English Language Proficiency Assessments for California (ELPAC) -

Suspending Summative ELPAC testing If your school is closed due to the unprecedented circumstances surrounding coronavirus disease 2019 (COVID-19), you should not worry about any statewide testing this school year.

Governor's Executive Order N-30-20: Education Code section 60641 (a), requiring that all pupils be administered academic assessments in mathematics, English language arts, and science, as provided for in Education Code section 60640, is waived for the 2019-2020 school year for all schools in the state for which the United States Department of Education approves, based on the impact of the COVID-19 pandemic on students and school communities throughout California, a federal waiver of requirements to administer those academic assessments.

The ELPAC is the required state test for English language proficiency (ELP) that must be given to students whose primary language is a language other than English. State and federal law require that local educational agencies administer a state test of ELP to eligible students in kindergarten through grade twelve. The California Department of Education (CDE) transitioned from the California English Language Development Test (CELDT) to the ELPAC as the state ELP assessment in 2018. The ELPAC is aligned with the 2012 California English Language Development Standards. It consists of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP.

Meeting Summary Granite Mountain Charter School leadership is conducting a review of employee payroll and the Shared Staff list. Granite Mountain Charter School has received proposals from CSC and CAM regarding May factoring needs. Granite Mountain Charter School is completing/submitting paperwork for the opening of the new bank account with Pacific Western Bank. Granite Mountain Charter School will be working with legal to amend the charter bylaws and will submit the amended bylaws to the board at the next meeting. Granite Mountain Charter School requested bids from 3 insurance brokers for employee benefits in March. We have not received our quotes from the brokers but expect them next Wednesday. Quotes will be reviewed and presented at the ad hoc meeting and then will be submitted to the Granite Mountain Board of Directors for approval at the next regular meeting. Granite Mountain Charter School reviewed the contract submitted for technology support. Granite Mountain Charter School reviewed the fiscal impact of contracting for a new ordering system.

Description This document serves to describe a working relationship between Orion Technology Group, L.L.C. d.b.a. Charter Tech Services (CTS) and Granite Mountain Charter School (GMCS). The goal of this relationship is to provide GMCS with a comprehensive technology support service that includes daily onsite support/repair services, along with strategic technology planning for it’s various on-site administration and distance learning operations.

Technology Services Proposal for Granite Mountain Charter School  

Services Composition Provided by Charter Tech Services CTS provides IT support and general technology assistance. CTS delivers this service by employing a diverse team of talent. The service model relies on many layers of support. This agreement provides for a “One Plus” service model. This means that CTS provides at least one full time onsite support technician onsite to provide proactive support combined with an entire support structure above and below that onsite technician.   CTS service includes a multi-layered support team: 

● IT Director: High level planning, strategy, coordination, and quality control. ● Escalation Engineers: Troubleshooting and configuration of more complex systems (ex. 

enterprise switches, routers, servers, etc.). ● App Specialists: Implementation of application specific solutions (ex. Google Apps 

customization, Student Information Systems, Mass Communication Platforms, Apple iPad Centralized Deployment, etc.) 

● Onsite Technicians: the proactive onsite technicians that serve as a first point of contact and process daily support/repair requests. 

● Overflow Technicians: additional resources available for urgent overflow items, such as password resets needing to be done while the Onsite Tech is preoccupied with another support request.

Technology Services Proposal for Granite Mountain Charter School  

Services to be rendered by Charter Tech Services 1. IT Management & Strategic Planning 

a. CTS will participate in weekly admin meetings with GMCS administration to review service quality, response times, and discuss any upcoming projects. 

b. CTS will take a leadership role in asset management: including planned upgrades and replacements. This will include inventory tagging, secured asset tracking, and planning of long term equipment needs. 

c. CTS will be responsible for coordinating all relevant technology resources to ensure GMCS success, including but not limited to: internal GMCS staff, CTS staff members, external vendors, and 3rd party partners. This means that GMCS administration sets priorities and can trust CTS will work with all relevant parties to get the job done. 

d. CTS will work with GMCS Administration to document processes, procedures, and technology configurations. This includes mapping out the most efficient methods of handling equipment repair and remote support for employees and students working/learning from home. 

