Biography of David Luther ChesebroMost Illustrious Grand Master, 2014-15

David was born on July 26, 1949 in Los Angeles, California, and grew up in the Inland Empire ofSouthern California. He attended the public school system in the City of Rialto. He is a graduateof California State University, San Bernardino with a BA Degree in Environmental Studies.

He began his career at the California Department of Transportation, Caltrans, in 1983 at the DistrictOffice in San Bernardino in civil engineering. In 1987, he transferred to the District Office in SanLuis Obispo where he served for twenty-five years, until his retirement in October of 2012.

A member of Saint Benedict’s Episcopal Church in Los Osos, California, where he has served onthe Bishop’s Committee as Bishop’s Warden for two years. He also served as a Boy Scout Leaderfor Troop 216 in Los Osos.

Raised a Master Mason on November 13, 1990 in Estero Lodge No. 719 in Morro Bay California.He served as Master of Estero Lodge in 1995, and again in 2003 and 2004. After consolidating withKing David’s Lodge No. 209 in 2005, he served as Master of the consolidated lodge in 2006. Heis currently a member of King David’s Lodge No. 209 in San Luis Obispo.\

He served on the Grand Lodge Committee for Lodge Support from 2006 to 2011 and as Inspectorof the 501st Masonic District in 2012 and 2013. He also served as the Grand Standard Bearer forthe Grand Lodge of California during the 2009-2010 Grand Lodge Year.

Received the Scottish Rite Degrees in 2004 in the Valley of Santa Barbara where he is currently amember. He was recognized with the distinction of Knight Commander Court of Honor in 2013

Exalted a Royal Arch Mason in San Luis Chapter No. 62 and Greeted a Select Master in San LuisObispo Council No. 38 in 1994. Knighted in San Luis Obispo Commandery No. 27 the same year.He served as High Priest of San Luis Chapter in 2005, as Illustrious Master of San Luis ObispoCouncil in 2006, and as Commander of San Luis Obispo Commandery in 2007. He was honoredby San Luis Chapter with the Meritorious Service Award in 2006, and was selected and chosen aMaster of Ish-Sodi by San Luis Obispo Council in 2007. He was honored by the Grand Council ofCalifornia as Illustrious Master of the Year at the 2007 Grand Sessions.

He is a member of Fresno Priory No. 71 of Knights of the York Cross of Honor, Brian Boru CouncilNo. 38 of Knight Masons, Channel Islands Council No. 114 of the Allied Masonic Degrees, andPacifica Conclave of the Knights of the Red Cross of Constantine. He is a member of Al MalaikahShrine Temple.

David met his wife Sarah while attending college. They have been married for 36 years. Currently,they are living in two different cities, David in San Luis Obispo and Sarah in Sacramento. They arehappy to call both places home. They have one son, Samuel.

Grand Oration

Good Morning, Ladies, Brethren and Friends. Thank you for the opportunity to allow me to sharesome of my thoughts with you today.

Who cares about Cryptic Masonry?

Why do we spend so much time on learning ritual? What good does that do?

We often hear that our rituals use allegory and symbols to impart important truths. That is, perhaps,more true than many of us might believe especially in Cryptic Masonry!

Consider this; our ritual is riddled with queries that present us with paradoxes for the inquisitivemind to examine. These questions center on both the internal and external persons we believeourselves to be. We read in the Royal Master Degree:

“It is intended to serve as a reminder of the mysterious Triad, expressive of the essence andattributes of Deity and of those great Masonic virtues-Faith, Hope and Charity. You will deposit itin the Holy of Hollies, with the other Sacred Furniture, and hereafter, in every Masonic Lodge, letthere be displayed about the Altar of Obligation three burning tapers placed in a triangular position;and may the virtues which they symbolize be a light unto the feet of every true and faithful MASON,in all walks of life, until that perfect day when the glory of the Lord shall illumine our souls forever.“(Page 16 Ritual Cypher Grand Council Masons of California).

