shr i K' R' Upandhyay , Regional of f icer, GPCB and representat ive of Member secretary, welcomed al lpresent to the Publ ic Hearing. He out l ined the var ious provisions of the Not i f icat ion and br iefed theprocedural detai ls for conduct ing this publ ic hearing including act ions taken by GpcB for wide publ ic i tyof this publ ic hearing and the advert isement given earl ier in the local dai l ies. He announced that as perthe provisions of the Not i f icat ion, only local ly affected persons wi l l be al lowed to represent in the publ icHearing whi le others having plausible stake may give their representat ion in wri t ing which would beincluded in the proceedings.

Regional of f icer, GPCB further informed the forum that two wri t ten representat ions have been receivedprior to the Publ ic Hearing from Paryavaran Mitra -Ahmedabad and from sarpanch chadisar Vi l lage .Two representat ions ware also received during the proceeding, one from sarpanch chadisar Vi l lage andother from chandisar GIDC Estate Associat ion. The representat ions and the reply to the same would beincluded in the proceedings. The representat ions and the reply to the same are enclosed as Annexure c.

The Regional of f icer, GPCB then opened the Publ ic Hearing after due permission from the ResidentAddit ional col lector. He invi ted the Project Proponent to give their introduct ion and to make thepresentat ion of their project.

The representat ive of the Industry then gave a power point presentat ionEnvironmental Management system, i ts impact on the environment alongmeasures and socio-economic issues, in the Gujarat i language.

After the presentation by the project proponent, Regional officer, GpcB with the due permission of theResident Additional collector opened the forum for representations / suggestions /objections from theloca I ly af fected people.

Petrol , diesel, kerosene areinf lammable l iquids associatedwith r isk. Internat ional rules andregulat ions are fol lowed by thecompany. Company has instal ledful ly automated operat ing systemfor fire fighting.

The Operat ing system and plant atJaipur are very old. Whi le plant atChandisar has been commissionedin 2007. l t has ul tra modernoperating system. After Jaipur fire,Government of lndia hasappointed an expert committeeled by Mr . M.B.La l . As per therecommendations of thecommittee, improvements andmodif icat ions have been ini t iated.Therefore chances of fire are veryrare. There is no possibi l i ty ofaffect ing surrounding areas in caseof fire.

Company can not give in wri t ing asyou demanded but can give inwriting regarding theprecaut ionary measures taken. Atpresent, company has fire fightingsystem to combat the fire for atleast four hours cont inuouslv.

As per my belief your security systemwil l fa i l against such incidents.

You have made us aware about youroperating system but in case ofterror ist at tack or air raid none of yoursystem will work. When there is severf i re, i t cannot be control led.

As per your reply extent of damagewould be low i f the people residingnearby are less in number. Disaster isdisaster, whether death tol l is one orhundred. Therefore i t should be awayfrom the resident ial area.

There is no answer for by the people,for the people and of the people.Company has done so many welfareact iv i t ies for the vi l lages far f rom thisplace, but What you have done for thevi l lage from where you have acquiredthe land? In case of mishap the f i rstone to be affected would be thisvi l lage.

Why should fire take place? Stepshave been taken to prevent fire.System has been installed as peradvanced technology. There is amanual ly operated system inJaipur. Here there is an automatedsystem. Valve operating system isful ly automated. Fire f ight ingsystem is automated. Operat ion ofthe ent ire plant can be stopped bythe single switch.

Ini t ia l ly in 2004-05 the companyhad procured land at other place.Government of Gujarat hasal lot ted this land considering thelow risk factor. The company iscapable to combat any disaster inthe plant. Terror ist at tack or airraid is very special case. Thecompany has large open area andthese addit ional three tankageswil l a lso be constructed within thepremtses.

As such we are using petrol anddiesel in our vehicles and LpG forcooking. We take precaut ionarymeasures for the same. Thecompany has done more than that. However we do not stop drivingvehicles on account of accidents.This is also the facility for thepeopre.

There is serious objection by chandisar Gram panchayat and chandisar Villagers in reference to public

notice in ,,Gujarat samachar,,daily dated 03.03.L2. published by Gujarat Pollution control Boardfor

establishment of additional tankage storage facility at Palanpur Terminal by HPCL '

Upon why we have object ion on this, for that the vi l lagers and Chandisar Gram Panchayat wish to draw

your attention on following:

1. First of all, the depot of HPCL which is located atthe villageborder of Chandisar Village is not a

depot but a live petroleum bomb. The day, from which the depot has started, the villagers of

Chandisar & Mota are l iv ing in the shadow of fear. Earl ier, one or two t imes mock dr i l ls were

arranged and the whole village was living in fear then'

Z. We wish to inform that the depot on Chandisar - Mota road will prove to be a destructive bomb

on any day because GIDC estate is located at only lOOOft away from the depot & at least 2000

persons are working in G.l .D.C.The day when accident occurs, the whole depot wi l l burn to

ashes. And the large scale casualty of human l i fe wi l l cause. who wi l l be responsible for this?

