Biography of Brett Allen MacDonaldMost Illustrious Grand Master, 2015-16

Brett was born on July 22, 1950 in Saginaw, Michigan to Bart and June MacDonald. He comesfrom a Masonic family whose parents and grand-parents were members of Lodge and Eastern Star.Moving to California at the age of two he grew up in the San Gabriel Valley of Southern Californiaand attended public schools in Covina and College in Walnut, CA.

Brett began his career in Information Technology at the Department of Water and Power, in 1982at their headquarters in downtown Los Angeles. He served in the California State Military Reserveas CWO2 and he has co-authored several books and papers on the Military History of California.He is a member of several lineage societies and serves on the Sons of the Revolution in Californiaboard of directors, and that of their Library and Museum in Glendale.

Brett and Donna are Presbyterian having inherited this family tradition from their Scottishancestors who immigrated to the Unites States in the early 1800s.

Brett was raised a Master Mason in 1975 in Hollywood Lodge No. 355 in Hollywood, Californiawith his father and grandfather present. He served as Master of Covina Lodge in 1989 and wasMaster of Southern California Research Lodge in 1997. He is currently a life member of GoldenTrowel Norwalk Lodge No. 273 in Norwalk. He served on several Grand Lodge Committees andwas Chairman of the Masonic History Committee 2000-03. While serving on the Committee he co-authored the Sesquicentennial History of Grand Lodge. He received the Hiram award in 1996.

He received the Scottish Rite degrees in the Valley of Pasadena in 1984 and is a life member of theValley of Long Beach. He was coroneted 33° Inspector General Honorary in 2007. He holds theGold Card for having received all the Scottish Rite degrees. He has served as Managing Editor ofthe Long Beach Scottish Rite Reporter, Degree Master, Director of the Work and Commander ofKadosh.

He served as a board member of the Job’s Daughter’s Bethel where his daughter belonged. His wifeis a majority member of the same Bethel and served many years as Guardian Secretary. He alsoserved as Chairman of the Advisory Council of George Washington Chapter of the Order ofDeMolay.

Received the Royal Arch degrees in Azusa Chapter No. 80, the Royal and Select Master degrees inFoothill Council No.42 in 1996. He was knighted in Foothill Commandery No.63 the same year. He was High Priest of Triple Tau Chapter in 2005, 2006 & 2016, Illustrious Master of ShekinahCouncil No.35 in 2003 & 2011. He served as Commander of Golden West Commandery No.43 in2004. He was honored by Triple Tau Chapter with the Meritorious Service Award in 2006, and wasselected and chosen a Master of Ish-Sodi by Shekinah Council in 2007. He was honored with theGrand Master of Ish Sodi award in 2010. He was honored by the Grand Commandery of Californiawith the Meritorious Service Award in 2008. He served Grand Chapter as an Inspector and GrandCommandery as an Assistant Director of Ritual. He served as Most Illustrious Grand Master of theGrand Council of Cryptic Masons of California for 2015-16.

Brett also belongs to several other Masonic organizations. Los Angeles Priory No. 27 KYCH wherehe was presented the Knight York Grand Cross of Honor in 2015, Saint Croix Conclave of the Orderof the Red Cross of Constantine, the Royal Order of Scotland and Robert the Bruce Association,Southern California College of the York Rite Sovereign College of North America, Brian BoruCouncil of Knight Masons. He is past Sovereign Master and was honored with the Red Branch ofEri by Excalibur Council of the Allied Masonic Degrees, Past President of Los Angeles Chapter of

National Sojourners and Past Commander of Concord Camp of the Heroes of ’76. He is Past Patronof Emerald Star Chapter, Order of Eastern Star having served while his wife Donna was WorthyMatron.

Brett met his wife Donna while in College. They have been married nearly 45 years. They have onedaughter Erica, who is a High School Principal. Since a young age Brett’s hobby has been cars.He purchased a 1928 Dodge while in 8th grade and over the years has owned or restored over 150cars. He was also a Technical Editor for Kit Car and Mustang Illustrated magazines. Donna enjoysneedle point and sewing as well baby sitting their grandson while his parents are at work.

Grand Oration

Guiseppe Mazzini was a Mason who lived in Italy in the late 18th and early 19th centuries. He wasthe intellectual leader of Italian nationalism and Masonry, and a contemporary and friend ofThomas Jefferson. He wrote “By the Law of God, given by Him to humanity, all men are free, arebrothers, and are equals.”

