The Chamber is actively engaging local elected leaders in education on the impor- tance of developing a skilled workforce for tomorrow’s business. The RUSD Board of Education Candidate Forum is set for Tuesday, September 17, 2013 at the Chamber’s Bourns Boardroom. This election marks the first time that local voters will be electing candidates to the Board of Education for Riverside Unified School District based on a ward/area system rather than at large as in previous elections. Chamber to host forum with local school board candidates on important K-12 education issues

Leading up to the November 5 election, the Chamber has organized a candidate forum to provide Chamber members the opportunity to meet and hear directly from the candidates vying for election to the Riverside Unified School District (RUSD) Board of Education. The Chamber is actively engaging local elected leaders in education on the impor-tance of developing a skilled workforce for tomorrow’s business.

The RUSD Board of Education Candidate Forum is set for Tuesday, September 17, 2013 at the Chamber’s Bourns Boardroom. This election marks the first time that local voters will be electing candidates to the Board of Education for Riverside Unified School District based on a ward/area system rather than at large as in previous elections. Board incumbent Dr. Chuck Beaty faces challenger Brent Lee for election to represent Trustee Area 5 and incumbent Kathy Allavie faces Dr. Arthur Murray to represent Trustee Area 1.

Elected to the RUSD Board of Education in 2005, Dr. Beaty has served as a teacher, school administrator, and former City Council-member. Lee is a real estate broker, local busi-ness owner, and current president of The Pick Group, an organization for young professionals.

The Chamber, along with leaders from the County of Riverside, the Riverside Convention and Visitors Bureau, the Monday Morning Group of Western Riverside County, and Los Angeles World Airports, recently met with senior corporate representatives of Southwest Airlines to discuss opportunities to expand their operations and passenger traffic at Ontario International Airport (ONT).

The meeting was very productive as Southwest Airlines acknowledged that California and specifically ONT will continue to be important to their route network and future planning. As California’s economy continues to make forward progress, the Chamber and local business community continues to influence and transform the landscape of Riverside.

At the recent Good Morning Riverside, we heard about the many exciting projects happening throughout Riverside and the Inland Empire that will vastly improve our transportation infrastructure, strengthen local businesses, and increase the quality of life for residents. We are grateful for Anne Mayer and the entire Riverside County Transportation Commission team who work diligently to make Riverside a thriving city for businesses and residents alike.

To further accommodate resident’s needs and provide businesses with additional economic opportunities, the Chamber will continue working with various local leaders to position Ontario International Airport (ONT) as a viable option in air travel needs for the region. As input from frequent travelers and community leaders have shown, residents in Inland Southern California gravitate towards airline carriers offering available flight sched-

ules and affordable ticket prices in airports that are close and convenient to access.

The Chamber would like to thank the County, the Convention & Visitors Bureau, and the Monday Morning Group, and Los

It is up you as business leaders to challenge the candidates for the Riverside City Council and the Riverside Unified School District Board of Education to prioritize the goals of local business in their platforms. you to attend the Chamber’s upcoming candidate forum, hear directly from the candidates themselves, and get informed on the issues that shape our community.

New Class of Leaders Ready to Participate in Intensive ProgramThe Chamber is pleased to announce and welcome the Leadership Riverside Class of 2014 as they gear up to tackle the issues and trends impacting the greater Riverside area and Inland Southern California. The class consists of 22 students and is derived from business, education, government and non-profit sectors of Riverside.

This 10-month program empowers decision-makers of local businesses, government, non-profit organizations, schools and universities, with the knowledge to address critical regional issues, such as economic development; education; health care; public safety; social services; arts and culture, and others.

Through facilitated sessions and conversations with policy makers, industry experts and visionary leaders, the class will get a unique opportunity to dissect and distill the critical challenges facing the city and region, while experiencing a civic leadership framework to enhance personal and professional development. This intensive series of classes and workshops will give them the breadth and depth of knowledge and relationships to be effective as an advocate, policy influencer and maker.

“Over 500 Chamber members have graduated from this program since it began in 1986” said Cindy Roth, Chamber President/CEO and alumna of the class of 1989. “The majority are now key community players who signifi-cantly contribute to Riverside’s economic

and cultural vitality”. The Class of 2014 will begin this September and conclude in June 2014.

