SUPPLEMENTARY AGENDA FOR 64th MEETING OF COMMERCIAL COMMITTEE TO BE HELD ON 29th MAY 2013 AT MUMBAI

ITEM No. SA-1: Implementation of Automatic Meter Reading System(AMR) in

Western Region (WR).

WRLDC vide letter WRLDC/MO-I/1551/2013/828 dtd. 21.05.2013(Copy enclosed at

Annex.-SA-1), have intimated that presently manual system is being used for reading the

meter data of around 935 meters from 110 locations geographically dispersed across WR

covering 24 entities. Meter data is being collected from the meter through a hand held

device called Data Collecting Device (DCD) provided by the meter manufacturers. The

data from DCD is dumped in a local PC through software. From PC, data in the form of

encrypted binary files are sent to WRLDC as E-mail attachment for further processing at

WRLDC end. These encrypted files collected from all the locations are converted to text

files by using manufacturer provided software. After conversion, the data is validated,

processed by using in house developed software and sent to WRPC for preparing weekly

UI and reactive energy accounts.

With system size growing at a faster pace, meter data form a large number station has to

be processed and manual downloading of meter data, its collection and onward

transmittal would take a longer time. Besides the DCDs are prone to frequent

defects/damages and site level repair for these items are not possible for which the data

downloading vis-à-vis meter data processing at times becomes quite difficult.

Further, SLDCs of Maharashtra , Gujarat and Madhya Pradesh has already gone ahead

with the AMR technology meter data collection. It may be noted that Northern Region

and Eastern Region are already gone ahead with implementation of AMR technology.

As per Item.No.18 of the minutes of the 11th WRPC meeting held on 25th September

2009 at Raipur, it was agreed by all the members that Automatic Meter Reading (AMR)

need to be implemented in WR considering rapid growth in transmission system and

generating stations . During the discussions it was suggested by the members that initially

at 3-4 locations the AMR scheme shall be installed at free of cost and based on the

experience the decision for implementation of the same for all locations will be taken

later on.

The matter was also discussed in the 20th WRPC meeting held on 18th May 2012 at Indore

and the WRP Committee decided that the agency/constituent requiring such facility shall

include the funding of the facility in their ARR.

WRLDC POSOCO, have proposed to implement the AMR project for WR in line with

NR & ER and the project may be taken up by POWERGRID for implementation.

ITEM No.SA-2. Hon’ble CERC’s order dated 16th Jan’2013 in petition no.209/2011

in the matter of the Renewable Regulatiory Funds Mechanism under Central

Electricity Regulatory Commission( IEGC) Regulations 2010.

WRLDC vide letter WRLDC/MO-I/1551/2013/828 dtd. 21.05.2013(Copy enclosed at

Annex.-SA-1) have given additional information as regards to ITEM No.6 of the

Agenda of 64th CCM already circulated to the members as follows;

A) The following are the brief on the Commission’s order dated 16th Jan 2013

1. Any person could become the coordinating agency , which may be one of the

generators or any other mutually agreed agency. This agency shall be referred

as “Coordinating Agency” for the purpose of scheduling, metering and energy

accounting.

2. Pooling Stations that are commissioned on or after 03.05 2010 should be

considered for the purpose of RRF mechanism. Accordingly the IEGC-2010

would be amended by the Hon’ble Commission.

3. Payment should be similar to the conventional generators ie Wind and Solar

generators should be paid at the contract rate as per the schedule and UI

mechanism would ensure, the liability of which would be in accordance with

the dispensation for Wind generators in the Grid Code.

4. Reference rate for contract is fixed as Rs.4/kwh fro NEW grid and Rs.5/kwh

for SR grid.

5. Mutually agreed mechanism shall be developed by the coordination agency and

the Wind generators connected to that pooling station on account of sharing the

variations with reference to the schedule. In case of disagreement, the UI

charges should be shared based on actual generation on weekly basis.

