P R E F A C EThe Department of Animal Husbandry and

Veterinary Services is playing a vital role in thegrowth of Rural Economy through the improvedAnimal Husbandry activities. The Department hasmade a phenomenal increase in its developmentalprogrammes, which has helped it to attain theposition of a major Technical Department in theadministrative setup of the State Government.

The primary objective in bringing out this profileis to highlight the activities of the department in theimplementation of various developmental activitiesduring 2018-19. This profile is prepared with theCoordination of Dr. M.T. Manjunath, Director andDr. V. Muniraju, Joint Director (Statistics) of theDepartment. FORE WORDThe Animal Husbandry and Livestock Sector is

playing a significant role in the IntegratedDevelopment of Rural Economy. This Departmentprovides an employment opportunities to thelandless farmers, the people who are economicallybackward and women. Animal Husbandry andVeterinary Services share is more in the primarysector of the Gross State Domestic Product (GSDP)of the state.

Q. DEPARTMENTAL DEVELOPMENTALACTIVITIES

1. ANIMAL HEALTH AND VETERINARYSERVICES :

As per the 19th Livestock Census-2012 around2.90 crore Livestock and 5.34 crores of Poultry wealthare existing in the State. In order to provide Healthcoverage to them, Veterinary Services is being giventhrough various types of Veterinary Institutionsthroughout the State.

For systematic control of livestock diseases,Animal Disease Surveillance and Systematic Controlof Livestock Diseases of National ImportanceSchemes have been taken up and to control thethreatening disease of animals like Rinderpest. Toovercome this disease, National RinderpestEradication Programme is being implemented. Nowthe whole Country is being declared as Rinderpestfree. Infectious diseases such as Rinderpest, Footand Mouth Disease, Haemorrhagic Septicaemia, PPR,Rabbies, Ranikhet, Fowl pox, Anthrax, BlackQuarter, Enterotoxaemia, Sheep and Goat Pox which

are seen in Livestock and Poultry are being controlledsystematically through regular vaccination.The vaccines required for control of these diseasesare being manufactured and supplied by the Instituteof Animal Health and Veterinary Biologicals[IAH &VB ].

2. LIVESTOCK DEVELOPMENT:

This is the most important activity of theDepartment and is achieved through ArtificialInsemination Technique. At present Cattle andBuffalo Development is carried out through ArtificialInsemination Technique by using Frozen SemenTechnology in all the centers.

There are three Frozen Semen Production Centersunder the control of the Department, one each at theState Livestock Breeding and Training CentreHesseraghatta, Livestock Breeding Farm (StateSemen Collection Centre) Hesseraghatta andLivestock Breeding and Training Centre, Dharwad.There are 11 Livestock Farms in the state whichproduce Breeding bulls (Exotic, Local and

Crossbreeds), Improved Heifers and Fodder seeds,apart from this imparting practical training to farmerson Modern Animal Husbandry Practices andExtension work/activities.

3. KARNATAKA LIVESTOCKDEVELOPMENT AGENCY (KLDA):

1. RASHTRIYA GOKUL MISSION

i) National Programme on Bovine Breeding :

National Programme for Bovine Breeding beingimplemented in the State since 2015-16 and iscontinued for the year 2018-19. 872 MultipurposeArtificial Insemination Technicians in Rural India(MAITRI) have been trained and established in 16districts in places where A.I. and other Veterinaryfacilities are not available Liquid Nitrogen Silos havebeen established at 12 selected places in the State toimprove Liquid Nitrogen and semen straws supplynetwork.

ii) Establishment of Gokul Gram :

Action has been initiated to establish Gokul Gramas per the guidelines of Rashtriya Gokul Mission

(RGM) to conserve and propogate local indigenousbreed, Amritmahal Breed at Lingadahally inChikkamagalur District. Rs. 310.00 lakhs has beenreleased for the same and Field PerformanceRecording of the breed has been conducted byKVAFSU and action has been initiated to inductselected animals.

iii) National Mission on Bovine Productivity(NMBP):