2. Technology Optimization a. CTS will conduct an evaluation of all existing computer, server, and networking 

equipment already owned by GMCS. b. CTS will optimize the network. This will include reconfiguring anything that is 

misconfigured, upgrading the firmware on all devices, and updating applications to their latest service pack level. 

c. CTS will review all telecommunications contracts and ensure that GMCS is not paying for anything they are not using. 

d. CTS will perform regularly scheduled maintenance on an ongoing basis. This maintenance will be performed after hours. CTS will ensure that all systems complete maintenance and return to working order before signing off. 

3. Regular On-Site Support a. CTS will provide two full-time onsite technicians to proactively handle routine 

tech support and repair requests. b. CTS onsite work location may be adjusted at the direction of GMCS leadership. 

Potential work locations include but are not limited to offices in/around Rancho Cucamonga and Lucerne Valley. 

c. CTS technicians will track support requests via a ticketing system whereby requests are received by phone, email, and in-person. Requests may come from administrators, staff, students, and parents. 

d. CTS will provide higher level resources onsite as needed for no added cost, this may include Network Engineers, Application Specialists, etc. 

e. CTS will provide services outside of school hours at the direction of GMCS. 4. Auxiliary Support 

a. CTS will provide higher level escalation support as needed and without limit. This support will be provided both onsite and remotely.

b. CTS will provide mentorship and development for the onsite level-1 technicians to ensure that their value increases over time. 

c. CTS will provide additional onsite support as needed during times of higher need, such as smarter balanced testing. 

d. CTS will provide application specific support for GMCS’s various student curriculum, communication, and student record systems. 

e. CTS will serve a support concierge to any necessary outside tech support entities. This may include receiving end user reports of assistance needed, performing initial information gathering and research, and then reaching out to third parties as necessary (together with the end user) to ensure the issue is properly resolved and that the end user is fully supported throughout the whole process. 

 

Expected Projects to prepare of 2020-2021 School Year  This represents an incomplete list of projects that have already been discussed and are known to be needed. Many more projects will be added as they are discovered.

1. Establish new procedures for equipment repair/exchange process. Idea’s include: a. Provide advanced replacement to staff/students. So they have a working 

computer right away. b. Maintain inventory of ready replacements ready to be mailed out. c. Process as many repairs in-house as possible. Mail advanced repairs to the 

manufacturer as needed. 2. Consider filing requests with Google, Microsoft, and Domain Registrars to reclaim 

ownership of existing accounts. 3. Fully setup new G-Suite Account if/as needed. Migrate historic staff/school data to 

comply with FOIA and FERPA requirements. 4. Evaluate technology needs and set up Rancho Cucamonga office. This includes 

evaluating the value and usefulness of any tech that may be inherited. Securing any necessary equipment to prevent unauthorized access. Preparing office to be used as a daily administration center for GMCS. 

5. Fully setup additional software tools/platforms as needed, this may include but is not limited to: Adobe Creative Suite, Microsoft Office 365, Blackboard Connect, and others. 

6. Prepare for E-Rate bids and filings for the 2021-2022 school year.

Technology Services Proposal for Granite Mountain Charter School  

Terms 1. The term of this service agreement shall be from 5/15/2020 thru 6/30/2021, with a 

monthly service cost of $16,800 per month. 2. Monthly services fees shall be due on or before the 10th of each month or 10 days after 

invoice delivery, whichever is later. 3. This agreement can be cancelled for any reason within the first 30 days with immediate 

effect. Cancellation after the first 30 days shall require at least 2 weeks’ notice. Cancelation or changes after the first 90 days shall require at least 30-day written notice from either party. After 180 days, this agreement will be in effect until cancelled with three month written notice. 

4. CTS reserves the right to modify service delivery schedule to accommodate it’s employees’ sick and vacation time requests. These modifications will be subject to coordination and approval by GMCS and offset by additional time spent on special projects by CTS resources, and shall not exceed 5% of yearly service time without prorated adjustment of fees. 

5. CTS shall bill GMCS for previously agreed upon third-party materials and fees necessary to provide service. Examples include: shipping/packing costs, domain registration, computer cables, laptop parts, manufacturer repair fees. 

