There are only two status for an UE in LTE network, Idle and RRC connected, and in each of them, we will meet different needs of interworking.
* PS handover: adoptable for G/L and U/L interworking;

Data Service Mobility Solution
UE handovers to GSM/UMTS;
Data service handover
Ongoing data service is beared by G/U;
UE moves into LTE coverage area, two options for data continuity:
Service handover to LTE directly;
Service is still provided by G/U network, when service ends, UE will camp on LTE network by cell reselection;
Support cell reselection between eUTRAN and GERAN/UTRAN;
LTE to GSM/UMTS PS handover based on coverage in initial phase;
Guarantee users’ data service quality when handover occurs;

The source eNodeB decides to initiate a handover to the target access network. MME sends relocation request to G/U SGSN;
G/U SGSN sends relocation request to target BSC/RNC for resource preparation; MME inform S-GW to prepare handover.

Mobility Tactics for Voice Service in LTE

LTE UE’s voice service will be pushed back to 2G/3G CS domain; A handover procedure from LTE to 2G/3G is performed in order to allow the UE for handling over 2G/3G network;
LTE UE uses voice over IMS when being under LTE coverage; Handover from LTE to 2G/3G CS domain is triggered when UE is leaving the LTE coverage (SR-VCC mechanism); Voice calls continue over 2G/3G CS domain;
Some industry players are investigating other choices (e.g. P2P VoIP, VoLGA Forum); however there is no guarantee that it will be standardized by 3GPP

CS Fall Back Solution for Voice
Voice service can be deployed quickly and minimize new investment;
Guarantee users’ data service quality when handover occurs;
GSM/UMTS has the highest priority to provide voice service for multi-mode UE;
If CSFB voice service initiated, two options for the pre-existing LTE data service:
Service handed over to GSM/UMTS network (DTM supported by GU network);
Service suspended in LTE network until voice call is over (DTM not supported);
GSM/UMTS coverage
Core network requirement:
No additional equipment;
CSFB solution is suitable for operator with 2G/3G/4G network simultaneously.
The voice service request of multi-mode UE will be pushed to GU network CS domain.

2, MME transfers the data request signal to SGSN and voice request signal to EMSC.
3, Data and voice service requests are sent to BSC/RNC and data/voice resources are prepared for taking over UE’s service. BSC/RNC sends the response signal from EMSC/SGSN to MME/eNodeB;
4, UE handover from LTE coverage to GSM/UMTS coverage, voice service continuity guaranteed. After handover succeeded, the occupied resource in LTE will be released.

VANC:
3GPP TS43.318 Generic Access Network (GAN) provide the solution which utilize the generic IP access network like WLAN, WiFi and introduce the new equipment VANC to meet the demand of voice, SMS and other CS services. We can also introduce this solution to LTE.
A 3GPP GAN Controller (VANC) has been modified to support CS services over LTE as specified by the VoLGA forum. Now, VoLGA (Voice over LTE via Generic Access) team focuses on the specific technique about VANC solution and plan to introduce it into 3GPP release 9.
The following picture is the VANC solution for voice. The dedicate bearer for signaling is established when UE initially registers to the VANC. And VANC working as an AF and transmit service information to the PCRF via Rx interface, according to the service information PCRF will generate some PCC rules and apply them to PCEF in PGW, the PCEF will execute the PCC rules and initiated dedicated bearer procedure for voice.
