GUARDIAN is a sustainability solutions integrator focused on two business components that have been missing in sustainable developments:

‘adventure tourism’ approach is comprised of an integration of mari-tourism (sea), geo-tourism (land), agri-tourism (food production) and cultural-tourism (communities). The following example is based on a $ 500 M USD tourism market. GUARDIAN’s target is to capture 30% of the island tourism expenditures and to achieve self-funding by Year 7 at a minimum.

PUBLIC PRIVATE PARTNERSHIP (PPP)

Our development finance strategy is based on the formation of a Public Private Partnership. The core PPP members, their roles and Returns (ROI) are outlined in the following two graphs.

GUARDIAN management team works with the P3 development parties to establish reliable revenue streams to ensure investment returns to each stakeholder. Different revenue scenarios will emerge for each project.

EXECUTION PLAN/GO TO MARKET STRATEGY

GUARDIAN will be deployed in six phases, with the objective of a breakeven finance period of 5 to 7 years maximum, followed by a 20% ROI to investment partners. This occurs in Phase III or IV depending on the project scope:

- Phase I is designed as the ‘ramp up’ phase. This phase requires investments in the $2M to $ 3M range. The PPP is formed and roles assigned. Land is secured with a long term lease, development permitting is accelerated and challenges minimized. Project components in this phase are designed to accomplish two key strategies: (1) align project with existing government, stakeholder, and community programs; and (2) focus on fast construction, turn-key project components that generate revenue quickly.

- Phase II is designed to bolster Phase I assets, adding component value that complements and advance higher revenue returns, while adding meaningful jobs to the local residents. Phase I and II are tactical. They are the ‘footings’ of the longer term structure and objective of establishing a ‘capital independent’ program.

- Phases III-VI represent the building blocks designed to respond to the market. This phased approach allows the project to grow at the pace the market sustains, adapting and modifying its program assets. The dynamic scenarios keep risk to a minimum and investment streamlined and focused.

President, Paul W. Bierman-Lytle, will direct the GUARDIAN program. Paul’s 35-year professional career has spanned the globe, focusing on island communities. With his M.Arch. Degree from Yale University, Paul has expanded his practice as a licensed architect (California and Connecticut) to include real estate development, master planning, ‘green’ building certification, builder/contractor, lecturer, author, and visiting professor at Yale and UCLA. His island community work has included 45,000 acre sustainable community in Kauai, for Steve Case’s development entity, Grove Farms and a $1.2 B USD adventure sports and recreation complex for the Crown Prince of Abu Dhabi, UAE, that included 25 different sports, 884 residential units (condos, townhomes, villas), a 5-star Hilton hotel, and commercial center with restaurants, retail shops and offices. Paul has worked in the Caribbean, Costa Rica, Hawaii, Fiji, Sri Lanka, Oman, Qatar, UAE, UK, Azores, Hilton Head island, SC, Treasure Island, San Francisco, to mention a few. His expertise includes development of a methodology to optimize utilities and infrastructure as an integrated, interdependent entity forming the backbone of sustainable communities. His current project proposals include the Phoenix Islands Protected Area (PIPA); the Galapagos Islands; Marina de Pez, Costa Rica; Villa Blanca Cloud forest community, Costa Rica; Arrowhead Springs sustainable community on 1916 acres; and several tourist destination projects in Oman and the UAE.

Thelma Muro-Dittes, Senior Program Manager and Project Director, is a professional with over 20 years of experience in the world of Real Estate Development and the Built Environment. Her professional qualifications include all aspects of Design and a comprehensive understanding of the building process, including Programming, Entitlement, Site Analysis, Conceptual Design, Construction Documents and Construction Administration. As Project Manager and Owner’s Representative, Thelma has been an integral part of large developments in the United States, Mexico, China, UAE, Spain and Singapore. Thelma’s emphasis on quality project management assures clients that the project will meet its schedule and budget while maintaining the integrity of the design and use intent. Her experience as both a Designer and Developer, maintains a leveled interest on all sides of the project equation, Design, Cost and Use, through the coordination of feasibility studies, governmental processing, design development and constructability. Thelma’s proficiency with consultant coordination on complex large-scale projects has guided many clients through the difficult understanding of the full scope of design and construction issues of a turnkey project. Thelma’s experience includes Themed Environments, Entertainment Venues, Hospitality, Retail, Commercial, Transportation, Civic, Medical, Educational and Multi-Family Residential. She has contributed to of some of the most prestigious Architecture and Engineering teams in the United States including: Ellerbe Becket & Associates, HNTB Architecture & Engineering, and Gensler & Associates.