Have you considered the possibility that three lesser lights may potentially represent the three basictenants of Masonry? Or perhaps, that their meaning is universal in its interpretation allowing thecontemplative mason to reach more deeply into himself and resultantly make the world a better placefor all mankind? Notice the location of the lights?

The altar of obligation is at the center of our lodges which appears in all the degrees of Masonry.That altar, which also safely holds the holy writings of multiple beliefs, is illuminated by our threecore beliefs; Faith, Hope and Charity. What a powerful statement!

By demonstration, you can see that our ritual possess multiple symbols which offers variousinterpretative meanings this is why or ritual sets us apart from all other fraternal organizations andgroups. These discussions are not centered on life after death or are religious in scope, but insteadrepresent a fundamental believe in the thinking man as mental phenomena which includes feelingswhich allow the “thinker” to distinguish between material objects and minds. This phenomenon trulygot its start in our earliest masonic lodges allowing for a continuous expansion of these symbols,paradoxes and allegories which lead to the creation of this particular degree of which I just quotedfrom.

The degree has many more overlapping symbols which continue to astound the “Thinker.” TheCherubim is an integral part of this degree and yet many of us do not know the full implication ofsuch a symbol.

According to 1 Kings 6:23 sq., and 2 Chronicles 3:11 sq., Solomon placed in the Holy of Holies twohuge Cherubim of olive-wood overlaid with gold. "They stood on their feet and their faces weretowards the house", which probably means they faced the Holy Place or the Entrance.

This is the usual interpretation of the Cherubim, but consider this definition;

According to Exod., xxvi, 31, cherubim were embroidered on the Veil of Cherubim means the Seatof the Glory of God and is interpreted: Fullness of Knowledge. Though we realize that cherubim areexalted heavenly powers and virtues; yet if thou wilt, thou too shalt be one of the cherubim. For if

cherubim means, Seat of God, remember what the Scripture says: The soul of the just is the Seat ofWisdom.

If we utilize this latter definition the presence of the Cherubim makes perfectly good sense, however,their meaning has multiple layers allowing each of us to interpret that meaning into our own livesthereby allowing us to enrich our understanding of the mysteries of life.

Contemplation of these mysteries leads us all to examine our ritual and resultantly we can not onlyenrich our own lives, but those of the people we love and work with. The ritual is a powerful toolthat allows us to impart serious truths to one another. Therefore, one could contend that ritualspoken with conviction and heart leads us all toward a better understanding of its expansivemeaning.

Official Opening Ceremonies

The Grand Council of Cryptic Masons of California was opened by Most Illustrious Companion David L. Chesebro, Most Illustrious Grand Master in Due and Ancient Form.

The Assistant Directors of Ritual and Cryptic Arch Inspectors, under the direction of the GrandMarshal, formed the lines West of the Altar.

INVOCATION

The invocation was delivered by Illustrious Companion Paul D. Erickson, Grand Chaplain South.The Most Illustrious Grand Master stated that all Companions being properly vouched for as CrypticMasons in good standing and in possession of authenticated credentials and declared that the 153rdAnnual Assembly was convened and called for the Preliminary Report of the Committee onCredentials.

PRESENTATION OF THE COLORS

The Standard of the United States of America was presented by Companion David P. Glass, GrandStandard Bearer escorted by Companion Guy M. Chalmers, Grand Marshal. The Flag was escortedto its proper place in the East and the Pledge of Allegiance was rendered.

Preliminary Report of the Committee on Credentials

Your Committee on Credentials reports that there are at least twenty percent of the thirty seven (37)chartered Councils of this Grand Jurisdiction represented at the opening of this 155th AnnualAssembly and, in accordance with Section 7-3.4 of the Grand Council Constitution, a constitutionalquorum is present for the transaction of business.

100% of the Councils were represented at this year’s Grand Council Session.