Joseph Fort Newton lived in the United States in the latter 19th and early 20th centuries, and wasone of the mosr eloquent Masonic orators and writers of his time. He wrote “Masonry is therealization of God by the practice of brotherhood”.

Equality is a physical fact, because all humanity, all members and races thereof, are extremelysimilar in shape, size, appetites, drives, and so on.

It is also an intellectual fact. Human nature is universal. We all have a common mind and a commonsystem of truth. The deepest conclusions of the wisest minds are substantially identical.

It is further a spiritual fact. Down below all the religions and creeds that separate , and above all thedogmas that divide, there is an essential oneness of mankind that unites us spiritually. Thefundamental faiths and hopes of humanity are the same, although with differences in interpretationand expression. The same great truths lead all men of all times and races; the same moral obligationscommand us to see, hear and obey.

William Penn said “All devout men, all just men, are everywhere of one religion; and when deathhas taken off the masks they will recognize one another”. Either God is the father of all men or heis not. Hitler said not, and war, murder, and genocide followed. If we accept the fatherhood of Godwe must also accept the brotherhood of man. And is that not what Masonry teaches?

Newton believed that we should realize that the will of God is for the unity of mankind, and thatGod’s purpose is for the unity of mankind, and that God’s purpose is brotherhood. To be a brotheris to be an equal, to be always on the level. There are no distinctions in a Masonic lodge. No one isreferred to as “Doctor this” or “Lawyer that” or “General the other.”

Our brotherhood and our equality are not meant to force us to abandon our individual beliefs.Masonry was made not to divide men, but to unite them. It asks for fraternity, leaving each man freeto think his own thoughts and fashion his own system of ultimate truth, therefore, all through theages, Freemasonry has been, and is today, a meeting place of differing minds and a prophecy of thefinal union of all reverent and devout souls.

All true religions acknowledge and cherish the belief and realization that every human being is animmortal soul, made in the image of the creator. And in each and every soul God has imprinted the

image of His spirit, so that each soul may grow in grace, in knowledge, in peace, in harmony, inunderstanding. This pattern is waiting to be awakened by the will of the soul’s oneness with God.

Interestingly, those same religions contain accounts of the ends of whole civilizations, the floodingor sinking of continents, the near total obliteration of plant, animal and human life due to the hatred,injustice, tyranny, violence, slavery, pride, and greed of man. And, today, it appears to many thatthe world has lapsed into a similar and global peril. Will our response to these be to use our powers?Power of Money? Power of weapons? Power of this or that?

This has never been God’s way. Rather, little by little, line upon line; precept by precept; here a little, there a little; each thinking of the other fellow. It is this that has kept and will keep the earth intact!

We have the opportunity to express what justifies us in our relationships with one another, and inthe eyes of God, by acting in mercy, love, patience, long-suffering, generosity, caring, little deedsof kindness, the reality of hope. These are the fruits of the spirit. Let us live them, and thrust in God!

Let us put away our fears and doubts and angers and hates, and join in the simple prayer and pleato God made by a famous Masonic port named “Anonymous”. He wrote this little epitaph at the endof his weary life bemoaning what he conceived to be the core of man’s inhumanity to man and theprelude to Armageddon. It is a short sentiment:

“Anything, God, but hate:I have known it in my day;And the best that it does;is to scar your souland eat you heart away.

Man must know more than hateas the years go rolling on,for the spirit survives.Only man denies the dawn.

God, if I have but one prayerbefore the cloud-wrapped end,I’m sick of hateand the waste it makes,let me be my brother’s friend.

Let us honor and practice the virtues praised by all the great religions. Let us cherish the goodnessand holiness that your own religions have taught you, that led you to lead the noble lives you haveeach lived, and which encourages us to think well of mankind. All we really have to do is to follwa prayer written by Sam Walter Foss, entitled “A house by the side of the road”.

Let me live in a houseby the side of the roadwhere the race of men go by.

The men who are good,and the men who are bad,As good and bad as I.

Official Opening Ceremonies

The Grand Council of Cryptic Masons of California was opened by Most Illustrious Companion Brett A. MacDonald, Most Illustrious Grand Master in Due and Ancient Form.

The Assistant Directors of Ritual and Cryptic Arch Inspectors, under the direction of the GrandMarshal, formed the lines West of the Altar.

