Welcome Address by Mr. Milind Deora, Minister of State for

Communications and IT, Government of India Mr. Milind Deora started the session having by congratulating Department of Telecommunications (DoT)

and FICCI on the theme of the event – “Internet of People to Internet of Things – Future of

Communication”. He envisaged the future of internet to be promising considering the fact that e-

Governance in India has started growing with more interactive, smart and efficient technologies. He also

stated that the heart of internet is the connectivity and the aim should be to connect every Indian to

voice and data at affordable prices. He also pointed out that telecom technologies and policies are still

evolving and the government and the industry should work in tandem to enable smooth policy

implementation.

Address by Mr. Kapil Sibal, Minister for Communications and IT,

Government of India Mr. Kapil Sibal started his address by giving some statistics that the teledensity in India has grown from

less than 5% to more than 75% in recent years and the tariffs are amongst the lowest in the world in

India. He continued that the coming years would witness a data revolution with every 10% growth in

internet penetration contributing to 1% growth in the GDP. Through National Telecom Policy, 2012, he

stated that the government desires to bring stability and scalability to the telecom sector and wish to

achieve a target of 600 million broadband connections in the country. He also elaborated on the

government plans for 2014 by stating the following five points:

• to finalize the M&A policy which would lead to the much-required industry consolidation

• to facilitate the process of delinking spectrum allocation from licences

• to achieve technology neutrality

• to ensure efficient spectrum utilisation through mechanisms like spectrum trading

• to improve industry’s interface with the financial sector

Finally, he concluded that there are large untapped opportunities in the rural areas which if taken care of can

boost the country’s growth.

Address by Dr. Manmohan

Singh, Hon’ble Prime Minister,

India Dr. Manmohan Singh, in a special address,

noted that the telecom sector had

contributed significantly to the country’s

economic growth by creating valuable

employment opportunities. The expansion

of telcom connectivity has improved

people’s lives in a dramatic manner. He

stated that the National Telecom Policy,

2012, has simplified the licensing regime and ensured adequate spectrum availability for the provision

of telecom services and its allocation in a transparent manner through market related processes. He also

touched upon the issue of the increase in FDI limit in the sector from 74% to 100% which would address

the concerns of the investors and provide an impetus to the telecom growth. Finally, he emphasised the

need to develop a strong domestic manufacturing base for electronics and telecom since it is estimated

that by 2020, India would be importing electronic products worth about $300 billion which could lead to

a even higher capital account deficit.

Concluding remarks by Dr. Kruparani Killi, Minister of State for

Communications and IT Dr. Kruparani Killi concluded by focusing on the needs of low cost affordable services in the telecom

sector and then thanked the dignitaries on the dais and all the participants for being a part of the

session.

Introductory remarks by Mr. R. M. Agarwal, DDG (NT), Department of

Telecommunications, Government of India Mr. R. M. Agarwal introduced that the future use of communications was set to undergo a transformation and

move beyond human-to-human communication to human-to-machine (H2M) and machine-to-machine (M2M). He

stated that India is also gearing up to leverage M2M services and the number of connected devices was expected

to increase from the current 54 million to around 390 million by 2022.

Opening remarks by Mr. M. F. Farooqui, Department of

Telecommunications, Government of India Mr. M. F. Farooqui, in his opening remarks, highlighted the importance of M2M services in various

industries – smart grid applications in power, monitoring remote power pumps in agriculture, use of

sensors in farmland, e-transactions for the banking community, smart vehicles for urban transport,

smart cities, LED based lighting and digital signage. He continued that the government was currently in

the process of formulating an M2M policy which is expected to address issues related to

standardization, scalability and interoperability of M2M devices and platforms.

Mr. C. S. Rao, President, Reliance Communications Mr Rao emphasised the need to develop a universal service delivery platform for facilitating M2M

services. He stated that there were several manufacturers that offered different devices but also

highlighted that those devices need to run multiple applications and stay connected to several networks

which had complicated the M2M ecosystem and called for uniformity and standardization of

procedures.

