Participation of Neighbourhood countries in Horizon 2020
A) As Third country
ENP countries can participate and receive EC funding (exception: access to risk finance)
- For standard collaborative actions: At least three legal entities each established in a different Member State or an Associated Country
- For ERC, SME instrument, etc.: One legal entity established in a Member State or in an Associated Country
B) As Associated country
ENP countries, not previously associated, have to fulfill four criteria (Art. 7.1.b)

Support Structures Outside the FP
Within the European Neighbourhood Partnership Instrument (ENPI) for the period 2007-2013, Research Development and Innovation Programmes dedicated to the South Mediterranean countries support bottom-up capacity building and actions, notably in in Algeria (ESRS, higher education, mobility and research: € 38 million), Egypt (RDI: € 11 million for the first programme + € 20 million for its continuation), Jordan (SRTD: € 5 million for the first programme + € 5 million for the second programme), Tunisia (PASRI: € 12 million).
The ENPI will, from 2014, be replaced by the European Neighbourhood Instrument (ENI), which will provide increased support to 16 partner countries to the East and South of the EU’s borders.
The proposed ENI budget for the period 2014-2020 is EUR 18.2 billion, 40% on the amount available under the ENPI from 2007-2013.
