Meeting of the Committee constituted for considering issue of Media Identity Card to the Media Persons in the Union territory of Puducherry under the Scheme for grant of Media Identity Cards to the Media Persons in the Union Territory of Puducherry vide G.O.Ms.No.3, dated 28.06.2013, G.O.Ms.No.7, dated 20.04.2015 and G.O.Ms.No.17, dated 13.10.2015, was held under the Chairmanship of the Commissioner-cum-Secretary (Information and Publicity) in his Chamber on 14.1 .2016 and 28.01.2016 at 5.00 PM.

2. At the outset, the Committee reviewed the applications received from the Media Persons in connection with issue of Media Identity Card, as furnished below:

3. The Committee deliberated and examined all the applications mentioned above through the eligibility criterion being observed in the previous meeting which had held on 07.07.2015 under the Chairmanship of the Commissioner-cum-Secretary (Information) as follows:-

(i). Whether the application is in the prescribed format and duly filled in all the columns.

(ii). Whether the Newspaper/periodical is in circulation in the Union Territory of Puducherry for more than one year.

(iii). Submission of proof of working in the Media (in full time) for more than one year.

(iv). Submission of copy of RNI Certificate.

(v). Submission of Annual Statement

(vi}. Status of submission of two copies as per G.O.Ms.No.2, dated 15.05.2013.

Satellite Channels:

(i}. Whether the satellite channel is functioning for more than one year

(ii}. Whether the satellite channel is registered with Ministry of Information and Broadcasting, Government of India, New Delhi and have permission to telecast news.

(iii) . Experience Certificate (more than one year}

Cable TV:

(i}. Whether the Cable TV is functioning for more than one year

(ii). Permission obtained for operating the Cable TV from the concerned Authorities

(iii}. Trade License from the concerned Municipality/Commune Panchayat

(iv). A copy of Permission for telecasting of news, issued by the Ministry of Information and Broadcasting, Government of India, New Delhi.

(v). Experience Certificate (more than one year)

4. Accordingly, the Committee scrutinized the applications as per the criterion detailed at para 3 above and recommended as follows:-

(i). Since Media Persons working in Cable TV have not submitted copy of permission for telecasting news, issued by the Ministry of Information and Broadcasting, Government of India, New Delhi, all the 59 applications submitted by the Media Persons working in the Cable TV have not been considered for issuing Media 1.0. Card. The applications submitted by the Media persons working in the Cable may be considered subject to submission of said telecasting permission, in future.

(ii). In regard to Periodicals viz., Fortnightlies, Monthlies, Bi-Monthlies (i.e. other than Dailies and Weeklies), the non-official members of the Committee strongly opined that as they are not in daily routine coverage like dailies and weeklies, these periodicals should not be issued 1.0. Cards (i.e. other than dailies and weeklies). In view of the majority opinion by the non-official members, 141 Nos. of applications submitted by the Media persons working in Periodicals (other than dailies and weeklies) have not been taken into consideration.

(iii). Some of periodicals which are being printed and published from outside the Union Territory of Puducherry are not recognized/patronized by their respective State/UT Governments. But they have also applied for Media Identity Card from this Administration. In this regard, the majority of the non-official members have suggested to get proper evidence from the said weekly magazines for which they are supported by their respective Government and to take decision after submission of evidences.

(iv). In regard to the application of Thiru S. Natarajan, Reporter of PTI, the Committee decided that appropriate special passes can be issued to him to fulfill his professional obligation.

(v). Finally, the Committee has considered the applications submitted by the applicants from (a) Dailies (77.Nos), (b) Satellite Channels[48], (c) Weeklies(puducherry-39, other than Puducherry-6] and (d) News Agency(1.No]. as detailed below:

(vi) . Out of 171 applications, 60 applications have been recommended for issue of Media Identity Cards as per the Puducherry Media Representatives Identity Card Rules, 2013. as per "Annexure-1"

(vii). The remaining applications were not considered due to various discrepancies noticed in their application, reasons attributed at para 4 as per "Annexure-11"

5. The Committee also decided that the applications, for which additional particulars/documents were sought, will be re-considered in the subsequent meetings, as and when the applicants furnished the same. Further, the Committee has suggested to issue I.D.Card to the selected Media Persons for two years from the date of issue of I.D.Card along with Media Health Card, Media Free Bus Pass and Media vehicle Sticker without seeking/requesting further documents.