6. Where memory of verbal discussions contradicts any part of this document, this document alone shall serve as the final agreement. 

7. Each party recognizes that human capital is equally as important as trade secrets and agrees not to attempt to hire each other’s employees, subcontractors, or representatives without mutual written consent or until 12 months has passed from the termination of this agreement. 

8. In the event of serious disagreement, damages shall be limited to the total compensation earned under this agreement, disputes shall be arbitrated by a mutually agreed upon arbitrator, with both sides responsible for their own legal fees.

Staff Resources / OPS X.8 This application is a sophisticated financial tool that enables school administrators to devolve many purchasing and accounting functions down to the individual student level. The application fosters local empowerment and accountability, while allowing administrators to track and manage the entire purchasing process. Security is of the utmost importance as the application can house sensitive identification and demographic information about students and teachers.

The “Teacher Resources” section of the web system allows teachers to request resources and instructional tools on behalf of individual students. It permits administrators to approve requests and oversee the allocation of funds for all teachers and students.

System Overview

Password protected login to the system is required. Users of the system have the ability to change their own login password. The client’s system administrator has total control over all teacher, VCI vendor, parent and admin login credentials and account permissions. It is the client’s responsibility to distribute and manage these

The system permits four levels of access:

1. Administrator2. Teacher3. Parent (optional custom feature allowing parents to enter requests on behalf of their own children)4. VCI Vendor (optional custom feature to provide Vendor Course Instructors (VCI) a paperless invoicing process)

Administrator Access: Administrators with full permissions have the ability to to approve and process all orders as well as access, update or add teacher, vendor and admin accounts. They also have the ability to create orders for any student account and manually adjust student budgets. Administrators have control over users and passwords.Teacher Access: Teachers can access orders, demographic/enrollment information and EU balances only for their own students, both active and inactive. They can also access vendor demographic information and parent login credentials. Vendor demographic information and online purchasing is available at the teacher access level, although approval and processing of all orders remains at the administrator level.Parent Access: (optional) Parent Resources can access demographic and enrollment information and EU allocation and balances for their own Children. Vendor demographic information and online purchasing is available at the parent access level. Once teachers advance orders from Pre-pending to Pending, approval and processing of all orders remains at the administrator level.

VCI Vendor Login: (optional) The objective of the Vendor Login feature is to eliminate emailing, mailing or faxing paper or PDF POs and invoices. The whole process becomes electronic. OPS intends to setup Client with the vendor login area and provide training, but it will be Client’s responsibility to set and supply their VCI vendors with passwords and communicate directly with their vendors on the vendor login process.

Programming: OPS’s proprietary technology drives the secure, password protected, web application to access your school’s data, perform the necessary queries and calculations, keep student budget’s accurate and and maintain accountability of all users. OPS makes constant customizations and improvements based on user input at no charge.

Amazon Punchout Integration

SETUP STEPS:1) First, Client will need to set up a business ‘Pay by Invoice’ punchout account with Amazon for each of your schooldistricts in OPS.  We will put you in touch with an Amazon business rep who can guide you through the process.  (This process can take one week or more)

2) Secondly, after Client has received all the login credentials for your Amazon business account, we need to set upyour account within OPS.  We will add a Amazon order button in the request form that Teachers, Admins and Parentswill see.  Additionally we will set it up so that Admins can send electronic POs direct to Amazon. (Three Days)

HOW IT WORKS:1) In the OPS purchasing section, a teacher (or admin/parent ordering on behalf of a teacher) will select a student,then click the Amazon order button.  This will take the teacher/admin/parent directly to the Amazon website.  

NOTE: The first time a teacher uses the Amazon punchout feature, they will have to setup their own personalized account and give Amazon a few details about themselves, (first, last name, email address, etc) so Amazon can provide more personalized service to each teacher, such as keeping track of previous orders and preferences.  This MUST be done BEFORE an admin or parent can order on the teacher’s behalf. 

IMPORTANT NOTE: All teachers must have a unique email address within OPS.  If your school has multiple school districts in OPS, each teacher must have a different email address in each school district.