INVOCATION

The invocation was delivered by Illustrious Companion Mark A. Quinto, Jr., Grand ChaplainSouth. The Most Illustrious Grand Master stated that all Companions being properly vouched foras Cryptic Masons in good standing and in possession of authenticated credentials and declared thatthe 153rd Annual Assembly was convened and called for the Preliminary Report of the Committeeon Credentials.

PRESENTATION OF THE COLORS

The Standard of the United States of America was presented by Companion Guy M. Chalmers,Grand Standard Bearer escorted by Companion Clive W. Moss, Grand Marshal. The Flag wasescorted to its proper place in the East and the Pledge of Allegiance was rendered.

Preliminary Report of the Committee on Credentials

Your Committee on Credentials reports that there are at least twenty percent of the thirty seven (37)chartered Councils of this Grand Jurisdiction represented at the opening of this 156th AnnualAssembly and, in accordance with Section 7-3.4 of the Grand Council Constitution, a constitutionalquorum is present for the transaction of business.

Announcements

The Grand Master made the following announcements before proceeding with the business at hand:

1. Annual Election of Officers will be held at 11:00 a. m.2. Annual Installation of Officers is scheduled for 5:00 p. m.3. Thrice Illustrious Master Degree will be conferred at 2:00 p.m.4. Committee Chairmen who have reports to be made, should be prepared to make them

when called upon.5. When votes are called for, the voting delegates will display their voting delegate card,

unless a written ballot is required.6. All Emergent Resolutions, Petitions and Appeals must be presented in writing and read

prior to 11:00 a. m.7. Anyone wishing to address this Assembly will use the microphone, give your name, title

and Council name and number.8. Speakers on Resolutions will be limited to three (3) minutes in favor and three (3)

minutes opposed. The proponent of the Resolution will be given first opportunity tospeak and will be given a chance to speak last.

9. Reports of Committees will be received without Motion to Accept. The exceptions arethe Budget and the Omnibus Report.

Adoption of Proceedings of 155th Annual Assembly

A motion was made, seconded and carried to dispense with the reading of the minutes of the 155thAnnual Assembly by the Grand Recorder and ACCEPT the Proceedings as printed and distributed.

Annual Message of the Most Illustrious Grand Master

Right Illustrious Deputy Grand Master, Distinguished East, Grand Officers of this Grand Council,Distinguished Guests, and Companions all, I extend to each of you a welcome to Bakersfield,California, and to the 156th Annual Grand Assembly of the Most Illustrious Grand Council ofCryptic Masons of California. The Grand Sessions Committee under the chairmanship of IllustriousCompanion Robert V. Wright must be congratulated for their outstanding accomplishments. Theirtask is by no means an easy one, or a task without countless concerns and many times, headaches.We also thank Most Illustrious James G. Baum for serving as our Grand Sessions ExecutiveOfficer. To all our guests we extend a gracious thanks for your attendance at our Grand Sessions andtrust your stay with us will be a memorable one.

It has been my distinct honor and pleasure to have served this Grand Council this past year and Iwish to thank all the Companions for electing me Grand Master

My goal for the year was to increase the awareness of our companions about our charity the CrypticMasons Medical Research Foundation (CMMRF). Our support for their endeavors had faded inrecent years and I hoped that once you were familiar with their research and advancements youwould choose to offer your support. I am very proud of all our Cryptic Masons who took up thiscause and have again brought California to the forefront of support for the Cryptic Masons MedicalResearch Foundation.

APPOINTMENTS

What can I say about this Council's Grand Family? Other than, it is just that... a Grand Family; andI am extremely proud of them and I express my appreciation and thanks to each of you. Theytraveled up and down our state on their own time and at their own expense. The welfare of ourCouncils was always their primary goal. They deserve many accolades for their advice, assistance,encouragement, and support this past year.

It was my pleasure to appoint Right Illustrious Companion Peter G. Champion to the progressiveline as our Grand Sentinel. Peter joined Masonry in 1972. In 1981 he and his father received theYork Rite degrees together. Last year was very busy for him as he was also serving Grand Lodgeas Grand Pursuivant and published another book.

My other appointments were Right Illustrious Companions Richard E. Thornton and Mariano A.Quinto, Jr. as our Grand Chaplains, William S. Dann as our Grand Captain of the Guard, EduardoEstrada as our Grand Conductor of the Council, Robert A. Morrison as our Grand Steward, JamesM. Sunseri as oru Grand Orator, Clive W. Moss and Paul A. Clark as our Grand Marshals, K.