Announcements

The Grand Master made the following announcements before proceeding with the business at hand:

1. Annual Election of Officers will be held at 11:00 a. m.2. Annual Installation of Officers is scheduled for 5:00 p. m.3. Thrice Illustrious Master Degree will be conferred at 2:00 p.m.4. When votes are called for, the voting delegates will display their voting delegate card.5. All Emergent Resolutions, Petitions and Appeals must be presented in writing and read

prior to 11:00 a. m.6. Speakers on Resolutions will be limited to three (3) minutes in favor and three (3)

minutes opposed. The proponent of the Resolution will be given first opportunity tospeak and will be given a chance to speak last.

7. Reports of Committees will be received without Motion to Accept. The exceptions arethe Budget and the Omnibus Report.

Adoption of Proceedings of 154th Annual Assembly

A motion was made, seconded and carried to dispense with the reading of the minutes of the 154thAnnual Assembly by the Grand Recorder and ACCEPT the Proceedings as printed and distributed.

Annual Message of the Most Illustrious Grand Master

Companions, I stand before you today extremely honored and privileged to have had the opportunityover the last twelve months to serve you as your Grand Master. I thank you all for selecting me asthe head of this wonderful York Rite Body. The last seven years have been an adventure across thisJurisdiction that Sarah and I could not have imagined. This last year has been far more than weexpected. The hospitality, courtesy, fellowship, and friendship shared by all of you and the membersof your Councils is beyond belief. Thank you all so much for experiences we shall never forget.

Although I did not have a stated theme for this year, I did have a simple design for a lapel pin thatillustrates some very important concepts about change and vision. The pin consists of a brokentriangle, spiral and a single center-point of both. The broken triangle represents the changes wecannot control, the spiral, those we can, and the center-point, the core values to which all thechanges in our lives and organizations should be firmly anchored. It is from the context of the“Core Values” of our Rite that we should develop our Vision of what we want Cryptic Masonry inCalifornia to become.

It is with Vision in mind that the leadership of this Grand Council has attempted to move forwardin developing a plan for the betterment of Cryptic Masonry in California. At the 2013 GrandCouncil Officers Planning Retreat, your progressive line officers and administrative officers met todevelop a Mission and Vision for the Grand Council to help guide their leadership decisions. TheVision of your 2013-14 Officers includes Cryptic Masonry in California being recognized as thepreeminent York Rite Body in the nation, a top supporter of Cryptic Masons Medical ResearchFoundation, and an organization known for its leadership, teamwork, and quality ritual.

This last year, through the suggestion and leadership of our Grand High Priest, Jon D. Humphreys,all three of the presiding officers of our Grand York Rite appointed new “Leadership Development”Committees. By design all three committees consisted of the same members, Bud Ramsey, RandyR. Downey, Greg A. Hall, William A. McBroome, and Lee P. Whelan. This group was chargedwith the task of taking the excellent program that the Right Eminent Bud Ramsey implemented forthe Grand Commandery of California during his year, and convert it into a training program for theall three of our bodies. The result was five “Grand York Rite of California Leadership Seminars”put on across the State. I was fortunate to be able to attend three of the presentations, and wasoverwhelmed by the quality and detail of information delivered to the Companions and Sir Knightspresented in such a short time. Our leadership development program is without a doubt one of thefinest York Rite training programs in the Country, if not the World. We should applaud the entirecommittee for their efforts and their success. I look forward to next year and beyond as theseseminars continue.

In order to improve communication and teamwork among the elected and progressive leadership of

your Grand Council, we held monthly meetings and teleconferences during the entire year. Throughthe use of free access teleconference technology, your Grand Officers became aware of and solved,as a team, a number of issues confronting our constituent Councils and Grand Council. We wereable to work more closely on complicated matters such as the realignment of Departments andArches, and to quantify and qualify the matter of some Councils not being current with filing theirState and Federal tax forms, just to name a few. Communication has never been better between yourGrand Officers.

