ItalyA new L-CNG refueling station hasbeen put into operations in Varna, acity located in the northern region ofthe country, close to Austria border. It is the third station of this kind tobe set up in Italy achieved withVanzetti cryogenic technology, following Villafalletto and Poirino plants.Further step forward a diffuse andwidespread natural gas refuellingnetwork, Varna station is located inmountain area, where there are veryfew CNG filing facilities. The follow-ing are the new facility’s main fea-tures: very fast refueling thanks to700 Nm3/h flow‐rate, low energyconsumption. In September 2011, Italy’s second L-CNG station was inaugurated inPoirino, Turin.

In recent years, theCity Council has also boosted a new refuelling network, which is soon toreach 16 CNG stations, including 7public-access facilities. "This newinstallations will facilitate the use ofnatural gas as a fuel for institutions, corporations and individuals," MayorAna Botella said last week, at theopening of the annual meeting of theSpanish Natural Gas Association(Sedigas). The City of Madrid’s Air Quality Plangives priority to the promotion ofCNG in the development of fuels andcleaner energy resources. “One ofthe measures we have already started with consist of 100% of theEMT route lines plying across thelow emission areas do so with cleanbuses by 2015," Botella stated. Thiswill be achieved by installing filters on485 buses, 100 of them during thisyear. In addition, 235 biodieselbuses are planned to be replacedwith others fueled by compressed

The "Italian NGV Overview" took place onthe last day of Bologna event.Presented by NGV System Italia, it wasentirely dedicated to the local experience:business, crisis, markets, difficulties andpossible solutions, and included the
announcement (made by VanniCappellato, president of the association) of an
open letter to be sent to the Minister of EconomicDevelopment, Corrado Passera.
The document will call for the development of the country’s NGV industry, and several suggestions aboutthe content of this letter were already presented. “We will write it in the next days, with all the componentsof natural gas vehicle sector in Italy,” Cappellato explained.
Michele Ziosi, director of NGV System Italia Association, was one of the main speakers at the Italian Session, andalso called for a rapprochement with the government. “It is necessary to build permanent round-table meetingswith the Ministries of Economic Development and ofEnvironment aiming to boost the development of ItalianNGV sector,” he said.
“Besides the current excise reduction, the governmentshould evaluate a permanent incentive for NGVs, relatedto the social advantage of this fuel,” proposed GianPrimo Quaglino, president of Econometrica and CentroStudi Promotor, who also took part of the session.
Moreover, Flavio Mariani of the NGV Development Officeof Eni Gas&Power highlighted: “The government oftenseems to favor electric vehicles, while we could takeadvantage of huge natural gas fields and it also has arenewable source with biogas.”
“Italian NGV industry is leader all over the world, but ourpoliticians are not informed about this,” added CorradoStolchi, External Relations Manager of Landi Renzo Group, other of the different voices of the NGV-related companiesoperational in Italy.

An enriching Workshop at Bologna
Global outlook and news from the OEMsDuring the first dayof the 3rd NGVAEurope InternationalShow&Workshops, high level speakersexamined their own
sector in the mainWorkshop of the event,
“The perspectives of internationalOEMs on CNG”. The Workshop was facilitated byMichele Ziosi, Director of NGVSystem Italia - Italian Natural GasVehicles Association, which carried out a very interesting program.
Fiat highlights
“The production of the first CNG pickup from Chrysler will be startednext July in the USA, based on thetechnology developed by Fiat in Italy”,said Massimo Ferrera, AlternativeFuel Engines Director of PowertrainResearch and Technology from Fiat.He added that “It’s a RAM2005 vehicle, with 6 or 8 cylinders and adriving range of 300 miles”. The executive also explained that inthe meanwhile, Fiat is preparingother novelties in the CNG propulsionsector to be launched within the nextmonths such as a new NG Pandawich will enter into production, witha TwinAir motor. “We have estimatedthat with this model, a trip fromMilan to Rome (about 570 km) willcost 27 euros, in comparison with34 euros using LPG, 51 with dieseland 61 with gasoline”, Ferreraunderlined..