For identification and traceability of animals andenhance milk production and productivity of bovinepopulation, National Mission on Bovine Productivityprogramme (NMBP) under Rashtriya Gokul Missionhas been sanctioned by Government of India. UnderPashu Sanjivani component of NMBP the livestockbreeding, health, nutrition and productivity detailsare to be recorded through INAPH software by wayof ear tagging the animals using unique identificationnumber provided by NDDB. A total amount ofRs. 791.86 lakhs has been released for the purposewhich is in the proportion of 60:40 (GoI : GoK). Asagainst the target of 46.10 lakhs breedable animals

details to be recorded in INAPH software from theallocated funds, details of 25 lakhs animals has beenrecorded. For the purpose of recording of livestockdata in the soft ware, tabs have been procured anddistributed and 10 lakhs Animal Health cards alsohave been distributed to livestock owners.

2. NATIONAL LIVESTOCK MISSION

i) National Livestock Insurance Scheme :

Under the Centrally sponsored NationalLivestock Mission sub-mission, Risk Management,to help the farmers who lose their valuable animalsdue to diseases and accidents, insurance cover tocattle and buffaloes is provided. During 2017-18,Rs. 744.00 lakhs has been utilized to insure 1,40,000animals, and during 2018-19, GOI has not releasedfunds for Livestock Insurance Scheme.

ii) Fodder seed production and distribution :

During 2017-18 to encourage the farmers infodder production, fodder minikits are procured anddistributed under National Livestock Mission.Rs. 166.67 Lakhs has been utilized to distribute ATM

iii) Ex-gratia for accidental death of animals :

As per Government order no: AHF 81 AHP 2017,Bangalore, Dated:05.08.2017, compensation ofRs. 10000/- for accidental death of non-insuredbuffalo and cows has been provided and as per theGovernment Addendum order no: AHF 81 AHP 2017,Bangalore, Dated: 28.10.2017, the programme tocompensate accidental death of non-insured animalshas been extended to bullock/ cow/ bull/ he buffalo/she buffalo/ heifer/ buffalo heifer (above six monthsage). During 2017-18, Rs. 265.68 lakhs has beenreleased to 2659 beneficiaries, out of which, Rs. 98.68lakhs are released to beneficiaries under SCP and TSP.During 2018-19, Rs. 1017.59 lakhs has been releasedto 10194 beneficiaries.

3. NATIONAL ADAPTATION FUND FORCLIMATE CHANGE (NAFCC) FUNDEDPROJECT UNDER CLIMATE CHANGE:

Rs. 24.21 crores has been sanctioned byGovernment of India for conservation and

propagation of Indigenous cattle breeds and sheep.(Deoni/Hallikar/Malnad Gidda breeds of cattle andDeccani/ Bannur/Bellary breeds of sheep). Out of thesanctioned amount Rs. 4.44 crores has been releasedas 1st installment. The implementing agencies of theproject are Karnataka sheep & Wool DevelopmentCorporation, KVAFSU and NDRI. Baseline surveyand Field Performance recording of indigenousbreeds has been completed. Establishment of Gokulgram for Deoni breed at Hallikhed, Bidar district,for Malnad Gidda at Koila, Dakshina Kannada districtand for Hallikar at Kunikenahally, Tumkur district isunder progress. Indigenous breed of sheep have beeninducted in the State farm and measures to preserveand propogate them is under progress. To enhancethe effective utilization of fodder, 2080 ‘Chaff cutters’are being distributed to farmers in 17 districts of theState.

breeding centres are functioning under thecorporation (Dhanagur, Khudhapur, Guttal,Suttattiand Anagawadi). Breeding of different local breedsof Sheep and Goat breeding is undertaken in thesefarms. Bandur sheep in Dhanagur, Deccani sheep inKudhapura, Kenguri Sheep in Guttal and OsmanabadiGoat in Anagavadi. Cross breed Ramboullet sheepin Kudhapur, Deccani Sheep (Yalaga) in SuttattiFarm are also bred and the quality rams and bucksare distributed to the sheep and goat farmers toupgrade their sheep and goats. 271 Elite rams and 83bucks are produced and distributed to shepherds forbreeding purpose. Sheep and goat breeding policy isbeing implemented by the State Government for theimprovement of sheep and goats.