Ken G. Nagel, our Grand Director of Ritual, implemented two new Schools of Instruction for ourRitual Staff this year. He did this in addition to holding the regular department wide schools in therespective Departments. They were successful. The main purpose of these schools was not only tohelp hone the skills of our Officers Coaches, Inspectors and Assistant Directors of Ritual, but alsoto bring them together to develop connections and form teams to better serve our Councils. Theobvious mission of our Ritual Staff is to improve the ritual across this Jurisdiction. They will notbe able to do this through legislation or enforcement of our laws pertaining to ritual. The quality andquantity of ritual in this Jurisdiction depends upon individual Councils and their members desire toprovide quality ritual to their candidates locally and often. It will be the goal of the Ritual Staff toassist the Councils in reaching that level of proficiency.

The Sword and Trowel, the Grand Council internet newsletter, has continued this year under the veryloving and capable editorial leadership of Illustrious Companion Richard E. Thornton. Thispublication is available to all Cryptic Masons on the California Grand York Rite website. It is alsodistributed to all the Recorders in this Jurisdiction for dissemination to the members of theirCouncils. Companions, I do hope you make good use of this resource, not only as a way to beinformed, but also a tool at your disposal to inform other Masons in the world about CrypticMasonry. Richard is always looking for quality articles for inclusion in the Sword and Trowel

This Grand Council started the year, in May, with Thirty-six active Councils. I personally had veryhigh hopes that I could announce the institution of a 37th Council at this Grand Session. This wasnot to be. Two Councils, Butte Council No. 50 in Chico, and Sierra Nevada Council No. 44 inQuincy started the Consolidation process in October of 2014 and completed the process inDecember. Having fully met the requirements set forth in the Constitution, with the recommendationof the Charters and Consolidations Committee, I approved the Consolidation in December, creatingthe consolidated Council going by the name of Butte Council No. 50, meeting in Chico.

In January of this year, it was brought to my attention by Lee P. Whelan, the Department GrandOfficer of Department 6, and Frederick G. Kleyn, the Assistant Director of Ritual of Department6, that Imperial Valley Council No. 60 and San Diego Council No. 23 desired to start theConsolidation Process. Unfortunately, after contacting the Illustrious Master and Recorder ofImperial Valley Council it became apparent that Imperial Valley Council would be unable to meetthe quorum requirements to hold the necessary meetings to complete a standard consolidationprocess. With the concurrence of the Illustrious Master of Imperial Valley Council, the DepartmentGrand Officer of Department 6 and the Assistant Director of Ritual of Department 6, I ordered theTemporary Consolidation under Trusteeship of Imperial Valley Council No. 60 into San DiegoCouncil No. 23 under Section 34-3 of the Constitution. The necessary recommendation and actionwill be taken later in this Session.

It was indeed my hope that the Institution of Sword and Trowel Council Under Dispensation wouldbe announced at this Grand Assembly. Unfortunately, this was not to be. Although the new Councilfully met all the requirements to be instituted, it became impossible to bring all the officers of thenew Council together due to family matters. There is no doubt that Sword and Trowel Council willbe Instituted by my successor, and I wish the members the best of luck and a prosperous future.

I had the opportunity this year to appoint two Companions to the progressive line. EduardoEstrada, KYCH, who served as our Grand Steward this year, is from Calabasas. He is an IllustriousPast Master of Omega Council No. 11 and Past Master of Home Lodge No. 721 in Van Nuys. Heis an executive with AT&T in Southern California. He is married to his lovely wife Natasha.

Robert A. Morrison served as the Grand Sentinel this year. Bob hails from Chico, California andis an Illustrious Past Master of Butte Council No. 50 in Chico and Past Master of Olivet Lodge No.205 in Corning. Bob and his lovely wife Pauline have together operated a very successful propertymanagement business in Chico. Bob is now retired from the business, but is far from retired fromactive service in our Fraternity.

I am very proud of both of these Companions. They are very different in their leadership styles, onebeing more of an administrative approach to our Craft and the other being a very hands on, in thetrenches approach. Both ask difficult questions and expect good answers. These two Companions,together with the other officers in the progressive Grand Council line form a strong leadership basefor our Grand Council for years to come.