Unlike any general skills development program, Leadership Riverside looks for those individuals who have attained skills and positions of leadership and equips them with the knowledge and awareness of those forces and issues that shape our community’s

future. Upon graduation, each class is then called upon to utilize the skills and informa-tion gained in this program to work and advocate for the betterment of the region.

Chamber- Supported Bill to Create New Federal Judgeships in RegionU.S. Senators Patrick Leahy, Chris Coons, and Dianne Feinstein recently sponsored legislation that would create new federal judgeships in federal circuits and federal districts across 21 states. The Chamber supported the bill, the Federal Judgeship Act of 2013, in an effort to address the shortage of federal judges in the region that force businesses in litigation to travel to Los Angeles and Orange County courts to have their cases heard.

The act was introduced on recommen-dations of the nonpartisan Judicial Conference, headed by U.S. Supreme Court Chief Justice John Roberts, which stated that among other regions, the Central District of California, which covers Riverside and San Bernardino counties, was in direct need of more federal judges to handle the caseload of an exploding population in Inland Southern California.

Senator Leahy, who chairs the Senate Judiciary Committee, stated, “Increasing the number of judgeships will help cases move more quickly, reduce uncertainty preventing businesses from creating jobs, and permit every American who has been wronged to get their day in court..”

Per the Judicial Conference’s recommen-dations, the bill creates 10 permanent judgeships and 2 temporary judgeships for the Central District of California, meaning more judicial officers to hear cases in the district’s Eastern Division in Riverside.

Currently, the Central District of California is one of the most overloaded and understaffed federal districts in the nation. Specifically, the Eastern Division in Riverside functions with only two district judges, overburdening court personnel with a crushing workload and creating hardship on businesses

Supported Plans for Former Redevelopment Properties

The Chamber supported the City’s Long Range Management Plan to reallocate the former redevelopment properties and ensure thoughtful planning for future development. As part of the plan, the City will identify properties to be held for future projects using public funds and properties to be sold for private use and development. Many of these properties, are either under contract for development, awaiting development, or are intended to be transferred to the City for their continued use as public facilities.

Promoted Development through Major Employer Visits

Each year the Chamber conducts roughly 25 major employer visits to help grow and meet the needs of the business community. In recent months, the Chamber and staff from the City Manager’s Office met with various employers to discuss opportunities and collaborations for the future. Businesses with over 30 full time employees showcase their business and interact with both the private and public sectors.

Supported City Efforts to Attract Businesses and Jobs to Region

The Chamber supports the investment of ePlan Review. This is another example of the city’s continued efforts to increase the incentives of doing business in the City of Riverside. Through ePlan Review, all plans are routed to the applicable City department, allowing for simultaneous review of the project. ePlan Review will only enhance the opportunities to attract businesses and jobs to the region.

Secured $15 Million for UCR Medical School

The Chamber successfully advocated for $15 million in continued state funding for the University of California, Riverside School of Medicine to expand its capability to train future physicians and generate more jobs for the region. It is estimated that the new medical school itself could generate more than $150 million in annual spending by 2021 and more than 2,200 jobs.

Collaborating to Increase Travel Access in the Region

The Chamber partnered with local business leaders to continue and expand operations at Ontario International Airport (ONT). The Chamber will continue to collaborate with a broad coalition of stakeholders to urge Los Angeles World Airports and the City of Los Angeles to cede control and management of ONT to a regional joint powers authority.

Endorsed Business-Friendly Candidates to Office

The Greater Riverside Chambers of Commerce Political Action Committee (GRCCPAC) efforts were successful in the election of Jim Perry to represent Ward 6 and the advance-ment of Valerie Hill to a run-off election in November 2013 to represent Ward 3.

Supported Measure A to Protect Quality of Life in Community

The Chamber supported and advocated for local residents to pass Measure A: The Local Services and Clean Water Measure to protect public services that improve community quality of life and ensure Riverside is a location of choice of residents and business. These programs offer a direct positive benefit to the business community that is attractive to new business and a skilled workforce.

