I feel exceedingly honored to preside over the 47th gradua on ceremony of the Pan African ins tute for development, West Africa, Buea in my capacity as the Regional Director of the ins tute. It is with much delight therefore, that I welcome you all to this gradua on event. Your being here today is a clear demonstra on of the support and admira on of the ins tute’s ideals of transforming minds in an a empt to change society and improve on the lot of many. The splendid beauty of those ideals are what has summoned us all to commune together in celebra ng the efforts of our students, our sons and daughters, brothers and sisters, as well as, our loved ones. It is a grand rendezvous that brings us togeth‐er as a people, to work together in the process of refining our ideas and to reposi on ourselves in the face of our collec ve challenges posed by a changing environment.

It is my belief that this moment of our being together was consecrated by history. Fi y years have passed since this ins tu on was established. Between then and now, the ins tute and its environment have witnessed profound changes—changes that have impacted the very structure of human thought and ac on contribu ng to posi ve change as a mantra for our con nuous development. In our meless desire to con nually transform our society for be er and improve on the lot of our people, we want to be honest to acknowledge that by crea ng PAID, WEST AFRICA, Buea in 1969, the founding fathers brought the world to our doorstep. It is now our duty to take PAIDWA back to the world as a way of in‐terna onalizing our vision and mission and rekindle its greatness. While we rejoice in this moment, we rejoice in the great achievements and deeds of the founding fathers who have been so brave in ac on, so pure in spirit and so transforma ve in their thinking.

It is our fortune that we s ll have some of them who embraced the ideology of PAID from its nascent beginning alongside the founding fathers with us. I am here referring to Dr Mrs Elad who is president of PAID governing council and the Secretary General, Professor Emmanuel Kamdem who is equally present here.

Our history as an interna onal non‐governmental associa on created since 1964 with headquarters in Switzerland has remain a li le obscured to the public. It is important to note that the first scien fic com‐mi ee that met to deliberate issues of PAID in 1964 was made of the following members;

Ladies and gentlemen, it is compelling to say that, for over fi y years now the PAID ideology dissemi‐nated through its Regional Ins tutes spread across Africa, is building the necessary consciousness for an African renaissance which emphasizes the conceptualiza on of development within the framework of African cultural reality. It is in this schemata to the path of growth within Africa, that PAIDWA as part of the PAID Interna onal idea, plays a vital role, in building capacity, carrying out consultancy and research in the areas of economic, social and cultural development to adequately serve Africa and its popula on and bring posi ve change. Our gradua ng students will con nue to carry that banner in their respec ve socie es. We are confident that their ac ons will always be like a fairly big stone dropped in a big calm lake which produces an ever widening circles of ripples.

PAIDWA, Buea in a new dawn

Dictated by the pace of events we are cueing into a new dawn that is aimed at reposi oning us and our development trajectory in tandem with the re‐orienta on of the focus of PAIDWA, Buea, developing an audience friendly marke ng model, a complete digi za on of the Ins tutes’ working and learning envi‐ronment, restructuring of training programmes, a policy thrust on human resources, infrastructural ad‐justments and health safety and security of personnel. Meanwhile, the interna onaliza on of our Ins ‐tute will move up meteorically so as to take PAIDWA to the outer world, just in the same manner the world was brought to us through its establishment in 1969.

As an adjunct to this gradua on, I have chosen this me and place to discuss briefly a topic that chal‐lenges our sensibili es of making the world friendly, habitable, hospitable and suppor ve to all. That topic is none other than ‘Youths, peace and sustainable development in a changing environment’.

Peace and Development share very close affinity and are mutually exclusive. No meaningful develop‐ment can take place in the absence of peace and vice versa. Peace in any society guarantees social har‐mony and jus ce, economic equity and poli cal stability. Peace in society is intricately linked to poli cs, governance, and the economy including all other aspects of na onal life. It has some indispensable ele‐ments like: Tolerance, jus ce, kindness, love and truth.

The perspec ve of PAIDWA, Buea, is that, Peace comes from being able to contribute the best that we have, and all that we are, toward crea ng a world that supports everyone. It is also securing the space for others to contribute the best that they have and all that they are. But, permit me say that, Peace is fragile in its nature and subject to easy destruc on because of the conflictual nature of man whose mo‐

ve is perpetually driven by economic determinism. The ideology of conflict in society are rooted in the classical theory of Marxism whose interpreta on of society says that economic determinism is a univer‐sal index for understanding social struggles. The PAID idea holds true with the views of classical develop‐ment thinkers like Hegel, who belief that social consciousness at any given me shapes our material con‐di ons in society. Therefore, without such consciousness, poverty, disease and death become bedfel‐lows that threaten human existence and totally eclipse the new philosophy which calls on the world to act sustainably to preserve nonrenewable resources for genera ons yet unborn.