In closing, I again wish to thank all of the Cryptic Masons of California for your confidence in meto serve as your Grand Master this last year. I wish I could thank everyone individually, but that isnot possible in this short time span. However, I do need to collectively recognize the Grand CouncilOfficers that served this last year. All of you have been wonderful. Some of you have served in othercapacities over the course of this past year and had little time to attend the functions. Others, whohad the time and resources, attended often. I did see all of you at least once. Thank you all, so much.

I personally need to thank Right Illustrious Companion Ken Nagel. Ken stayed on this year as ourGrand Director of Ritual and added more schools of instruction to his schedule. He started the RitualStaff Schools of Instruction and set the standard for their form and function. He was alsoinstrumental in the realignment of the Departments and Arches. Ken will be leaving us this year. His commitment, knowledge, enthusiasm, and leadership will be greatly missed. I also need to thankthe Ritual Staff as a whole. You have stepped up to the task of improving the ritual of the Councilsin this jurisdiction through leadership and example. Your work is cut out for you. I am certain youwill accomplish the tasks presented to you, no matter who takes on the leadership role for yourimportant work.

I also wish to express my thanks to all of the Companions who served on committees this year. Iespecially need to thank the members of the Jurisprudence Committee, who kept me from goingastray. Their patience and guidance were essential to me for making sound and well thought outdecisions. I also wish to thank the Charters and Consolidations Committee. When I asked MostIllustrious Companion Robert A. L. Whitfield to serve as the Chairman of that committee, I hopedit would be for the Institution of a new Council. Instead he had to deal with two Consolidations. Thanks Bob. I know it wasn’t what you signed on for, but you were the right man for the job.

Kenneth G. Hope, our Grand Recorder, also deserves a hardy thank you. Ken’s leadership in theGrand York Rite Office is key to having well-run organizations. Thank you Ken.

Finally, I wish to thank all of the Most Illustrious Past Grand Masters for their good council,guidance, and friendship, not only over this past year, but also over the last ten years, during my timeas a Grand Council Officer and Illustrious Master of San Luis Obispo Council. In particular, I needto thank Most Illustrious Companion Frederick J. “Tiny” Potter for having the confidence in meto serve as the leader of this truly outstanding Grand Council of Cryptic Masons.

Your Committee on Reports of Grand Officers wishes to commend the Grand Master for hispromotion of Cryptic Masonry to this and other Jurisdictions. His usual good judgement wasdisplayed in the appointment of Grand Officers, Inspectors and Committeemen.

I thank Grand Recorder Most Illustrious Companion Kenneth G. Hope for all his help andguidance the past few years. Brethren you have no idea what our Grand Recorder Ken Hope doesfor all of us daily in the office. He is always there to assist us if we just listen and do as we areasked.

There will be a younger Grand Treasurer at the end of this Grand Session. I am sure he will do anoutstanding service for you all in the years to come. This older Companion is going to take a longrest and enjoy life to its fullest.

Annual Report of the Grand Recorder

Today marks the completion of my twenty third year as Grand Recorder of this Grand Council. I amhappy to report that all Councils have paid their Per Capita. Thank you Companion Recorders, yourhard work is truly appreciated if not always recognized.

There was one consolidation this past year. Sierra Nevada Council No. 44 consolidated with ButteCouncil No. 50 effective December 31, 2014. In addition, Imperial Valley Council No. 60 wasplaced under temporary receivership under San Diego Council No. 23 as they could no long holdtheir Stated Assemblies.

This year there are 6 Illustrious Past Masters serving as presiding officers of their Councilscompared to 6 last year, still too many.

Once again I am sorry to report to you that the Grand Council of California has fewer members thanthe year before. The membership statistics show a net loss of 1.7% for 2014, compared to the lossof 3.8.0% the year before. A distinct improvement. 11 Councils showed a net gain and 4 Councilsshowed no change in their membership. We commend these Councils for their efforts. However, 8Councils did not greet even one candidate in 2014, and unless they can reverse this trend they areheaded towards extinction. The current membership now stands at 3,439 Companions.