2) After the teacher sets up their account with Amazon, they can begin adding items to their cart on Amazon’swebsite for the student they have requested from the OPS order form.  When they are ready, they can proceed tocheckout and click ‘Submit Items for Approval’.  After this happens, the user is taken back to OPS to the ‘pending’ ordersummary page for that request.

3) When the order request is ‘Approved’ then ‘Processed’ within OPS by an admin, a ‘send electronic PO’ button willapear.  When this button is pressed an electronic PO will be sent to Amazon in an XML format.  The OPS admin shouldthen get an approval message that the PO has been received by Amazon.  OPS keeps track of whether or not the POhas been sent, so that PO’s cannot be sent more than once.

4) After the PO is received and processed by Amazon, the order is shipped to the teacher address, then markedReceived, Invoice Matched and Paid just like other orders.

5) Additionally, through the Amazon business portal, school Admins can check the status of their business accountrequests/orders and get more detailed information about their purchasing history.

Project Steps

All accounts will be populated with student and teacher records provided by the Client or by means of SIS import will go live two weeks after all necessary information is received. Should any of the Services or Deliverables not comply with OPS’s specifications therefor, Client must inform OPS of the deficiency within 30 days of receipt and OPS shall use commercially reasonable efforts to remedy. If compliant Services cannot be provided within a reasonable time, Client’s remedy shall be to terminate this Agreement. Client understands that any Internet Service Provider (ISP)’s services require a seprate contract with that ISP. Client agrees to select an ISP that allows OPS full access to its Web site and a cgi-bin directory via FTP. Due to conditions beyond its control, OPS does not warrant that the operation of the Deliverables, including any portion of Client’s Web site, will be uninterrupted or error-free. Any warranties, indemnities, guarantees, and representations, express or implied, are specifically disclaimed, including, but not limited to, any warranty of non infringement, merchantability, title, or fitness for a particular purpose and implied warranties arising from course of dealing or performance, except to the extent that such disclaimers are held to be legally invalid. OPS also disclaims any warranty regarding any benefit Client might obtain from the Services, and the operation or appearance or interaction of the Deliverables with Client’s web site.