3. Chandisar village with population of around 18000 people is only one Km. away from the depot.

Because of this depot, people cannot sleep peacefully. The day fire breaks out in depot only God

can save us and the casualty will be so large that it is only a matter of imagination.

4. Moreover, we wish to inform that there are farms of Chandisar and Mota village boundary

located around HPCL depot, if any accident occurred, the whole area will burn andit will be

difficult to save the life of farmers and animals.

Moreover, we wish to inform that v i l lage Mota with populat ion more than 5000 people issi tuated hardly 2.5 Km away fromdepot and thefarms at the border of Mota vi l lage are adjacentto the depot. l f any accident occurs no one can avoidgett ing this vi l lage also affected.

Ever science the petroleum depot is constructed, thousands of trees have been cut and

company has not spared anything to damage the Environment. Even though, the company doesnot plant any tree and neglect the matter totally. The company is concerned only with itsbalance sheet & it has nothing to do with protection of Environment.

7. We humbly request to you that ever since the depot is constructed near village, the wholeChandisar and Mota village and GIDC are trembling with fear. Already the death is hovering over

the head of our village and we request you not to increase the risk by allowing to add to it byaddition of three tankages, because it will add to its risk potential tremendously and disaster

caused by depot will invite dangerous results.

8. I wish to draw your kindly attent ion to the fact that Two years back, s imi lar depot of IOC inJaipur- Ajmer road caught fire recently only. Although IOC also had all modern facilities offirefighting, the fire occurredand it took 20 days to abate the fire by agencies. Thank god therewas no human settlement there around it, othenrrise large scale casualties would have caused,whereas, the depot of HPCL already has human settlements around it.

So, we request you that HPCL depot should not allowed to add three petroleum bombs (Storage tanks)and r isk potent ial of depot should not be al lowed to be added.

l f you kindly do not al low this addit ion of tankages, i t wi l l be a great obl igat ion on vi l lages and i t wi l l bean act of "Punya".

The Chandisar Gram Panchayat & Villagers of Chandisar have serious objection against it.

1. Over the years, Petroleum products have been one of the most critical and essentialcommodities for our country. We cannot dread to think about our country withoutpetroteum products, as the whole nation woutd come to a standstitt. Any short supplyof petroleum products causes inconvenience to pubtic and creates unrest among them.

Govt. of India through Pubtic Sector Oil Marketing companies have been serving theentire nation through thousands of Retail outtets(Petrol Pumps), SKO(Kerosene)deaterships and LPG(Domestic GaS) Distributorships. Oit Depot/lnstallation is the mostvital link in ensuring smooth suppty and distribution of Petrol, Diesel and Kerosene tothese Petrol pumps and Kerosene dealerships for futfitting the vital needs of publicacross the country. Hence, alt the facilities, lnfrastructure provided at these OilDepots are for meeting the needs of Public. The construction and operation of thedepot near Chandisar is as per the standards and guidetines of Oit lndustry SafetyDirectorate and PESO (Dept. of Exptosives), Govt. of lndia.

Mock dritts are being conducted at regular intervats in order to ensure safety measuresand keep people alert and Firefighting equipments fit and in order. 5o, to be preparedfor any eventuality, necessary steps are taken quickty and efficientty. The purpose isto exercise and train atl the workers and pubtic atike to deal with such situations.Thus, this exercise is necessary for safety measures for the depot and the pubtic. Since2007,we have been operating this Depot and since inception, there has not been anyincident due to our safe operating practices as mentioned above.

z. Our depot on Chandisar-Mota Road is situated in the industriat area under GIDC awayfrom the locat poputation. This land was attotted to us by the Govt. of Gujarat.Initiatty we had setected the tand at Chadotar. However, Govt. of Gujarat advised usto shift to Chandisar and al,totted this land to us. This depot has been constructed asper standards and guidetines of Oit Industry Safety Directorate and PESO (Dept. ofExptosives), Govt. of lndia. ln fact, our depot has an unblemished record of safetysince its inception.

As mentioned above, all necessary safety measures are being ensured at our depot atChandisar atways. We once again reassure that we are futly geared up to take care ofany eventuatity at atl times. In fact, many [oca[ people are working at this location,which is providing them comfortable life and livetihood.