Despite trepidation due to erratic market behavior worldwide, Riverside’s economy continues to show signs of growth and improvement. The Chamber, in collaboration with the City of Riverside, has released the latest quarterly results of the Regional Intelligence Report by Beacon Economics dis-cussing current economic factors important to Riverside businesses. As of June, Califor-nia’s unemployment rate was down to 8.5% and jobs have expanded to over 803,000 since the low in 2010.

According to the recent report, “California has outpaced the U.S. in job growth in each of the past 16 months.” It follows by saying, “Incomes continued to rise across California as well, and income growth gained momentum —outpacing the United States overall in last three consecutive quarters.” This information should be particularly encouraging for Riverside

businesses and residents alike as the local economy continues to gain steam.

Employment

As might be expected, Education and Health Services showed the most growth, increasing by over 2.4%. The next largest sector for employment was Trade, Transportation, and Utilities, increasing by 2.2%. The following leading sectors were Professional Services and Leisure and Hospitality, which collectively increased by 3.9%. Though the growth for Professional Services only increased by a small margin respectively, this still indicates improve-ment in the overall employment for the region.

This year’s event will be bigger and better than ever and takes place in downtown River-side on Thursday, October 10 from 4pm to midnight. It will also highlight the most innova-tive technologies deployed by companies like Bourns Inc., Siemens, SolarMax Technologies, and the fire and police departments of the city of Riverside. Emphasizing the many positive attributes and qualities this area offers will further the Chamber’s efforts to strengthen the local economy, grow businesses, and attract potential employers to the region.

Partnering with the City of Riverside in a continuous effort to meet objectives outlined in the “Seizing Our Destiny” strategic initiative, the Chamber recently hosted industry cluster round table luncheons to discuss improved business strategies for future economic growth. In previous months, medical and manufacturing industries have joined the Chamber and city staff at these meetings.

The strategic initiative outlines several different objectives designed to create, sustain, and grow business clusters that add to the overall quality of life in our community. Examples of this effort were discussed during industry round table meetings, which included increased business recruitment and retention efforts, creating quality business incentives, developing progressive internship opportunities, and streamlining government procedures for businesses.

In addition to various business leaders, attending were, California Baptist University, La Sierra University, Riverside Community

College, and University of California Riverside, Riverside’s four primary institutions of higher education. University leaders were able to review recent collaborations between local businesses and student interns, as well as discuss the specific educational credentials and training requirements that employers look for in today’s graduates.

Leaders from various business clusters had the opportunity to connect and communicate about best practices happening within each industry. Gathering local leaders around the same table provided the valuable information necessary as Riverside continues to move towards an innovative economy and prosperous future.

From these meetings, the Chamber has gained an even stronger sense of the business needs within each specific industry cluster; providing another opportunity to support its members and the business community. The Chamber will continue to follow up on key issues discussed as a result of these meetings.

When scores of volunteers follow Keep Riverside Clean and Beautiful (KRCB) projects, the quality of life in the community magnifies with a positive message about pride and responsibility. The 91 High Occupancy Vehicle (HOV) project will add a carpool lane and improve freeway access for commuters. According to Mayer, this is a critical project that will provide better access to the downtown area and much of the business districts.

Additional projects include improvements to the I-215 Bi-County HOV extension, the 60/215 East Junction connectors, and I-215 expansion from Blaine Street to Martin

Luther King Jr. Blvd and will collectively generate over 4,000 more jobs.

Chamber Helps Member Businesses Save on Insurance CostsWorkers’ Compensation costs must decrease if California businesses are to remain competitive on a national level. The Chamber, in addition to advocating reform in the legislative arena, has partnered with Benefits Corporation and AmTrust North America to offer a new program that will help businesses save on insurance costs. Chamber Reviews Public Transportation to Spur Local Economic Growth

riverside public Utilities Welcomes New board memberChamber member David Austin, of Austin Realty Group – Keller Williams, recently joined the city’s Board of Public Utilities. Austin is familiar with the city’s water services and more, as he spent 30 years with Riverside’s Fire Department, retiring in 2008. Riverside’s Board of Public Utilities is comprised of nine citizen-volunteers appointed by the City Council to four-year terms without compensation. Austin will represent the city’s Ward 4 area.