6. The IEGC_2010 and the approved detailed Procedure for implementation of

RRF will be amended/revised in line with the above proposals.

The RRF was discussed in the 444th OCC, 63rd CCM, 22nd WRPC meeting and it was urged to all the constituents to submit the data at the earliest.

The letters received from MP,MAH & Gujarat is attached at Annex-2.

As per the Hon’ble CERC order dated 16th Jan’13, Mock RRF mechanism would have been commenced wef Feb’2013, and the same is yet to start at Western Region.

WRLDC vide letter WRLDC/MO-I/1551/2013/828 dtd. 21.05.2013(Copy enclosed at

ITEM No.SA-5: Reconciliation of UI and REC pool account for the period Jan’13-

Mar’13.

WRLDC vide letter WRLDC/MO-I/1551/2013/828 dtd. 21.05.2013(Copy enclosed at

Annex.-SA-1), have intimated that they have sent the signed reconciliation statement for

the period Jan’13 to Mar’13 to all UI pool members .All the details of payments/receipts

of UI and REC during Jan’13 to Mar’13 are also uploaded on WRLDC website

(www.wrldc.com/commercial/Pool Reconciliation). Since there is a serious audit

objection on non-signing of UI & REC reconciliation statement it is once again requested

that all UI pool members may sign the statement sent by WRLDC.

The following members are yet to send back the signed reconciled statement to WRLDC.

ITEM No.SA-6: MTOA of 25MW from NSPCL to DNH :

6.1) NSPCL vide letter No. 01:CP&C:103 dtd. 20.05.2013(copy enclosed at Annex.-

SA-6.1) have requested that 25MW capacity of NSPCL is remaining idle and not

getting scheduled to DNH as a result of non-granting of MTOA of 25MW

capacity to UT DNH.

6.2) UT DNH vide letter No.7-8(21)/ELE/2003/Part-III/327 dtd. 09.05.2013 (copy

enclosed at Annex.-SA-6.2)addressed to NSPCL have requested to refund capacity

charges paid by DNH to NSPCL, towards power not scheduled under MTOA of

25MW. DNH has signed agreement with M/s NSPCL for supply of power of

100MW under LTOA, 40.5MW under MTOA, and additional MTOA of 25MW

(total 165.5MW). PGCIL has already granted open access approvals for wheeling

of 100MW & 40.5MW.DNH has already approached PGCIL for grant of

additional MTOA of 25MW w.e.f. 01.04.2013. However the same has not been

granted. Therefore DNH shall not be liable to pay capacity charges for the 25MW

to NSPCL.

ITEM No.SA-7: Inclusion of DC and scheduled energy data for power supplied

from unit 1 of LANCO Amarkantak Power Pvt. Ltd. to PTC for

onward supply to MPPMCL under Long Term PPA dated

11.05.2005 in the monthly REA :

MP PMCL vide letter No.CGM(Regulatory)/79 dated 19.01.13 have intimated that

MP PMCL is purchasing 300MW power from unit 1 of Lanco Amarkantak Power Pvt

Ltd. Plant at Pathadi, Chattisgarh through PTC, under long term PPA. The

commencement of power has started w.e.f. 03rd Dec.2012. MPPMCL have requested that

since unit 1 of Lanco is controlled by WRLDC, the DC and scheduled energy data may

be considered for inclusion in the REA being issued by WRPC on monthly basis.

In the 63rd CCM, GM WRLDC stated that there is no provision for ascertaining the

correctness of DC of sellers as per relevant regulations and therefore it would be difficult

for them to certify the DC. He further pointed out that in case all the declared capacity is

not scheduled by MP and the remaining capacity out of DC is scheduled in short time by

Lanco under such circumstance, if dispute arises on payment of capacity charges it would

be difficult to sort out the issue.

In the 63rd CCM, GUVNL representative requested that they have also signed PPAs

similar to that between Lanco & MP as such they shall also be involved while addressing

the issue.