LIMITATION OF LIABILITY AS ALL DELIVERABLES PROVIDED HEREUNDER SHALL BE BASED ON CLIENT’S CONTENT, SPECIFICATIONS AND MATERIALS, ALL OPS SERVICES AND DELIVERABLES ARE PROVIDED “AS IS”. IN NO EVENT SHALL OPS or CLIENT BE LIABLE FOR LOSS OF BUSINESS OR BUSINESS OPPORTUNITIES, LOSS OF USE OR OF DATA, OR FOR ANY EXEMPLARY, PUNITIVE, INDIRECT, SPECIAL, INCIDENTAL, OR CONSEQUENTIAL DAMAGES, INCLUDING BUSINESS INTERRUPTION OR LOSS OF PROFITS (EXCEPT IN THE CASE OF NONPAYMENT), EVEN IF IT HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES OR LIABILITY, WHETHER UNDER THIS AGREEMENT OR OTHERWISE, IN WHICH ANY LEGAL OR EQUITABLE ACTION MAY BE BROUGHT. OPS SHALL IN NO EVENT BE LIABLE HEREUNDER FOR DAMAGES EXCEEDING THE FEES PAID BY CLIENT FOR THE SERVICES THAT DIRECTLY GAVE RISE TO SUCH DAMAGES. MISCELLANEOUS All Sections of this Agreement that by their nature should survive termination or expiration will survive, including, without limitation, accrued rights to payment, confidentiality obligations, warranty disclaimers, and limitations of liability. Except for payment obligations, neither Party shall be responsible for any failure to perform due to unfore-seen, non-commercial circumstances beyond its reasonable control, including but not limited to acts of God, war, embargoes, fire, floods, terrorist attacks, earthquakes, accidents, strikes, sickness, computer viruses, or the like. In the event of any such delay, any period of time for action by said Party may be deferred for a period sufficient to resume normal business activities. No agency, partnership, joint venture, or employment is created as a result of this Agreement and Client does not have any authority to bind OPS in any respect. OPS shall have the right to use third parties in performance of the Services and, for purposes of this Agreement, all references to OPS shall be deemed to include such third parties/subcontractors. This Agreement is the complete and exclusive statement of the mutual understanding of the Parties and supersedes and cancels all previous written and oral agreements, communications, proposals, and other under-standings related to the subject matter of this Agreement. All waivers and modifications must be in writing signed by both Parties in ink, except as otherwise provided. The Parties expressly agree that any pre-printed or other terms on any purchase order, request for proposal, or other document shall have no force or effect, even if signed by the Parties after the date hereof. If a court of competent jurisdiction determines as a part of a final non-appealable judgment that any provision of this Agreement is illegal or otherwise unenforceable, it will be limited to the minimum extent necessary so that this Agreement will otherwise remain in full force and effect. Any notice under this Agreement will be in writing and will be deemed to have been duly served the day after it is sent, if sent by next day commercial courier delivery (e.g., Federal Express). The Parties have read this Agreement, and had the opportunity to consult with their legal advisors. It will be fairly interpreted in accordance with its terms and without any strict construction against either Party. From time to time, governments enact laws and levy taxes and tariffs affecting Internet electronic commerce. Client agrees that it is solely responsible for complying with said laws, taxes, and tariffs, and will hold harmless, protect and defend OPS and its subcontractors from any claim, suit, penalty, tax or tariff arising therefrom. No failure or delay on the part of a Party in exercising any right, power or remedy shall operate as a waiver thereof; nor shall any single or partial exercise preclude any other or further exercise thereof or the exercise of any other right, power or remedy hereunder. This Agreement and all transactions hereunder shall be governed in all respects by the laws of the State of California, without regard to either its conflicts or choice of laws rules or the application of the United Nations Convention on Contracts for the International Sale of Goods. In any action to enforce rights under this Agreement, the prevailing party may recover its reasonable costs and attorneys’ fees. This Agreement may be executed in counterparts, each of which will be deemed to be an original, and each of which alone and all of which together, shall constitute one instrument. In making proof of this Agreement it is only necessary to produce or account for the counterpart signed by the Party against whom this Agreement is to be enforced. A facsimile or photocopy thereof of any autograph is deemed an original signature, and the fax/copy shall be an original counterpart. The signatures on the Proposal evidence that the Parties agree to these Term

SERVICES, PRICES AND PAYMENT Upon execution of the Proposal, Client shall pay OPS a non-refundable advance of amount specified on previous page. Monthly subscription fees are due OPS on the first day of every month and/or as of the date listed therefor in the Proposal. Late payments will incur a $20 late fee. If Client halts work or wishes to terminate this Agreement, Client agrees to pay for all work completed or hours spent and any pre-approved out-of-pocket expenses incurred. Any prepayment or monthly fees received by OPS shall be non-refundable. For any Services requiring OPS to travel, Client agrees to reimburse OPS for its actual, reasonable travel and other out-of-pocket expenses. Client shall be responsible for any collections expenses, and for all taxes associated with the Services, except those based on OPS’s net income. If Client becomes delinquent in its payments, any deliverables due to Client may be withheld until Client is current, and late fees may be charged. Upon payment therefor, any and all deliverables conceived by OPS during this engagement relative to OPS’s duties under this Agreement (the “Deliverables”) shall be licensed by OPS to the Client on a perpetual basis for the purpose directly listed in the Proposal and no other purpose. If OPS works on materials or documents pro-vided by Client (“Materials”), the Materials shall belong to the party holding title thereto. Client hereby assigns any and all potential right, title, interest and claims to the Deliverables to OPS. Client shall not transfer or copy the Deliverables for delivery to any party for utilization by said party without OPS’s prior consent; provided, however that Client may assign the Deliverables in any merger, acquisition, or other purchase or transfer of Client’s assets. The intent of the preceding sentence is to prevent Client from disseminating templates or the like designed by OPS for Client to other parties with whom OPS may contract in the future, thereby potentially decreasing the market for OPS’s services. Client is responsible for using any Deliverables to achieve Client’s intended results. Client authorizes OPS to access its account, with “write permission” for the Client’s web page directory, cgi-bin directory, and any other directories or programs that need access for OPS to perform the Services. OPS may rely on all decisions and approvals made by employees and agents of Client, oral or written (including extranet or email). Client’s request for any changes must be in writing. OPS shall not be obligated to perform tasks described in Client’s request until the Parties agree in writing to the proposed change and hourly rate therefor. Upon contract signing, OPS may mention its relationship, show its work, and utilize Client’s logo in marketing presentations, and, upon delivery of its work, if desired by OPS, link OPS’s web site to the area on Client’s site displaying the Deliverables, and, at OPS’s request, Client shall include OPS’s logo in an appropriate area on its web site, which OPS may revoke at its discretion.