Board members oversee the utility’s policies, operations, revenues, expenditures, planning, and regulatory compliance. In addition to bi-weekly Board meetings, members also serve on subcommittees to provide input on the development of new facilities and equipment, performance measures, programs to conserve energy and water resources, and appropriate technology to protect the water supply and secure energy resources.

The citizen-volunteers who serve on the Board of Public Utilities provide an ongoing, year-round review of all actions by Riverside Public Utilities before any measure is sent to the elected City Council representatives for final determination.

The Board of Public Utilities meets at 8:30 a.m. on the first and third Fridays of every month in the Public Utilities Board Room at 3901 Orange Street, Riverside.

Alvord Welcomes New SuperintendentThe Alvord Unified School District Board of Education selected Dr. Sid Salazar as the district’s new Superin-tendent. Dr. Salazar previously served as the Assistant Superintendent for Quality Neighborhood Schools with San Diego Unified School District. Dr. Salazar has been an educator for 30 years at the pre K-12 and community college levels. Throughout his career, he has also served students as a teacher, counselor, assistant principal and principal. As a proponent of school improvement strategies, Dr. Salazar has participated in the development of strategic plans for districts. These plans call for district-wide reform actions founded on a set of beliefs that support the futures of all students.

His collaboration with teachers, post- secondary institutions, and community members has developed collectively efficacious schools where everyone is responsible for student learning. Dr. Salazar’s participative leadership style empowers all stakeholders to contribute to a culture of change. His relentless efforts to close student achievement gaps engage teachers and leaders in professional learning communities that analyze data and make right decisions

about instruction and assessment. Including teacher, student and parent voices in making these right decisions to ensure equitable learning opportunities for all students has been Dr. Salazar’s passion.

Chamber Spotlights Yolanda meyers as Ambassador of the monthThe Chamber congrat-ulates Yolanda Meyers, founder of Christmas Trees of Hope, on being Ambassador of the Month for September 2013. Meyers, who operates Christmas Trees of Hope that leases Christmas trees to businesses during the holidays to raise money for charity, joined the Ambassador Committee in 2011 as a way to increase her participation in the community. She enjoys meeting new business contacts, especially at the Chamber’s weekly networking event, Business in Action.

The Chamber’s Ambassador Committee is a group of volunteers who support the Chamber efforts to build and retain membership. They provide support and assistance at most of the Chamber functions and for many civic and non-profit sponsored events. The Ambassadors are a vital liaison between the Chamber and the membership. The Chamber’s Economic Development Council recently discussed the plans and economic impacts for public transportation in the City. Riverside Transit Agency’s (RTA) Chief Executive Officer, Larry Rubio met with the Council to discuss the desired needs for an alternative transit center site and the opportunity for a decentralization method of public transportation for residents.

With RTA servicing 18 local Cities, including Riverside, the ease of access and movement of people through public transportation is a key factor to our continued economic success in the region. RTA currently uses Downtown Riverside’s terminal as a key hub in the network of bus routes. With two-thirds of passengers using this terminal in order to get to another, the downtown terminal currently carries the highest number of boarding’s in the entire system.

Currently, RTA has proposed two possible alternatives to the transfer and movement of public transportation riders in the City. The first option continues with the current spoke and wheel effect by moving the Downtown station to alternative sites at various other locations, which include Vine Street along the Downtown MetroLink Station, Central

Riverside including areas bounded by 10th Street, 15th Street, Magnolia Avenue and Main Street or a location just west of the I-215 corridor near March Joint Powers Authority. These locations would accommodate both passenger and bus layovers on city streets.

The second option involves switching to a systematic, decentralized on-street transfer method. This system would utilize enhanced bus stop amenities to facilitate on-street transfers at selected locations as opposed to requiring an off-street facility. This option reduces the need for any bus maneuvering, layover in downtown, and minimizes the impact of buses and people waiting at surrounding areas.

The Chamber urges the continued review and assessment of action plans outlined by the RTA intended to improve access, flow, and mobility for passengers riding public transportation. Whether shopping at the Galleria, picking up groceries, or dining out, the ability for more commuters to easily utilize the public transit system will surely assist in supporting the long-term stability of our local economy.