In the 63rd CCM, the Commercial sub-Committee opined that the matter be separately

discussed between Lanco Amarkantak, MP, GUVNL & WRLDC and the decision may be

communicated to WRPC for further needful.

LANCO vide letter No. LAPL/WRLDC/2012-13/219820 dated 21.05.2013(copy

enclosed at Annex.-SA-7), have intimated that no decision has been taken in this regards

so far.

It is required to be discussed, whether as per the existing regulations, a generator (seller)

having only one identified beneficiary is required to declare DC and whether WRLDC

shall accept DC from the generator (seller) and certify the same. Also MPPMCL is

purchasing 300MW power from unit 1 only of Lanco Amarkantak Power Pvt Ltd. plant

at Pathadi, Chattisgarh through PTC, under long term PPA.

members and calculation of actual injection/drawl in 15 minute block wise MWH within and across the

regions. Thus each of these States and ISGSs are considered as control areas and measurement of

electric energy is being carried out by interface meters called Special Energy Meters(SEMs) installed at

the peripheries of states / regions and at ISGSs as per the provision of Metering regulation notified by

CEA. POWEWRGRID being Central Transmission Utility (CTU) is responsible for installation of

SEMs throughout the region and WRLDC is responsible for collection and processing of the metered

data for the purpose of Regional UI energy accounting.

Presently, manual system is being used for reading meter data. For reading meter data, each meter has

been provided with optical port. Meter data is being collected from the meter through a hand held

device called Data Collecting Device (DCD) provided by the meter manufacturers. The data from DCD

is dumped in a local PC through software. From PC, data in the form of encrypted binary files are sent

to WRLDC as E-mail attachment for further processing at WRLDC end. These encrypted files collected

from all the locations are converted to text files by using manufacturer provided software. After

conversion, the data is validated, processed by using in house developed software and sent to WRPC for

preparing weekly UI and reactive energy accounts.

With system size growing at a faster pace, meter data form a large number station has to be processed

and manual downloading of meter data, its collection and onward transmittal would take a longer time.

Besides the DCDs are prone to frequent defects/damages and site level repair for these items are

not possible for which the data downloading vis-à-vis meter data processing at times becomes quite

difficult.

The following points may be noted in the existing practice

System expansion is taking place requiring larger number of stations for data collection

There is manpower movement along with DCD is required in case of failure of DCD .

The implementation technology is almost obsolete leading to equipment failure/defects. The

rectification of old DCD is become more difficult.

The cost required to procure new DCD will be more than the one time cost required to invest in

the AMR technology.

WRLDC is facing problems in timely receipt of data by every Tuesday and some time data is

received on Fridays. As per IEGC the complete accounts have to submit to WRLDC by every

Thursday. Due to problems in DCD at many sites, getting data by Tuesday has become very

difficult. Delay in collection of data leads to loss of data, since SEM has the capacity of storing

only 10days data.

We can save up to 200 man days once the whole data collection is through AMR.

SLDCs of Maharashtra , Gujarat and Madhya Pradesh has already gone ahead with the

AMR technology meter data collection.

WRLDC, therefore, intends to automate the entire process of meter-data reading and collection through

MR (Automatic meter data reading) system. AMR system once deployed will be utilized for collection

of meter data form Special Energy Meters deployed by POWERGRID in various locations in Western

region. These locations are owned by POWERGRID / STUs/CGS/ISGS/IPP/CPP . At present about

935 meters are installed at about 110 locations geographically dispersed across Western Region

covering all the 24 entities who are in the control area jurisdiction of WRLDC. As the WR

transmission/generation is growing in a faster space and an addition of around 600nos. of SEM is

expected in the next coming years. As the number of SEM is going to increase manifold it is therefore

all the more essential that the data be downloaded and transmitted automatically at WRLDC to optimize

cost and time.The proposed AMR scheme is to automate the task of data collection from each meter /

location periodically and automatically transfer the same to WRLDC.

