Beginning of the Voting Day:
At the beginning of each day, ePollbook cases and Sonim Phones are stored inside the
BMD Primary Cart. This cart has a “P” signifying that it is the Primary Cart. There is only
one BMD Primary Cart per Vote Center, but there may be Secondary BMD Carts
containing items that need to be secured (i.e. additional ePollbooks, Ballot Paper,
Report Paper, etc.). The following procedures are to be followed when performing
Chain of Custody.
Break the Zip Tie on the BMD Primary Cart.
Retrieve Sonim Phone (located at the upper left shelf of
the cart) and power on.
Log into Cherwell Chain of Custody
application.
Using the Cherwell Chain of Custody
application, scan the Asset Tag of the
Primary Cart (blue tag found at the
back of the cart).

Scan the broken Primary Cart Zip Tie.
Does it match the recorded (initial) Zip Tie? If Yes,
proceed to the next step. If No, call VSAP Help
Desk (Dial 800-815-2666, Option 6 then Option 1)
and report the issue.
Was the Zip Tie intact prior to breaking it? If Yes, proceed to
the next step. If No, call VSAP Help Desk (Dial 800-815-2666,
Option 6 then Option 1) and report the issue.
Scan the Asset Tags and Zip Ties of the
remaining Secondary BMD carts.
Unload the ePollbook cases from the BMD
carts and unpack.
Scan the ePollbook Asset Tag (blue tag
found at the back of the device).
Scan the Ballot Activation Mechanism (BAM) printer Asset Tag
(blue tag found at the side of the device).

Check the BAM printer Data Port Security Sticker Seal (metallic
blue tag).
Is the BAM printer Security Sticker Seal compromised? If Yes, call VSAP Help Desk (Dial 800-815-2666,
Option 6 then Option 1) and report the issue. If No, proceed to the next step.
Scan the Asset Tag and check the Data Port Sticker Seal of the remaining ePollbooks and BAM printers.
Check if the router is present.
Check the router 1st Security Sticker
Seal (metallic blue tag placed on the
USB Port of the device).
Check the router 2nd Security
Sticker Seal (metallic blue tag
covering the screw that locks the sim
card holder of the device).
Are either of the router Security Sticker Seals compromised?
If Yes, call VSAP Help Desk (Dial 800-815-2666, Option 6 then
Option 1) and report the issue. If No, proceed to the next step.

has not been tampered with.

Scan the Asset Tag and Zip Tie of the remaining BMDs, and verify IBB Seal has not been tampered with.

Mid Day:
During the middle of the day, the following procedures should be executed as part
of the Chain of Custody process.
Scan the ePollbook Asset Tag (blue tag found at the back of the device).
Scan the BAM printer Asset Tag (blue tag found at the side of the device).
Check the BAM printer Data Port Security Sticker Seal (metallic blue tag).
Is the BAM printer Security Sticker Seal compromised? If Yes, call VSAP
Help Desk (Dial 800-815-2666, Option 6 then Option 1) and
report the issue. If No, proceed to the next step.
Scan the Asset Tag and check the Data Port Sticker Seal of the remaining ePollbooks and BAM printers.

Ensure that the router is present.
Check the router 1st Security Sticker Seal (metallic blue tag placed on
the USB Port of the device).
Check the router 2nd Security Sticker Seal (metallic blue tag covering
the screw that locks the sim card holder of the device).
Are either of the router Security Sticker Seals compromised? If Yes, call
VSAP Help Desk (Dial 800-815-2666, Option 6 then Option 1) and re-
port the issue. If No, proceed to the next step.
Scan the BMD Asset Tag (blue tag found at the back of the device) and
verify the IBB Seal has not been tampered with.
Is the BMD Zip Tie intact? If Yes, proceed to the next step. If No, call VSAP
Help Desk (Dial 800-815-2666, Option 6 then Option 1) and report the issue.
Scan the BMD Zip Tie, and verify the IBB Seal is in place .
Does it match the recorded Zip Tie? If Yes, proceed
to the next step. If No, call VSAP Help Desk (Dial
800-815-2666, Option 6 then Option 1) and report
the issue.
Scan the Asset Tag and Zip Tie on the remaining
BMDs and verify IBB Seal is intact.