Mark Harris as our Grand Soloist, Roderick E. Betham as our Grand Piper, David A. Stiles asour Grand Bible Bearer, and Guy M. Chalmers as our Grand Standard Bearer. Due to the extendedillness and untimely passing of our longtime Assistant Grand Recorder Albert M. Lewis, a searchto find his replacement was started two years ago. The search went through several prospects andwith the culmination of that effort I was pleased to appoint Right Illustrious David J. Williams tothe station of Assistant Grand Recorder.

My thanks to the companions for electing William E. Price as Deputy Grand Master, Lee P.Whelan as Grand Principal Conductor of the Work, Robert A. L. Whitfield as Grand Treasurer,Kenneth G. Hope as Grand Recorder, and David L. Chesebro as Grand Director of Ritual.

THE STATE OF THE CRAFT

To Most Illustrious Companion David L. Chesebro, the Assistant Directors of Ritual, Inspectors,and Committeemen who serve our Councils, I thank you once again. Your dedication to the ritualof Cryptic Masonry is appreciated by all of our members. Your continued guidance of our officersassures that California Councils confer excellent degrees. Soon, Right Illustrious William E. Price,our Deputy Grand Master, will begin his journey as the driver of our Grand Council bus. Whatevertraffic jam, if any, may lie ahead, I assure you, we are in capable hands.

In addition to the usual approvals of Council by-law changes and dispensations to hold meetings orelections at different times, I was honored to issue a dispensation to form a Council at the MasonicHome in Union City. Illustrious Companion Edgar W. Fentum worked hard and gathered adedicated corps of companions to serve as officers and members of Sword and Trowel Council U.D.

ACKNOWLEDGMENTS

Where would any of us be without our closest companion: our wives? Our lovely ladies thataccompany us and provide us with positive support during our Masonic careers. To my wife Donna,my better half and many times my better three quarters, you have given me your love. It is myabsolute wish that every Companion be as fortunate as me. Words cannot express my thanks anddevotion to you.

To Pam Sandstrom – when Donna and I met with her and Mark at Starbucks she helped set thestage for this year – I will be eternally grateful for her confidence and the help she provided Donnathrough the years.

To all of the Grand Officers, Assistant Directors of Ritual, Inspectors, and Committeemen of thisyear, I thank you for your support and cooperation. Without your dedicated help it would have beena difficult year instead of a successful one. My special thanks to Most Illustrious Kenneth G. Hope,our Grand Recorder – I would have been in trouble many times through the year without his kindguidance and suggestions. And last but not least, I am profoundly grateful for the fellowship andfriendship experienced during the visits that Donna and I made to the many Councils throughout ourgreat state.

RECOMMENDATIONS

I recommend that we continue the emphasis on ritual and the Schools of Instruction. Increasedfunding is necessary and needs to be provided to the Grand Director of Ritual. Our DepartmentGrand Officers should continue the Covina planning retreat. Most Illustrious David L. Chesebroshowed a lot of foresight beginning this program and it has certainly improved our Grand Council.Lastly, I recommend the continued education of the companions about our charity.

Report of Committee on Reports of Grand Officers

Your Committee on Reports of Grand Officers wishes to commend the Grand Master for hispromotion of Cryptic Masonry to this and other Jurisdictions. His usual good judgement wasdisplayed in the appointment of Grand Officers, Inspectors and Committeemen.

Our ever-efficient Grand Recorder again presented his usual fine report of his respective activitiesand responsibilities and we commend him for his dedication to the Craft.

The Grand Treasurer has again rendered a clear account of his stewardship of the funds of the GrandCouncil for the last year; we commend him for his good work.

Reports of other Grand Officers are examples of their unselfish labor and interest to our belovedRite, merit the good will and commendation of the Grand Council.

Annual Report of the Grand Treasurer

It has been a pleasure to serve this Grand Council as your Grand Treasurer for the past Cryptic Year.

This report, like the report that was presented by the Grand Chapter yesterday, is a review of ourfinancial position. It is based on numbers ending with December 31st, 2015. The statements thatwere received for January and February from our outsourced bookkeeper contained errors that needcorrection, and a review of the fiscal year will need to be conducted as soon as that information ismade available to me. A revised Grand Treasurer’s report will then be prepared and submitted. Forthe 10 months ending December 31, 2015, all bills have been settled for which warrants weresubmitted. The Grand Council’s operating expenses for that period was $43,436.43 versus abudgeted amount of $59,675.00

The performance of our investments is presented monthly and based on a calendar year. Thereforethe following data covers the period January 1, 2015 through December 31, 2015

Special Investment Fund - The beginning market value was $246,705. The ending market value was$228,476. Interest and dividends amounted to $5,300. During the year, $6,500 was transferred intothe Grand Council checking account to meet ongoing expenses.