Join me in saluting the following Councils; Omega No. 11 for 58 Greetings; Oakland No. 12 for 14;Sacramento No. 1 for 13; San Diego No. 20 for 12 and Alpha No 39 for 11. These were the superstars for 2014.

For the fourth year Shekinah Council No. 35 together with the Bellflower York Rite “fed the hungryand clothe the naked” at Christmas and Easter. Report of the Grand Director of Ritual

As I give my final report as your Grand Director of Ritual, I wish to express my heartfelt thanks tothis Grand Jurisdiction for allowing me the opportunity to work in a position I so dearly love. Havingbeen first elected to this office in 2000, it is with mixed emotions that I say good-bye. I wish to thankthe membership for its support and confidence over these past many years and pledge my supportto my successor.

State of our Ritual: Although the overall state of our ritual can be characterized as good, there isso much more we could accomplish with just a little effort on the part of all our Councils. On thepositive side of the ledger, the degrees being conferred in our Festivals continue to produceoutstanding performances, giving an excellent story for our candidates. And I am encouraged thatmore of our Councils are stepping up to build a degree team that can confer at least one of thedegrees. Within too many of our Councils though, open rituals are still the norm for opening andclosing our Stated Assemblies. Our Dais officers learn the work just good enough to get theInspector to certify them for Installation, but are then unable to perform the work in a proficientmanner during the year. This trend has been the norm for many years and it continues to bring downwhat should be a positive showing for our members. Companions, I continue to stress that we wouldnot settle for this in our Craft Lodges and we should not stand for in our Councils; they deserve morefrom us.

ADR/Inspector’s Seminar and Workshops: This year, for the first time in many years, a Schoolof Instruction (SOI) was held just for ADR’s and Inspectors. An SOI was held in both the Southernand Northern areas to brush up on our teaching skills and to ensure we were all teaching the workin a consistent manner throughout our state. I also held five additional Schools of Instruction for thegeneral membership. I thank those ADRs and Inspectors who organized the SOI in their particularArch. Although, I think each school was well received, the attendance at most of them was spotty.Our entire ritual staff must ensure future SOIs are in concert with the local Council’s schedules, somore of our officers and members will be compelled to participate.

Ritual Cup Award: Our Ritual Cup Award program continues to be a resounding success. OurInspectors selected candidates from every council as the best in their respective councils. From thislist, Department winners were selected. These companions are all very deserving of recognition fortheir efforts in delivering ritual with precision and pride. From our seven department winners, anultimate winner for the State has been selected. I am pleased to announce the following results:

Administrative: Administratively, there was only one change made in our ritual staff during theyear. In Department 1B, Ill Companion Carl J. Brickner took over as Inspector of Arch 3 from IllCompanion K. Mark Harris. Ill Comp Mark continued his duties as ADR for the Department.Although there were no other changes, a couple of responsibilities changed with the closing of SierraNevada Council #44 in Arch 2 and Imperial Valley Council #60 in Arch 14.

The grand line leadership has made a decision to tighten up the geographic areas of responsibilitywithin our jurisdiction. To that end, our ritual areas will increase from 7 departments to 10departments. This will make the area of responsibility smaller for each ADR which will allow themto focus more on those councils closer to them within their department. I have given myrecommendations as to new geographic lines, as well as to who should be promoted from Inspectorto ADR in the new departments and new Inspectors to fill those holes created by the promotions. Iwill not name them here, but will allow our incoming Grand Master and my successor to formallyannounce those changes and additions.