Juan Mayans-Boom, Marketing Director. With a strong entrepreneurial spirit and a focused vision for successful new ventures, Juan Mayans-Boom has launched and helmed numerous endeavors in a diverse range of industries. Among the highlights of Juan’s accomplishments in the business world: Alfatecnica, a translations and localization services company in Madrid, Spain; Simedia, an IT services development company in Madrid, Spain and Seattle, Washington; He published Persona in Seattle Washington, a Hispanic magazine for the English Speaking audience; Pi Factor, a marketing and advertising agency in Madrid, Seattle, California and Mexico; and IM Global Resources, an international joint venture providing President Olasegun Obasanjo’s Nigerian Government with an innovative program to maintain the equity participation between the NNPC (Nigerian National Petroleum Corporation) and the JV partners. His experience in the Architecture and Engineering world began with Parson’s Brinkerhoff, in the early nineties, decentralizing and turning their Western Media Group into a profitable local studio within 12 months. Since then, he cofounded Thelma & Boom, and Generator, a creative agency focused in servicing the development industry. Juan has also served on several Boards of Directors including the Washington State Hispanic Chamber of Commerce, KidsQuest Childrens’ Museum and the North Seattle Community College Foundation, where his multi-cultural experience has proved highly valuable in reaching different culture segments. He has also served in the Executive Council of the California State Fullerton School of Business and Economics and is an Associate Member of the TEA, Theming and Entertainment Association.

Rob can also be described as our underwater intervention specialist: commercial and sport diver, instructor, sailor, boat designer and builder, submersible pilot, low zero emission research catamaran design and project manager, and marine tourism business development director. Among Rob’s career and accomplishments:

Nasir Khattak, COO, brings to GUARDIAN his vast international islands expertise and perspective. From over twenty years of experience working with international multi-lateral and bi-lateral institutions, Nasir has accumulated a vast network of government, community, non-profits, and private corporations. Nasir is an expert in establishing strategic alliances among these diverse groups and can create the mechanisms for projects to become funded and established. His professional experience includes working on numerous environmental, energy and real estate development projects in both developed and developing countries, in the non-government as well as in the private sector. He works closely with the United Nations, and multilateral development agencies and seeks to build partnerships among countries, businesses and institutions of the North and the South while finding win-win solutions to reduce greenhouse gas emissions while achieving economic, environmental and social benefits. For over fifteen years Nasir has worked on developing and implementing renewable energy and energy efficiency policies and projects in the small islands in the Caribbean, the Pacific and Indian Ocean regions. Nasir manages the VISION 20/30 – Sustainable Energy for Small Island Economies, which is one of the High Impact Initiative of the UN Secretary General’s initiative of Sustainable Energy for All. He helped establish the Global Sustainable Energy Islands Initiative of the Climate Institute in 2000 and managed it as a consortium of international organizations, to assist the Small Island Developing States develop and implement sustainable energy plans. As the Chief Operating Officer of the Climate Institute, Washington DC based non-government organization he manages environmental, energy, science and awareness programs and projects of the Institute. Nasir also serves on the Climate Institute’s Board and is also a Senior Fellow at the Worldwatch Institute. He has helped organize several special events at the United Nations Conferences and has participated and presented at many international events on Climate Change and renewable energy. Nasir got his Master’s degree in Environmental and Energy Management from George Washington University, Washington DC, and a B.Sc in Civil Engineering and Bachelor’s in Law & Political Science from Peshawar, Pakistan.

