Board forEngland was formally establishedin March 2001. Although set up byAct of Parliament, it is completelyindependent of government. TheStandards Board works with:• 386 local authorities• 8,350 parish councils• 47 fire and rescue authorities• 43 police authorities• six passenger transport
authorities• seven national park authorities
• the Greater London Authority• the Corporation of London• the Broads Authority• the Council of the Isles of Scilly
The Standards Board does nothave any responsibility for theconduct of staff in theseauthorities, only councillors,members and co-opted members.The Standards Board works withauthorities to help them providesupport and guidance to membersregarding ethical behaviour,seeking out and promoting goodpractice so that authorities maylearn from their peers. Their policyteam answer a range of enquiriesabout the Code of Conduct and thepromotion of ethical behaviour butcannot provide information oradvice relating to specific cases,existing or potential, as this wouldcompromise our ability toinvestigate should an allegation bereceived.
Civic Procedure and Protocol
Each year, at the Council’s AnnualMeeting, Members elect aChairman who becomes theleading citizen in the District forthat year. This section describesthe established protocol andcustomers which surround thatOffice.

The Council’s Chairman
The Council’s Chairman hasprecedence within the District overother civic dignitaries. The onlyexception is where the holder ofthe position of Lord Lieutenant ofthe County is visiting the District inan official capacity as the CrownRepresentative. This is set downin law (The Local GovernmentAct 1972).
The Chairman has the same statusas a Parish Council Chairman.
Town Council Mayors have thesame status as a Parish CouncilChairman.

Out of courtesy, the High Sheriffand the County’s Chairman can begiven precedence over any othervisiting heads.