As per Item.No.18 of the minutes of the 11th WRPC meeting held on 25th September 2009 at Raipur, it

was agreed by all the members that Automatic Meter Reading (AMR) need to be implemented in WR

considering rapid growth in transmission system and generating stations . During the discussions it was

suggested by the members that initially at 3-4 locations the AMR scheme shall be installed at free of

cost and based on the experience the decision for implementation of the same for all locations will be

taken later on.

In line with the above decision M/s KalkiTech had done a pilot project at Seoni S/S of POWERGRID.

Before this M/s BPL had also done a pilot project at Seoni S/S.

It may be noted that Northern Region and Eastern Region are already gone ahead with implementation

of AMR technology.

NRLDC in association with POWERGRID had already implemented AMR project in NR .M/s Kakli

Tech is implementing the project in NR. Regarding recovery of the cost, it was agreed by NR

constituents that, this will be treated as a new project and tariff including O&M charges as determined

by CERC will be borne by the constituents. The total approximate cost in NR for implementation at

around 250location and around 1500 meters is Rs.1.47Crs. This is excluding the recurring expenditure

per month towards rental and data transmission charges trough GPRS at WRLDC server.

ERLDC, also in association with POWERGRID had implemented the AMR project. M/s TCS is

implementing the project in ER. The total cost of the project for ER comes to Rs.2.26Crores for

collection of 494SEMs at 97 locations (including AMC for 5years). In ER, it was decided to recover

the cost as per the principle of sharing of cost adopted for meter installation. As far as IPPs are

concerned the cost of meters and AMR shall be borne by the respective stations. This is excluding the

recurring expenditure per month towards rental and data transmission charges trough GPRS at WRLDC

server.

It is therefore proposed to implement the AMR project in WR in line with NR & ER and the

project may be taken up y POWERGRID for implementation

Renewable Regulatiory Funds Mechanism under Central Electricity Regulatory Commission(

IEGC) Regulations 2010.

The Hon’ble Commission further through its order dated 16th Jan’2013 in petition no.209/2011 in

the matter of the Renewable Regulatory Funds Mechanism under Central Electricity Regulatory

Commission( IEGC) Regulations 2010 has directed the following .

1. RRF Mechanism shall come into effect from 01.07.2013.

2. ABT meters are required to be installed only in the Pooling Stations which should be done

expeditiously. In case the ABT meters are not installed by the respective State Transmission

Utility or Distribution Utility by 31.03.2013, the same may be installed by CTU at the cost

concerned State Transmission Utility/ Distribution Utility.

3. Mock exercise for forecasting and scheduling start wef 01.02.2013.

The following are the brief on the Commission’s order dated 16th Jan 2013

1. Any person could become the coordinating agency , which may be one of the generators or any

other mutually agreed agency. This agency shall be referred as “Coordinating Agency” for the

purpose of scheduling, metering and energy accounting.

2. Pooling Stations that are commissioned on or after 03.05 2010 should be considered for the

purpose of RRF mechanism. Accordingly the IEGC-2010 would be amended by the Hon’ble

Commission.

3. Payment should be similar to the conventional generators ie Wind and Solar generators should be

paid at the contract rate as per the schedule and UI mechanism would ensure, the liability of

which would be in accordance with the dispensation for Wind generators in the Grid Code.

4. Reference rate for contract is fixed as Rs.4/kwh fro NEW grid and Rs.5/kwh for SR grid.

5. Mutually agreed mechanism shall be developed by the coordination agency and the Wind

generators connected to that pooling station on account of sharing the variations with reference

to the schedule. In case of disagreement, the UI charges should be shared based on actual

generation on weekly basis.

6. The IEGC_2010 and the approved detailed Procedure for implementation of RRF will be

amended/revised in line with the above proposals.
