The website http://fedmeetingspace.cfoc.gov, designed by GSA’s Office of Government-wide Policy, now lists 140 venues across the United States that are available for meetings, lectures and presentations.

The list, which is expected to grow further, has been compiled to make more efficient and effective use of federal meeting spaces and avoid the unnecessary expense of hiring outside facilities.

The website includes information on the capacity of each venue, the type of facilities and equipment available, the cost, and the contact details for those groups wishing to make a booking.

Reimbursement rates for federal employees traveling on official business in the lower 48 continental United States have been set for 2013 at a daily maximum of $123 -- $77 for lodging and $46 for meals and incidental expenses.

This so-called per diem rate covers around 2600 counties. However, there are also about 400 non-standard areas which provide higher rates to compensate for more expensive services in certain cities and at certain times of the year.

Best practices platform set to expand

Federal Strategic Sourcing Initiative (FSSI), designed as a platform of industry best practices, already has five programs in the field with another four working their way through the pipeline.

Current FSSI solutions cover wireless services, office supplies, domestic delivery service, print management and SmartBUY for the purchase of software and support services.

By encouraging cross-government collaboration and best practices, FSSI allows the government to aggregate requirements, streamline processes and leverage its buying power.

The primary goals are to strategically source across federal agencies and increase total cost savings, value, and socio-economic participation, while collaborating with industry to share best practices and create a strategic sourcing community of practice.

The bottom line? Using data-rich analysis, best value and repeatable processes are created that can be used in any acquisition environment to drive down the cost of commonly purchased commodities.

Boeing Acquires $71 Million Contract

January 3, 2013, the U.S. Army Contracting Command at Redstone Arsenal, Alabama awarded Boeing a $71 Million contract. Boeing facilities in Mesa, will produce the modification of an existing contract to provide Apache AH-64D helicopters in support of Foreign Military Sales. The estimated completion is slated for October 31, 2017 and work will be done in Mesa, Arizona.

737 MAX MILESTONE ORDERJanuary 2, 2013, Aviation Capital Group announced it’s purchase of 60 737 MAX airplanes. ACG’s order, consisting of 50 737 MAX 8s and 10 737 MAX 9s, was finalized in December 2012. To date the 737 MAX has now reached more than 1,000 orders to date.Denis Kalsheur, chief executive officer of ACG said, “This order is a major step in building our broad portfolio of modern, fuel-efficient airplanes.” The order is, worth $6 billion at current list prices, indicating the clear need for 737 MAX in the airplane leasing industry.

InsideWith the new year of 2013 Lockheed Martin has certainly kicked it into gear with the following newly awarded contracts:

The U.S. Army awarded a $197,604,608 contract. The award will provide for the modification of existing contract to procure Guided Multiple Launch Rocket System unitary rockets. The completion is estimated for May May 31, 2015.

PATRIOT ADVANCED CAPABILITY-3 The United State Army Contracting Command in Redston Aresenal, Alabama solicited the bid and awarded Lockhead Martin a $755 Million dollar contract. The contract will entail the realization of the PATRIOT Advanced Capability-3. This includes support for Foreign Military Sales, and related services. The work will be performed in Grand Prairie; Lufkin, Texas; Camden, Arkansas; Chelmsford, Massachusetts; and Ocala, Florida. Completion is estimated for July 31, 2015.

Martin $12.5 Million cost-plus-incentive-fee contract. The award will afford for the establishment of a Patriot Advanced Capability-3/Missile Segment Enhancement Missile Field Test Program. Work will be performed in Grand Prairie, with an estimated completion date of March 31, 2014.

Additionally, Lockheed Martin Space Systems Co. in Sunnyvale, California was awarded a $12.9 Million dollar contract modification for Space Based Infrared System high component. The project will be completed in Sunnyvale, California and it is expected to be completed by March 2013.

