Government of India in the Ministry of Tribal Affairs (MoTA) has sanctioned 07 State Level
Research/ Evaluation Studies/ Projects during 2018-19 in favour of the Scheduled Castes and
Scheduled Tribes Research and Training Institute (SCSTRTI), Odisha as stated below.
A. State Level Research /Evaluation Study/Projects
1. Ethnographic Study on 10 tribal communities of Odisha viz, (1) Baiga, (2) Bathudi, (3)
Bhuyan, (4) Bhunjia, (5) Kol Loharas, (6) Korua, (7) Kora, (8) Kotia, (9) Kharwar and (10)
Holva
2. Preparation of Compendium on Traditional Tribal Medicine. (Bonda, Didayi, Kandha,
Dongria Kandha, Santal, Munda, Bhumij, Kolha, Kharia, Mankirdia, Juang, Saora, Koya,
Kisan, Dharua, Oraon, Bhuyan, Gadaba, Bhunjia, Gond etc. based on previous studies)
3. Impact of FRA in the life and livelihood of Women headed households including Widows
: State initiative, Success Story, Issues & way forward
4. Mapping Exercise of all the Archaeological Sites (Identified and Potential) in the TSP Areas
of the State
5. Mapping Exercise of all the Major Tribal Migrant Pockets (Source and Destinations) and
Issues of Tribal Migrants
6. Evaluation of Program Implementation under SCA to TSP in sample pockets of the State
in the Tribal Sub Plan Areas during last 3 years
7. Evaluation of Functioning of Ashram Schools (20 Schools to be selected on sampling
basis) in the State
SCSTRTI has decided to engage the required technical personnel in various capacities such as
Consultant, Research Assistant, Data Analyst and Data Entry Operator for smooth
accomplishment of the tasks of these nine research / evaluation studies/ projects within the
stipulated time. For this, SCSTRTI invites applications from interested eligible persons with the
required qualification and experience for the contractual engagement to conduct the studies in
house. The engagements are purely project specific, temporary, and contractual and are not
regular engagement.
The interested candidates may submit their applications enclosing copies of their bio-data and
documents in support of their qualification and experience along with requisite detailed address

scribing the name of the study/project and post for which applied, addressed to The Director,

rejected. Canvassing in any form will be treated as disqualification. However, applicants who are

brief framework of the study in which they are interested to work.

A. Study Background:
The state of Odisha occupies a unique position in the Tribal map of India for having the largest
variety of Scheduled Tribe Communities. This state is the homeland of 62 different tribal
communities numbering 95,90,756 as per 2011 Census, next to the state of Madhya Pradesh and
Maharastra.
The tribal people of Odisha express their cultural identity and distinctiveness in their social
organization, language, demography, rituals and festivals and also in their dress, ornaments, art,
crafts and other folk traditions. Each tribal community has distinctive characteristic features
reflected in their social, economic, political and religious systems. Each possesses its own unique
culture which differentiates one from the other.
One of the key objectives of setting up TRI of Odisha is to undertake ethnographic research
studies on different ST and SC Communities and their documentation since its inception in 1952.
This is being met through undertaking of Monographic/ Ethnographic Studies for documentation
of culture, customs, traditions, material culture, art and craft, traditional medicine, culture change
and modernization of the STs and SCs. The SCSTRTI, since 2007, has been undertaking
ethnographic studies on different tribal communities of the State and publishing illustrated short
monographs on the PVTGs and other tribes of Odisha. Till date, SCSTRTI has published such
ethnographic literatures on all the 13 PVTGs and 37 other tribal communities of Odisha.
In this background, during the current year, SCSTRTI has taken up ethnographic studies on 10
tribes and intends to publish literatures on them. These tribes are (1) BAIGA, (2) BATHUDI, (3)
BHUYAN, (4) BHUNJIA, (5) KOL-LOHARAS, (6) KORUA, (7) KORA, (8) KOTIA, (9) KHARWAR
and (10) HOLVA.
B. Required Human Resource:
For smooth conduct of the study, there will be a team of three research personnel including one
Consultant supported by Two Research Assistant and one Data Analyst. Category wise Terms of
Reference is detailed below.