Maya Doolub, Director, complements GUARDIAN’s team with her multi-faceted island network and capacity building experience. Maya is a Senior Fellow at the Carbon War Room, formed by Sir Richard Branson, where she helps lead CWR’s Islands Program to meet its Ten Island Challenge to accelerate the transition of islands off fossil fuels. She also served as project manager of CWR’s Smart Island Economies Operation.

Maya has extensive experience with the formation and operations of Public Private Partnerships. Her skills in this arena provides a sound understanding of dynamics across stakeholders and organizations, and Maya is able to recognize the potential of relationships between stakeholders in order to maximize opportunities. Maya has core experience in community consultation, particularly in health care and education. She has worked with the UK National Health Service, World Health Organization and independent health care providers. Maya’s expertise includes project implementation, driving change and change management, and communications, working with clients to deliver solutions which reflect and build on the innovation and expertise which exists within their organization.

Her techniques include public consultation events, focus groups, staff and stakeholder workshops, interviews and surveys, and implementation of training programs which are one of the core objectives of GUARDIAN: to build sustainable capacity within the island communities to meet their needs and their children’s future.

Gary Lee, President, will provide GUARDIAN with expertise in civil engineering, mechanical, electrical, and water systems design and installation. Gary’s particular expertise is developing the business framework for integrated utilities and infrastructure. Gary was a key member of the Steve Case ‘Wailani’ sustainable community development in Kauai. Among Gary’s professional services, he is an advocate for developing innovative solutions in water treatment, waste conversion, and food production integration. Gary has over 41 years of experience in planning, financing and implementation of projects. Financing – Liaison experience in developing financial strategies to facilitate funding relationships between local and state/federal programs. Gary is knowledgeable in municipal and governmental financing alternatives including taxable and tax-exempt bonding, leasing, and privatization/public private partnerships. Technical – Gary’s experience has involved a wide range of environmental and civil engineering projects that include project management, program development, and underwriting and design of maintenance management programs. Coalition Building – Gary has in-depth experience in the design and execution of public awareness and participation programs including the development of multi-participant alliance coalitions that are often critical to the success and acceptance of statewide projects. Industry Leadership – Gary was the originator of the Reliability Centered Maintenance approach to insurance-backed warranty/service contract concept. This innovative approach to extending the useful life of equipment was developed through a strategic alliance with Zurich Insurance Company, one of the world’s leading insurers. Today, Gary maintains relationships with a broad cross-section of risk and asset management partners. Border Environment Cooperation Commission USAID - Gary has served as project manager on several water and wastewater energy efficiency studies throughout northern Mexico and Texas. In this capacity he is responsible for the development of renewable energy sources to power remote facilities and to recommend process modifications to gain energy efficiencies throughout the facilities.

ECO TOURISM INTERNATIONAL (www.ecotourisminternational.com)

President, 1999 to present Edward G. Sanders co-founded Eco Tourism International to provide specialized ecotourism-related business consulting services to government planners and private developers. He prepares feasibility studies, market analyses, and financing proposals for ecotourism and conservation projects. He has evaluated ecotourism projects and certification programs, and prepared regional strategies, market surveys, business plans, financing proposals, and related sustainable development studies throughout the world. Ed is a former Vice-Chairman of the Board of The International Ecotourism Society (TIES) and author of several studies of ecotourism markets and the economics and financing of eco-lodges. He was a founding partner and did the business planning and recruited most of the investors for a multi-faceted, 13,000-acre conservation and ecotourism project in Belize, utilizing a mix of innovative public and private financing approaches. Ed is currently serving as part-time CFO of HOMER Energy and providing related project planning and consulting services. He previously served for six months as interim Chief Operating Officer of Global Clean Energy, Inc. where he helped position it to begin trading as a fully reporting OTC company. Other projects include environmental technology transfer programs involving clean energy, pollution control and innovative remediation programs (e.g., biomass power, coal mine methane recovery, and water and air pollution control technologies). In the late 1990s, he led the business planning and arranged most of the financing for a $60 million, 50 megawatt IGCC private power plant in India. He has prepared economic impact analyses, feasibility studies and business plans for clean energy and land conservation projects, including creation of markets for natural ecosystem services. He has evaluated and arranged non-traditional financing for environmental projects, eco-industrial and technology parks, and ecotourism ventures.