CONFIDENTIALITY Each Party agrees to maintain the confidentiality of any business, operational or technical information provided by the other Party pursuant to this Agreement hereunder that a reasonably prudent person would understand to be revealed under a duty of confidentiality (the “Proprietary Information”), and to only use it in carrying out its rights and obligations under this Agreement. The Services furnished by OPS, its intake process and link/email survey and form questions promulgated to the Client, its creative brief made therefrom, and the terms of and pricing under this Agreement are OPS’s Proprietary Information. The confidentiality obligations shall not apply to any material or information that the receiving Party can document (i) is or becomes generally avail-able to the public; (ii) was in its possession or known by it prior to receipt from the other Party; (iii) was rightfully disclosed to it by a third party; (iv) was independently developed without use of the other Party’s Proprietary Information; or (v) is required to be disclosed by law.

WARRANTIES AND DISCLAIMER OPS shall indemnify, defend and hold Client harmless from and against any third party claims, suits, demands, actions and proceedings, judgements, penalties, damages, costs and expenses (including reasonable legal fees and costs), losses or liabilities (“Damages”) arising out of a claim against Client that the deliverables developed by OPS and provided to Client hereunder constitute an infringement of any copyright held by a third party in the United States, by paying the damages actually awarded against Client in any such suit or proceeding brought by a third party against Client, up to the amount paid by Client hereunder for the offending Deliverable. OPS shall not be obligated to defend or be liable for costs and/or damages under this Section if the alleged infringement (1) arises out of or is in any manner attributable to any modification of any of its deliverables by any other party, or (2) is due to the operation of any computer hardware or software not listed in OPS’s technical specifications or (3) arises out of or is in any manner attributable to the collateral or content provided by Client or any other party to OPS for use hereunder (for which Client shall indemnify OPS). Client warrants, represents, and unconditionally guarantees that it has sufficient rights in any and all materi-als it is providing to OPS hereunder, including but not limited to any elements of text, fonts, graphics, photos, designs, trademark, artwork or the like (the “Client Materials”) for OPS to complete the Services contemplated by this Agreement, including but not limited to any necessary authorization, release, clearance or license related to any rights of ownership, privacy, publicity, or intellectual property; and it will not provide OPS for use hereunder with any Client Materials that infringe any third party’s intellectual property or other proprietary rights. Client hereby agrees to indemnify, defend and hold harmless OPS, its employees, subcontractors and agents, against any third party damages, losses, liabilities, taxes, tariffs, settlements or expenses (including, without limitation, costs and attorneys’ fees), in connection with any claim or action that arises from an alleged violation of the fore-going or otherwise from the Client Materials, Client’s exercise of Internet electronic commerce, or the Services. OPS and Client will indemnify and hold each other harmless from and against all losses, damages, and/or claims caused by their negligence or failure to act under this Services Agreement. If either party incurs attorneys’ fees and court costs due to litigation arising under this Agreement, the prevailing party in such litigation shall be entitled to recover such attorneys fees and court costs from the non-prevailing party.

EXECUTIVE SUMMARY

Objective

Homeschool Concierge proposes to enter into a partnership with Granite Mountain Charter School for the purpose of delivering Enrichment Management software for Granite Mountain families, students, vendors and staff.

Goals This project will focus on 4 top-level goals: 1) Reducing Granite Mountain’s current costs regarding enrichment services 2) Improve Granite Mountain’s turnaround time for orders 3) Improve the financial transparency of all student funds transactions 4) Improve communication between families, teachers and staff regarding purchases

Background/Experience Homeschool Concierge, a registered 501 (c)(3) non-profit, was founded by homeschoolers to help our fellow independent study students and families with their homeschool journey. In addition to our resources, field trips, information, newsletters and events for families, we have expanded into offering services to charter schools, as anything that helps charter schools, helps us fulfill our mission of supporting families, and improving their homeschooling experience.

