After more than four years of hard work by the Chamber and other community partners, the Inland Southern California area took a major step forward in alleviating the area’s physician shortage with the recent preliminary accreditation of the UCR School of Medicine.

“The Chamber, the community and everyone supporting this effort has worked hard actively advocating on behalf of the School of Medicine,” said Chamber President/CEO Cindy Roth. “The accreditation news is a tremendous win for the entire region. The medical school will be a critical economic driver for local business and will change the area’s economic climate with the creation of jobs.”

The medical school is expected to significantly impact the economy through the creation of new jobs, direct spending by the medical school for goods and services, and generation of tax revenue. Every primary care physician trained by the medical school is expected to have a $1 million economic impact.

Currently, UCR has an annual statewide economic impact of more than $1 billion and the medical school’s biomedical and

Initiative seeks to limit special interests through limits to payroll deductions and political spending

In an ironic example of the need for campaign finance reform in California, one of the most heavily-contested battles on the November ballot is Proposition 32, a popular initiative that would limit the capabilities for special interests to influence elections. With more than $60 million spent by both sides, the Chamber urges voters to support this measure and control special interests from overly influencing elected officials.

The most impactful portion of the initiative, banning payroll deductions of money to be used for political purposes, preserves every employee’s right to contribute to campaigns by means other than payroll deduction (for example, by check or by monthly debit from an account or credit card), but ensures that those contributions are voluntarily authorized by the employee in writing annually. This assures that all political contributions are voluntary: individual union members or employees of large corporations are free to directly support the candidate of their choice or contribute voluntarily to their union or company’s political action committee.

Improved Access to Healthcare and Economic Improvement Comes with the School of MedicinePromoting and supporting the community is part of the Chamber’s mission. After years of effort to establish a local medical school, our region was recently rewarded with the news that the UCR School of Medicine has received accreditation and will officially open its doors in August of 2013. This is significant not only because of the tremendous economic impact the school will have in terms of job creation, but also because of the school’s critical role in addressing our region’s physician shortage. The expansion of the physician workforce will be a key factor in determining Riverside’s quality of life.

Establishing the School of Medicine has been the Chamber’s number one priority and we are pleased that this important milestone has been reached. The Chamber thanks everyone who has supported this issue, including UCR Chancellor Timothy P. White who will be moving on to head the 23-campus California State University system. We are grateful for the hard work and sincere care that he has

shown for this community and its improvement and we are positive that he will continue this on a much larger scale in his new position.

Moving forward, the UCR School of Medi-cine will still need an additional $15 million a year to allow for its expansion. The Chamber

actively take part in the electoral process and vote in favor of those laws and can-didates that support the strengthening of our local economy.

Chamber Partners with City on Business Attraction Action PlanBuilding on the “Seizing Our Destiny” vision the City’s and Chamber’s Economic Development leadership worked to create an Economic Development Action Plan. With the loss of redevelopment the Chamber strategized with the City to continue the pos-itive momentum achieved with the Riverside Renaissance. Riverside was uniquely situated to capitalize on this investment. At the Chamber’s Economic Development Council meeting members spoke with Assistant City Manager Deanna Lorson and new Economic Development Manager Larry Vaupel. The Chamber actively supports the Economic Development Action Plan/Business Attraction Plan for focusing attention on creating jobs for our community and region.

In the last fiscal year 1,396 jobs were attracted or retained in the City of Riverside. It should be noted that these are jobs directly involved with, and are directly attributed to the City’s Economic Development Action Plan. An additional 9,631 construction jobs were created by city construction projects as well as construction by our colleges and uni-versities and the Riverside County Transpor-tation Commission. The Report provides a snapshot of current job creation trends in the City and allows us to track long-term efforts at business attraction, retention and expansion.

In an effort to further attract new jobs to Riverside, staff has created a Business Attraction Action Plan which outlines a strategy for job creation through the attraction of new businesses to Riverside and ties in several specific goals of the Action Plan including:

• Visit 250 brokers outside of Riverside and invite a select group for an in-depth introduction to our community.

• Host or sponsor a bus tour that brings brokers, tenant reps and site-selectors to Riverside.

• Make at least 2000 face-to-face business contacts and at least 9,200 via email and/or letter

Discussion focused on reforming the California Environmental Quality Act (CEQA) and funding for more infrastructure projects as Chamber members exchanged ideas and priorities with Acting Secretary Brian Kelly of the Business, Transportation and Housing Agency at the Chamber’s 2012 Legislative Summit. Secretary Kelly announced several expected changes to restructure economic development and transportation that will provide better, more effective services to Californians.

In a roundtable prior to the Summit, the Chamber urged the Secretary to push for greater reforms to CEQA’s environmental review process and expediting the delivery

of critical infrastructure projects to the region. The discussion also centered on how to continue progress in transportation now that fewer funds exist from Proposition 1B, an approximately $20 billion bond approved by voters in 2006 that has greatly improved congestion relief, goods movement, air quality, and the safety and security of the transportation system.

After the roundtable, Chamber Chairman Brian Hawley of Luminex Software, Inc., stressed, “Faster transportation corridors will mean greater opportunities for businesses to move goods, expand services, and reach new

Seeking Nominations for Beautification Awards

In October the Santa Ana Watershed Cleanup drew scores of volunteers to cleanup the river bottom this year. volunteers collected more than 10,000 pounds of litter and debris preventing it from going into the ocean.