LIFE ENHANCEMENT INSTITUTE OF THE PACIFIC (www.leiofthepacific.com)

President Ramsay Taum is the founder of the Hawai’i based Life Enhancement Institute (LEI) of the Pacific LLC. Born and raised in Hawai’i, he graduated from Kamehameha Schools, attended the United States Air Force Academy at Colorado Springs and earned a Bachelor of Science degree in Public Administration from the University of Southern California. Ramsay’s eclectic background and experience in business, government and community service makes him a valuable asset in both public and private sectors and has been instrumental in for-profit and non-profit business. He was awarded the 2013 Peace Day Hawai‘i Peace Maker of the Year in recognition of his lifetime career advocating the spirit of Aloha around the world, in fields of ecology, business, communications, economic development and Hawaiian culture. His work in promoting sustainable place based, and Hawaiian cultural stewardship principles and practices is acknowledged locally, nationally and internationally. He received the 2008 East West Centers Leadership Certificate Program’s Transformational Leadership in

A recognized cultural resource Ramsay is sought after as a keynote speaker, lecturer, trainer and facilitator. He is especially effective working with Hawai‘i’s travel, leisure and retail industry where he integrates Native Hawaiian cultural values and principles into contemporary business. Mentored and trained by respected kūpuna (elders), he is a practitioner and instructor of several Native Hawaiian practices including ho’oponopono (stress release and mediation), lomi haha (body alignment) and Kaihewalu Lua (Hawaiian combat/battle art).

MARINE & OCEANIC SUSTAINABILITY FOUNDATION (MOSF)

Co-founder and Managing Director of the Marine & Oceanic Sustainability Foundation (MOSF), Jennifer was born in California and grew up on the California coast. Enjoying the mountains and beaches of Carmel and Big Sur, her fondest memories are of playing in the tide pools and watching the whales migrate. She completed her high school education in Geneva, Switzerland and earned a degree in International Business from the University of Texas at Austin. After 20 years of working in the financial services and technology industries for both public and private organizations, she began working as a freelance consultant in 2003. First and foremost, Jennifer is an optimist and an ocean devotee! Eager to get involved in marine conservation efforts, Jennifer and her husband were discouraged by the grim statistics and frightening scenarios coming from many existing conservation groups. After speaking with people across the globe and seeing a enormous disconnect in the sharing of positive, functional, and successful marine conservation efforts, they began collaborating with local NGOs, marine ecology professionals and others to identify successful marine conservation efforts, educational opportunities and models for addressing marine challenges. Since co-founding MOSF in 2013, Jennifer has dedicated her time to developing sustainable, geotourism-based citizen science programs that focusing on marine conservation, education and stewardship. MOSF is very conscious of the importance of respecting and supporting the communities in which they work. Tourists, volunteers and marine scientists come and go from a geographic area, but it is the residents of a community that depend on the natural resources of their home to support themselves and future generations. MOSF works with universities, governments, business, community leaders, marine scientists and the hospitality industry to design and operate fun, engaging and needed programs that benefit visitors and residents alike. All programs are established based on marine conservation and restoration needs that have been identified by scientists that working in the field on a daily basis.

Prof. Arch. Fernando Recalde Leon is Visiting Professor / Senior Research Scholar in the field of Bio-Ecologic Architecture and Environmental Innovation Technologies at ABITA Interuniversity Center headquarters in Florence, Italy.

Fernando brings to GUARDIAN expertise in urban planning and architecture, with over 20 years of experience in spatial urban planning fostering sustainable development within Agenda 21 UN participatory planning, together with RES (Renewable Energy Sources) & RUE (Rational Use of Energy) European Union eco-efficient strategies.

