In July 2010, Sec. E. T. Ona requested an Ad hoc Committee to study the designation of a National Accrediting Body for Hospitals.
On 10 September 2010, the Committee recommended that PCAHO be designated as the National Accrediting Body using the PhilHealth Benchbook Standards.
On 10 June 2011, the Ad Hoc Committee recommendations were endorsed during a consultation meeting.

In 2011, after a series of presentations to the DOH Execom and meetings of two (2) Ad Hoc committees and the PCAHO Board, PCAHO recommended that a Hospital Accreditation Comission (HAC) be established under PCAHO which will implement the Hospital Accreditation Program.
2013
At a meeting on 21 September 2012, PhilHealth proposed that a new body (HAC) be established headed by DOH with strong private sector participation so that it will be feasible for PhilHealth and DOH to give funds to HAC for its operation.
2014
DOH Administrative Order No. 2013-0002 dated 18 January 2013 was signed and approved by Sec. Ona.
DOH Department Personnel Order No. 2013-5381 dated 02 April 2013 was signed and approved by Sec. Ona.

SALIENT FEATURES• Legal Basis: PhilHealth Board Resolution No. 786 s. 2005 (3rd Party
Accreditation)• Rationale: Pursuant to Kalusugang Pangkalahatan, all hospitals shall
be accredited by assessing their capabilities, processes and outcomes against a set of standards to assure the provision of quality health services.
• General Objective: to establish HAC as the National Accrediting Body for Hospitals utilizing the PhilHealth Benchbook Standards to improve the Quality of services of Hospitals in the Philippines pursuant to the strategic thrust of the “Kalusugang Pankalahatan.
• The HAC is recognized by PhilHealth as an organization authorized under “3rd Party Accreditation” to survey hospitals applying for PhilHealth Accreditation for advanced participation (V.1).
Advanced Participation is a higher level of participation granted by PhilHealth to IHCPs that are engaged with Basic Participation and compliant to the criteria/requirements set by PhilHealth. Advanced Participation will be rolled out in 2015, after the completion of the Enhanced Benchbook Standards.The hospitals surveyed by the HAC shall be awarded by PhilHealth the rating and benefits commensurate to the survey findings.

COMMON PROVISIONS
• The HAC shall be responsible for the planning and implementation of the Hospital Accreditation Program.
• The HAC shall use the PhilHealth Benchbook Standards, Assessment Tools and Scoring and Rating Guidelines in the Hospital Accreditation System.
• The DOH and PhilHealth shall formulate incentives and benefits for government and private hospitals which achieve ratings of Advanced Participation.
• The HAC may charge hospitals, both government and private, reasonable fees for the accreditation services.
• To enable the HAC to charge reasonable fees, a grant shall be given to HAC to subsidize the operational, administrative and support services.
• The DOH and PhilHealth shall provide funding from their appropriations to sustain the operations of the HAC as the National Accrediting Body for Hospitals, subject to existing rules and regulations.
• Government hospitals shall include in their budget the funds necessary to obtain training of their staff and accreditation of the hospitals.

Received letter dated Sept. 26, 2013 from PhilHealth recognizing HAC as a third party accrediting body.
HAC conducted the Two-day Orientation on Accreditation on Dec. 05, 2013 at UNILAB and Strategic Planning Workshop on Dec. 06, 2013 at DOH.
On January 20-24 2014, two (2) HAC Members (Dr. Costes, Dr. Flores) participated in the PhilHealth Training of Surveyors on Enhanced Benchbook Standards.
In April and May 2014, recruitment of HAC Surveyors from member organizations.