Life Membership Fund - The beginning market value was $207,987. The ending market value was$189,668. The fund produced Interest and Dividends in the amount of $5,362.00.

In accordance with resolution 2011-1, approved at the 2011 Grand Sessions, return to the Councilsshall be no less than 5% of the average market value of the Life Membership Fund over the previous3 years. Annual Report of the Grand Recorder

Today marks the completion of my twenty fourth year as Grand Recorder of this Grand Council. Iam happy to report that all Councils have paid their Per Capita. Thank you Companion Recorders,your hard work is truly appreciated if not always recognized.

There was one consolidation this past year. Imperial Valley Council No. 60 was consolidated withSan Diego Council No. 23 at last years Grand Assembly session on May 18, 2015. On the plus sideSword & Trowel Council UD was issued a dispensation to form a Council at the Masonic Home inUnion City on August 1, 2015.

This year there are 15 Illustrious Past Masters serving as presiding officers of their Councilscompared to 6 last year. This is an alarming trend. In addition to this, the past 2 years have showna tremendous rollover of Recorders.

Once again I am sorry to report to you that the Grand Council of California has fewer members thanthe year before. The membership statistics show a net loss of 5.6% for 2015, compared to the lossof 1.7.0% the year before. 9 Councils showed a net gain. We commend these Councils for theirefforts. However, 7 Councils did not greet even one candidate in 2015, and unless they can reversethis trend they are headed towards extinction. The current membership now stands at 3,223Companions.

Join me in saluting the following Councils; Omega No. 11 for 30 Greetings; and Alpha No 39 for11. Those were the super stars for 2015.

For the fifth year Shekinah Council No. 35 together with the Bellflower York Rite “fed the hungryand clothe the naked” at Christmas and Easter. The Companions of Omega Council No. 11 servedthe homeless at the Midnight Mission downtown Los Angeles. We commend these Companions fortheir efforts in helping the less fortunate.

My sincere thanks to all the Recorders for their dedication and hard work in sending in their reportsand Per Capita on time.

I also want to thank Illustrious Companion David J. Williams, our new Assistant Grand Recorderin the Grand Office for all his hard work and dedication. His expertise has been a great help inbringing our records up to date.

Report of the Grand Director of Ritual

The quality of the Ritual being conferred in this jurisdiction is excellent. The Councils that areconferring degrees take great pride in their work and are commended for their efforts and highstandards. The Ritual staff is of the highest quality, and I am honored to be part of that group ofleaders. I am also honored to serve as your Grand Director of Ritual and trust that my performancehas been adequate.

State of our Ritual: The overall state if our Ritual is good to very good. As stated, the Councils thatare conferring our degrees take great pride in their performances. The reports I’ve received aboutfestivals have been positive from both the ritualists’ and the candidates’ perspectives. Where theRitual is conferred, it is performed and presented with meaning. However, this is not the casethroughout the jurisdiction.

Unfortunately, neither the Royal nor the Select Master degrees are conferred in many of ourCouncils. There is a real need to encourage and inspire the membership in these Councils to developdegree teams and greet their own members in their own home Councils. This will be a major focusof the Ritual Staff in the coming years. In conjunction with this issue, there are still too manyinstalled officers using ritual books when opening and closing for stated assemblies. This isinappropriate behavior. As my predecessor, Right Illustrious Companion Ken G. Nagel has saidbefore, “We do not stand for sloppy work in our Blue Lodges; our Councils deserve nothing less.”

Schools of Instruction: This year I attended three schools of instruction hosted by the AssistantDirectors of Ritual and Inspectors of four Departments, 4, 5, 6, and 7. I very much appreciate theefforts of those that committed to the time and trouble of hosting these Schools, and also those thattook the time out of their weekends to attend and learn.

Attendance at these schools was varied, but overall they were well attended to adequately attended.For the most part, the participants were active ritualists participating in degree conferrals. One ofthe goals of these schools should be to inspire and excite Councils, that are not conferring degreesor participating in festivals, in order to move forward with the development of degree teams. Assuch, I strongly encourage these Councils to make a point of attending in the future. Our Schools ofInstruction are a resource to our Constituent Councils and should be taken advantage of by all activeCryptic Masons in California.

