UnitedStateslawenforcementagencies,fromtheFBItolocalpolice,havealonghistoryofspyingon

Americancitizensandinfiltratingorotherwiseobstructingpoliticalactivistgroups. Politicalspyingwas

rampantduringtheColdWarundertheFBIsCOINTELPRO,theCIAsOperationChaos,andother

program.

Unfortunately,itappearsthattheseoldtendencieshaveonceagaincometothefore. Lawenforcement

agenciesacrossAmericacontinuetomonitorandharassgroupsandindividualsfordoinglittlemore

thanpeacefullyexercisingtheirFirstAmendmentrights.

AthoroughsearchandreviewofnewsaccountsbytheACLUrevealsthattheselawenforcement

behaviorshavetakenplaceinatleast33statesplustheDistrictofColumbiainrecentyears. Americans

havebeenputundersurveillanceorharassedbythepolicejustfordecidingtoorganize,march,protest,

espouseunusualviewpoints,andengageinnormal,innocuousbehaviorssuchaswritingnotesortaking

photographsinpublic.
