Executive Summary

The topic of the green economy has received a great amount of attention over the past few years, starting at the federal level and extending down to state and local levels. In February 2009, President Obama signed the American Recovery and Reinvestment Act into law. This Act was intended to jump-start the United States economic recovery by providing $787 billion in appropriations and tax benefits to federal agencies for disbursement to state governments, schools, hospitals, contractors, and other organizations. Approximately ten percent ($80 billion) of these funds were earmarked for activities related to generation and/or improvement of renewable energy sources, clean energy technology, vehicle and fuel technologies, and building a “smarter” electric grid1

.

Unfortunately, because the focus on green jobs and the green economy is relatively recent, labor market data in this area are scarce. This is not to mention that a common definition of green jobs has not been adopted across collecting agencies. The focus of this report, therefore, is to consolidate information from different sources regarding:

1) Definitions of green jobs and industries 2) Approximate numbers of green workers in the state of California 3) Distribution of green workers across industries 4) Top ten green occupations in California 5) Industry-identified training requirements for green workers 6) Crosswalks for green industry sectors, industry clusters, occupations, and California Community College TOP Codes

The intention of presenting this information is to provide a starting point for Chaffey College to discuss how current academic programs may be modified to include training for green occupations and/or to assist in planning new programs that are relevant to the green economy. Attached in the Appendices are executive summaries and research briefs summarizing labor market data on select green occupations that have been conducted by the Centers for Excellence. These reports are comprised of data that were collected by the Centers from local businesses and agency partners and include recent labor market data provided by survey recipients. Also included in the Appendices is a list of green businesses in San Bernardino County, which is currently posted on the San Bernardino County website (http://www.sbcounty.gov/greencountysb/business_directory.aspx). Definitions of Green

There are many ways to define “green” or the “green economy”. The following definitions are translated verbatim from the websites indicated but are only a sampling of the many definitions that have been offered. Common terms and concepts are evident in each of these definitions. For example, the words renewable, sustainable, education, compliance, and efficiency are used by all three organizations.

Green or clean is any activity or service that performs at least one of the following:

Generating and storing renewable energy Recycling existing materials Energy efficient product manufacturing, distribution, construction, installation, and maintenance Education, compliance and awareness Natural and sustainable product manufacturing

Generating and storing renewable energy - Includes alternative energy generated by, but not limited to: Wind Solar Water Biofuels Biomass Hydrogen fuel cells Geothermal

Recycling existing materials - Corporations involved in the collection and processing of recyclable materials, including firms running a recycling or wastewater plant. Includes environmental clean-up and remediation (does not include companies that provide bins for recyclable paper, glass, and cans).

Energy efficient product manufacturing, distribution, construction, installation, and maintenance - This includes companies involved in the research, development, and manufacturing of products such as solar panels, energy efficient light bulbs, and vehicles. It also includes construction companies that install and repair these products in new or existing residential or commercial real estate, as well as real estate planning and land development.

Education, compliance, and awareness - This sector includes: Training providers for curricula such as solar panel installation, energy auditing, sustainability

management, and environmental careers. Environmental consulting Governmental/legislative compliance Conservation and wildlife programs Trading and offsets Social assistance

Natural and sustainable product manufacturing - Includes companies that create products using natural materials. Also includes businesses that produce safe, nontoxic products; bamboo products; products out of previously-recycled materials, and agricultural firms that practice sustainable farming.