Ritual Cup Award: Our ritualist award program continues to be a success. This year, the AssistantDirectors of Ritual and Department Grand Officers made the following selections as the finestritualists in their respective Departments:

I send my congratulations to all of these fine ritualists, and wish to express my gratitude for theirefforts in delivering excellent ritual.

From this list, a special congratulation to Illustrious Companion R. Scott Husmann, who has beenselected as the 2016 Ritualist of the year for the Jurisdiction.

Administrative: During this past year, there were no changes in the Ritual Staff. However, there areseveral changes taking place at the close of this Grand Assembly.

Illustrious Companion, George H. Durfee, Inspector of Arch 1 will be stepping down and IllustriousCompanion James B. Briggs will serve as inspector of Arch 1 next year. George has served wellat this post for the last several years, and I thank him very much for his service.

In Department 4, Illustrious Companion Richard A. Wilson is stepping aside as Assistant Directof Ritual to serve on the Membership Development Committee. Rich has served in one of the mostactive Departments from a ritual standpoint for several years as both Inspector and Assistant Directorof Ritual, and his hard work and dedication is much appreciated. R. Scott Husmann, Inspector ofArch 6 will assume the duties of Assistant Director of Ritual, and Illustrious Companion TimothyP. Curry will take over as Inspector of Arch 6.

In Department 8, Illustrious Companion Harold D. Kennedy has chosen not to continue as Inspectorof Arch 11, for the worthy cause of pursuing his other Masonic endeavors. His hard work anddedication to quality ritual in his Arch will be sorely missed. Thank you Harold. He will be replacedby Illustrious Companion Charles L. Schubert.

Finally, in Department 10, Illustrious Companion Frederick G. Kleyn III, one of the most stalwartand passionate Masons in the York Rite in California is standing down in his roles as AssistantDirector of Ritual and as Inspector of Arch 14. Fred has served in these capacities for more yearsthan I know, and is leaving a tradition of excellent ritual behind him to those he has trained andmentored so well. Thank you, Fred. Taking up the duties of Assistant Director of Ritual inDepartment 10 is Illustrious Companion Michael T. Sherman. The Inspector’s roll will be filledby Illustrious Companion Mariano “Mark” A. Quinto, Jr.

Closing: In closing, I wish to thank the members of this Grand Council for the confidence which youhave placed in me and the responsibility you have entrusted in me. I have stepped into the shoes ofone of the most accomplished ritualists, not only in this Jurisdiction, but in all of Freemasonry. KenNagel has very big shoes to fill. I am not a strong ritualist in the Cryptic Rite. However, I do sharea passion for excellence in ritual with our highly qualified and dedicated ritual staff when it isconferred upon our candidates. If this Grand Council should decide that I serve another year, I willcontinue, along with the Ritual Staff, to try to promote an environment in which our membership canlearn, grow and gain further light in Masonry through the practice of quality ritual.

Report of Committee on Public Relations

The Bellflower York Rite continued to fed the needy families in Bellflower at Christmas and Easter.

The San Fernando York Rite Bodies with Los Angeles Commandery No. 9 are continuing theirtraditional participation in the Fourth of July Parade in Newhall. The three presiding Grand Officersof the Grand York Rite are invited to participate in their annual event to celebrate our nationsbirthday. In addition they also help serve food at the Midnight Mission downtown Los Angelesseveral times during the year to the homeless.

Your Committee on Charters and Consolidations reports that there was no consolidations during theyear.

One new Council, Sword and Trowel No. 65 was charted on May 18, 2016. The new Council islocated at the Masonic Home in Union City. Illustrious Companion Edgar W. Fentum wasinstrumental in forming this Council. He previously formed a Chapter of Royal Arch Masons in thesame location.

We wish the new Council every success in their endeavors.

Resolution 2015-1

The proponents of this Resolution seek to change the number of Council members it takes to opena Council of Cryptic Masons to conduct business by changing Section 23, Paragraph 3

WHEREAS, Section 23, Paragraph 3 of our Grand Council Constitution requires that a minimumof nine (9) members of a Council be present for the Council to conduct business of any kind exceptdegree conferrals; and

WHEREAS, Council occasionally find this requirement impossible to fulfill, with the result that theyare unable to conduct business to allow payment of bills, receive and ballot upon applications formembership, discuss and make decisions on Council activities, and conduct other essential business;and

WHEREAS, the inability to conduct such business is detrimental to a Council’s effective operationand growth.