Volvo and biomethane
The automaker foresees to increasethe production of its new methane-diesel truck. “The production in series of the newVolvo FM MethaneDiesel truck beganin the first months of this year andwe aim to increase it”, said LennartPilskog, Public Affairs Director. Hestated that by using CNG this newtruck has achieved driving range of200 km, 400 km with a diesel-CNGunit, versus 800 with the diesel-LNGmodel. Moreover, the last LNG version was able to reach a 1,000km range. Pilskog also explainedthat the Volvo FM MethaneDiesel is
already available in Sweden, Holland,Great Britain, among other countries. “In the next future, it willbe necessary to create a EuropeanLNG refueling distribution network, with refueling stations at least every500 km”, he underlined.
Opel: new models
Federico Galliano, GovernmentRelations Manager of GeneralMotors Powertrain Europe, announced that Opel will launch newCNG models within the next threeyears. Meanwhile, Opel launched thenew Zafira Tourer CNG, with aweight reduction of 85 kg, anincrease of 19% of tank volume anda driving range increase of 39% (itcan reach 590 km.). Besides, it willbe introduced in the market the newvan Combo CNG, in two versions of4 and 5 cylinders. Also, according toOpel the problem of natural gas distribution is important to besolved: “We are trying to support
the increasing of natural gas network and there is a directive proposal that European Union shouldpresent in the second half of theyear”, Galliano summed up.
Iveco LNG powered trucks
José Luis Pérez Souto, EngineeringNGV Business DevelopmentManager of Iveco Spain confirmedthat the production of the new IvecoStralis LNG Natural Power is starting. “The Stralis LNG has aCursor 8 motor at liquefied naturalgas of 330 CV power (that isaccording to the limits of next Euro6) and it would be prepared for applications from 18 to 40 tons. In the last 18 years, Iveco produced13,000 compressed natural gasvehicles, above all city buses andwaste collection vehicles. Since2005 it began the experimentationwith LNG motors. “On long distance, the future is for liquefied naturalgas”, Souto stated.

In the next decades, transport facesthe challenges of decarbonising andbuilding up secure long-term sustainable energy supply. Transportis responsible for 32% of the EU sfinal energy use and 21% of GHGemissions. The decarbonisation ofroad transport, which still depends96% on oil, will be a major challengeconsidering that it represents 80%of the energy used by all transportmodes. There is a downtrend ofrefining volumes of petrol and diesel, but the turnover of oil retail companies increased by 20% lastyear. Oil prices will continue toexplode, whereas natural gas priceswill remain much more stable andthe oil and natural gas price will begradually decoupled.Directive 2009/28/EC on the promotion of the use of energy fromrenewable sources set a 10% targetfor the transport sector. Biomethaneis one of the main pillars to reachthe mandatory 2020 target, as theDirective states that “biofuels meansliquid or gaseous fuel produced frombiomass”.EU Member States have to explainhow they intent to reach this targetas part of the national renewableenergy action plans. With regard totransport, Member States haveexplained that the overall 10% REStarget in transport would be mainlyreached by means of E10 (mixing10% Ethanol with petrol) and B7(mixing 7% Biodiesel with diesel). However, all experts agree thatEurope will fail badly if insisting on liquids only and Member Stateswould have to take into accountother solutions, in order to close agap of at least 20% to reach thetarget. Alternative options are however very limited, namely togreen electricity - not yet widespreadavailable - and biomethane injectedinto the gas grid, which has a hugeuntapped potential Europe-wide.
