Introduction :- In India the persistence of Socio-economic backwardness of the Scheduled Tribes is observed, in spite of the development efforts and has warranted a special and focused strategy, inter alia, to enable them to share the benefits of overall economic growth in a more equitable manner and narrowing the gaps in development of Scheduled Tribes population. Hon'ble minister of Tribal Affairs, Government of India along with Joint Secretary and Principal Secretaries/ secretaries of State Tribal Welfare Departments is leading a study visit to Vietnam to facilitate learning from the good practices and understand the innovations brought about by Vietnam. Shri Mukesh khullar, Principal secretary, Tribal Development Department is nominated by Ministry of Tribal Affairs, Government of India to be a member of the aforesaid delegation for a study / exposure visit to Vietnam under the Ministry of Tribal Affairs-United Nations Development Project 'Strengthening National Capacities in Tribal Areas' from 6th to 11th January 2014 (Excluding journey time). The cost of the visit is being borne by the UNDP. Resolution :- Government of Maharashtra, is pleased to accord approval to the visit of shri Mukesh Khullar , Principal secretary Tribal Development Department to participate in the study tour under the Ministry of Tribal Affairs - UNDP Project 'Strengthening National Capacities in Tribal Areas' at Vietnam for the period 6th January, 2014 to 11th January, 2014 (Excluding journey time) 2. The terms and conditions of the approval are as follows: I. Period: - The period of this foreign visit will be from 6th January, 2014 to 11th January, 2014 (Excluding journey time)

Introduction :-

II. Pay and Allowances: - Full pay and Allowance admissible to above mentioned officers would be drawn as regular salary.

III. Luggage: - Above mentioned officer is entitled to carry by air personal luggage up to 6 Kg. over and above free allowances given by Air Company.

IV. Medical Assistance: Above mentioned officer is entitled to medical assistance with the orders contained in the Ministry of External Affairs Office Memorandum dated 3rd June, 1976 and any other subsequent orders issued on the subject.

3. The entire expenditure (Travel, Accommodation, Food, etc.) is to be borne by the UNDP

4. It is certified that above mentioned officer would have continued to officiate in his present post but for his Foreign Visit.

5. Ministry of Tribal Affairs, Government Of India in consultation with Department of Economic Affairs has accorded their clearance to this foreign visit. Ministry of External Affairs has granted political clearance to the visit.