The founders of Homeschool Concierge were also the founders of the original ChoicePlus Homeschool program for Inspire Charter Schools, we created and oversaw the initial Family Liaison and Parent Advocacy teams, designed and developed the innovative Vendor Lobby software, and oversaw the reorganization, expansion and day-to-day operation of Inspire’s entire enrichment department in 2016 and 2017.

This background has given us unprecedented experience in anticipating, understanding, preparing for and resolving the myriad of complex problems and issues that face homeschoolers and the schools that service them.

COST SAVINGS

Our Enrichment Management software licensing program is comprehensive, meaning that unlike other providers, we avoid the change-request model. As you know, the standard change-request model means that each and any requested change, update or customization of the software would require the negotiation and signing of a new and/or updated contract along with a newly negotiated price for those changes. Homeschool Concierge believes that any reasonable changes, updates or customization the school may request falls under our existing agreement and would be provided free of charge.

In addition, since our software is managed and maintained by us, and accessed through a standard web browser the school would not incur any of the costs associated with running a software solution on-site such as: • Server hardware costs • IT support staff costs • Data storage costs • Security patch management costs

SECURITY Unlike some well-known software used by charter schools, All of our client’s sensitive data is encrypted. Additionally, our software is securely hosted in the cloud, eliminating the danger that any localized emergencies (fire, flood, power outage etc.) will affect our software’s availability.

PRICING As stated above, our Enrichment Management software licensing program is comprehensive in scope and services, as well as in price. All required set-up, data-loading, software, and customizations, as well as all internal and external training required, is covered under a single, monthly, per-student cost. All login accounts for any required number of parents, teachers and staff are also included.

Despite the fact that our costs are the same for each student, we are well aware of the challenges facing schools when it comes to state funding calculations for students. To help schools meet these challenges, Homeschool Concierge offers an adjustable pricing model that offers a discount for students who may receive lower ADA funding than some of their fellow students. For students that the school receives $8,000.00 or more per year from the state in ADA funds, we have one pricing tier, and for students who receive less than $8,000.00 per year from the state in ADA funds we have a second, lower pricing tier (See chart bellow).

Additionally we offer a referral discount. For any school referred to us by Granite Mountain, Granite Mountain will receive a discount of $0.50 per month for each student from the referred school utilizing our Enrichment Management software licensing program. (Maximum $0.50 discount per Granite Mountain student)

We also offer an additional discount for anyone interested in our 2 year rolling contract, which we can further detail upon request.

Withdrawal Policy

The purpose of the Granite Mountain Charter School Governing Board approving this Withdrawal Policy is to accomplish the following:

1. Establish the Reasons a Student Can Be Withdrawn from Granite Mountain Charter School 2. Outline the Procedures for Withdrawing a Student 3. Establish the Charter School’s Responsibility to Not Encourage a Pupil Currently

Attending the School to Disenroll or Transfer to Another School 4. Establish the Process for Notifying Parents/Guardians/Educational Rights Holder of the

Withdrawal

1. Reasons for a Withdrawal: If Granite Mountain Charter School discovers that a student enrolled in Granite Mountain Charter School is no longer a resident of California, no longer a resident of a county that Granite Mountain Charter School may legally provide educational services to, is concurrently enrolled in a private school, is concurrently enrolled in another public school, is in non-compliance with Granite Mountain Charter School’s policies, or otherwise may no longer legally be served by Granite Mountain Charter School, the following procedures shall be followed to withdraw the student from Granite Mountain Charter School.

2. Procedures for Withdrawing a Student: Granite Mountain Charter School shall send the

parent/guardian/educational rights holder a notice of the Granite Mountain Charter School’s intention to withdraw the student from the School and the reasons for that decision. The notice will be sent at least five days prior to the withdrawal of the student. The notice will inform the parent/guardian that the Education Code provides the parent/guardian/educational rights holder with the right to a hearing adjudicated by a neutral officer within a reasonable number of days at which the pupil(s) have a fair opportunity to present testimony, evidence, and witnesses and confront and cross-examine adverse witnesses, and at which the pupil(s) have the right to bring legal counsel or an advocate. This notice shall be written in the native language of the pupil or the pupil’s parent or guardian, or if the pupil is a foster child or youth or a homeless child or youth, the pupil’s educational rights holder.