Consumer & Business Spending

Consumer and business spending made significant progress in the first quarter for Riverside with taxable sales well over $1.1 million. Although there is still a ways to go, it appears spending remains on a steady upward trend according to the report. These gains are strong indications that consumers have regained confidence in the economy and have also become more confident about their jobs, incomes, and homes.

Residential and Commercial Real EstateThe report points to both residential and commercial real estate market as significant factors in strengthening the local economy saying, “Residential real estate is perhaps the brightest star in California’s current economic landscape.” It goes on to say, “Median home prices continue to increase at a double-digit pace due to rising demand and inventory levels that remain below three months of supply.” However, with housing prices still higher in surrounding counties, local residents and businesses alike can con-tinue to benefit from the lower cost of living throughout Riverside County.

Downtown Riverside Participates in Fireball Run as Finish Line HostThe Chamber welcomes the Fireball Run to downtown Riverside on September 28, 2013 from 12-6 p.m. Serving as the end destina-tion to the Fireball Run’s exciting 8-day, 2500-mile, 14-city adventure rally, and race, the City of Riverside is pleased to host their own Fireball Run Finish Extravaganza. The event will includes a classic car show, exotic and “Hollywood” movie cars, food trucks, live music, and much more.

The Fireball Run is a life-sized trivial pursuit game where America serves as the game board. Proceeds will assist in efforts to locate and recover missing children throughout America. Fireball Run is an internet and social media powerhouse, generating $44 million in positive media for its official destinations and drawing an audience of over 1.5 million people. The Fireball Run will feature some famous faces including space shuttle astronaut Captain Jon McBride and Lamborghini Legend Valentino Balboni

The Fireball Run’s “Race to Recover America’s Missing Children” is the largest and longest running active recovery effort for missing children and has aided in the return of 38 missing children. increased foreign trade activity in Riverside County, and an aggressive campaign to market Riverside and the region as a destination for tournaments, events and conventions will mean increased wealth and spending power in the region and a greater need for available flight service for business or personal travel.

Nevertheless, the number of flights available at the airport across all carriers has dropped by approximately half since 2007, and the number of destinations available to fly into has been cut by nearly 60%. The airport has seen travel drop by a third over the past five

years, to less than 5 million passengers annually.

While some challenges still remain to expand activity at the airport, the Chamber firmly believes that ONT is essential to the region’s economy and more than capable to serve as a thriving hub for passenger travel and economic activity. This was just the first of several meetings with Southwest Airlines and other carriers about future opportunities to expand flight operations at ONT. Chamber Promotes Workforce of the FutureThe Chamber is pleased to host the 9th Annual Riverside College and Career Fair, presented by Bank of America, will give thousands of high school students and their families’ one-stop access to future career and educational opportunities. The fair will take place on October 2, 2013 from 5-8 pm and will be returning to its new home at the Galleria at Tyler. Event admission is free and everyone is welcome to attend.

Over 100 booths will be featured throughout the upper floor of the mall and will host representatives from numerous public and private colleges and universities from across the nation. Additionally, local business and industry leaders will be available to discuss various career options with attendees. This year will feature workshop resource sections arranged throughout the lower level of the mall to provide information about college admissions, financial aid, interview tips, and communication skills. Students in the 12th grade will have a chance to win partial scholarships to local institutions of higher

education, while students in grades 9-11 will have chances to win a free computer system.

“This being the 9th year of the Riverside College & Career Fair, I have seen a wide variety of benefits for students in the Greater Riverside Community,” says Dana Reupert, Chair of the Riverside College & Career Fair Planning Committee. Reupert goes on to explain, “Students definitely have many opportunities to inquire about their educa-tional and professional futures, as well as career choices. How exciting it is to play an active role in creating opportunities for our young people.”

Bank of America, in conjunction with the City of Riverside, Riverside County Workforce Investment Board, The Galleria at Tyler, Brandman University, Alvord, Riverside and Jurupa Unified School Districts, and in partnership with the Chamber will produce this annual event.
