Introduction

• EN 16001 is the European Energy Management Systems standard (EnMS)

Page 3: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

EN 16001

What is EN 16001?

• The standard employs the same ‘plan-do-check-act’ approach as the Environmental Management Systems standard BS EN ISO 14001 (EMS) [also ISO9001 (QMS)].

• This was a deliberate decision from the outset so that those adopting it who had some knowledge of the latter could identify with the procedures, or harmonize it as appropriate with an existing management system.

Relationship between EN 16001 and EN ISO 14001

• Used in tandem with EN ISO 14001 it can help organizations explore energy management in more depth than may have been the case using only EN ISO 14001

What is EN 16001?

Achieving ongoing improvements in energy

performance is the overall objective

Page 7: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

What is EN 16001?

• Implementation of the standard should lead to a practical, long term programme of energy management and performance improvement.

EN 16001

Why EN 16001?

• Energy and money saving: Italian case studies show that 50% cost reduction is possible in the short term and the payback of first investments and management efforts is 1-2 years

• CO2 emissions reduction• Relations with product performances

The major steps are as follows:

Establish an appropriate energy policy Identify the ‘energy aspects’ from the

organization’s activities, usually through an energy audit

Facilitate planning, control, monitoring, measurement, establishment of energy saving targets, preventative and corrective actions ….

Page 15: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

Identify applicable legal and other requirements to which the organization subscribes

Identify priorities and set appropriate energy objectives and programme targets

Establish a relevant structure and programme(s) to implement the policy, achieve the objectives and meet the performance targets …..

The major steps are as follows

Page 16: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

Address relevant resources, roles and responsibilities to meet all the above

Carry out appropriate awareness campaigns and training to ensure competence and adequate communication

Engage senior management with all of the above

Regularly review and update activities

The major steps are as follows:

Page 17: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

An energy policy should

commit the organization to address the products, processes and other activities which affect significant energy consumption

commit the organization to continual improvement of its energy efficiency and investigation of alternativeand renewable sources of energy

Page 18: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

An Energy Policy should

commit the organization to adhere to applicable laws and regulations which are relevant to the energy use of the organization

be communicated to all persons who work for, or on behalf of, the organization and should be readily available to the public.

Guidance Points

3.3 PLANNING identification and review of energy aspects

The organization should maintain a register of opportunities for saving energy: the energy aspect to which it relates; its value in financial and/or carbon dioxide terms;action required;estimated or actual cost; for completed items, date completed and actual

outcome.

Page 20: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

EN 16001

Guidance Points PLANNING

identification and review of energy aspects

The organization that intends to implement an energy management system should start by establishing its current position with regard to energy consumption by means of an initial review of energy aspects.

This is the fundamental cornerstone for establishing and maintaining an energy management system that is tailored to the organization's energy aspects.

Page 21: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

EN 16001

PLANNING identification and review of energy aspects

Each review of energy aspects shall include:

a) Past and present energy consumption and energy factors based on measurement and other data:

b) Identification of areas of significant energy consumption, in particular of significant changes in energy use during the past period

Guidance Points

Page 22: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

PLANNING identification and review of energy aspects

Each review of energy aspects shall include:

c) An estimate of the expected energy consumption during the following period:

d) identification of all persons working for and on behalf of the organization whose actions may lead to significant changes in energy consumption

Guidance Points

PLANNING identification and review of energy aspects

Each review of energy aspects shall include:

Identification of opportunities for improving energy efficiency.

The review shall be documented.

EN 16001

PLANNING Legal Obligations & other requirements

The organization needs to identify the applicable legal requirements and other requirements to which the organization subscribes related to its energy aspects.

Guidance Points

Page 25: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

PLANNING Legal Obligations & other requirements

The organization should prepare and maintain a list of the pertinent energy legislation and other requirements, which affect the organization's activities, products or services.

Guidance Points

GReening business through the Enterprise Europe Network

EN 16001

PLANNING Legal Obligations & other requirements

The organisation should describe how it:— communicates relevant information to the

appropriate persons.— keeps up to date on new laws and

regulations,--- updates their register of applicable

legislation at pre-defined intervals.

Guidance Points

PLANNING Energy objectives, targets and programmes

Setting objectives and targets provides the means for transforming policy into action.

The organization should ensure that the objectives and targets are consistent with the energy policy and the significant energy aspects.

Guidance Points

PLANNING Energy objectives, targets and programmes

Setting energy targets ensures that the

organization has defined success criteria so that progress towards improved energy efficiency can be measured.

Guidance Points

GReening business through the Enterprise Europe Network

EN 16001

PLANNING Energy objectives, targets and programmes

Targets should be:a) ambitious, so as to commit the organization

to continual improvement;b)  realistic, so that they can be achieved within

the specified time limits;c) specific and measurable.

Guidance Points

GReening business through the Enterprise Europe Network

EN 16001

PLANNING Energy objectives, targets and programmes

Targets : As a minimum targets should be

established for each of the significant energy aspects identified by the review.

Some targets may apply to equipment or facilities (e.g. a specific production line), while others may address the energy consumption of departments.

Guidance Points

Page 31: GReening business through the Enterprise Europe Network EN 16001 Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network

EN 16001

PLANNING Energy objectives, targets and programmes

Energy reduction targets could be

expressed through energy performance indicators such as energy consumption per item, per kg, per m2 or equivalent, thus making the energy target largely independent of variations of activity.

Guidance Points