A green job is one in which the work is essential to products or services that improve energy efficiency, expand the use of renewable energy, or support environmental sustainability. The job involves work in any of these green economic activity categories:

Centers for Excellence Understanding the Green Economy in California

(http://www.coeccc.net/Environmental_Scans/GreenEcon_Scan_SW_09.pdf) A Green Job is an occupation that 1) directly works with policies, information, materials, and/or technologies that contribute to minimizing impact, and 2) requires specialized knowledge, skills, training, or experience in these areas. A Green Firm is an organization that provides products and/or services that are aimed at utilizing resources more efficiently, providing renewable sources of energy, lowering greenhouse gas emissions, or otherwise minimizing environmental impact. Green firms with similar activities, production value chains and/or products can form a green industry, sub-sector, or sector. In particular, the COEs have classified all green firms into six green sectors or areas: Renewable Energy: Energy Generation, System Installation & Storage Green Building and Energy Efficiency Biofuels Production & Farming Transportation & Alternative Fuels Water, Wastewater & Waste Management Environmental Compliance & Sustainability Planning

Economic Development Department Survey of California Green Workers

A statewide survey administered by the California Employment Development Department (EDD) in 2009/2010 indicates that approximately 433,000 people are currently working on green products or services. This number represents approximately 3.4 percent of all California workers. Among green workers, 61% spend more than half of their time on green activities. The following charts and graphs display information that was gathered from this survey.

Centers for Excellence “Understanding the Green Economy in California” Report The Centers for Excellence (COEs) are a system of ten regionally-based centers, supported by the California Community Colleges Economic and Workforce Development (EWD) program. These Centers deliver industry-validated environmental scan reports to California Community Colleges so that they may evaluate the extent to which their curricula and programs meet regional labor market demands. In response to an increased demand for information on the green economy, the COEs came together to produce a report entitled “Understanding the Green Economy in California,” which provides definitions and mapping conventions for relating green industry sectors, clusters, and occupations that are relevant to California Community Colleges.

Centers for Excellence Green Industry Sectors

The Centers for Excellence (COEs) collected information from the Employment Development Department, Labor Market Information Division on green firms, which they define as organizations that provide products and/or services with an aim of minimizing environmental impact. Firms were then grouped according to commonalities in their services, activities, and/or products. These groupings are what formed the basis of the six green industry sectors that are outlined below. The Renewable Energy: Energy Generation, System Installation & Storage industry sector includes firms that develop, introduce, and install the technologies that are used in the production and distribution of renewable energies. Renewable energy can come from renewable resources such as solar, wind, hydroelectric, geothermal, and biomass (although the biomass industry is included under the ‘Biofuels Production and Farming’ industry sector described below). The Green Building and Energy Efficiency industry sector is comprised of firms that design or modify buildings to be resource efficient and environmentally friendly. This industry sector also includes private and public firms that engage in energy planning and management. The Biofuels Production and Farming industry sector includes firms that produce alternative fuels and/or energy from biological products and waste (e.g., corn, sugar cane, soy bean, algae, wood, peat, vegetable oil, etc.) and implement environmentally friendly practices in the farming process.

The Transportation and Alternative Fuels industry sector is comprised of firms that develop technology for, manufacture, and service vehicles that run on alternative fuels. This sector also focuses on “greening” transportation infrastructure and logistics processes (i.e., the overall management of the way resources are moved to and from areas). The Water, Wastewater, and Waste Management industry sector includes firms that develop and operate systems associated with treatment and conservation of water, recycling wastewater, and solid waste management. Environmental Compliance and Sustainability Planning industry sectors are comprised of private organizations and governmental agencies that integrate environmentally sustainable practices into the policies, procedures, and operations of business and government entities.

Within the six green industry sectors detailed above, the COEs also identified thirty-eight green industry clusters. Industry clusters are more specific than industry sectors but contain some common elements or purposes and are, thus, classified under a common industry sector. The table below displays a mapping of the industry clusters identified by the COEs and their associated industry sectors.