Mr. Madhusudan Shekhar, Tata Motors Mr. Shekhar shared his Tata Motors experiences in establishing a telematics platform for its staff. He stated that

the company had started by deploying a navigation tracking system for its fleet and since then had deployed

several monitoring systems on that platform which had resulted in significant fuel efficiency.

Mr. Joachim Koss, Director, Standardization M2M and Gemalto M2M

GmbH & ETSI Board Member Mr. Koss talked about a new partnership project being undertaken by ETSI for a M2M architecture which would

enable data exchange between M2M devices using existing policies. He also stated the need for a middleware

supporting secured data in M2M devices through encryption, buffering and synchronisation. He concluded that the

new project was likely to release the first set of specifications by mid-2014.

Mr. Vipin Tyagi, Director, C-DOT Mr. Tyagi started by saying that there has been a start of transition from voice centered devices to action centered

devices. He also highlighted the role of data services in driving the global telecom industry. He stated that may

things need to be done on the backhaul front to ensure implementation of M2M services in the country.

Mr. Srinivasan Mr. Srinivasan spoke about Huawei’s partnership with China mobile, under which the vendor had developed an

M2M platform for the operator and had facilitated vehicle telematics. According to his opinion, two key trends in

the M2M industry were the growing use of automotive fleet tracking – which accounted for 41% of global M2M

usage; and deployment of smart meters (23 %).

Mr. Manoj Dawane, Vice-President, Technology, Government & Industry

Relations and Sustainability, Ericsson India Mr. Dawane suggested the adoption of a phased approach for the development of M2M applications in India.

According to him, the country was ready to make use of the technology for low-order applications such as

monitoring systems for certain utilities, or in agriculture. But he also cautioned that there should still be a wait for

band-width intensive applications to gain mass adoption, especially in the areas of medicine and education.

Way forward

• The M2M space can witness increased activity in terms of both government and operator initiatives

• Addressing key challenges related to security, adequate certification of devices, scalability, interoperability,

managing agnostic networks and complying with KYC norms to be crucial for the development of the M2M

ecosystem in the country

Opening Remarks by Mr. Anil Kaushal, Member (T), Department of

Telecommunications Mr. Kaushal contended that the Indian telecom industry had been a great performing sector with an increase in

overall teledensity from 4% in 2000 to 75% as of March 2013. He focused on the National Telecom Policy, 2012 by

stating certain provisions of the policy such as:

• One nation, one license regime

• Delinking spectrum from license

• Facilitating indigenous manufacturing

Mr. Rajesh Chharia, President, Internet Service Providers Association of

India Mr. Chharia was of the opinion that the introduction of NTP, 2012 and the unified licensing regime had

been a positive development. But he also showed his concern that there were many areas which offered

a significant scope of improvement by stating that the telecom connectivity needed to be extended to

55000 villages which are yet to be covered.

Ms. Rekha Jain, Professor, IIM Ahmedabad Ms. Jain stated that the telecom revolution was a constant phenomenon and the sector would have achieved its

goals only when smart devices and the internet are accessible to all. She also stated that the applications needed

to be made accessible to all users at nominal broadband speeds. She continued that content availability was very

crucial for mass adoption of broadband. He concluded by saying that there was a need for harmonisation of

spectrum with that used by other countries and the government needed to resolve issues pertaining to spectrum

in the unlicensed band.

Mr. A. K. Mittal, Sr. DDG (TEC), Department of Telecommunications,

Government of India Mr. Mittal highlighted the priorities for facilitating broadband proliferation in the country through

resolving Right-of-Way (RoW) issues. He also stated to either push or pull-up the policy framework and

to reduce the gaps such as lack of adequate skills for the telecom sector to flourish in India.

Mr. Sanjay Jaju, Secretary, Information technology and

Communications, Andhra Pradesh Government Mr. Jaju asserted that the Andhra Pradesh government intended to facilitate broadband penetration by

providing a single-window clearance mechanism to address issues related to R0W, among others. The

AP government had standardised road digging charges so that operators do not have to payadditional

fees to different municipal corporations and regulatory authorities.