VenueJanuary has been a good month for BAE Systems. BAE Systems has been awarded several contracts in just the first few weeks of the year. One of the largest contracts awarded is from the United States Navy in the amount of $400 Million dollars for the maintenance and service of the T-34, T-44 and T-6 trainer aircraft. The amount of the awarded contract is for the next five years. BAE will complete scheduled inspections, as well as required repairs, modifications and logistical support for over 300 aircrafts commanded by the Chief of Naval Air Training.

Gordon Eldridge, vice president and general manager of Aerospace Solutions states, “That this is a major win for our team, significantly expanding our support to the U.S. Navy for trainer aircraft.”

In addition, the awarded contract includes the support of subcontractors: Elbit Systems of America’s subsidiary M7 Aerospace LLC, PKL Services, Inc., Hawker Beechcrafty, StandardAero, and Sensenich Propeller Service.

BAE, Wayne, New Jersey, was awarded a $226 Million contract. The contract award will bring forth the components, repairs, maintenance and services in support of the Doppler GPS Navigation Sets. Work will be conducted in Wayne, New Jersey, and Austin, Texas, with an a completion estimated to be Dec. 1, 2017.

The U.S. Army Contracting Command of Warren, Michigan awarded BAE Systems Land and Armaments L.P., York, Pennsylvannia a $7.5 Million contract. The contract will produce the appropriation of fire support sensor system modification kits. The estimated completion date is July 31, 2013 and work will be conducted in York, Pennsylvannia. .

Additionally BAE Systems was awarded a $7 Million price contract. The contract will contribute for the modification of an existing contract to procure Laser Target Locator Modules. The estimated completion date is Feb. 17, 2014.

BAE Awarded $24 Million Contract

On January 2, 2013, BAE Systems Information and Electronic Systems Integration in Greenlawn, New York received a $24.1 Million medication for a previously awarded contract. The option to exercise for the development of Common (Identification Friend or Foe) Digital Transponder hardware for the U.S. Navy, U.S. Army, U.S. Coast Guard and the Saudi Arabia, Australia, the Netherlands, and the United Arab Emirates; inclusive transponders, mounts, modification kits, Remote Control Unit modes.

USS IWO JIMA MODIFICATION & UPDATES AWARDED TO BAE January 10, 2013, the U.S. Navy awarded a $80 Million contract. The contract includes the planning and execution of depot-level maintenance, alterations, and modifications that will modernize and improve the ship’s military and technical capabilities for the USS Iwo Jima.

GENERAL DYNAMICS TO PROCURE SHORT RANGE TRAINING AMMUNITIONGeneral Dynamics Ordnance Systems, Repentigny, Canada, was awarded a $16,000,000 firm-fixed-price contract. The award will provide for the procurement of M1037 5.56mm short range training ammunition. The estimated date of completion is Dec. 11, 2017.

General Dynamics Acquires $4.6 Billion Contract

The United States Navy just recently awarded General Dynamics Electric Boat a contract of $4.6 billion. The contract includes design and development of an updated strategic deterrent submarine, and to continue construction and purchasing of materials for Virginia-class attack submarines.

Electric Boat is an owned subsidiary of General Dynamics and under a five-year, $1.85 billion Ohio Replacement Program contract. Electric Boat will attain research and development for this new

class of ballistic-missile submarine. The completion is scheduled for a start date of 2021. Furthermore, Electric Boat will carry forward development of the joint U.S. Navy / Royal Navy Common Missile Compartment for Ohio Replacement submarines and the UK Successor-class ballistic-missile submarine. The value of the contract is near $1.995 billion. Additionally, Electric Boat attained a $2.5 billion award to build two Virginia-class submarines – South Dakota (SSN-790) and Delaware (SSN-791) – the 17th and 18th ships of the class.