Geothermal power Description: Developing and manufacturing technology to harness energy from the earth’s core (e.g., from volcanoes, geysers, and hot springs) Smart grid technology Description: Modernization of the nation’s electrical grid. The current electric industry relies on a centralized, producer-controlled network and will soon move to a less centralized and more consumer-interactive (e.g., “smart”) system.2

Hydrogen energy

Description: Separating hydrogen atoms from water, biomass, or natural gas molecules, usually by way of steam reforming or electrolysis (water splitting). Like electricity, hydrogen is an energy carrier. Steam reforming processes are the least expensive methods of producing hydrogen but result in greenhouse gas emissions that are linked to global warming. Electrolysis processes, on the other hand, are expensive but produce no environmentally harmful byproducts.3

Energy storage

Description: Storing energy for future use. As it is used now, electricity is distributed at the time of production and the amount of energy produced is relatively fixed at a given time. Technology that would allow for storage of energy would enable improved power quality and reliable delivery of electricity to customers, among other benefits. Some examples of storage technologies include batteries, flywheels, electrochemical capacitors, superconducting magnetic energy storage (SMES), power electronics, and control systems.4

Energy transmission/distribution Description: Connecting energy sources to utilities and consumers. The most common model of energy transmission/distribution is that of electricity. Electric power transmission is the bulk transfer of electrical energy, from power plants (where energy is generated) to substations. The process of electrical energy distribution occurs when electricity is delivered from the substation to the end user. Previously, these two processes were operated by the same networks, but they are increasingly becoming separately owned and operated. With respect to renewable energy, the electric transmission infrastructure will need to be improved to facilitate transmission from new renewable power facilities to consumers.5

Energy service companies (ESCOs)

Description: Private energy companies that are hired to identify and evaluate energy-saving opportunities for a property, make recommendations for building improvements, install the required elements, and maintain the system to ensure energy savings during the term of the contract. ESCOs normally enter into 7 to 10 year contracts and guarantee that savings over this time period will cover the costs of services. If the project does not provide a return on investment, the ESCO is normally responsible for paying the difference.6

Green Building and Energy Efficiency

Green product manufacturing Description: Involves (1) lessening the environmental impact of the product manufacturing process and (2) manufacturing products that have a limited impact on the environment. Specific to building and energy efficiency, green manufacturing involves areas such as lighting, construction materials, “smart” systems, water systems, and HVAC/R equipment.

Green construction materials wholesaling Description: Supply green products and materials to builders and ESCOs

Design and construction of new buildings Description: The practice of creating buildings and implementing processes that are environmentally responsible and resource-efficient so as to significantly reduce their impact on the Earth’s resources.7 The Leadership in Energy and Environmental Design (LEED) is an internationally recognized green building certification system, which measures performance in the following areas: sustainable site, water efficiency, energy & atmosphere, materials & resources, indoor environmental quality, locations and linkages, awareness and education, innovation in design, and regional priority.8

Retrofitting & retro-commissioning of existing structures

Many contractors and builders of green buildings follow these certification specifications.

Description: Systematic process that identifies low-cost operational and maintenance improvements in existing buildings to optimize existing performance. Typically, this process results in improved indoor air quality, comfort, controls, energy, and resource efficiency.9

Deconstruction

Description: Process of taking apart an old building and recycling materials instead of sending them to a landfill, which is currently the most widely used practice

Green building operations and maintenance Description: Addresses building cleaning and maintenance issues (including chemical use), recycling programs, exterior maintenance programs, and systems upgrades. 10

Green landscaping

Description: Preserving natural resources and preventing waste and pollution by making environmentally friendly and cost-efficient solutions for landscaping.11

Biofuels Production & Farming Biofuels production Description: Biomass can be converted into liquid fuels, called “biofuels” to help meet transportation fuel needs. Ethanol and biodiesel are the two most common biofuels. Currently, ethanol is produced through fermentation of biomasses high in carbohydrates or by using high temperatures and a low-oxygen environment to convert biomass into synthesis gas, which can then be converted to ethanol. Biodiesel is made by combining alcohol with vegetable oil, animal fat, or recycled cooking grease. Scientists are researching more sustainable, greener ways of producing biofuels.12

Biomass energy

Description: Renewable energy made from organic materials or plants, which are referred to as biomass. Biomass energy is created by converting renewable biomass fuels to heat and electricity.13