NOW, THEREFORE, BE IT RESOLVED that Section 23, Paragraph 3, be replaced with thefollowing paragraph:

“No business except conferring Degrees, shall be transacted by a Council unless there shall bepresent at least six (6) members entitled to vote therein, plus such additional members of otherCouncils in this jurisdiction as to make the total members in attendance at least nine (9).

REPORT OF COMMITTEE ON JURISPRUDENCEYour Committee on Cryptic Jurisprudence to which was referred Resolution 2015-1 seeking toamend Section 23 paragraph 3 of the Constitution pertaining to changing the number of membersrequired to open a Council from 9 to 6 plus 3 visitors, finds it to be in proper order and it willaccomplish the desired purpose.

Resolution 2015-2

The proponent of this resolution seeks to amend Section 24-6, Paragraph 2 of the Grand CouncilConstitution to permit a Council’s Illustrious Master to request a dispensation to hold the Council’sAnnual Election of Officers at a time other than stated in its by-laws, without a vote of the Council,in certain limited circumstances.

WHEREAS, Councils occasionally find they are unable to conduct their Annual Election of Officersat the Stated Assembly stated in their by-laws, due to a lack of a quorum for that Stated Assembly,and

WHEREAS, Constitution Section 24-6, Paragraph 2 of the Constitution does not permit a Council’sAnnual Election of Officers to be conducted at a Special Assembly, except by dispensation grantedby the M. I. Grand Master, and

WHEREAS, Constitution Section 24-6, Paragraph 2 permits a Council’s Annual Election of Officersto be conducted at a time other than stated in its by-laws only after vote by the Council for adispensation, and

WHEREAS, the result of the above constitutional provisions is that if a Council’s Annual Electionof Officers is not conducted at the time specified in its by-laws, it is typically at least two StatedAssemblies later before the election can be held (one to have an opportunity to propose and vote forthe dispensation and one to hold the dispensation-approved election), and

WHEREAS, as a result of the above provisions, those Councils which hold a Stated Assembly lessoften than every month can find themselves precluded from electing new officers until April or laterin the year, and

WHEREAS, it is in the interest of every Council to hold its Annual Election of Officers andsubsequent Installation of Officers as early in each calendar year as possible, and

NOW, THEREFORE, BE IT RESOLVED that Section 24-6, Paragraph 2 of the Grand CouncilConstitution be amended with the following two amendments:

Emergent Resolution 2015-1

The proponents of this resolution seeks to amend Sections 7-2; 7-3 and 12-2 of the Constitution ofthe Grand Council of Cryptic Masons to change the current requirement that a CPA must beemployed to do the required annual audit or review of the books of the Grand Treasurer, and toestablish a Standing Audit Committee to perform that audit or review.

WHEREAS Section 12-2 of the Grand Council Constitution currently requires that a publicaccountant or certified public accountant shall annually be employed to examine the books of theGrand Treasurer, and

WHEREAS the cost to do the required work by such a professional accountant currently exceeds$3,000.00, and

WHEREAS such cost is beyond the reasonable means of the Grand Council, and

WHEREAS a review of the required books can be done effectively by persons with a less thanprofessional background in accounting, such as an Audit Committee appointed by the Grand Master,and

WHEREAS our current Grand Council Constitution does not provide for the appointment of suchan Audit Committee,

NOW, THEREFORE, BE IT RESOLVED that Section 7-2, which provides a list of the StandingCommittees of the Grand Council, be amended by the addition to the list of Standing Committeesof an Audit Committee,

BE IT FURTHER RESOLVED that Section 7-3, which defines the duties of Standing Committees,be amended by the addition of a sub-section 14 to read as follows:

14. Audit Committee shall examine the books of the Grand Treasurer, as providedelsewhere herein.

BE IT FURTHER RESOLVED that Section 12-2, which currently provides for the “Audit ofBooks,” shall be amended to read as follows:

Section 12-2. AUDIT OF BOOKS. An Audit Committee, appointed by the GrandMaster, shall be annually employed to examine the books of the Grand Treasurer andGrand Secretary as soon as possible after the last day of February but before the AnnualConvocation, and to furnish six copies of their audit or review, one copy each to themembers of the Finance Committee, the Grand Master, Grand Treasurer and GrandRecorder.