Keep Riverside Clean and Beautiful (KRCB) is seeking nominations for the 26th Annual Beautification Awards. These awards are presented in five categories with first, second and third place winners, recognizing buildings and facilities within the City of Riverside that capture outstanding landscape, cleanliness and curb appeal.

The five categories for judging are: New Construction with Landscaping, Exterior Reconstructing with Landscaping, and Maintenance of Existing Facilities & Land-scaping, Historical & Cultural Preservation and Sustainable Design and Innovation.

The award winning buildings will be featured in a photo/video presentation to more than 1,000 attendees at the Mayor’s State of the City address, January 24, 2013 at the riverside Auditorium and events Center. If you know of a building that you believe deserves to be nominated in one of these five categories please nominate. A judging tour of

all nominations takes place the first week of December. Winners will be contacted shortly thereafter and invited to attend the Mayor’s State of the City Address to accept their award. Judging will be done on exterior of buildings only and all work to a building must be complete by nominating deadline. Please limit your nominations to five. Medicine’s research enterprise will also create new opportunities for an innovation pipeline from discovery to new business development.

About $15 million a year is still needed for the school to expand to full capacity and be on par with other medical schools in Califor-nia. The Chamber is fully committed to assisting the UCR School of Medicine in attaining this crucial funding to train and retain the number of healthcare professionals in the region.

Recruiting for new students has started for classes scheduled to begin in 2013. The School of Medicine will also be developing a number of residency training programs. The Chamber and the community celebrate the recent accreditation of the UCR School of Medicine. With the school established, the Chamber looks forward to its success and is pleased that the process of addressing the region’s severe physician shortage and improving the local economy can advance.

Secretary Kelly stated in his address at the Summit that as of July 1, 2013, the Business, Transportation and Housing Agency will be broken down in specific agencies in order to focus the broad scope of its current objectives. In particular, the new California Transportation Agency, led by a cabinet-level secretary, has the potential to focus on and develop long-term solutions to the state’s funding shortfall for its transportation system. This shift is part of Governor Jerry Brown’s Reorganization Plan, which aims to streamline state governance and service delivery to California residents.

Secretary Kelly stated that the agency would refocus its activities towards the specific goals for transportation and infrastructure development rather than the myriad of responsibilities it currently has. Kelly noted, “We will focus on our areas of expertise and then be able to deliver projects faster and more efficiently.”

In addition, the Reorganization Plan proposes to relocate the California Small Business Development Centers, Infrastructure and Economic Devel opment Bank, the California Film Commission, the Office of Tourism and the Small Business Guarantee Loan Program from the Business, Transportation & Housing Agency into the Governor’s Office of Business and Economic Development (GO-Biz).

Leadership riverside, Class of 2012 Presents $70,101 to Path of LifeThe Leadership Class of 2012 recently presented Path of Life Ministries with a check in the amount of $70,101.56. The funds were raised at the Sheltering heARTS premiere event held in September at the Riverside Art Museum. The event was created and sponsored by the Leader-ship Riverside Class of 2012 to help raise awareness and critical funds to assist Path of Life in delivering programs that impact the quality of life of all residents and more directly the lives of homeless individuals and families in the Riverside/Inland Southern California communities.

burrtec Waste Industries recognized by Keep California beautiful for Innovative recycling Program Burrtec Waste Industries was recognized by Keep California Beautiful for its innovative recycling program instituted throughout Southern California. Since its expansion in 2010, Burrtec has collected 282,000 pounds of foam waste which was subsequently sorted, processed and shipped to one of Southern California’s green businesses that then remanufacture the foam into a variety of consumer goods ranging from picture frames to green building materials. This type of recycled

material helps to reduce demand for lumber, reduce energy and resource consumption, and expand consumer markets for recycled goods. “Burrtec continues to do their part with recycling initiatives with polystyrene that not only has a positive impact on our local communities, but also serves as a model for the waste management industry,” said Executive Director of Keep Riverside Clean and Beautiful, Connie Librenjak.

Residents and businesses in the commu-nity can participate by collecting their clean, dry foam free of labels and tape. Polystyrene foam can be identified by the #6 – PS symbol. It has a wide variety of uses, from the large molded block used to package electronics to food service packaging.

Chamber Gears up for Upcoming 20th Annual Festival of Lights

Over 3.6 million lights will brighten up downtown Riverside at the annual festival of Lights.

This November 23rd, the Festival of Lights will celebrate 20 years in downtown Riverside. To kick off the holiday season, the Chamber will partner with The Mission Inn Hotel & Spa and the City of Riverside to present the Festival of Lights Switch-On Ceremony. This year, the switch-on ceremony alone is expected to attract over 50,000 visitors!

Riverside’s signature event was launched by “The Keeper of the Inn,” Duane Roberts, in 1992. Since then, thousands of families from across Southern California and beyond have witnessed the switch-on of a colorful cascade of over three and a half million lights and an assortment of over 400 animatronic characters and sculptures that decorate the entire façade of the historic Inn. The same night, visitors experience a spectacular fireworks show to celebrate the beginning of the holiday season.

To continue with tradition, the outdoor ice skating rink will return to the heart of down-town and offer an exhilarating experience for the young and young-at-heart. Throughout the event, festival-goers can enjoy the holiday
