• Project Sustainability is a desire for every community, private agency or

Government as a means of ensuring that positive gains are delivered to the

target communities in long term.

• While emphasis has been placed on the proper management of water

resources, challenges remain in terms of water losses and Unaccounted for

Water (UFW), which is over 40% in Kenya. (Source: WASREB, Kenya)

• The International Institute for Environment and Development (IIED) says

up to US$360m has been spent on building boreholes and wells that then

become useless because they are not maintained or fixed when they break

down. As a result, 50,000 water supply points are not functioning across

rural Africa. (Guardian report March 2009)

• Revenue collection is a key component of sustainability and therefore

without going further to get innovative ways on supporting the initiatives,

the planned sustainability in relation to effective revenue collection may not

be long term.

Problem Statement

• World Vision Kenya installed automated revenue collection meters (AQTaps

from Grundfos Lifelink) in Kalawa AP in Makueni County and Wema AP in

Nakuru County

• The project introduced an innovative solution for sustainable water supply in

the project from Oct 2015 to Dec 2017, specifically designed for low-

resource settings with a business model to assist water point operators.

• The project sought to increase the sustainability of access to safe water, by

increasing revenue collection in order to cover operational and maintenance

costs, as well as capital expenditure costs in the long-term.

• Through an in-built pre-payment platform, the Grundfos Lifelink (GLL)

solution secures revenue collection to pay for O&M of the water supply

systems

Project Background

• 60 AQTaps were installed in the two project areas operated by 11 WUCs.

• The AQTap package comes with the access to Grundfos web based Water

Management system.

• The water management system:

• Relies on electronic control systems, and an internet connection to

provide the water point operators with continuous, real-time

information on the operational status of each site, including daily

water consumption.

• It ensures that any service interruption can be detected and diagnosed

remotely, parts can be ordered (if necessary), and the local service

provider (Venture Pumps) can be notified for on-site service and

repairs, all with minimum delay.

Project Background Cont’d

• Grundfos Lifelink - Manufacture and supply of the AQTaps and capacity

building the users on the operation of the AQTaps; provision of the

integration for Safaricom and Grundfos systems

• Venture Pump Services – Initial installation and provision of after sales

service

• Safaricom - Mobile network Service provider; they gave the M-Pesa

platform for mobile money

• World Vision (WVUK and WVK)

Project Partners

• Since the inception and the installation of the automated system,

progressive and encouraging results have been recorded regarding

revenue collection, amount of safe water dispensed and operational

error reporting and trouble shooting.

• Data revealed that there was an increase in revenue collection as

compared to the same period before the installation of the automated

system by 102%.

• In addition the system management report was now available that

showed amount of water dispensed, water credits consumed, number of

consumers and water dispensed per consumer. The system enabled the

detection of operational errors, such as low pressure which enabled

quick remedial actions to be done and hence continued water supply.

•The AQTap relies on GSM for it to synchronise with the

server. It therefore becomes a challenge for the system

to be fully automated as it is designed in areas with

poor telco connectivity.

•The AQTap is designed for communal use. It becomes a

challenge with bulk discharge, like for cattle watering, Connections to

institutions as well as Individual connections. Most users are

now moving to HH connections in line with SDG.

Key Challenges

• The Automated revenue collection systems (AQTaps) installed in the two

ADPs have supported the committees that have gone live on the usage, to

collect funds and this reflects even in their bank accounts.

• Management committees have easily picked up the technology which is

simple to use to the local community members.

• The use of AQTaps is scalable and so far has been seen to bring positive

change in efficient revenue collection, which in turn leads to enhanced

sustainability of rural water projects.

• The use of Automated revenue collection systems should thus be made

part of design for rural water supply systems, in communal points.

Conclusion

• During design stage, incorporation of both public water supply systems

and individual connections should be considered when automated

revenue collection is being planned.

• Grundfos should come up with prepaid meters for individual connections.

• Adoption of prepaid meters that use satellite connectivity and doesn’t

rely on (Global system for mobile communications) GSM telco network

will ensure full time access for the users in remote areas.
