Why HPP Got Started

– Fence and forage damage claims and big game herd management were long standing issues between landowners and CPW. (How many, How long, How much)

– Winter of 1983/84 created many problems between big game and private landowners.

– During 1988/89, legislation considered that would make DOW liable for all private land forage damage.

• “…reduce wildlife conflicts, particularly those associated with forage and fence issues and to assist the Division of Parks and Wildlife in meeting game management objectives through duties as deemed appropriate by the Director”. - deer, elk, pronghorn and moose

Funding - HPP receives 5% of deer, elk, pronghorn, moose licenses - Unspent money stays in HPP fund (capped at 5% level)

and is continuously appropriated - Exempt from Procurement Rules

What HPP Means to…. • Sportsmen – larger big game herds due to

increased landowner tolerance and habitat improvements

• Landowners and Agencies – responsive quicker way to resolve conflicts and make improvements

• CPW – maintain herd sizes, landowner relationships, partnerships, political support, habitat benefits

The Future -HPP statutes for 5% funding and fund carryover renewed until June 30, 2023 -Increasing project costs/Decreasing Partner Dollars

- Easy Projects Completed

- Capacity – larger complex projects, takes time to plan and implement, competing priorities for staff and partners

- Complacency – institutional memory fading of how we got here and the commitment we made

Primary Accomplishment

• Improved relationships and dialogue between all involved ie. landowners, agencies, sportsmen, partners, etc.

• HPP is a model for collaborative conflict resolution that works

Commission and HPP

- Approves Committee and State Council members

Director appoints members after Commission approval

- Receives Annual HPP Program Report (CPW, DNR, Leg)

- Considers HPP committee comments in deer, elk, moose, pronghorn HMP plans

- Approves “Distribution Management Plans” – 10 years