Creation of Virginia-class submarines is shared by Electric Boat, as the prime contractor, and Newport News Shipbuilding. In this third contract Electric Boat will obtain $308 million to purchase long lead-time materials for the unnamed Virginia-class submarines SSN-792, SSN-793 and SSN-794. Electric Boat President Kevin J. Poitras says, “These awards provide the stability to the submarine industrial base that will allow us to achieve even greater cost reduction through improved efficiencies in support of the Navy’s submarine force-level requirements.”

GsA is a good place to work

The recently released 2012 rankings for the Best Places to Work in the Federal Government show the General Services Administration taking ninth place in the category of mid-sized agencies with a score of 67.4.

The annual report, produced by the Partnership for Public Service and Deloitte, placed the Federal Deposit Insurance Corporation top of the 22 agencies in this category with a score of 83.3.

The rankings, which cover large agencies down to agency sub-components, were based on responses from almost 700,000 civil servants across 362 federal agencies and sub-components.

Performance graded via social media

The District of Columbia has begun using social media to grade the performance of its various departments, according to Lisa Nelson’s DigitalGov blog on the GSA website.

A pilot project, which started in June, collects comments made on social media sites, enabling the DC government to give participating agencies a letter grade.

The blog says a new web interface enables agency leaders to gather and interpret real-time, continuous feedback from constituents and use it to make data-driven decisions intended to improve agency operations.

Every morning, officials receive an email with information on how their department is doing, a letter grade, and comments circulating in social media. Although some comments are negative, many employees are said to be embracing the daily “report card” and competing with each other for the best grade.

According to Nelson’s blog, report cards are open for everyone to see and the results are encouraging; many departments are making improvements based on comments received and this is leading to higher grades.

The U.S. Army Contracting Command in Warren, Michigan awarded General Dynamic Land Systems, a $132.7 Million contract. The contract extends work that started in 2008 to update M1A1 and M1A2 tanks configuration for the Kingdom of Saudi Arabia. The conversions of M1A2S allows for greater efficiency and capabilities of the tank. The award will supply services in support of M1A2S Abrams Tank production for Foreign Military Sales. Work will be conducted in Lima, Ohio, with an estimated completion date of July 31, 2014. General Dynamics Ordnance and Tactical Systems Inc. in Scranton, Pennsylvania was awarded a $41.5 Million contract by the the U.S. Army Contracting Command. The contract will

encompass the modifications of an existing contract to procure the M795 Metal Parts. Work will be performed in Scranton, with an estimated completion date of April 30, 2014.

In addition, General Dynamics Information Technology, Fairfax, Virginia was awarded a $28.3 Million contract. The award will accomodate for the warehouse operation services. Work will be performed in Kuwait, with an estimated completion date of Dec. 29, 2013.

Northrup Grunman awarded a contract to General Dynamics Canada in the amount of $32 Million for key communications network technology for the NATO Alliance Ground Surviellance (AGS) Program. General Dynamics Cananda

will contribute the software that controls AGS Communications Ground Control System (CGCS). manage radio and satellite communications between Global Hawk unmanned aerial vehicles (UAVs) and the main operating base in Sigonella, Italy. General Dynamics Canada will also deliver ruggedized computer workstations and the Voice over Internet Protocol (VoIP) intercom systems that will enable communications between operators at the operating base and with mobile command centers. In addition, the company will provide engineering support for the integration of its software and systems at Northrop Grumman’s facilities in the United States, and at the main operating base in Italy.

NowJanuary 8, 2013, Northrop Grumman in San Diego, California under contract of the United States Navy, selected Telephonics Corporations a subsidiary of Griffon Corporation, Long Island, New York. Telephonics will furnish a variety of maritime radar system for the Navy’s MQ-8B Fire Scout vertical takeoff and landing tactical unmanned aerial vehicle. Development, production, integration and testing of nine radar systems are to be procured in the contract amount awarded of $33 Million. The new Telephonics RDR-1700B+ radar will all the MQ-8B Fire Scout crucial wide-are search and long-range imaging ability to assist the focused capabilities of its current electro-optical infrared payload. This ultimately allows the ability to expand the operational utility of vertical takeoff and landing the unmanned aerial vehicle. The Navy put Northrop Grumman as the prime contractor for the Fire Scout to assess and choose the best radar system to pair with the MQ-8B Fire Scout’s maritime operational specifications. “This radar selection is a significant milestone for the Fire Scout program and represents a significant expansion in capability for our Navy customer,” said George Vardoulakis, vice president of tactical unmanned systems for Northrop Grumman’s Aerospace Systems sector.

