Background: Districts are required to have post issuance compliance policies and procedures When issuing bonds compared to our lease that was refinanced in March. In recent years, the IRS has increased its efforts to enforce federal rules related to tax-exempt debt. Their efforts have focused on “post-issuance compliance” with rules related to arbitrage, use of proceeds, reimbursement of prior expenditures, and related topics. The IRS has urged that all issuers of tax-exempt debt (including school districts) have written procedures regarding compliance with federal rules. Recommendation: Approve as presented.
9.2 Approve of an increase in sub pay as presented. Background: The increase in sub pay may entice more subs and keeps us competitive with area districts. Recommendation: Approve as presented.
9.3 Approve the insurance renewal with EMC and SFM for 2018-2019 as presented. Background: This is an annual renewal for property, general liability and workmans comp. There is an increase of $2,448 from last year. Recommendation: Approve as presented.

The meeting of the Governing Board of Wright Technical Center, School District 966, was held on Tuesday September 4, 2018 at 1405 3rd Ave. NE, Buffalo, Minnesota 55313.
Members Present: Diers, Peyerl, Lee, Curtis, McAlpine, Sixberry, Holthaus, Briesemeister
Others Present: Brian Koslofsky-Executive Director, Shaun Karson-Principal, Kathy Miller-Finance Officer, Kelly Kosloski-Staff Representative, Dana Watters-Administrative Assistant.
The meeting was called to order by Member Diers at 6:33 p.m. followed by the Pledge of Allegiance.
Agenda Review On motion by Member Lee, second by Member McAlpine, the agenda was approved as presented. Motion carried by unanimous vote. Consent Agenda On motion by Member McAlpine, second by Member Peyerl, to approve consent agenda as presented. Motion carried by unanimous vote. 5.1 August 7 regular meeting, 5.2 Bills for Payment, 5.3 Agreement with B-H-M Schools for Special Education Director, 5.4 Resignation from Phy Ed teacher, 5.5 Accept lumber bid for 18-19 construction trades house, 5.6 Agreement with Studio 55 Architects. Financial Report Officer Miller reported on the current finances. On motion by Member McAlpine, second by Member Sixberry, to approve the financial report as presented. Motion carried by unanimous vote.
Principal Report Principal Karson reported on meetings, conferences, current enrollment, Career and College Fair, student activities, current opening for Phy Ed instructor, and program highlights. Director’s Report Director Koslofsky reported on the staff in-service, house sale, substitute rates, facility updates, safe schools grant, attended/upcoming meetings, and future board meeting. On motion by Member Peyerl second by Member Lee to change Board meeting November 6th to November 14th. Motion carried by unanimous vote. New Business On motion by Member McAlpine, second by Member Lee to approve the second and final reading of Policy 616 – School District System Accountability as presented. Motion carried by unanimous vote. On motion by Member McAlpine, second by Member Briesemeister to approve the first reading of Policy 750 - Post-Issuance Debt Compliance as presented. Motion carried by unanimous vote. On motion by Member Sixberry, second by Member Peyerl to approve the quotes for life and long term disability awarding the bid to UNUM Insurance Company as presented. Motion carried by unanimous vote. On motion by Member Lee, second by Member McAlpine to approve the contract for the Wright Technical Center Principal for the 2018-2020 contract period as presented. Motion carried by unanimous vote. On motion by Member Briesemeister, second by Member Lee to amend without reading the resolution. Motion carried by unanimous vote. On motion by Member Sixberry, second by Member Briesemeister to approve the Resolution establishing procedures for reimbursement of certain expenditures from proceeds of future bond issues or other borrowings as presented. Motion carried by unanimous vote. The Roll Call vote: Lee-yes, Sixberry-yes, Holthaus-yes, Curtis-yes, Briesemeister-yes, Peyerl-yes, McAlpine-yes, Diers-yes. Resolution passed. On motion by Member Sixberry, second by Member McAlpine to approve Resolution stating the intention of the governing board to issue bonds to finance certain projects included in the WTC’s revised ten-year facility plan as presented. Motion carried by unanimous vote. The Roll Call vote: Lee-yes, Sixberry-yes, Holthaus-yes, Curtis-yes, Briesemeister-yes, Peyerl-yes, McAlpine-yes, Diers-yes. Resolution passed. On motion by Member Peyerl, second by Member McAlpine for adjournment. Motion carried by unanimous vote. Meeting was adjourned at 7:36PM.

5. General Information a. The member district superintendents conducted our annual SW-ETC Sherburne-Wright Educational
Technology Cooperative meeting. The officers were elected and the finance is approved. WTC’s revenue this year is $42,853 received from Sprint for the lease of FCC licenses. This is recognized as funds for our Capital and should be earmarked for technology when possible.
b. The “Leadership Team” Committee has met to develop a draft of District Goals to share with the Governing Board.. The committee will also be developing a “Wright Way for staff. The LT is comprised of Administration, WLC teachers, WTC teachers, and support staff.

Independent School District No. 966 (Wright Technical Center), Minnesota
Member________________moved the adoption of the following Resolution
Resolution Adopting Post-Issuance Debt Compliance Policy for Tax-exempt and Tax-advantaged Governmental Bonds
WHEREAS, the District from time to time will issue tax-exempt and tax-advantaged
governmental bonds; and
WHEREAS, under the Internal Revenue Code of 1986, as amended (the “Code) and related
regulations, the District is required to take certain actions after bond issuance to ensure that
interest on those bonds remains in compliance with Code; and
WHEREAS, the District has determined to adopt a policy regarding how the District will carry
out its compliance responsibilities via written procedures, and to that end, has caused to be
prepared documents titled Post-Issuance Debt Compliance Policy and Post-Issuance Debt
Compliance Procedures; and
WHEREAS, the Board has reviewed the Post-Issuance Debt Compliance Policy in connection
with the Post-Issuance Debt Compliance Procedures and has determined that it is in the best
interest of the District to adopt the Policy.
NOW THEREFORE, BE IT RESOLVED BY THE INDEPENDENT SCHOOL DISTRICT NO. 966 (WRIGHT
TECHNICAL CENTER), MINNESOTA; the Board approves Policy 750 as shown in the form
attached; and
BE IT FURTHER RESOLVED; the District staff is authorized to take all actions necessary to carry
out the Post-Issuance Debt Compliance Policy and Post-Issuance Debt Compliance Procedures.
The motion for the adoption of the foregoing resolution was duly seconded by