Closing:

Finally, in closing, I want to again say thank-you to this Grand Council for your continuedconfidence. You have honored me, by your confidence throughout my tenure. I want to thank eachof the ADRs and Inspectors for their service during those many years. I wish also to thank the manyGrand Masters for whom I served; supporting my decisions and listening to my suggestions. It wasa privilege to serve each of you. I want to give honor to Past Grand Master Donald C. Gross whogot me started on this venture. I hope I did him proud. I wish also to give a special thank-you to IllCompanion Dennis L. Ward who has been a huge part of our team from the beginning. FromInspector to ADR; from helping me to rewrite our ritual back in 2005, to acting as the Director ofthe Thrice Illustrious Master degree for many years, it has been a pleasure to work with you and atrue honor to call you friend. My only goal when taking over in 2000 was to try to ensure the ritualin our jurisdiction improved each year. I am gratified that much was accomplished, but I would belying if I said I thought I was completely successful in that endeavor. I did my best and hope it wasseen as a positive effort by each of you.

Our Committee on Necrology held a York Rite Vesper and Memorial Service on Sunday, May 17that the Double Tree Hotel prior to the opening of Grand Sessions. As usual, this service was very wellattended.

The Bellflower York Rite continued to fed the needy families in Bellflower at Christmas and Easter.

The San Fernando York Rite Bodies with Los Angeles Commandery No. 9 are continuing theirtraditional participation in the Fourth of July Parade in Newhall. The three presiding Grand Officersof the Grand York Rite are invited to participate in their annual event to celebrate our nationsbirthday. In addition they also help serve food at the Midnight Mission downtown Los Angelesseveral times during the year to the homeless.

Resolution 2014-1

The proponents of this Resolution seek to impose penalties on the Officers that are not proficientin their ritual.

WHEREAS, in the Blue Lodge it is a Masonic Offence to have a cipher open during the performanceof ritual and

WHEREAS, this creates an atmosphere that fosters the belief that the work must be memorized andpreformed from memory every time and

WHEREAS, performing the ritual from memory creates a lasting impression upon the candidatesas they go through the degrees and

WHEREAS, Cryptic Masonry is an extension of Craft Masonry and

WHEREAS, Cryptic Masonry deserves the same care and respect as Craft Masonry in theperformance of its ritual and

WHEREAS, all officers and ritual teams are to be certified as proficient by the Inspector prior toinstallation or the conferral of a degree.

NOW, THEREFORE, BE IT RESOLVED that it will be considered a Cryptic offence for aninstalled officer to have an open ritual book or a written copy of the words during performance ofritual in a tiled meeting, when doing the work for an office in which he has been installed. And thatit is a Cryptic offence for a member of a degree team to have an open ritual or a written copy of thewords during the conferral of a degree for candidates, except for when the ritual specifically callsfor something to be read, or when deemed appropriate by either the Grand Director of Ritual or theAssistant Director of Ritual for the Department. There may be one Companion designated as aprompter with an open Ritual who is not actively participating in the performance of the Ritual.

The following will be added to the Constitution to effect this change

Section 372 1

No installed officer may read the work from a ritual book or other source during a tiled meeting,when doing the work for an office for which he has been installed; doing so will be considered aCryptic Offence. One Companion, who is not an active participant in the performance of the ritual,may have an open ritual book as a promoter.

The penalty for such an offence shall be as follows as directed by the Illustrious Grand Master:

C For a first offence, the Companion will be required to re-certify with the Inspector, AssistantDirector of Ritual, or Grand Director of Ritual, prior to the performance of ritual in any subsequenttiled Meetings.

C For a second offence, the Companion will receive a formal reprimand to be read at the next statedmeeting and recorded in the minutes of the Council, in addition to the requirement to re-certify asabove.

C For a third offence, the Illustrious Grand Master may, at his discretion, remove the officer fromhis office.

Section 31-5 4

During the conferral of any degree on a candidate, no Companion engaged in the conferral of thatdegree may read any part of the ritual from either a ritual book or other written item, except forwhere the ritual specifically calls for something to be read from a scroll or other device, or whendeemed appropriate by either the Grand Director of Ritual or the Assistant Director of Ritual for theDepartment. Doing so will be considered a Cryptic offence. There may be one Companion who isnot a member of the degree team, with an open ritual acting as a prompter.

