Circular In pursuance to the Hon'ble Supreme Court of India in the SLP No: 24295/2006, dt: 16-05-2007 and the dt: 8-5-2009 in Civil Appeal No: 887/2009 and directions from the Ministry of Human Resources Development, Department of Higher Education, New Delhi, State Government vide circular No: ED 43 URC 2009, dt: 4-08-20 I0 has constituted a Anti-ragging Committee at the State Level under the Chairmanship of Honble Chancellor and Governor of Karnataka and a District Level Committee under the Chairmanship of Deputy Commissioner of the concerned District, to check the menace of ragging and alcoholism in the campus by providing data base and wide publicity. On the same line, the University Grants Commission has also framed "UGC Regulation on curbing the menace of ragging in Higher Educational institutions, 2009" which was notified on 17th June, 2009 and are to be mandatorily followed by all higher Educational institutions. The Regulations are available on the UGC website i.e. www.ugc.ac.in. A nation wide toll free anti-ragging helpline 1800-180-5522 in twelve languages has also been established which can be accessed by students in distress due to ragging In spite of these various efforts, State of Karnataka has recorded 191 cases of ragging since 2009. The cases of ragging for the current year alone are 4l. This is a matter of senous concern. Hence, it is reiterated that all the District Level Committees have to oversee and ensure that.the "UGC Regulation on curbing the menace of ragging in Higher Educational institutions, 2009" are impl.emented in toto by the Higher Educational Institutions and take stern measures to prohibit, prevent and eliminate the scourge of ragging and make Karnataka a ragging free State. In spite of these various efforts, State of Karnataka has recorded 191 cases of raggingsince 2009. The cases of ragging for the current year alone are 4l. This is a matter ofsenous concern.

above has informed that, the Honble Supreme Court of India -in the matter of.University of Kerala vIs Council, principals, Colleges and others in SlP No.24295/2.006