End of Voting Day:
At the end of the voting day, the following procedures should be executed as
part of the Chain of Custody process.
Scan the ePollbook Asset Tag (blue tag found at the back of the device).
Scan the BAM printer Asset Tag (blue tag found at the side of the
device).
Check the BAM printer Data Port Security Sticker Seal (metallic
blue tag).
Is the BAM printer Security Sticker Seal compromised? If Yes,
call VSAP Help Desk (Dial 800-815-2666, Option 6 then Op-
tion 1) and report the issue. If No, proceed to the next step.
Scan the Asset Tags and check Data Port Sticker Seals on
remaining ePollbooks and BAM printers.
Pack ePollbooks and BAM printers in their respective cases
and place the cases inside the BMD Primary Cart. Use the
Secondary carts if the Primary Cart is full.

Does it match the recorded Zip Tie? If Yes, proceed to the next step. If No,
call VSAP Help Desk (Dial 800-815-2666, Option 6 then Option 1) and
report the issue.
Break the Zip Tie and remove the IBB Seal, then empty the Interactive Ballot
Box (IBB).
Assign new Zip Tie by scanning a new, unused Zip Tie. Place the new Zip Tie in
the headphone area and complete the BMD closing procedures.
Attach the scanned new Zip Tie on the IBB and, after using an alcohol wipe to
remove residue from the previous IBB Seal, apply a new IBB Seal.
When attaching new Zip
Tie, insert from front to
back as shown at right to
make scanning Zip Tie
easier (not from back to
front).
Be sure to tighten Zip Tie
completely as shown at
right (also see example of
how not to tighten Zip Tie).
Repeat the steps for all BMDs.

Scan the Asset Tag of the Secondary Cart(s) (blue tag found at the back of the
cart). Secondary Cart(s) are the ones with yellow “S” sign.
Lock each Secondary Cart and scan the Zip Tie for each Cart.
Scan the Asset Tag of the Primary Cart (blue tag found at the
back of the cart).
Assign a new Zip Tie by scanning a new, unused Zip Tie (Do
not apply the new Zip Tie yet).
Tap the Home Button and open the Sith App. Scan all Ballot Transport Boxes, Ballot Security Envelopes
and Green Stripe Envelope (last night only) that are going to the CIC.
Turn the Sonim Phone off and place it inside the Primary Cart
(upper left shelf).
Apply the scanned new Zip Tie to the Primary
Cart. Put the cover on the carts.

BMD Maintenance:
During the voting day, issues may arise that requires the Election Worker to
break the Zip Tie on the BMDs’ IBB. This could include a paper jam, a notice that
the IBB is full and needs to be emptied, or the BMD Scanner needs cleaning. The
following procedures should be executed as part of the Chain of Custody process.
Scan the BMD Asset Tag (blue tag found at the back of the device).
Is the BMD Zip Tie intact? If Yes, proceed to the next step. If No, call VSAP
Help Desk (Dial 800-815-2666, Option 6 then Option 1) and report the issue.
Scan the BMD Zip Tie and verify the IBB Seal has not been tampered with.
Does it match the recorded Zip Tie? If Yes, proceed to the next step. If No,
call VSAP Help Desk (Dial 800-815-2666, Option 6 then Option 1) and report
the issue.
Break the Zip Tie and remove the IBB Seal, then perform the necessary
maintenance procedure.
Is the problem resolved? If Yes, assign a new Zip Tie by scanning a new, unused
Zip Tie. Apply the new Zip Tie to the IBB. If No, call VSAP Help Desk (Dial
800-815-2666, Option 6 then Option 1) and report the issue.
When attaching new Zip Tie, insert from front to back as
shown at right to make scanning Zip Tie easier (not from back
to front). After using an alcohol wipe, to remove residue from
the previous IBB Seal, apply a new IBB Seal.
Be sure to tighten Zip Tie completely as shown at right (also
see example of how not to tighten Zip Tie).