Prof. Leon is ABITA’s International Relationship Coordinator for South America since 2005, promoting renewable industrial bilateral collaboration between Europe & ACP countries triggering mitigation strategy for poverty reduction and rehabilitation of urban & rural environments. Over the past 5 years, ABITA fosters industrial production of Added Value Bio-Composites for ecological building materials.

ABITA has promoted and coordinated workshops in strategic planning and communications techniques at local government and with bilateral and multilateral representatives. Prof. Leon provides professional and academic expertise in conceptualizing, designing and supervising the development of education strategies for developing countries. His work is augmented through publications and media (Web, CD-ROM, and Video) and workshops that are focused on sustainable development issues, ecological architecture, urban design, community participation and strategic planning. Each of these topics follow the guidelines of Agenda 21, the UN Millennium Report “We, the peoples – the role of the United Nations in the 21st century”, and new developments in the continuing consolidation of the European Union policies on sustainable development and “eLearning”.

Erich W. Gunther is the Chairman, Chief Technology Officer and co-founder of EnerNex, where he helps clients define their strategic direction in basic R&D, technology and product development. Erich has 30 years of experience in the design and development of innovative solutions to a wide array of power system problems, most notably in ways to take advantage of communications networks and technology to improve the efficiency, operating practices and security of the electric power system. In 2014, Erich was appointed by the National Institute of Standards and Technology (NIST) a “Disaster Resilience Fellow” – a program to bring in industry subject matter experts to provide review and input to their Disaster Resilience Framework. In November 2011, Erich was named an IEEE Fellow – the highest grade of membership and is recognized by the technical community as a prestigious honor and an important career achievement. Mr. Gunther is a sought after speaker for his ability to explain complex concepts associated with energy systems to a wide variety of audiences in a simple, but technically correct fashion that leads to the understanding and collaboration necessary to solve real world problems. In 2004, Erich was appointed to the U.S. Department of Energy (DOE) GridWise Architecture Council, served as its Chairman from 2010-2012 and continues to actively participate as member and chairman emeritus. From 2010-2014 Mr. Gunther served on the IEEE PES Governing Board as member-at-large for Smart Grid, is past-chair of the IEEE PES Intelligent Grid Coordinating Committee, serves as Chairman of the IEEE PES harmonics Working Group and is a member of the IEEE Smart Grid Steering Committee. He also serves on the Smart Grid Interoperability Panel (SGIP) board of directors, the UTC Smart Networks Council board, and is the Chairman of the Board of the Utility Communications Architecture International Users Group (UCAIug). Erich received his BSEE from Gannon University in 1980 and his Master of Engineering degree in Electric Power Engineering from Rensselaer Polytechnic Institute in 1984. From the outset, their approach has focused on designing efficient, lightweight boats using intelligent design and comprehensive R&D programs to go faster and further with the least energy possible.

In recent years, their work has formed a logical platform for the demonstration of sustainable technologies, resulting in boats such as the current world power boat circumnavigation record holder ‘Earthrace’ (later ‘Ady Gil’) which was powered by renewable bio-fuels – and the 31m photovoltaic powered catamaran PlanetSolar MS Turanor which became the first solar-powered vehicle to circle the globe.

Gaie Alling and Mark Van Thillo have been conducting coral reef research, data collection, and restoration for over twenty years. Their primary goal is to inspire intelligent stewardship of our earth’s biosphere. They achieve this objective by (1) implementing conservation programs which are community-based and sustainable; (2) creating educational programs that inspire people to care for the biosphere and get involved to make a difference; and (3) providing an unbiased, “trusted source” of data about the biosphere to users around the world. PCRF is unique in having a sailing ship to voyage the seas and work off remote Islands in Asia. Mir’s homeport is located at Raffles Marina, Singapore

Gaie and Mark work hand-in-hand with indigenous peoples to help solve environmental challenges. They are “called to action” by the families living on shore who suffer from the decline in fisheries and not enough means to live in the modern world. Because each situation is different, they learn about the unique challenges and provide expertise to empower the community to learn how to more effectively steward their land and sea.