Mr. T. V. Ramachandran, Resident Director, Regulatory Affairs and

Government Relations, Vodafone India Mr. Ramachandran highlighted that the recent policy decisions have marked the beginning of spectrum

reforms in the country. He also added that mobile devices would drive the broadband penetration. He

cautioned that just rolling out optic fibre networks should not be the only consideration for broadband

proliferation but relevant content availability should also be ensured.

Mr. Sandeep Karanwal, Director, GSMA India Mr. Karanwal stated that internet penetration would enable socioeconomic development in rural

regions. He also said that the internet could be used to provide applications for healthcare, agriculture,

education, etc. And also financial inclusion could be achieved by providing secure and reliable internet

connectivity to rural users.

Introductory remarks by Mr. Pankaj Mohindroo, President, Indian

Cellular Association Mr. Mohindroo provided the introductory remarks by stating that the policy framework in India has not

been lucid and clear. So, he insisted the panellists to clear certain concerns regarding the same.

Opening remarks by Dr. Rahul Khullar, Chairman, Telecom Regulatory

Authority of India (TRAI) Dr. Khullar gave his opening remarks by stating that the convergence is picking up pace rapidly and that

the pace is contingent on the capital flow. He was of the opinion that the application of the technology

matters and not only the emerging technologies. He suggested that the regulations should be

technology neutral, platform neutral and there should be competition in the market. He highlighted that

the convergence of network, services and devices depends on the three main things:

• Quality of service in data speeds, telecom services, broadcasting, etc.

• Regulation of the content

• Security

He concluded his opening remarks by giving the example of Malaysia where the regulator does both the

content and the carriage whereas India at the particular moment, according to him, is in the worst state

of all the possible worlds.

Dr. Ajay Kumar, Joint Secretary, Department of Electronics & IT, Ministry

of Communications and IT, Government of India Mr. Ajay Kumar stated just three points:

• Convergence in the global space of internet – companies mainly focusing on the content now

starting to focus on the devices and other hardware, ex: Google and Microsoft

• Development of devices – classification of devices becoming difficult since devices are getting

converged, ex: a mobile phone containing a camera, internet connection, etc; and a need of

dynamic tariff mechanism to avoid a hampering industrial growth

• Differentiation of Hardware and Software getting blurred and India have a tremendous potential

in the same

Smt. Supriya Sahu, Joint Secretary, Ministry of Information &

Broadcasting, Government of India Smt. Supriya Sahu was of the opinion that the ministries should sort out the differences between them

so that the bottlenecks can be avoided to get a better use of framework. She also mentioned that

convergence is not only important and necessary but inevitable at this moment. She gave certain

statistics that India has approximately 154 million TV homes and till then only 3 Cr. set top boxes had

been installed. To make a fully digitized India, 11 Cr. set top boxes are required which provides

tremendous opportunities of growth. She concluded by saying that the National Optical Fibre network

provided an opportunity for convergence and would revolutionize cable TV in India.

Mr. K. K. Aggrawal, Chairman, Board of Governors, Malaviya National

Institute of Technology, Jaipur Mr. Aggrawal was of the opinion that the people have to have a convergence mind set for this

convergence to be successful.

Introductory remarks by Mr. Virat Bhatia, Chairman, FICCI’s

Communications & Digital Economy Committee

Opening remarks by Dr. B. K. Gairola, Mission Director (e-governance),

Department of Electronics & Information Technology Dr. Gairola stated that the topic is such that it is an ongoing process and the path needed to be followed

till the enablement is achieved. He mentioned that the technology could help in almost all the sectors

and with the integration of voice, data and video, it touches another dimension. He pointed out the key

challenges:

• Lack of services in the rural areas

• How to change the governance?

• How to create a unified infrastructure in India?

• How to migrate the processes, features, etc. that are used today on the cyber platform?