Organic farming

Description: Process of growing food using no synthetic fertilizers or pesticides. Biopesticides, pesticides derived from natural materials such as animals, bacteria, and minerals, may be used to produce organically grown food.14

Biomethane production

Description: Biomethane is a renewable low-carbon fuel that can be produced from organic waste, such as animal manure, sewage, and solid waste. The waste goes through a process of purification before it becomes a substitute for natural gas and can be used to fuel natural gas vehicles. 15

Description: The goals of sustainable fisheries are to prevent overfishing, rebuild overfished stocks, protect fish habitats, minimize bycatch, enhance research, and improve monitoring. 16

Transportation & Alternative Fuels

Alternative fuel engine designs Description: Virtually all vehicles today run on gasoline or diesel fuel, which are nonrenewable resources. Alternative fuel vehicles, on the other hand, run on fuel other than gasoline or diesel, thus, these vehicles require engines that can power them using alternative fuels.17

Alternative vehicle manufacturing

Description: Currently the U.S. manufactures flexible fuel vehicles (designed to run on both gasoline and E85, an ethanol-gasoline mixture) and dual fuel vehicles (designed to run on part gasoline or diesel and part alternative fuel). In 2008, the U.S. Congress passed a law to provide up to $25 billion in loans to the U.S. automotive industry for funding projects to meet higher mileage requirements and lessen U.S. dependence on foreign oil, in other words, for alternative vehicle manufacturing.18

Repair & maintenance services

Description: New skills and knowledge will be required to repair and maintain the variety of alternative vehicles that are being produced and developed. Fueling stations Description: Currently there are alternative fueling stations located across the country for compressed natural gas (CNG), E85 (85% ethanol, 15% gasoline), propane/liquefied petroleum gas (LPG), biodiesel, electricity, hydrogen, and liquefied natural gas (LNG). As more alternative vehicles are produced, the need will increase for these existing fueling stations in addition to any new fueling technologies that may come in to demand.19

Electric Public Transit systems Description: Growing transportation problems stemming from increased gas prices and carbon dioxide emissions are compelling urban governments to consider alternative public transit systems. New designs are emerging that will use less energy and emit lower carbon emissions. Logistics Description: Logistics is the management of activities, such as freight transport, storage, inventory management, materials handling, and other related processing required to move products through the supply chain. An increased focus of these activities is one of minimizing their environmental impact, especially with regard to climate change, air pollution, noise, vibration, and accidents.

Water, Wastewater & Waste Management Water shed conservation and management Description: Watersheds are areas that drain to a common waterway, such as a stream, lake, estuary, wetland, aquifier, or ocean. Watersheds supply drinking water, provide recreation, and sustain life. Watershed conservation and management involves protecting these water sources and implementing plans to ensure that they meet water quality standards.20

Water supply and distribution

Description: The U.S. Environmental Protection Agency recommends ways to manage wet weather with green infrastructure, so as to render water supply and distribution more cost-effective, sustainable, and environmentally friendly. Green infrastructure refers to techniques that reduce, capture, and treat stormwater runoff before it reaches the sewer system. Examples of current practices are green roofs, rain harvesting, downspout disconnection, planter boxes, rain gardens, permeable pavements, vegetated swales, brownfield development, and infill and redevelopment.21

Water treatment Description: Water that is taken from a river or reservoir needs to be treated to remove dirt, sediment, and other contaminants. Water suppliers pipe the water to treatment plants, where chemicals are added to decontaminate the water, in addition to other filtering processes.22

Wastewater treatment & management

Environmentally friendly water treatment techniques might utilize safe, low-toxic chemicals or even non-chemical treatment (e.g., UV radiation) during decontamination.