Natural Gas and biomethane are fullycompatible and there are no blendinglimitations, which is an advantage noother fossil/renewable tandem has. Therefore methane can contributesignificantly to reach the 10% REStarget and can also help to achievethe main objective of the WhitePaper on transport to become independent from oil.The natural gas/biomethane combustion engine technology is well-proven and a mature technologyhaving the advantage of an attractivefuel price and a manifold vehicle offerby several OEMs. The main bottleneckhowever remains investments in theneeded refuelling infrastructure. The Natural Gas Vehicle (NGV) usingCNG (Compressed Natural Gas) orLNG (Liquefied Natural Gas) as a fuelreduces CO2 by 25% compared withpetrol engines. Moreover, naturalgas/biomethane is the only realalternative to diesel as it has uniquely low emissions of toxic orcarcinogenic substances, almostzero particulate emissions, no emissions of reactive hydrocarbons, reduced NOx emissions (in particularNO2!), as well as reduced noise, which makes it an ideal motor fuel inurban surroundings. Also the Expert
Group of Future Transport Fuelsreport from 25th January 2011states that “methane should be promoted as one of the main alternative fuels in urban transport."Methane is suitable fuel for all typesof vehicles, including light and heavyduty (CNG and LNG), but also ships, trains and planes (LNG).Methane vehicles also contribute tothe 6% GHG emission reduction target as set in the Fuel QualityDirective (2009/30/EG). But thestill low market share of NGVs inEurope (to date 0,4%) shows thatMember States have to be educatedmuch more to recognise this hugeuntapped potential to use and promote natural gas and biomethanein transport. The EuropeanParliament could play key role in thiseducation process, but NGVA Europeis concerned that there seems to bea broad support for Diesel vehiclesamong the MEPs, which of courseemit less CO2 than petrol cars, because of the efficiency of theengine, but cause a lot of problemsin terms of air quality in cities.

The NGVA is eager to see LNGbecoming more mainstream for long-distance transport. Hence, theassociation will hold an EXCLUSIVELNG for TRANSPORT event inAmsterdam. The LNG for Trucks andShips Workshop will be carried outon 19-21 September 2012.
Industry estimation andpotential growth
As NGVA Europe’s General ManagerManuel Lage stated recently, LNG hasa huge future ahead in the transportsector especially for long-haul truckbut also in the marine segment. Around 33 percent of the long-haultrucking industry will run on LNG by2035, similar estimation to the USstudy that concluded with 37 percent share, potentially. LNG is acleaner and cheaper alternative todiesel for long-distance road andmarine transport around the world.Pieter Peeters, CEO of InterstreamBarging-builder of LNG tanker- said,"….we anticipate that LNG will play adominant role in energy supply in thefuture”. Additionally, the EuropeanCommission’s Blue Corridors Projectis created and especially designed to“establish a minimum number ofLNG stations” across European mainroutes. The program also call formore use of natural gas in trucksacross the region.

The event venue: Europeand Netherlands
In Europe, LNG and dual fuel vehicles(marine and on-road transport) arealready adopted in Belgium, Estonia,France, Italy, Norway, Poland,Portugal, Russia, Spain, Sweden, theUK, the Netherlands. At least 24LCNG filling stations plus 19 LNGstations were available in Europe in2011.
In other region, LNG is used to powered buses, trucks, trailers, ships and other Heavy-Duty Vehiclesin China, Korea, Thailand, USA andCanada, etc. India is seriously considering to adopt LNG vehicles inits fleet while Pakistan is also closelymonitoring the development andpotential of adopting this fuel in theirtransport sector. Japan aims to conduct a trial in this regards.
The event venue, the Netherlands, is a major gas-distribution hub inEurope. It is the 2nd largest gas producer and exporter in the continent. The country has the 25thlargest gas reserves in the worldwith more than1.4 tcm gas and produces over 78.7 tcm/annum.Major (Oil &) Gas companies, suchas Gasunie and Shell, are also headquartered in this country.
Recently, Deen Shipping enriched itsfleet with a dual fuel MTS Argononship powered by 80 percentLNG/20 percent diesel. The company refers to it as “ DeArgonon, Onze Groene Schip” (TheArgonon, our clean ship). The “baptism” of Europe’s first dual fuel-inland-barge was a big event

that claimed media’s and Dutch residents’ attention in a big way*. Among the partners of this projectare the European Commission,Dutch Ministry of Infrastructure andEnvironment, the municipality ofSouth Holland, and various other private companies.