Mr. A. K. Bhargava, Director (Operation), Bharat Broadband Network

Limited (BBNL) Mr. Bhargava started by saying that National Optical Fibre Network (NOFN) is a pretty capital intensive

project requiring more than 20000 Cr. and a proper and a detailed planning. He also mentioned that the

distribution network should also reach up to the downstream level for NOFN to be a success. He also

mentioned that the network should be available, accessible and affordable at the same time.

N. N. Sinha, IAS, Principal Secretary (Information Technology),

Government of Jharkhand Mr. Sinha mentioned that the process of development accentuates the urban-rural divide. So the policy

should be calibrated in a phased manner in order to utilize it to the maximum potential. He also showed

his concern about the erratic power supply in the rural areas. He highlighted that a focused approach

should be carried out in order to provide adequate services to all the parts of the country.

Mr. Ram Narain, DDG (Security), Department of Telecommunications,

Ministry of Communications & IT, Government of India Mr Ram Narain started his address by citing an anecdote. He shared that by 2020, the average age of

India would be 29 years and India would be the youngest nation in the world. That would result in the

youth driving the economy. He also showed a concern towards low returns in the telecom sector.

Mr. Anshul Gupta, RailTel Mr. Anshul Gupta started by saying that RailTel has developed a digital economic framework. He also

mentioned that Right of Way (ROW) is the most crucial as of today. He mentioned that RailTel is

developing certain video based applications in various sectors such as agriculture, health, education, etc.

Mr. Prakash Kumar, National Technology Officer, Microsoft India Mr. Prakash Kumar started his address by showing concern as to how to connect the villages across India

under NOFN. He also stated the need for the content to be provided in various languages for which

Microsoft has been doing research.

Mr. Tanmoy Chakrabarty, Vice-President and Head of the Global

Government Industry Group, Tata Consultancy Services Mr. Chakrabarty shared the importance of planning pragmatically and realistically. He mentioned the

need of the operational focus for the NOFN to be successful. He also mentioned that the capital

intensive projects like NOFN need to also be looked at considering the operational expenditure rather

than just the initial expenditure.

Introductory remarks by Mr. N. K. Goyal, President, CMAI Mr. Goyal initiated the session by giving importance to the youth through which there could be huge

market for smart devices. He also mentioned that with the extensive use of smart devices, there is also

an urgent need for security in these devices.

Opening remarks by Smt. Rita A Teaotia, Additional Secretary,

Department of Telecommunications, Ministry of Communications & IT,

Government of India Smt. Rita Teaotia opened her address by stating that M2M has huge opportunities for manufacturers,

software developers and network service providers. She also mentioned the possibility of producing

simple front end devices backed by complex algorithms running inside those devices. He sensitized the

audience on certain emerging issues:

• Standardization across multiple sectors

• Security protocols in the softwares

• Testing capacities

• Full adoption of IPv6

• Availability of a robust broadband structure

Mr. Kishore Ramisetty, Director, New Business Explorations, Intel

Technology India Pvt. Ltd Mr. Kishore shared a couple of anecdotes to start his address and stated that the tablets are a means for

communication and entertainment. He also mentioned the degree of penetration of the smart devices

in the rural areas through those anecdotes.

Mr. Ambrish Bakaya, Vice President, Corporate Relations, Samsung

Electronics Mr. Bakaya stated that India is at the cusp of the smart devices revolution. He gave certain statistical

details that smartphones comprise of about 10%-15% of the overall mobile phones. He also mentioned

that last year only 5% of the youth (aged between 16-18) used smart phones while in the current year

the percentage has increased to 22%. He also stated that only 10% of the people in India speak English

Prof. Hiroshi Esaki, Executive Director, IPv6 Promotion Council Prof Hiroshi sensitized the importance of digitization in each and every object. He mentioned that there

is approximately 80% internet penetration ratio in Japan and that the transition from IPv4 to IPv6 was

imperative in Japan. He also stated the mandate of applying IPv6 for the 21st century internet.