Under the sheep health protection programme,all sheep and goats in the state are dewormed at acost of Rs. 500.00 Lakhs during this year with co-ordination of the Veterinary Institutions ofDepartment of AH and VS, and district implementingofficers of KSWDCL. To upgrade non-descript breedof sheep, Nari suvarna rams are supplied. Foremergency treatment of Sheep and Goat Multiutility

Ambulatory clinic Vehicles are provided to Bidar,Kalburagi, Yadgiri, Raichur, Bellary, Bijapur,Bagalkot, Belgaum, Gadag, Haveri , Davanagere,Chitradurga, Tumkur, Hassan, Mysore, Mandya,Kolar, Chikkaballapura, Koppal, Dharwad, Shimoga,Bangalore Rural, Bangalore Urban,Chickmagalur,Chamarajanagar, Ramnagar Districts covering total26 Districts. Sheep farmers are provided withinformation regarding sheep and Goat husbandrymodern practices by organizing one day trainingprogramme. Residential scientific trainingprogramme on sheep and goat rearing is providedat Bandur sheep breeding farm, Dhangur, MandyaDistrict.

During the year 2018-19 Ex-gratia is paid toSheep and Goat rearers at the rate of Rs.5000/eachon death sheep and goats above six months age groupand Rs. 2500/each for death of lambs / kids of belowsix months age group. An amount of Rs. 2200 Lakhsis utilised for this purpose. 250 Sheep and WoolProducers Co-operative Societies are given one timegrant of Rs. 5.00 lakhs to each Society forstrengthening and active functioning. This

programme is ongoing one . To promote sheep andgoat rearing by SC / ST beneficiaries 10+1 sheepand goat units are provided under SCP, TSP andRKVY scheme with a subsidy of 90% . During thisyear SCP 356 beneficiaries and TSP 145beneficiaries are benefited and under RKVY 1000SC & ST beneficiaries given assistance. There is aWoollen products manufacturing and Carpet weavingCentre under sheep and Wool development Schemeat Ranebennur in Haveri District.

Rs. 110.00 lakhs has been released forestablishment of Bellary Sheep breeding farm atKurikuppe, Bellary District , for rearing andconserving Bellary Sheep Breed and supply of purebreed Bellary Rams to farmers at a subsidized ratefor improving the breed. Work is in progress toestablish well equipped training Centre for shepherdsat Kurikuppe. Establishment of Wool Processing andvalue addition Centre at Hospete, Bellary District isin progress at a cost of Rs. 489.00 lakhs. Rs. 50.00lakhs has been allocated to the corporation forConstruction of 4 Wool / skin Storage godowns hasbeen undertaken at the premises of 4 Sheep and Wool

New Programmes :

1. Distribution of shepherds kits containing Tent,Raincoat, Solar Torch and Rubber floor mat to2350 migratery shepherds. For this Rs. 400.00lakhs is allocated.

2. Establishment of Sheep and goat skin processingunit at Survey No. 14, Cheelenahalli,Sira Taluk,Tumkur district. Rs. 200.00 lakhs is allocated tothis programme.

3. Mobile Meat stall units are provided to 181 SCand ST beneficiaries, for self employment tounemployment youth. Rs. 1493.25 lakhs isallocated for this programme.

6. DAIRY DEVELOPMENT :

The Animal Husbandry and Veterinary ServicesDepartment through Karnataka Milk Federationhas supported milk producers substantially in thestate. The KMF has been implementing DairyDevelopment activities in the State since three andhalf decades through the 14 District milk unions,

ushering prosperity in the lives of rural milkproducers with effect from December 2016 anincentive of Rs. 5/- per litre of milk has been paidby the state government to the milk pourers supplyingmilk to MPCS. This resulted in considerable increasein the milk procurement. The farmers enthused bythis incentive programme, have shown more interestin dairying. On an average of 8.90 lakh milk pourerssupply 70 Lakh Litres of milk daily in the state toMPCS. The Government had allocated Rs. 120600.00and an additional amount of Rs. 28022.00 Lakhsout of which Rs. 124854.00 lakhs has been spentin 2018-19.

