5.1 Proposed Amendment to the 2017 Schedule of Regular Board Meetings Report dated December 8, 2016 from Chris Plagnol, Corporate Officer, seeking GVRD Board approval to amend the 2017 schedule of regular Board meetings.

It was MOVED and SECONDED That the GVRD Board amend the 2017 schedule of regular Board meetings by: a) rescheduling the regular meeting set for Friday, June 30, 2017 to Friday,

June 23, 2017; and b) rescheduling the budget workshop meeting set for Wednesday,

October 18, 2017 to Friday, October 20, 2017. CARRIED

1:05 p.m. Mayor Stewart arrived at the meeting.

5.2 Authorization to Attend 2017 Standing Committee Events Report dated December 2, 2016 from Chris Plagnol, Corporate Officer, seeking GVRD Board approval of the 2017 events and conferences, identified as part of the board approved budget, to authorize remuneration for those members approved to attend each event.

It was MOVED and SECONDED That the Finance and lntergovernment Committee approve attendance at the following events within the 2017 Leadership and Engagement program budget:

5.3 Proposed Amendments to the Non-Member Attendance at Board and Committee Meetings Policy Report dated December 8, 2016 from Chris Plagnol, Corporate Officer, seeking approval of the revised Board policy that addresses attendance at closed Board meetings by non-member Directors of the various jurisdictions' board meetings, and the addition of the Metro Vancouver Housing Corporation Board.

In response to questions, members were informed about the definition of "Non­Member Director''. Staff clarified that a non-member Director meant a GVRD Board Director who is not a member of the GVWD and/or GVS&DD. Members considered the matter of delegating authority to the Board Chair to exercise discretion to request a Non-Member Director to leave a closed board meeting, rather than the Board as a whole.

Main Motion It was MOVED and SECONDED That the GVRD Board approve the revised Non-Member Attendance at Board and Committee Meetings Policy as presented in the report titled "Proposed Amendments to the Non-Member Attendance at Board and Committee Meetings Policy", dated December 8, 2016.

Amendment to the Main Motion It was MOVED and SECONDED That the Finance and lntergovernment Committee amend the Main Motion, at the end, by adding the phrase "including the Finance and lntergovernment Committee revision at its meeting of January 18, 2017, to authorize the Board Chair to request a Non-Member Director to depart a Board meeting."

5.4 GVRD Procedure Amending Bylaw No. 1239 Report dated December 2, 2016 from Chris Plagnol, Corporate Officer, seeking Board approval of Greater Vancouver Regional District Procedure Amending Bylaw Number 1239, 2016 in response to changes in the Local Government Act.

It was MOVED and SECONDED That the GVRD Board: a) give first, second and third reading to Greater Vancouver Regional District

Procedure Amending Bylaw Number 1239, 2016; and b) pass and finally adopt Greater Vancouver Regional District Procedure

5.5 National Zero Waste Council 2016 Update Report dated December 16, 2016 from Heather Schoemaker, Senior Director, and Ann Rowan, Program Manager, Collaboration Initiatives, External Relations, providing an update on the 2016 activities and initiatives of the National Zero Waste Council.

It was MOVED and SECONDED That the Finance and lntergovernment Committee receive for information the report titled "National Zero Waste Council 2016 Update" dated December 16, 2016.

5.6 Metro Vancouver 2016 Zero Waste Conference Report dated December 21, 2016 from Heather Schoemaker, Senior Director, and Ann Rowan, Program Manager, Collaboration Initiatives, External Relations, providing an overview of Metro Vancouver's Sixth Annual Zero Waste Conference - "A Future without Waste: Innovation in Policy, Innovation in Practice", held on Thursday, November 3, 2016 at the Vancouver Convention Centre.

It was MOVED and SECONDED That the Finance and lntergovernment Committee receive for information the report titled "Metro Vancouver 2016 Zero Waste Conference" dated December 21, 2016.

5.7 Metro Vancouver Newsletter Report dated January 4, 2017 from Heather Schoemaker, Senior Director, and Simon Cumming, Stakeholder Engagement Division Manager, External Relations, providing an update on the development and distribution of a Metro Vancouver newsletter to residents throughout the region.

Comments were offered about the success of the regional parks newsletter, budget, and potential opportunities for combined local-regional mail outs. It was MOVED and SECONDED That the Finance and lntergovernment Committee receive for information the report titled "Metro Vancouver Newsletter'' dated January 4, 2017.

5.8 GVRD Internal Mortgage for MVHC Prepayment of Section 27 CMHC Debentures Report dated December 22, 2016 from Dean Rear, Director, Financial Planning and Operations, Financial Services, seeking GVRD Board approval to provide internal financing to Metro Vancouver Housing Corporation to prepay the Canada Mortgage Housing Corporation Section 27 debentures for Semlin Terrace, Grandview Gardens, Kelly Court, Earl Adams and Euclid Square.

It was MOVED and SECONDED That the GVRD Board approve the internal financing for the prepayment of the Canada Mortgage Housing Corporation (CMHC) Section 27 debentures as outlined in the report titled "GVRD Internal Financing for MVHC Prepayment of CMHC Section 27 Debentures" dated December 22, 2016.

5.9 2017 Finance and lntergovernment Committee Priorities and Work Plan Report dated January 5, 2017 from Carol Mason, Commissioner/Chief Administrative Officer, seeking Finance and lntergovernment Committee endorsement of the Committee's 2017 priorities and work plan.

Members were informed that a review of the GVRD Board voting structure would be added to the 2017 work plan to consider a cap on the total number of directors on the board.

It was MOVED and SECONDED That the Finance and lntergovernment Committee endorse the work plan as presented in the report dated January 5, 2017 titled "2017 Finance and lntergovernment Committee Priorities and Work Plan", including the addition of a review of the GVRD Board voting structure to the work plan.

That the Finance and lntergovernment Committee close its regular meeting scheduled for January 18, 2017 pursuant to the Community Charter provisions, Section 90 (1) (e) and (g) as follows: "90 (1) A part of the meeting may be closed to the public if the subject matter being

considered relates to or is one or more of the following: (e) the acquisition, disposition or expropriation of land or improvements, if

the board or committee considers that disclosure could reasonably be expected to harm the interests of the regional district;

(g) litigation or potential litigation affecting the regional district." CARRIED