Deen Shipping has chosen LNG tosave fuel costs and environment. Inits website, the firm noted thataround 50-100 trees need to beplanted compensate (to filter/absorbCO2 from the air during photosynthesis) one tonnes CO2.Sailing a ship on dual fuel will significantly reduce CO2 emission. For every 500 metresailed by the ship, there will be lesstrees needed to be planted or toabsorb the emission.
On the other hand, in February thisyear Interstream Barging the LNGGreenstream Tanker was introduced.Towards the end of 2012, the firstgasoil free LNG Greenstream Tankerwill be put into operation. The technology for inland navigationhas been developed by PetersShipyards and will be built entirely inthe Netherlands. Contracts for thefirst two ships have been signed earlier this year, while other clientsare lining up to get the “clean” ship. The LNG Greenstream Tanker technology enables the ship to skipthe step to 'dual fuel ' while allowingit to sail with a fully electric poweredLNG ship.
Pieter Peeters, CEO of InterstreamBarging said, "The LNG GreenstreamTanker is a huge step forward forinland navigation when it comes todurability, safety and efficiency. It isin fact a completely new perspectiveon inland navigation”.
Meanwhile, at the on-road segment, various delivery goods companiesare also exploring the advantage ofusing LNG, mainly to save fuel costs. The increasingly stringent EU stan-dards on vehicles emission level, alsomotivates countries, fleet operatorsand vehicle manufacturers to adopt“cleaner” technology.
Simon Loos uses Mecedes LNGEconic to supply goods to Dutchgiant supermarket chain AlbertHeijn. Major ready-make vegetablefood supplier HAK also has been
using bioLNG (Liquefied Biogas orLBG) trucks since beginning 2012.The firm aims at cutting its CO2footprint by half in the next fiveyears. It means, more and moreLBG trucks will replace its currentdiesel fleet.
Volvo also has conducted a pilot pro-gram by running four different typesof its dual fuel LNG/diesel trucks inthis country since last January.Dutch other major supermarketchains such as Dirk van De Broekand Jumbo, and Logistic CompaniesDasko Groep and Wezenberg Groepare using Volvo’s dual fuel LNG.

It is not always easy to grasp the European Union’s overall strategy for tackling energetic and environmental issues in the transport sector. A huge amount of documents are released almostmonthly, but sometimes they seem to fall short from creating a consistent framework. Some of them recommend natural gas as a particularly suitable fuel for public transport; someothers suggest a steep increase in the taxation fornatural gas vehicles.
A more pragmatic and coherent approach is the onetaken by the high-profile group Cars 21 – aCompetitive Automotive Regulatory System for the21st century – in its document released after theirlast meeting on the 6th of June.
The Cars 21 process, which was launched in 2005and revamped in October 2010, involves all the relevant members of the EU Commission and EU institutions, Industry ministers from nine memberstates (CZ, DE, ES, FR, IT, AT, PL, SV and UK), the representatives of the automotive sector, the tradeunions and the NGOs. No wonder that they have aclearer and more hands-on perspective on what isneeded.
Cars 21’s document is very straightforward in pointingout one of the main shortcomings in the Commissionapproach: the lack of measures to promote the creation of adequate infrastructures to favour the shift to alternative fuels. “Europe needs to diversify the energy sources used for transport” so that climate goals can be met anddependency on oil can be reduced, particularly in developing countries and regions, the documentstresses. “This requires alternative fuels to come into the market, including electricity, hydrogen, biofuels, methane (natural gas and biomethane), LPG and others”, it reports.