During 2018-19 Rs. 12200.00 and Rs. 5500.00Lakhs has been allotted to the Districts for inductionof milch animals and other units for schedule casteand schedule tribe beneficiaries and Rs. 1054.00Lakhs towards staff of mpcs.

7. PASHU BHAGYA SCHEME :

During 2015-16 Budget speech a New SchemeCalled “Pashubhagya” was announced, in whichsmall, marginal farmers and also landless labourers

were given subsidy for Dairying, Sheep/Goat rearing,Piggery and Poultry farming. The scheme wascontinued during 2018-19 with the budget allocationof Rs. 10.542 crores under RKVY and expenditureof Rs. 10.362 crores. During 2018-19 out of physicaltarget of 1757 units, achievement was 1727 unitsunder Pashubhagya Scheme.

8. SIRE EVALUATION CELL :

The Sire Evaluation cell was set up on20-03-1972 in Bangalore. Being a rural basedeconomy in India, livestock forms an integral part ofour agricultural economy. Cattle and Buffaloescontribute more than 15% of the gross nationalincome, for majority of cultivators in this country.Livestock farming is an occupation subsidiary to cropproduction. Specially in the semi arid regions,livestock is a major source of income for thefarming community. While the female progenysupplies milk, the male progeny continues to be theprinciple source of draught power. In addition to meat,hides, skins, bones, hooves, etc., they also contributeorganic manure which is important for natural and

organic farming as an alternative to chemicalfertilizers in a substantial manner.

Livestock production and development is themost important activity of the department. Ourprogress in crossbreeding programme to improve andenhance production in cattle has also considerablyprogressed through Artificial Insemination (AI)techniques. The main aim of Artificial Inseminationis to use the semen from pedigree bulls (high yieldwith good sustainability) to impregnate a widerpopulation of local female cattle so that performanceof the progeny is improved. The indigenous breedsof cattle have been inseminated with the semen ofwell defined breeds of exotic cattle bulls, to get thegermplasm for early maturity, high milk production,and regular breeding interval resulting inenhancement of per capita milk availability. Thecrossbred cattle progeny have shown increasedproductivity and have provided viability andsustainability for livestock farmers. At presentartificial Insemination is carried out using frozensemen technology. The demand for frozen semenstraws in the state is being met by the three semen

production centers, which are maintained by theAnimal husbandry and Veterinary Department.

The Sire Evaluation Cell is working with thefollowing objectives :

1. Evaluation of breeding bulls for better quality.

2. Storage and preservation of frozen semen strawsunder ideal conditions.

3. Conservation and improvement of indigenousbreeds germplasm.

4. Distribution of frozen semen straws to differentdistricts in the state.

5. Oversee that the exotic level of inheritance ismaintained at 50% for better productivity andsustainability.

6. Monitor the breeding programme and provideguidance to avoid in breeding

9. PIGGERY DEVELOPMENT :

There are 5 Pig Breeding Stations in the state,one each at Kalasa in Chikkamagaluru District,

10. FODDER DEVELOPMENT :

Totally 1423845 fodder seeds minikits have beensupplied to farmers in the state for green fodderproduction during 2018-19 under S.D.R.F, R.K.V.Y,N.L.M and State sector Programms About 53.39 lakhmetric tons of green fodder production is expectedin 142384 hectares.

11. RABBIT DEVELOPMENT :

In order to popularise Rabbit rearing for meatproduction, 3 Rabbit rearing centers are functioningat Sirsi, Bankapura and Hessaraghatta. These centersare maintaining Newzeland white, California white,Greygiant and Chinchilla breeds of Rabbit. Rabbitbunnies produced in these centres are being sold tointerested farmers (at fixed rate) for breedingpurposes.

12. SOCIO-ECONOMIC PROGRAMMES :

belonging to Scheduled castes and Scheduled tribesare provided with animal husbandry units to improvetheir economic conditions and nutritional status.Widows, Devadasis and Distressed womensbelonging to SCs / STs and economically weakersection are being provided with milk in cows (dairyunits) under Amruth Yojana besides supply of GirirajaBirds under Karnataka Mahila AbhivrudhiYojane.Financial assistance is also given to conservelocal breeds and for male calf rearing.