“Integrating this Telephonics radar with Fire Scout’s other sensors and systems will give the Navy unprecedented situational awareness in a tactical environment, and will significantly change how threats are addressed.”“We are pleased to be partnered with Northrop Grumman in adding this essential operational capability to Fire Scout,” said Joseph Battaglia, Telephonics’ chief executive officer. “We’re looking forward to working with both Northrop Grumman and the Navy to integrate this new advanced radar system on the MQ-8B as soon as possible.”

Training and Diligence Rewards Northrup Grumman Cybersecurity Engineers

On January 4, 2013, Northrop Grumman Cybersecurity Engineers won the grand champion title in the Department of Defense Cyber Crime Center’s seventh annual Digital Forensics Challenge. It’s a worldwide challenge for the digital forensics community to engineer new investigative tools, techniques and design for the department may utilize to address the constant change of cyber menace. The event applauds innovation from a vast group of individuals, groups and institutions. The event gives recognizes the winners in the categories of military, government, commercial, civilian and academia. The event attracted over 1,200 teams that represented 53 countries, of which 436 teams were from the United States. Additionally, Northrop Grumman’s team claimed first prize in the U.S. and

commercial categories. It was a milestone as the winning team is the first to achieve grand champions since the event opened to international teams four years ago. Members of the team from Northrop Grumman Information Systems’ Cyber Intelligence division included systems engineers Ed Haymore, Hayden Metz and Myong Sung and software engineer Peter Jackowski.“The competition is an excellent way for the DOD Cyber Crime Center to reach out to its commercial, academic and government partners to develop tools, methods and processes to help mitigate cyber crime,” said Mike Papay, vice president and chief information security officer, Northrop Grumman Information Systems. “We are proud of this team, which excelled in a highly competitive environment to demonstrate that staying ahead in cyber means continually challenging your own ability. Their rich expertise and drive to innovate will ultimately help our customers better protect their networks.”

With the start of 2013 Raytheon Company has been recipient of several contracts. Raytheon offices in Tucson, Arizona and Andover, Massachusetts have Raytheon Company in Tucson, Arizona received a contract from the Naval Sea Systems Command in the amount of $49.8 Million modification to a previously awarded contract. The additional funds exercise an option for Design Agent Engineering and technical support services for Phalanx, SeaRAM, and Land-based Phalanx Weapon Systems. Phalanx Close-In Weapon System is a reactive terminal defense against low and high-flying, high-speed

maneuvering anti-ship missile threats that have infiltrated all other defenses. The expected completion date is January 2014.

In addition, Raytheon in Tucson, Arizona gained a contract from the U.S. Army Contracting Command for $56.5 Million. The contract will provide a modification for a current contract to build M982A1 155mm Precision Engagement Projectiles. The estimated completion is slotted for April 30, 2014.

The U.S. Army Contracting Command in Redstone Arsenal, Alabama awarded Raytheon Co., in Andover, Mass., a contract in the amount of $72.6 Million. This project allows for

the modification of a current contract to procure PATRIOT 3 Lot Spares in support of Foreign Military Sales. The estimated date of completion is November 30, 2015.

Likewise, Raytheon received a contract award amount of $30.2 Million from the U.S. Army Space and Missile Defense Command to equip the Surveillance System Supply and Support for the Rapid Aerostat Deployment Configurations. It is estimated for a completion date of December 30, 2017 and work will be performed in Andover.