Natural gas gets all the space it deserves, since it“represents a mature technology available for all typesof vehicles and has a high potential already in mediumterm”, states the document, adding that “a concrete
A voice from BrusselsThe EU has to boost investments in infrastructures to help NGV,says Cars 21
27July 2012 Gas Vehicles Report
possibility for further decarbonisation is provided bythe injection of sustainably produced methane (frombiomass or low-carbon electricity), which does notnecessitate a change in infrastructure but possibly of an expansion of pipelines, depots and distribution facilities”.
The natural gas diffusion, like any other technology, needs appropriate infrastructure and hence, as thereport clearly states, “significant investments”. There are many possible ways to provide public support for infrastructure: pilot projects, standardization, investment support and legislation.
In the coming years, EU policy should support thewhole chain of product development and innovation, but after a while only the market-viable solutions haveto be helped. Cars 21 points out that “the developmentof refueling/recharging infrastructure for alternativefuels and powertrains – with an established technological viability and a market potential – can substantially accelerate market update”.
Markets have already demonstrated that natural gasis a good solution, but consumers definitely need amore widespread refilling infrastructure. According to Cars 21, while the EU has been good atpromoting alternative fuels, “this is not the case concerning the infrastructure for those alternativefuels” and “the direct role of the Commission has beenso far limited to R&D and pilot projects”. Other tools “have only marginally been used for this purpose, such as TEN-T funding for the key Europeannetworks and the deployment of Structural and Cohesion Funds”. As a result, the internal market fortransport is “fragmented” and this is a “sub-optimalsituation for the consumers”.
Environmental benefits from alternative fuels aredelayed by this lack of a comprehensive strategy andby the ‘patchwork’ measures that are taken by eachMember State. Therefore the EU should take a leading role in accelerating the transition towards agreener and more efficient transport system. This objective justifies “public intervention on theEuropean level”, which can take the form of “standards, financial assistance as well as legislativeaction, respecting subsidiarity principle”.
In the next decade a further step is necessary, with a“dedicated public framework and support for roll-out ofmultiple infrastructures”, either via “the possible measures of co-financing (or public guarantee) for investments led by the private sector, via direct regulatory measures (eg common requirements as tocharacteristics of filling pumps or requirements ofminimum coverage), pilot projects or introduction ofstandards”.
Showing again its pragmatism, Cars 21 states thatsupporting the infrastructures “should be an enablingfactor for the market deployment, rather than a stimulus for technology development”. In other words: instead of aiming at utopian projects, let’s act decisively with what we already have.

July 2012 Gas Vehicles Report28
Background
Biogas, a substitute for compressednatural gas (CNG), continues to growin popularity across the world as acleaner-burning alternative tomore traditional motor fuels such asgasoline and diesel.
Vehicles that run on biogas producesignificantly smaller amounts of carbon dioxide, carbon monoxide, nitrogen oxides, sulfur oxides, hydrocarbons and particulate matter, all of which detract from the qualityof the air we breathe and are leadingcontributors to global warming. In fact, it is estimated that driving abiogas vehicle reduces the emissionof harmful greenhouse gases by asmuch as 80 percent.
Biogas vehicles are garnering significant attention in Europe, wherea European Union CommissionDirective now requires that biogasand other biofuels total 20 % of overall motor fuel consumption withinthe next 15 years. One country that has accepted thisdirective is Sweden, where approximately 1.4 TWh of biogas isproduced annually. This total isexpected to rise to 14 TWh/yearover the next decade.
The customer
Processkontroll GT AB is the largestsupplier of biogas refueling stations inthe Nordic area, having designed, built, supplied and commissioned avariety of these stations for morethan a decade. Located within Sweden’s petrochemical center, Stenungsund, the company has provided products, services and integrated solutions forelectrical, control and automationtechnology since its founding in1970. Processkontroll is growing ata steady rate, with an annualturnover of SEK 300 million and aworkforce of approximately 160employees.
