BidefordBideford is a traditional market town, located at the head of the Torridge estuary in North Devon, 10 miles west of Barnstaple and 50 miles north west of Exeter. The town is the main administrative centre of the Torridge district and provides a range of amenities, including the out of town Atlantic Village shopping centre. A plan for regeneration of the town is set out in the joint North Devon and Torridge District Council’s ‘Northern Devon Economic Strategy 2014-2020’, which includes investment within the town centre, development of coastal and harbour side infrastructure for tourism/leisure uses and improvements to public realm and connectivity.

Site and locationThe extent of the land for sale is identified on the site plan and the gross site area is approximately 28 acres (11.33 hectares). The land, which is bisected by Manteo Way, is currently in agricultural use. Kingsley House, which is a specialist residential care home, occupies an area to the south and is enclosed by the site on three sides. The site is bounded by existing development to the west (Broadlands), Alverdiscott Road to the south and open countryside to the north and east.

Bideford town centre is located approximately 0.5 miles to the west of the site and a number of facilities are located within close proximity, including a Tesco Superstore, East The Water Primary School and Bideford Community Hospital.

Barnstaple is the nearest train station situated approximately 10 miles to the north east of the site, providing Tarka Line services to Exeter St David’s mainline station.

There are regular bus services which pass through Bideford, the nearest bus stop being at Biddiblack Way approximately 0.5 miles to the north west of the site. Services include 15A and 15C which service Appledore, Bideford, East-the-Water and Barnstaple.

Planning PermissionOutline planning permission (all matters reserved) was granted by Torridge District Council on 30th May 2018 for the development of up to 300 dwellings with associated infrastructure and public open space (application ref: 1/0626/2017/OUTM).

The Council intends to retain 6no. 400 sq m ‘right to build’ plots which will be marketed to private individuals once serviced and available for sale. The developer of the wider scheme will have an obligation to provide access and services (including foul drainage connections) to the plots, prior to completion of the 100th unit.

Although all matters are reserved, the indicative site layout (drawing number 987/PL02 Rev J) shows how the development could be accommodated on the site with estate roads running off two central access points off Manteo Way and one secondary access point off Alverdiscott Road to the south-east corner of the site. The Highways Authority is satisfied that the two access points onto Manteo Way offer suitable visibility and the right turn lanes provide safe and suitable access into the site.

S106 AgreementThe outline planning permission is subject to a Section 106 agreement (dated 14th May 2018) which contains the following planning obligations:

• On site affordable housing: 20% affordable housing based on a tenure mix of 75% social rented and 25% intermediate (defined as shared ownership, discounted open market and affordable rent).

• Indicative affordable house type mix: 25% 1-beds (min size 46 sq m), 50% 2-beds (min size 75 sq m for houses), 20% 3-beds (min size 85 sq m) and 5% 4-beds (min size 96 sq m).

• Primary Education Contribution: £4,695 per Qualifying Dwelling, i.e. all open market dwellings providing at least 2-beds (index linked).

• SEN Contribution: £48,522 (index linked).

• Bideford Skate Park Contribution: £75,000 (index linked).

• Minimum provision of two LAPs (min 100 sq m), LEAP (min 400 sq m) and a NEAP (1,000 sq m).

The total costs associated with the planning obligations under the S106 agreement will be influenced by the detailed house type mix, as the Primary Education Contribution is calculated on a per Qualifying Dwelling basis, excluding 1-bed dwellings.

CILTorridge District Council does not yet have a CIL charging schedule in place. As such, CIL will not be payable in respect of the current planning permission.

Tenure & TitleAll of the subject land is registered and consists of four separate titles, namely DN549001, DN583381, DN602210 (all Title Absolute) and DN539470 (Possessory Title).

The freehold interest is being offered for sale with vacant possession on completion and there are no existing tenancies in place.

Offers & Method of SaleThe Seller’s preference is to sell the site on an unconditional basis in respect of securing reserved matters approval or a new detailed planning permission.