13. LIVESTOCK CENSUS :

Livestock Census being quinquennial in natureis being conducted once in five years throughout theState as per the directions of the Government of India.At present the state is conducting 20th LivestockCensus is under progress. The 19th Census wasconducted in the State during September- October2012. The Livestock Census had many uniquefeatures. Accurate and timely availability of Livestockdata is very essential in formulating proper policies,for implementing the schemes and improvement ofLivestock Sector.

14. INTEGRATED SAMPLE SURVEY :

Integrated Sample Survey is being conductedsince 1976-77 for the production estimation of Milk,Egg, Meat and Wool, which are the major livestockproducts with an aim to study the attendant practicesof Livestock in the State. The production andproductivity of these Livestock products haveassumed great importance in the context of meetingnutritious requirements of the people. Livestockproducts have also attained much importance for thepurpose of Planning and are considered as EconomicIndicators. The survey covers the entire state ofKarnataka including Urban and Rural areas.

The survey year is divided into three seasons viz:summer, rainy and winter, in order to study theseasonal fluctuations in the production of Livestockproducts.

15. EXTENTION AND TRAININGPROGRAMMES :

During 2018-19 extension activities were carriedout by officers of the department through 4439 Kissan

The Department has 9 Training Centres(Veterinary Livestock Inspector Training Centre/Veterinary Livestock Assistant Training / FarmerTraining Centre) where in refresher Training Courseswere offered to 1291 Paraveterinarins to update theirknowledge for improving their service and alsoTrainings were conducted for 8131 farmers inscientific dairying, Sheep/Goat rearing, Piggery,Poultry farming and Rabbit farming.

3. Sample Survey Scheme of Estimation of Milk,Egg and Wool (2403-00-113-0-02)(GOI- 50% : State- 50%)

During 2018-19 the total allocated budget isRs. 428.00 lakhs. It is proposed to utilize theallocation towards staff salary, expenditure forcarrying out Survey of major livestock producers likemilk, egg, meat and wool during three seasons of theyear viz. summer, rainy and winter. Survey will becarried out in randomly selected villages; reports willbe complied and sent to the government. During2018-19 Rs. 323.00 lakhs released and Rs. 335.52lakhs has been spent up to the end of March-2019.

allocated. To enhance the reproduction capacity inanimal, to eradicate infertility in animals and toenhance fertility in animals by conducting freelivestock health campus to farmers, upto the end ofMarch-2019. Rs. 477.40 lakhs has been released andRs. 469.79 lakhs has been spent.

NEW SCHEMES FOR THE YEAR 2019-20• “Well equipped Mobile veterinary Vehicles” will

be deployed at an expenditure of Rs. 2.00 crorein 15 districts to provide special emergencyservice at the door step of farmers to care for thediseased livestock by utilizing the services ofspecialist veterinary doctors.

• With a view to empower poor familieseconomically and to supply nutritious food to thepublic, encouragement will be given to 10,000poor unemployed youth to take-up “countrypoultry farming” (Nati Koli Sakanike) at anexpenditure of Rs. 5.00 crore during 2019-20.

• A laboratory will be setup for geneticimprovement (Twinning) of indigenous sheep.This would enable shepherds to earn more profitin future. Rs. 2.00 crore has been earmarked forthis scheme during 2019-20.

• Our Government has decided to extend supportfor manufacturing Kyasanur Forest Diseasevaccines. For this purpose, a grant of Rs. 5.00crore has been provided.

• Karnataka Government with a view to encouragemilk producers in the State, has already beenpaying an incentive at Rs. 5.00 per litre and thiswill be increased to Rs. 6.00 per litre.Rs. 1,459.00 crore will be spent during the year2019-20 for this scheme. Similarly under theKsheera Bhagya scheme, milk will be suppliedto all school going children every day at a cost ofRs. 638.00 crore to enhance the nutrition level ofchildren.