Our depot at Chandisar has a futty trained team with modern equipments andsufficient Firefighting facitities

6. We have strictty fotlowed the norms and guidetines of Ministry of Environment and

Forests, Govt. of India and Department of Forests, Govt. of Gujarat. Before taking upany construction at our depot we have obtained the necessary approvats. Further,company has a futty devetoped green belt within the premises. In fact, we haveplanted trees protecting environment around our depot.

Being a responsibte Corporate Citizen, we have contributed over Rr16 Lacs under ourCorporate Sociat Responsibitity programme during last 2 years under the guidance oflocal Administration of Govt. of Gujarat as our contribution to this area.

7. Our Depot Fire Fighting team has earned an enviabte reputation of a truty professionatunit in and around this area, exhibited suitabty at the recent unfortunate Fire incidentat Deesa Marketing yard. In fact, over the years, in case of any fire incident in thisarea, our Firfighhting team has attended the same and brought it under control.

In fact, we have been the first to reach the spot on receipt of information from localAminiistration as a duty towards local population.This shows our 24X7 atertness andccommitment to the people.

In its our pursuit to futfitt the ever increasing demand of essentiat products for thisdevetoping area, we have proposed to add three nos. Storage Tanks in side our Depotpremises near Chandisar. We are futty committed to fotlow at[ the norms under OISDfor safety in this area during construction, operation and maintenance of our depot.

The fire at Jaipur depot of IOC is one of the rarest of rare in this industry. The reasonsdue to which this unfortunate incident has happened has been suitably addressed atthis location and recommendations are also being implemented as suggested by M. B.La[ Committee,

Further, it may be noted that additional Staorage Tanks are being constructed insidethe Depot premises itself. Hence, we humbly request you to support our initiativetowards futfitting the ever increasing demands of finished petroleum products in thisarea and start construction of three nos. Our system and process does not require any water.Hwever, we require water fordomestic and gardening purpose.Current water requirement at Depot : approx.10 KL per day.Future water requirement: 20 KL day during Civil Construction Period.However, as percontract terms, Contractor has to arrange for water.Generation of waste water: 1 KL/day of waste water is generated as resutt of domesticuse.

There is Serious objection by Chandisar Gram panchayat and Chandisar Villagers in reference to publicnotice in "Gujarat Samacha/'daily dated 03.03.12. published by Gujarat Pollution Control Board forestabl ishment of addit ional tankage storage faci l i ty at Palanpur Terminal by HPCL .

Upon why we have objection on this, for that the villagers and Chandisar Gram Panchayat wish to drawyour attention on following:

1. First of all, the depot of HPCL which is located at the village border of Chandisar Village is not adepot but a live petroleum bomb. The day, from which the depot has started, the villagers ofChandisar & Mota are l iv ing in the shadow of fear. Earl ier, one or two t imes mock dr i l ls werearranged and the whole vi l lage was l iv ing in fear then.

2. We wish to inform that the depot on Chandisar - Mota road will prove to be a destructive bombon any day because GIDC estate is located at only 1000ft away from the depot & at least 2000persons are working in G.l.D.C. The day when accident occurs, the whole depot will burn toashes. And the large scale casualty of human life will cause. who will be responsible for this?

3. Chandisar vi l lage with populat ion of around 18000 people is only one Km. away from the depot.Because of this depot, people cannot sleep peacefully. The day fire breaks out in depot only Godcan save us and the casualty will be so large that it is only a matter of imagination.

4. Moreover, we wish to inform that there are farms of Chandisar and Mota village boundarylocated around HPCL depot, if any accident occurred, the whole area will burn and it will bedifficult to save the life of farmers and animals.

5' Moreover, we wish to inform that village Mota with population more than 5000 people issituated hardly 2.5 Km away from depot and the farms at the border of Mota village areadjacent to the depot. lf any accident occurs no one can avoid getting this village also affected.

5. Ever science the petroleum depot is constructed, ' thousands of t rees have been cut andcompany has not spared anything to damage the Environment. Even though, the company doesnot plant any tree and neglect the matter totally. The company is concerned only with itsbalance sheet & it has nothing to do with protection of Environment.

7- We humbly request to you that ever since the depot is constructed near village, the wholeChandisar and Mota village and GIDC are trembling with fear. Already the death is hovering overthe head of our village and we request you not to increase the risk by allowing to add to it byaddition of three tankages, because it will add to its risk potential tremendously and disastercaused by depot will invite dangerous results.

8. I wish to draw your kindly attention to the fact that Two years back, similar depot of IOC inJaipur- Ajmer road caught fire recently only. Although loc also had all modern facilities offirefighting, the fire occurred and it took 20 days to abate the fire by agencies. Thank god therewas no human settlement there around it, othenryise large scale casualties would have caused,whereas, the depot of Hpcl already has human settlements around it.

