MSME-Testing Centre New Delhi, Office of the Development Commissioner (Micro, Small andMedium Enterprises), Government of India, invites sealed quotations, for the purchase ofCompression Testing Machine of capacity 3000 KN, with following specification and formatfor financial bid from the potential service providers/OEM/distributors, etc.

• Compression Testing Machine, Capacity should be 3000 KN. 011. • The machine should be capable of testing specimen made of No

materials such as concrete, masonry and rock. [t shall be used inthe laboratory for basic compression testing conforming IS:5161IS: 14858.

• The machine should be calibrated for measuring ranges as per IS:1828: Partl: 2005.

• The machine should come with Micro controller with capabilitiesfor testing in load rate controll pace rate control.

• The least count should be 0.1 KN in load.• The load range in KN should belO KN-3000 KN.• The compression clearance should be at least 400mm or more.• The load accuracy should be ±2% of indicated load value.• The unit should have an emergency stop button to releasehydraulic pressure in case of an emergency.

• Safety feature should include the following but not limited to,/ Max. pressure valve to avoid machine overloading,/ System to avoid pumping the piston out of the cylinder,/ Front fragment guard,/ Piston travel Iimit indicator

• Load frame should be free standing and self-reacting type.(no special foundation or grouting should be required)• Load frame should be aligned to high precision with an adequatefactor of safety and high stiffness (both lateral and vertical). Itshould be free from sel f induced socks and vibrations. A II steelframes should be coated and weather resistant.

• The machine should also contain following feathers: Ruggedness,Hassle free performance, power efficient, long-functional life.

Terms and Condition:-

1. Firm shall quote rates along with brochure as per the given format.2. Sealed Bids shall be received not later than 17:00 hrs on 22 Oct 2018, No Bids will be

accepted after this date & time under any circumstances. This office will not beresponsible for any postal/courier delay and also for reasons beyond the control of this office.

3. Bid Envelope shall be superscribed with the name of bid reference"T2(2)/MSMETC/Chem/CTM/2018-19/01" and the words "BID FOR THE PURCHASE OF CTM OF 3000 KN -CHEMICAL DIVISION" in capital letters.

4. The Director, MSME-TC, New Delhi reserves the right to modify or change any of the terms& conditions/date applicable to the offer at any time without prior notice.

5. The Director, MSME-TC, New Delhi does not bind himself to accept the lowest or any tenderand reserve to himself the right of accepting the whole or any part of tender and bidder shall bebound to perform the same at the rate quoted.

6. The Director MSME- TC reserves the right to accept or rej ect any bids and to annul the biddingprocess and reject all bids at any time prior to award of contract, without thereby incurring anyliability to the affected Bidder or Bidders or any obligation to inform the affected Bidderor Bidders of the grounds for the Director's action.

7. Canvassing in connection with tenders is illegal & strictly prohibited and the tenders submittedby the bidders, who resort to canvassing, will be rejected.

8. The payment shall be made to the firm after satisfactory installation, demonstration andtraining at the MSME-TC, New Delhi.

9. Foundation /plateform required for installatipon of instrument shall be borne by supplier.10. Pre-receipted bill in triplicate duly revenue stamped in the name of Director MSME -TC,

Okhla, New Delhi shall furnished by the firm for making payment.11. Firm shall provide mandate form with the bank detail for NEFT/RTGS/ECS payment.12. After date of receipt of order firm shall deliver the items within 10 days.13. Bidders should have valid tax credentials.14. Product should be of standard brand with high level of quality.15. Tender fees - Rs.SOO (Demand Draft).16. EMD - Rs.I0,000 (Demand Draft).17. Demand Draft should be in favour of "Director MSME-TC Okhla, New Delhi, and Payable at

New Delhi.18. If any firm is registered with NSIC/MSME Aadhar, MSME Data bank, then there IS

exemption in EMD & Tender fee, as per norms.19. Only standard brand Bids will be accepted. Local! Assembled item bids will be summarily

rejected.20. L-l will be decided on the basis of individual items. No comparison of consolidated price of

the bid.21. Bids will be opened on 11:00 hrs of 23 Oct 2018.22. The warranty period should be 3 years (1 year + 2 year extended warranty)23. Only OEM/authorised distributors/potential service providers are allowed to participate in the bid.