No other allowance will be admissible.
D. Terms of Engagement:
a) The positions are purely contractual in nature and co terminus with the study duration.
b) The selected candidate will be given contract as per the tenure mentioned above vis-à-vis
the position.
c) The candidate will work under the direct supervision of the Director , SCSTRTI and
Special Secretary to Government and will be placed in the Office of SCSTRTI.
d) The Candidate will have to travel to study districts/ ITDAs/ Block offices/ State
Departments/ Central Ministries etc. whenever required.
E. Mode of Selection:
The selection will be done by review of the candidates’ Application Form. The applicants will be
short listed based on the minimum eligibility criteria as indicated in the qualification and work

C. Study Background:
Traditional healthcare systems and traditional medicine are time tested, popular, effective,
legitimate, acknowledged, authentic, comprehensive, cheap, affordable and universally accepted
system of treatment. Though traditional medicine principally depend on plant and animal
material based medicines, yet they justify to be assured treatment methods in non-surgical mode
and it cures ailments. The origin of several systems of traditional medicine may be traced back to
folk practices which are practiced and passed down from generation to generation. Above all,
traditional medicines and related systems are valuable human heritage for welfare of major rural
and tribal population. They are best suited to local conditions, economy, culture and social
practices.
Traditional medicine is defined as ‘that whole, which includes holistic knowledge and practices,
oral and written, functioned in diagnosis, prevention and curative aspects of illness and disease to
promote total well-being, confide explicitly or implicitly on practical experiences and
observations or know-how techniques with or without regional cultures having overtone of
religion or not (Reddy, 1986). Further, Dunn (1977) defined a medical system as ‘the patterns of
social institutions that evolve from deliberate behavior to enhance health, with regards to its
traditional medical system is a collection of know how phenomena of diagnosis and cure’.
The oral and written traditional systems of medicine are based on transmission of knowledge,
whether oral or written. Empirical knowledge of tribals, in general, is transmitted through verbal
means and folklore from generation to generation. Like other systems of medicine, tribal
medicine has curative &preventive aspects with the application of herbs, animal products and
minerals. Their use of medicine is sometimes rudimentary, sometimes very specialized, in certain
cases they believe in astrological herbalism and in several cases, they take to magic, mysticism,
religious performances with or without execution of a sacrifice. The concept of disease and
treatment in a tribal society is unique, sometimes simple to understand and sometimes too
complex to interpret.
Traditional medicine is value based, no matter how diverse it is in differential social setting and
cultural contexts. There are growth-positive, growth-negative and growth-neutral values in every
society associated with traditional health care. Such knowledge systems would contribute
immensely in the integration and synthesis with any other recognized system of medicine as well
help preservation and conservation of a great diversity of important flora. As long as folk uses of
the plants continue to be there, be it for medicine or food or for material and religious culture
people would continue to care and conserve such species from extinction.
In this context, studies conducted in past and the documentation of traditional medicine stand as
repository of tribal traditional healthcare systems and prove to be invaluable knowledge systems.
Attempts may be made to collect, collate and disseminate such knowledge and information for
larger implications in coming days. Hence, the preparation of a compendium on Traditional
Tribal Medicine based on previous studies which are sporadic and disintegrated over time would
be an appropriate step towards preservation of the knowledge systems for future implications.
Objectives:
To collect, collate, compile and comprehend the studies conducted on Traditional Tribal
Medicine of various tribal communities in Odisha
To understand tribal people’s perception of diseases, their indigenous typology and attributed
causes of sickness and health deterioration
To preserve the knowledge base of the traditional healers vis-à-vis the sources of medicine,
process of their preparation, prescription, their application and effectiveness.
To prepare a community wise inventory of indigenous medicines & healing practices.
To analyze the importance of magico- religious practices associated in healing, process of their
transmission from the healers to their disciples and their importance in tribal context.