Report of the Membership Committee

I want to thank the members of Grand Council for your support and a special “Thank you” to themembers of the Membership Committee. It is with pleasure that I submit my report for 2015.

I want to start by thanking all the Ritual Teams throughout the State. We cannot grow unless wehave teams Greeting new members to our Councils. Join with me in congratulating all the Councilsof Cryptic Masons that conferred Degrees in 2015. Several Councils did not Greet a single newmember in 2015 and I hope this changes in 2016. Please do not hesitate to contact any of themembers of this Committee to assist you in your recruiting efforts.

According to the information provided to me by the Grand Recorder, we gained 190 members in2015 but we lost 381. Our membership as of December 31, 2015 stands at 3,223 with a net loss of5.6% compared to 12 months before.

I want to thank Most Illustrious Brett McDonald for appointing me to this Committee and I take thisopportunity to congratulate him on a most successful year in office.

Membership is fundamental to any organization and we need to re double our efforts in bringing newmembers to our York Rite Bodies. The future is in our hands.

Report of the Youth Committee

The Youth Committee is pleased to report another successful year of service to California youth.

Chairman Ronald W. Alcorn III and his Committee visits the youth orders to make known theirpresence and support attending. When possible attending the group's annual meeting.

Many of the youth orders are, once again, expanding their membership. Your committeemen areactive in many Masonic organizations and they strive to encourage all their Brethren to makethemselves available so that fewer youth groups will fall aside due to lack of leadership. Ourfunction is leadership and concomitant inspiration.

It is the opinion of this committee that the York Rite of California consider combining the GrandChapter of California's Masonic Youth Committee, the Grand Council Cryptic Mason's YouthCommittee, and the Youth Orders Committee of the Grand Commandery of California into one

WHEREAS, the Grand Council of Cryptic Masons of the State of California has by custom honoredour Distinguished Guests and Companions from our sister jurisdictions, in appreciation of theirfraternal interest and association; and

WHEREAS, a number of such Dignitaries are present at this Annual Assembly;

NOW, THEREFORE, BE IT RESOLVED that all Distinguished Guests at this Annual Assembly, notpreviously accorded Honorary Membership in this Grand Council, be so recognized.

WHEREAS, the City of Bakersfield, California has proven its hospitality by acting as host city to thisAnnual Assembly of the Grand Council of Cryptic Masons of the State of California; and

WHEREAS, as a result of this hospitality, the deliberations and accomplishments of this AnnualAssembly have been made easier and more successful;

NOW, THEREFORE, BE IT RESOLVED that this Grand Council and all the Companions hereinassembled do, herewith, go on record as expressing their deep appreciation to the City of Bakersfieldfor their outstanding hospitality and friendship, expressed to all who have attended this AnnualAssembly.




WHEREAS, the 2014 Grand Sessions under the leadership of Illustrious Companion Robert V.Wright, Jr. , General Chairman, has so ably planned, prepared and executed the arrangements forthis Annual Assembly; and

WHEREAS, the Grand York Rite Sessions Committee - 2015-16, under the most able leadership ofthe General Chairmen and the Chairmen of the several subcommittees, have given of their time and

Immediately following the formal opening of the Assembly, Most Illustrious Companion Brett A.MacDonald, the 155th Most Illustrious Grand Master of the Grand Council of Cryptic Masons ofthe State of California, was received. He was accorded the Grand Honors of Masonry by three timesthree and escorted to a seat in the East.

The Thrice Illustrious Master relinquished the gavel of authority to the Most Illustrious GrandMaster and invited him to preside. The Most Illustrious Grand Master declined the invitation topreside. However, he made a few appropriate remarks before retiring from the Assembly.

Those eligible Illustrious Masters and Illustrious Past Masters, who were in waiting, were thenanointed and crowned as Thrice Illustrious Masters. They were then presented with certificates,silver trowels, lapel pins and wallet cards attesting to their membership in the Order.

The Thrice Illustrious Master introduced the cast and expressed his appreciation to those whocontributed their time and effort in making this event successful.

A motion was made, seconded and carried to accept the minutes of the 60th Annual Assembly of theGrand Council of Thrice Illustrious Masters of California as published in the Proceedings.

A motion was made, seconded and carried to accept the Thrice Illustrious Recorder's AnnualFinancial Report.