This notice will also inform the parent/guardian/educational rights holder that the student’s enrichment opportunities and curriculum orders will be put on hold until the hearing is completed. The notice will also establish the date by which the hearing shall be scheduled. If a parent/guardian/educational rights holder refuses to participate in scheduling the hearing, remains unavailable for scheduling the hearing, or otherwise does not cooperate in scheduling the hearing, the right to a hearing will be deemed to have been waived. Additionally, if a parent/guardian/educational rights holder fails to attend the scheduled hearing, the hearing will continue without the presence of the parent/guardian/educational rights holder. In that event, the student may be withdrawn and the decision of the hearing officer will be final.

If the parent/guardian invokes said rights, the Granite Mountain Charter School will not disenroll the pupils until it has reached a final decision. The decision of the School is final and cannot be appealed.

In addition, the parent/guardian will be sent a Charter School Complaint Notice in the form provided by the California Department of Education at www.cde.ca.gov/sp/ch/cscomplaint.asp.

3. The Charter School’s Responsibility to Not Encourage a Pupil Currently Attending the

School to Disenroll or Transfer to Another School: Granite Mountain Charter School shall not encourage a pupil currently attending the school to disenroll or transfer to another school for any reason, including but not limited to, academic performance of the pupil or because the pupil exhibits any of the following characteristics: pupils with disabilities, academically low-achieving pupils, English learners, neglected or delinquent pupils, homeless pupils, or pupils who are economically disadvantaged, as determined by eligibility for any free or reduced-price meal program, foster youth, or pupils based on nationality, race, ethnicity or sexual orientation.

4. Notification of the Withdrawal: Once the student has been withdrawn from Granite

Mountain Charter School, the parent/guardian/educational rights holder will be notified of the withdrawal and advised to enroll the student immediately in a school that may legally serve that student. A copy of this notice shall be placed in the student’s cumulative file. The student’s teacher will also be notified of the withdrawal.

2020-2021 Learning Plan Summary

Granite Mountain’s instructional model is based on a customizable design using Student Planning Amounts that are not to exceed the range of $3,000 to $3500 (divided up into four quarterly disbursements). This amount is subject to funding availability and board acceptance of the budget.

Our model includes a Learning Plan that will be completed by the teachers through conversations with the student and parent. The Learning Plan will be a living document that can be added to and altered throughout the school year. It will include projected planning budgets that will be allocated to the student’s academic success, and a data tool for GM staff to properly oversee how families are using their planning amounts.

Our model also is designed to provide at minimum one academic curriculum option (from a designated list) to each GM student. Some of these options will be of no cost to the student’s planning amounts, and some options may have an additional cost associated depending on the price of the curriculum.

2020-2021 Experiential and Online Learning Path Packages Summary

In response to our LCAP stakeholder surveys and our Professional Learning Communities, we are proposing the implementation of Online Learning Paths and an Experiential Learning Package as a choice for students.

In addition to every student choosing one academic curriculum option, students will have the choice to participate in one of our Online Learning Paths. Our learning paths are geared toward career exploration for all students and will help personalize learning toward student interests. By choosing an Online Learning Path, students will be able to choose 3 additional online curriculum options for an estimated flat bundle fee.

Our TK through 8th-grade students will have an all-encompassing option if they choose to not participate in our Online Learning Path by choosing to participate in an Experiential Learning Package. This is a full curriculum opportunity that partners with the Live Online virtual class curriculum option. This well-rounded package will also include a monthly themed program that encompasses scope and sequences for parents with activities and lessons, theme aligned field trips and park days.

Lastly, Granite Mountain’s vision is to provide well-rounded opportunities for both students and parents. On top of our Online Learning Path and Experiential Learning Packages, we will provide clubs for students to participate in, and a Learning Coach University that will provide parents with support in all aspects of homeschooling.