E. Study Background:
The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act
came into force from 2nd
January 2007. The Act provisioned a bundle of rights to be enjoyed by
a claimant family who have been traditionally utilizing patches of forest land for bonafide use,
over a defined patch of land classified as forests in government records till date. Over the years,
since the implementation of FRA has been expedited in Odisha, in general, it is observed that
priority attention has been provided for settlement of Individual Forest Rights (IFR) compared to
the two other provisions such as Community Forest Rights (CFR) and Habitat Rights of
Particularly Vulnerable Tribal Groups (PVTG). The law provides for restitution and recognition of
forest rights across the country including individual rights to cultivated land in forest areas as well
as collective rights to conserve, manage, control and use forests as common property. The intent
of the Act as enunciated in the preamble is to : correct historical injustice by recognizing forest
rights on ancestral lands and the habitats of forest dwelling scheduled tribes and other traditional
forest dwellers; address the long standing insecurity of tenurial and access rights; and promote
and enable sustainable use of forest resources, conservation of biodiversity and maintenance of
ecological balance.
It seems that larger attention has been provided to IFR in order to help individual families going
for better and sustainable land use practices with a sense of ownership and thereby accelerate
economic development at the household level. Further, as a later course of action the State
Government and the Central Government have been expediting several community oriented as
well as beneficiary oriented welfare and entitlement schemes and programs in the larger interest
of the people who have accessed their entitlements under FRA. Furthering the State’s
commitment for betterment of the FRA beneficiaries, convergence of schemes and programs has
been prioritized. In the context of the IFR claimants, NREGA, NRLM, Watershed development
programs have been considered important for better and productive land use, enhancement of
yield, micro enterprise and market access, etc. Land being the most important asset for the tribal
people, public investments on the inalienable land allocated to the FRA beneficiaries is very
meaningful in the context of their food security, economic empowerment and development.
A review of the IFR titles provided to claimants shows that there are many women headed
households who have been sanctioned with titles. However, no study or report has attempted to
examine the impact of FRA on the life and livelihoods of women headed households including
the widows. Their status in terms of entitlement over forest land which they had been cultivating
since years but had no tenurial rights, the independence in options that they have for land use
changes, the changes in the income generation patterns from such lands, their access to
entitlements under other government schemes, and above all the new challenges that have come
up with the granting of IFR. In this context, it will be relevant to conduct a study on the impact
of FRA on life and livelihood of women headed households covering the development initiatives
of the state, the success stories so far, the persistent issues and emerging challenges. The study
may bring about comprehensive scenario on the previous land use and current land use of the
IFR lands, the change in household economy, the development interventions and the gaps, the
issues and challenges towards meeting the objectives of FRA, and on the basis of the observation
and analysis certain suggestions may be arrived at.
Objectives of the study:
To understand the extent to which the FRA has been able to impact the life and livelihoods
of women headed households especially in the context of recognition and assertion of
women’s rights to forest resources, livelihood security and participation in forest governance
and decision-making.
To examine the impact of various welfare and beneficiary oriented schemes, development
programs intended towards livelihood enhancement through productive land use of FRA
lands
To assess the current status and challenges to rights recognition for women under FRA and
identify areas for policy advocacy
To document best practices, relevant issues, emerging challenges towards the goal and
objective of FRA.

G. Study Background:
Ethno-Archaeology has assumed great relevance for Anthropological research worldwide,
especially in Countries where ethnic communities reside. But it is a pity that, what to speak of
Ethno Archaeological studies, even the listing of Archaeological Sites are yet to be done in
any state of the Country in a systematic manner scientifically. Keeping this in view, SCSTRTI,
Odisha proposes to undertake an exercise which will be first of its kind in the entire Country
on the subject with the following objectives and specific deliverables:
Directory of Archaeological Sites and remains in Tribal Sub Plan areas of Odisha
Prepare an Archaeological Atlas for the TSP Area on GIS platform (Both in digital and
print format)
Report on Ethnographic Culture with Archaeological remains in Odisha to the extent
available
Expected Outcomes: The following will be the expected outcomes of the project/exercise:
Identify the potential Archaeological sites for further investigation
Develop problem oriented investigations where one can see or identify the cultural
continuity back and forth from Archaeological past to ethnographic present
Develop certain Archaeological sites as tourist places in future
Attempt will be made to link the Archaeological past with certain ethnographic
communities wherever possible with the intention to make the tribal communities feel
proud of their past heritage, thereby get motivated to act as a stakeholders to protect and
preserve their local Archaeological heritage.