The penalty for such an offence shall be as follows as directed by the Illustrious Grand Master:

C For a first offence, the Companion will be required to re-certify with the Inspector, AssistantDirector of Ritual, or Grand Director of Ritual, prior to the performance of ritual in any subsequentdegrees.

Resolution 2014-2

The proponents of this Resolution seek to eliminate the $1.00 Special Assessment and increase thePer Capita.

WHEREAS, ten years ago the Grand Council raised the Per Capita to $12.00 and a SpecialAssessment of $1.00 per member, and

WHEREAS, expenses and costs have risen and the amount of Per Capita collected has decreaseddue to membership loss, and

WHEREAS, the Grand Council would like to create a new Leadership Committee and alsoreimburse the Ritual Staff for some of their travels.

NOW, THEREFORE, BE IT RESOLVED that the $1.00 Special Assessment be discontinued andthe Per Capita raised to $15.00 per member effective January 1, 2015.

Report of the Membership Committee

I would like to thank the members of this committee for their support during 2014-15.

Join with me in congratulating Omega Council No 11 for bringing in 58 new members in 2014 andalso Oakland No. 12 for 14 new members and Sacramento No. 1 for 13; San Diego No. 23 for 12and Alpha No. 39 for 11. Several Councils did not Greet a single new member in 2014 and I hopeall Councils can Greet at least one new member this year. Please do not hesitate to contact any ofthe members of this Committee to assist you in your recruiting efforts.

According to the information provided to me by the Grand Recorder, we gained 319 members in2014 but we lost 378. Our membership as of December 31, 2014 stands at 3,439.

Membership is fundamental to any organization and we need to re double our efforts in bringing newmembers to our York Rite Bodies. The future is in our hands.

Report of the Youth Committee

The Masonic Youth Committee is pleased to report another successful year of service to Californiayouth.

Chairman Ronald W. Alcorn III responsibility is De Molay International, Companion Leland G.Routt assists the Order of Rainbow for Girls, and Companion David J. Williams represents Job'sDaughters, International. Your Committee visits the youth orders under their tutelage to make knowntheir presence and support attending, when possible, the group's annual meeting.

Many of the youth orders are, once again, expanding their membership. Your committeemen areactive in many Masonic organizations and they strive to encourage all their Brethren to makethemselves available so that fewer youth groups will fall aside due to lack of leadership. Ourfunction is leadership and concomitant inspiration.

It is the opinion of this committee that the York Rite of California consider combining the GrandChapter of California's Masonic Youth Committee, the Grand Council Cryptic Mason's YouthCommittee, and the Youth Orders Committee of the Grand Commandery of California into oneGrand York Rite of California Youth Committee for more efficient representation.

We thank Most Illustrious Companion David L. Chesebro, Grand Master, for giving us theopportunity to serve the Grand Chapter this year. His dedication has been an inspiration to us all.

Immediately following the formal opening of the Assembly, Most Illustrious Companion David L.Chesebro, the 154th Most Illustrious Grand Master of the Grand Council of Cryptic Masons of theState of California, was received. He was accorded the Grand Honors of Masonry by three timesthree and escorted to a seat in the East.

The Thrice Illustrious Master relinquished the gavel of authority to the Most Illustrious GrandMaster and invited him to preside. The Most Illustrious Grand Master declined the invitation topreside. However, he made a few appropriate remarks before retiring from the Assembly.

Those eligible Illustrious Masters and Illustrious Past Masters, who were in waiting, were thenanointed and crowned as Thrice Illustrious Masters. They were then presented with certificates,silver trowels, lapel pins and wallet cards attesting to their membership in the Order.

The Thrice Illustrious Master introduced the cast and expressed his appreciation to those whocontributed their time and effort in making this event successful.

A motion was made, seconded and carried to accept the minutes of the 60th Annual Assembly of theGrand Council of Thrice Illustrious Masters of California as published in the Proceedings.

A motion was made, seconded and carried to accept the Thrice Illustrious Recorder's AnnualFinancial Report.