So, we request you that HPCL depot should not allowed to add three petroleum bombs (Storage tanks)and r isk potent ial of depot should not be al lowed to be added.

lf you kindly do not allow this addition of tankages, it will be a great obligation on villages and it will bean act of "Punya".

This has reference to copy of letter received from Sarpanch, Chandisar Gram Panchayatduring Pubtic hearing at our Palanpur Depot on 03.M.12 on the subject. We give betow ourreply to the points raised in the letter in seriatim:

1. Over the years, Petroleum products have been one of the most critical and essentialcommodities for our country. We cannot dread to think about our country withoutpetroleum products, as the whole nation would come to a standstitt. Any short supplyof petroleum products causes inconvenience to public and creates unrest among them.

Govt. of India through Pubtic Sector Oit Marketing companies have been serving theentire nation through thousands of Retail outlets (Petrol Pumps), SKO(Kerosene)deaterships and LPG(Domestic Gas) Distributorships. Oit Depot/lnstattation is the mostvital link in ensuring smooth suppty and distribution of Petrot, Dieset and Kerosene tothese Petrol pumps and Kerosene dealerships for futfitting the vitat needs of pubticacross the country. Hence, all the facilities, Infrastructure provided at these OitDepots are for meeting the needs of Public. The construction and operation of thedepot near Chandisar is as per the standards and guidetines of Oit Industry SafetyDirectorate and PESO (Dept. of Explosives), Govt. of India.

Mock dritls are being conducted at regular intervals in order to ensure safety measuresand keep peopte alert and Firefighting equipments fit and in order. So, to be preparedfor any eventuality, necessary steps are taken quickty and efficientty. The purpose isto exercise and train atl the workers and pubtic atike to deat with such situations.Thus, this exercise is necessary for safety measures for the depot and the pubtic. Since2007, we have been operating this Depot and since inception, there has not been anyincident due to our safe operating practices as mentioned above.

2. Our depot on Chandisar-Mota Road is situated in the industrial area under GIDC awayfrom the tocal population. This land was atlotted to us by the Govt. of Gujarat.lnitiatty we had setected the land at Chadotar. However, Govt. of Gujarat advised usto shift to Chandisar and attotted this land to us. This depot has been constructed asper standards and guidelines of Oit Industry Safety Directorate and PESO (Dept. ofExplosives), Govt. of lndia. ln fact, our depot has an unbtemished record of safetysince its inception.

As mentioned above, atl necessary safety measures are being ensured at our depot atChandisar always. We once again reassure that we are fulty geared up to take care ofany eventuatity at atl times. In fact, many locat peopte are working at this location,which is providing them comfortabte life and tivetihood.

Our depot at Chandisar has a fulty trained team with modern equipments andsufficient Fi refighting facilities

6. We have strictty fottowed the norms and guidetines of Ministry of Environment andForests, Govt. of India and Department of Forests, Govt. of Gujarat. Before taking upany construction at our depot we have obtained the necessary approvals. Further,company has a fully devetoped green bett within the premises. In fact, we haveptanted trees protecting environment around our depot.

Being a responsible Corporate Citizen, we have contributed over 6 Lacs under ourCorporate Sociat Responsibility programme during tast 2 years under the guidance of[oca[ Administration of Govt. of Gujarat as our contribution to this area.

7. Our Depot Fire Fighting team has earned an enviabte reputation of a truty professionatunit in and around this area, exhibited suitabty at the recent unfortunate Fire incidentat Deesa Marketing yard. ln fact, over the years, in case of any fire incident in thisarea, our Firfighhting team has attended the same and brought it under control.

In fact, we have been the first to reach the spot on receipt of information from localAminiistration as a duty towards local poputation.This shows our 74X7 atertness andccommitment to the peopte.

In its our pursuit to futfitt the ever increasing demand of essential products for thisdeveloping area, we have proposed to add three nos. Storage Tanks in side our Depotpremises near Chandisar. We are fulty committed to fol,tow att the norms under OISDfor safety in this area during construction, operation and maintenance of our depot.

8. The fire at Jaipur depot of IOC is one of the rarest of rare lin this industry. The reasonsdue to which this unfortunate incident has happened has been suitabty addressed atthis location and recommendations are also being implempnted as suggested by M. B.Lat Committee,

Further, it may be noted that additionat Staorage Tanls Ere being constructed insidethe Depot premises itself. Hence, we humbty request yqu to support our initiativetowards futfitting the ever increasing demands of finished petroleum products in thisarea and start construction of three nos. Additional Storale tank at Ghandisar at anearty date.