The challenge
Processkontroll produces several different types of biogas refueling stations, including systems designedspecifically for bus traffic. Each busstation is capable of refueling severalbuses at one time via a single pipe, which includes a flowmeter to measure the total volume of gas dispensed into the buses. The datareceived from the flowmeter must beas accurate as possible, as it is usedby the station owner to monitor consumption and bill the bus operator.Previously, Processkontroll refuelingstations incorporated flowmetersbased on a 4-20 mA analogmass flow signal. However, the company had become dissatisfied with thesemeters and desired a newsolution that would requireless mounting space anddeliver a much higher level ofperformance. Specifically, they were looking fordirect integration into an automationsystem, enhanced ease of use andimproved customer service.
At Processkontroll in Stenungsund, Sweden, Sitrans FCS200 sensorsand Siflow FC070 Ex CT transmitters are now being installed in
biogas-based bus refueling stations. This advanced flow technology can be integrated intoSimatic automation systems, either directly or with distributed Profinet/Profibus stations, for enhanced flexibility, user-friendliness and customer service capabilities.
Coriolis flowmeter integration savestime and money in biogas applications
Biogas bus stations manufactured by Processkontroll are capable of refuelingseveral buses at one time via a single pipe, which includes a flowmeter to measure the total volume of gas dispensed into the buses.

29July 2012 Gas Vehicles Report
The inside of a Processkontroll busrefueling station, with a SitransFCS200 sensor visible on the right.
The solution
After considering several options,Processkontroll ultimately choseCoriolis mass flow technology fromSiemens: the Sitrans FCS200 sensorcombined with the Siflow FC070 ExCT transmitter. Designed specificallyfor high-pressure gas applications, the Sitrans FCS200 featuresHastelloy tube material for high accuracy even at high pressures (0.5% of flow rate up to 350 bar) and iscapable of measuring flow up to 500kg/min, which lowers the amount oftime necessary for fueling. The Siflow FC070 Ex CT is capable oftrue multiparameter flow measurementand, when combined with the SitransFCS200, is custody transferapproved according to OIML R139 –Compressed gaseous fuel measuringsystems for vehicles.
One of the most important factorsdriving Processkontroll’s decision wasthe fact that the Siflow FC070 canbe integrated seamlessly into theSimatic S7300 PLC system. The transmitter simply snaps into aSimatic rack, a single cable connectsthe transmitter to the sensor, andthe meter is immediately ready foroperation. This straightforward installation process and very smallnumber of required componentssaves Processkontroll time andmoney. The Siemens solution is alsoflexible enough for integration into adistributed ET200 IOProfinet/Profibus station, whichmeans that Processkontroll can successfully meet a wider range ofcustomer requirements.
Equally crucial in the selectionprocess was the user-friendlinessdemonstrated by the Siemens system. In the past, Processkontrollservice engineers were obligated toprogram the flowmeters via laptopusing HART communication. The new solution makes commissioning and monitoring mucheasier, with all application parameters, process values (including mass flow, volume flow, temperature and density) and evenauto zero adjustment available fromthe Simatic touch screen.
Integration with Simatic also offersthe company the ability to respondmore rapidly to customer serviceneeds, a necessity in today’s globallyconnected and highly mobile businessenvironment. From the
Processkontroll office it is possible toconnect to the customer’s controlcabinet and gain instant access to allnecessary flowmeter data, minimizingresponse times and greatly reducingtravel costs. The Simatic remoteaccess function even allows serviceengineers to connect to the systemfrom a Smartphone, regardless oftheir current location.
“Biogas will play an increasinglyimportant role in public transportationacross Europe and elsewhere in thecoming years, which is why the production of biogas refueling stations for buses is such an important part of our business,” saidJacob Holmdahl, design manager forelectrical and control systems atProcesskontroll. “Integrating Siemensflow technology into our refueling stations has ensuredthat they are as accurate, easy touse and cost-efficient as possible, which ultimately gives us a morecompetitive edge in the marketplace.”
Biogas continues to grow in popularity across the world as a cleaner-burningalternative to more traditional motor fuels such as gasoline and diesel.
