tourist destinations with a very rich history. Well

established economic and tourism transport

Conditions and Trends : Economy

• Industrial development and FDI promotion not as advanced as Da Nang City;

• SMEs are the main drivers of the economy (58% of total output in 2012);

• Tourism has been the driver of growth; number of tourists has increased at 11% from 2006 – 2011

• A growing budget deficit; Expenditures increasingmore than revenues

Conditions and Trends : Equity• Poor households disproportionately affected by floods;

• Poor sanitation conditions for communities along river banks;

• Initiatives to relocate households for environmental and safety purposes lack funding;

• Weak public transport system: 18 buses in operation, low rate of users despite number of potential users (students, tourists)

• Use of questionnaires and other tools by public service providers (Huewaco, Hepco) , an encouraging sign for

accountability;

Hue Citadel• Hue Citadel core of Hue architectural

complex recognized by the UNESCO.

• Citadel (520 ha) inhabited area, home of

65,000 people.

• Housing located on the existing wall affects

landscape and existing citadel wall structure

• Solid waste, sanitation, drainage & mobility

problems hamper the tourism industry .

• Surface water quality deterioration due to

flooding and release of waste water and

solid waste within ponds, lakes and canals.

Hue Vision for a Green City

To preserve and enhance the Citadel as the city’s main

economic driver

– To enhance the urban environment, resiliency, and

the quality of life within the Citadel

– To broaden the geographic and socioeconomic

impact of tourism in the Citadel

– To improve the mobility within the Citadel

– To include additional historical and cultural assets in

tourist circuits

Initiative 1. Improve environmental

quality in the Citadel• Develop and improve the wastewater and storm water system in and

around the Citadel;

• Continue technical and financial support for resettlement programs

• Existing surface water assets in and near the Citadel to be rehabilitated

• Relocate factories along the Huong River to existing industrial zones

• Introduce low-impact development (LID) guidelines into regulatory

frameworks for planning and development

• Hue People’s Committee and Hue University to partner to raise

environmental awareness through formal education and public outreach

Initiative 2. Enhance the tourism experience

• Expand the area visited by tourists and spread the benefits to a

larger cross-section of the population;

• Utilize non-motorized transit to increase access to existing and

new tourism assets;

• Develop crafts market in vicinity of the Citadel that is

connected to adequate wastewater treatment facilities ;

• Identify strategic areas of the Citadel that can be redeveloped

to enhance the tourism experience;

• Update heritage plan to ensure continued benefits of UNESCO;

break to developers embracing LID

practices

supply), HEPCO (waste water and

solid waste) and JICA to coordinate

new investments with ongoing and

planned projects

� Enlist civil society organizations as

partners in environmental

awareness raising campaigns and