World ideas are now rooted in the philosophy of sustainable development which is a pressing agenda of global concern. The outcry in the world today is man’s destruc ve nature to the environment and its non‐ renewable natural resources which may compromise the interest of future genera ons. Back here in Cameroon, this situa on requires all hands on deck. It require government’s commitment and cross‐sectoral approaches. This is where we come in with the PAID vision of integra ng peace into the gamut of sustainable devel‐opment because of its symbio c nature. Each helping the other in achieving the holis c desire of a se‐rene, viable and stable society that is accommoda ng to all. It calls for mainstreaming the agenda into na onal plans and budgets, accelera ng progress across the agenda, and joined‐up policy support from across systems. Conflicts and wars are rather destruc ve and tend to negate the philosophy behind this urgent call for sustainability. It is the reason why our philosophy as an ins tu on is rooted in understanding develop‐ment from the perspec ve of peace. It is that logic of understanding, which explains the ins tute’s dyna‐mism in introducing the first comprehensive peace and conflict study programme in 2011. The pro‐gramme has been picked up by sister ins tu ons and is flourishing. But, we are contented with the fact that, we set the pace and its replica on here and there tells everyone that it was a pro‐ac ve and posi‐

ve vision. It is my pleasure to inform you that the academic review commi ee of the ins tute has add‐ed two new courses that must be taken by every student who set legs in any of the PAID‐WA campuses across the con nent. These courses are driving lessons which combines both theory and prac ce and ends up with a driving license which will be issued by the state. The other course is Leadership. Leader‐ship will be part of every program given that we are training development leaders who must understand the dynamic and dialec c nature of leadership in contemporary society.

In my candid opinion, PAID West Africa, is playing a lead role consistent with the global agenda for improving hu‐mani es wellbeing, together with the environment as a sensi ve point of human survival. I believe that it is high

me government agencies, NGO’s, civil socie es and other prominent local, na onal and interna onal stake hold‐ers take advantage of PAID West Africa’s growing poten als, visible in training, research – publica on, support to rural communi es and consultancy, in its drive to bring about any desired transforma on.

Our students have always stood out at internship and as employees, and this is reflected in the increasing interest in enrolment into our programs in Cameroon and other African countries. We are confident that they are making the right choice by selec ng to study at the Pan African Ins tute for Development.

As the gradua ng students can tes fy, our students benefit from access to staff who are highly professional in their fields, and highly passionate about their research and teaching interests in expanding the fron ers of their disci‐pline. We offer considerable flexibility in many of our Postgraduate and Professional Development Programmes to suit career development. These are courses for which public and private organiza on and ins tu ons must encour‐age their staff into, if the idea of the African Renaissance must be sustained.

The extraordinary diversity of their studies and areas of interest demonstrates the excellent progress the ins tute con nues to make in line with its research and training objec‐

ves. The past year has seen greater focus and intensifica on of our ac vi es defined by significant investment in infrastructure, staff and technology. This has consolidated our posi on at the forefront of higher and professional educa on in Africa. Research and training, especially Postgraduate Educa on, have become the fastest growing aspect of our training because of its flexibility with regards learners me scheduling.

May I seize this opportunity to say a word to the gradua ng students, I urge you all to stand firm and believe in the ambi on and task which you set for yourselves. In this era of unprecedented inter‐dependence, we as Africans must stand up to compete globally and leave behind the a tude of accusing each other for things we have been unable to do or achieve. To do this, we must not stop reading, we must not stop working, we must not stop plan ng crops, we must not stop collabora ng with other Africans and exchanging our successful ideas, we must think long term. In short, we must raise our game and leave our comfort zones of complaint and blaming others. If there is anyone who doubted the Pan African ideas, who s ll wonders about the African revival, who s ll ques ons the power of PAID‐WA contribu on to development in Africa, today as with 46 past years is the answer.

PAID‐WA has been the choice of many African countries, and our success drew strength from programmes, exper‐se, government support and student understanding. In this respect, permit me to use this opportunity to