I. Study Background:
Tribal migration all over the Country is a critical area of concern and Odisha is no exception to
this. The population of tribal communities in Odisha make 22.85% of the State’s population. The
tribal communities are distributed in more than 25000 villages and majority of their population
are found in 119 Tribal Development Blocks of the State. There are many villages from which
tribal migration is taking places. While migration from certain places are due to lack of job
opportunities available at source villages, there are also other extraneous factors which are
responsible for large scale tribal migration from tribal pockets. Realizing the gravity of situation it
is important to scan all the major tribal pockets from which migration is taking place in large
numbers.
In this mapping exercise, tribal areas from where migration is taking place in large numbers will
be identified and mapped and places to which the tribals are migrating will also be identified and
mapped. The push and pull factors responsible for the tribal migration needs to be captured and
reported in proper manner. The conditions that compel the tribals for out migration shall be
documented properly. That apart, the scenario of the living conditions of the tribals at sample
destination locations shall also be studied.
This report will give an overview of the tribal migration in the State of Odisha and their status in
sample destination locations on the basis of which some ameliorative measures as felt required by
the Government can be suggested. The findings of the study shall also be interpreted on GIS
platform for better analysis and database.

K. Study Background:
Each State and Union Territories gets funds from the Ministry of Tribal Affairs under SCA to TSP
as per the Constitutional provision for undertaking various kinds of projects as per approved

development of the tribals. TRI Odisha proposes to undertake an evaluation study in sample
ITDAs with sample sectoral activities to see whether or not the activities approved have been

M. Study Background:
There are more than 800 ASHRAM SCHOOLS functioning in the State of Odisha under the ST &
SC Development Department. All the tribal children studying in these schools are provided hostel
accommodation and the schools are thus, residential in nature. The very intention of these
residential schools meant for the tribal is to provide residential mode of education so that the
large scale drop out can be arrested and quality education under close monitoring will be
provided for better learning achievement amongst these sections of children.
It is essential to undertake evaluation of the effectiveness in functioning of these schools on a
regular basis so that the findings will help as inputs for the Government to take remedial
measures for more effective functioning. Some time back in 1990’s, SCSTRTI had undertaken an
evaluation study. Now, it proposes to undertake an evaluation study of the functioning of the
ASHRAM SCHOOLS in 20 sample schools to be chosen in a manner so that the State scenario can
be comprehensively reflected.

evaluation projects.

The candidate as Data Analyst, is
required to support the Consultant
and the Research Assistant in
following activities
1. Assist the Consultant and the
Research Assistant in data entry and
processing of study design,
framework of study, review of
literature, data management and
presentation in chapters of the
community wise reports of the
Research Project.
2. Making Power Point
presentations
3. Making the analysis of the
empirical data using statistical tools,
drafting, finalizing and
computerizing the empirical report
to the satisfaction of the expert
committee and editing process
subsequent to comments received
from the Committee.
C. Remuneration/ Compensation:
Following will be the structure of the consolidated monthly remuneration for the Contractual
Research Personnel subject to satisfactory performance.
Designation Tenure in Months Monthly Remuneration
Consultant(1) 6 Rs. 60,000.00
Research Assistant(2) 5 Rs. 35,000.00
Data Analyst(1) 6 Rs. 15,000.00
The Consolidated Remuneration will be paid on each month against the deliverables
linked accomplishment of task as would be indicated in the mutual agreement for the
study / project and TDS will be deducted as applicable, against which TDS certificate will
be issued. Travel fare, TA and DA for the field visits will be paid as per the entitlements.
No other allowance will be admissible.
D. Terms of Engagement:
y) The positions are purely contractual in nature and co terminus with the study duration.
z) The selected candidate will be given contract as per the tenure mentioned above vis-à-vis
the position
aa) The candidate will work under the direct supervision of Director SCSTRTI and Special
Secretary to Government and will be placed in the office of SCSTRTI.
bb) The Candidate will have to travel to study districts/ ITDAs/ Block offices/ State
Departments/ Central Ministries etc. whenever required.
E. Mode of Selection:
The selection will be done by review of the candidates’ Application form. The applicants will be
short listed based on the minimum eligibility criteria as indicated in the qualification and work
experience requirements. However, in special cases the age, educational qualification may be
relaxed keeping in view of the expertise & experience of the Applicant.