Description: Environmentally friendly wastewater treatment and management procedures protect the nation’s waters and watersheds through regulation of discharges into surface waters, such as wetlands, lakes, rivers, estuaries, bays, and oceans.23

Description: Raw sewage used to be dumped directly into rivers, lakes, and bays, whereas improved wastewater treatment practices have enabled us to treat the waste to be recycled and applied as fertilizer, incinerated, or buried in a landfill. When applied as fertilizer, biosolids (nutrient-rich organic materials resulting from the treatment of sewage sludge) contribute to sustainable methods for maintaining productive soils and stimulating plant growth.24

Hazardous waste management/recycling

Description: Many hazardous wastes can be recycled through use, reuse, or reclamation. Recycling hazardous waste promotes the protection of human health and the environment and conserves valuable material and energy resources.25

Environmental Compliance & Sustainability Planning

Pollution prevention rule development and enforcement Description: Instead of cleaning up pollution after it has been created, pollution prevention focuses on reducing pollution and waste before they are generated. The California Department of Toxic Substances Control contains a division for Pollution Prevention, which provides guidance, technical support and other information for businesses, industries, and the public on pollution prevention and waste reduction. There are also local pollution prevention committees that enforce local implementation.26

Conservation, cleanup and safety

Description: Resource and energy conservation can be achieved through more efficient management of materials. This includes reusing and recycling products, reducing toxic chemicals in products and waste, and conserving energy and materials.27 Cleanup projects are organized to remove hazardous materials and waste that have contaminated the land, water, and/or air. Cleanups are performed by the EPA, other federal agencies, states or municipalities, or the party responsible for the accident, spill, leak, or improper disposal.28 The EPA also aims to reduce the environmental risks posed by pesticides and other chemicals or toxins by promoting safer practices.29

Urban planning

Description: Urban planning involves developing long- and short-term plans for the use, growth, and revitalization of land in urban, suburban, and rural communities. Urban planners help local officials to address social, economic, and environmental problems by making recommendations for the placement of roads, schools, and other infrastructure and promoting the best use of community resources and land.30

Samples of the types of projects they engage in are the following: implementing renewable power sources, energy consumption reduction, upgrading traffic signal lamps to low wattage LED fixtures, “greening” the fleet inventory, etc.

Centers for Excellence Green Occupations

The National Center for O*NET Development, under the sponsorship of the U. S. Department of Labor/Employment and Training Administration, hosts a database which contains information on standardized and occupation-specific descriptors. This organization investigated the impact of the green economy on occupational requirements. The following are descriptions of three green occupational categories that resulted from this investigation:

Green Increased Demand Occupations currently exist and are impacted by the green economy because of an increase in the employment demand. The impact does not change the work or worker requirements within the occupation, but the work context may change. Green Enhanced Skills Occupations currently exist but require a significant change in the work and worker requirements to meet the needs of the green economy. While the essential purpose of the occupation remains the same, tasks, skills, knowledge, and other job-related elements are altered. This impact may or may not also result in an increase in employment demand. Green New and Emerging Occupations do not currently exist and are either entirely novel or stem from an existing occupation. These occupations are impacted by the green economy in that they are borne out of the need to create unique work and worker requirements.

The COEs researched those occupations identified by the National Center for O*NET Development under each of the three green occupational categories and mapped them to the green industry sectors and clusters identified by the COEs. The results of this mapping are presented in the table below. One hundred two Green Increased Demand and Enhanced Skills Occupations were identified and are displayed with their Standard Occupational Codes (SOCs). New and Emerging Occupations have not yet been assigned SOCs, and are, therefore, displayed only by name. In

The California Community Colleges Chancellor’s Office has posted a document on their website which crosswalks TOP Codes, CIP Codes, and SOC Codes. The Centers for Excellence have used this crosswalk in conjunction with the crosswalk displayed above to map green occupations to California Community College programs. The Taxonomy of Programs (TOP) is a standardized system used at the state level to classify programs and courses that are intended to achieve the same outcome at different colleges throughout the state. Because Green New and Emerging Occupations have not yet been assigned SOC codes, those occupations cannot be mapped to TOP Codes at this time and are not included in the table below. However, Green Increased Demand and Enhanced Skills Occupations consist of occupations that are currently assigned SOC Codes and, therefore, can be mapped to TOP Codes.