January 9, 2013 the U.S. Department of the Navy awarded Accenture Federal Services two contracts figuring over $30 Million in order to continue support the Navy’s advancement to financial auditability. Additionally, Accenture received a three year, $25.5 Million contract to work with six commands and the U.S. Marine Corps to procure thorough audit readiness services. Work will entail the analysis of business protocol, internal controls and affiliated systems to maintain improved business operations at Naval Air Systems Command, Naval Sea Systems Command, the Navy’s Assistant for Administration, Field Support Activity, Office of Naval Research, Naval Research Laboratory and the Marine Corps.

Furthermore, Accenture also was attained a three-year, $5.37 million Financial Information Systems

Control Audit Manual (FISCAM) contract to review the composition and operating efficiency of IT general computer controls and business operation automated controls for the Navy Enterprise Resource Planning system. The contract provides for Accenture verifying routines, testing controls and aiding equipment validation, inclusive all are essential for the Navy’s Office of Financial Operations’ strategy to accomplish and sustain audit preparedness.

Both contracts support the Navy’s Financial Improvement Program (FIP). The goal of the program is to improve the

accuracy, well-timed and faithfulness of financial information to increase certainty

in the Navy’s financial management competence.

Agreements secure good deals for it products

The General Services Administration recently announced that 43 small businesses have been awarded blanket purchase agreements to supply tablets, mobile products, monitors, video teleconference equipment, laptops, desktops, notebooks, netbooks and data center equipment.

The GSA’s National Information Technology Commodity Program provides a one-stop shop for IT products, giving government agencies a fast and effective way to order IT commodities at deeply discounted prices.

These 43 agreements are expected to drive millions of dollars to small businesses while providing federal agencies with easy and quick access to low-cost IT products.

According to a press release issued by the GSA in Washington, those signing the purchase agreements included women-owned, veteran-owned, and other small businesses in specific socio-economic categories.

“The primary goal … is to lower the prices and the cost of acquisition for the most commonly purchased IT products, saving taxpayer dollars and allowing federal, state and local agencies a fast and easy purchasing option,” said GSA Federal Acquisition Service Acting Commissioner, Mary A. Davie.

“The savings for government agencies, and the opportunities for small business, are substantial when you consider GSA sells an approximately $1.7 billion annually in IT products.”

oAsis draft rFP expected soon

GSA’s One Acquisition Solution for Integrated Services (OASIS) continues to move forward through the development phase. According to GSA website blogs, proponents of this government-wide acquisition proposal are currently working towards the next major step -- the official release of a draft RFP.

OASIS is designed to meet the complex needs of customers unable to use existing GSA contract vehicles such as Multiple Award Schedules or Government-wide Acquisition Contracts.

The professional service disciplines being considered for inclusion include program management, consulting, logistics, professional engineering services, financial services and support IT components.

OASIS will facilitate government initiatives such as managing high-risk contracts, encouraging performance-based contracting, leveraging transparency and data analytics, streamlining the acquisition process, and maximizing opportunities for small businesses.

The first delivery order in the amount of $11.5 million will provide Engineering and Manufacturing Development (EMD) over a 32-month period. In addition, there are three production options (for a total of up to 36 months) with a contract maximum price of $92.2 million.LAMPS is a modification program that will provide more mobile, reliable and logistically supportable tactical electric power sources for the U.S. Department of Defense’s (DoD) 21st century digitized forces. GsA gives veterans a helping hand

Veterans coming home from battlefields in places like Iraq and Afghanistan are using their military skills, training, leadership talents and strong work ethic to launch successful small businesses back in the U. S. And the General Services Administration is doing its best to support them.

In the past fiscal year, GSA directed more than $185 million worth of business to veteran-owned small businesses, says a blog on the GSA website posted by administrator Martha Johnson.

Most recently, in November, GSA awarded a $34 million administrative and technical support services contract to Arcanum Group Inc., a small Denver-based business owned and operated by a service-disabled veteran.

Company president David Waters, an airforce veteran who founded Arcanum in 2001, says the five-year contract will allow his company to double its workforce, with many of these jobs going to veterans.

GSA has also been reaching out to veterans through its Mentor-Protégé Program, which helps small businesses compete for federal contracting opportunities by pairing them with established businesses.

So far, 45 veteran-owned small business protégés have enrolled in the program.

“We have seen significant opportunities awarded to veterans through this program and participants have added 132 new jobs as a result,” Johnson said.

“Over a million veterans are expected to return from Iraq and Afghanistan over the next five years and we have an obligation to ensure that our veterans are able to succeed in a civilian workforce.

“As the men and women that have served our country return home, GSA is committed to making as many opportunities are available to veteran-owned small businesses as possible.”

A great example of this is happening in the GSA’s Rocky Mountain and Northwest Arctic Regions which are working with the Army’s Wounded Warrior program and Operation Warfighter (Department of Defense) to help service members re-enter the workforce.

The programs match veterans with critical positions and provide valuable work experience within the federal government. To date, these two regions have placed seven veterans in jobs and internships in Colorado, Washington and Alaska.

The Ball Aerospace & Technologies Corp. Wide Field Camera 3 (WFC3) aboard the Hubble Space Telescope (HST) delivered extraordinary science in 2012 including the discovery of the oldest galaxy to date.The WFC3 installed by astronauts during the 2008 Servicing Mission (SM4), is the most technologically advanced visible spectrum instrument. The installation included the addition of the Ball-built Cosmic Origins Spectrograph (COS), an instrument 30 times more sensitive in the far-ultraviolet than earlier Hubble ultraviolet spectrographs. Ball Aerospace built seven Hubble science instruments including the Corrective Optics Space Telescope Axial Replacement (COSTAR) instrument that corrected the spherical aberration of Hubble’s primary mirror.

Ball Aerospace & Technologies Corp. provides critical support for missions by national agencies such as the Department of Defense, NASA, NOAA and other U.S. government and commercial entities.

JACOBS AWARDED CONTRACT BY SANTOSJanuary 8, 2013 Jacobs Engineering Group Incorporated received a contract from Santos, one of Australia’s largest domestic gas producers. The contract value was not disclosed. However, the contract requires Jacob’s to produce study management, engineering and design services. Jacobs Group Vice President Tom Quinn states, “Jacobs has a long successful working relationship with Santos in Australia.” Jacobs maintains to be one of the world’s largest and most multifaceted providers of technical, professional, and construction services.

The General Services Administration has released its Government-wide Acquisition Contracts (GWAC) dashboard, an easily accessible online tool designed to assist federal agencies with spending analysis, evaluation of past performance, and IT planning.

The interactive dashboard brings together and consolidates all non-classified data on federal IT purchasing activity from 2004 to the present.

The dashboard is updated daily with publicly available spending data displayed in easily understood lists, graphs, and charts. This allows GSA’s industry partners, specifically small businesses, to make informed strategic business decisions on their activity in the federal marketplace.

“Over the past several years we’ve received feedback from our federal agency customers and our small business partners indicating that they need access to GSA’s GWAC task-order data,” says a GSA press release quoting Federal Acquisition Service Acting Commissioner, Mary A. Davie.

“This tool is especially valuable to small businesses as it provides access to business intelligence they can use to assess market opportunity, decide how best to allocate resources, and identify potential teaming partners for future projects.”

In addition to data-driven IT planning and analysis, the dashboard also assists federal agencies in monitoring their use of GWACs, responding to data calls, and preparing for executive briefings.

The tool allows users to build customizable reports, sorting data by year, contract, federal agency and industry partner. The dashboard creates a single point of access for all data on GWAC task order obligations, dollars spent, number of awards, agency and bureau activity, and the industry partners issued task orders by each agency.
