Activity

Page 2: Governance traffic final

You are the newly appointed Principal of Ahmad Ibrahim

Secondary School

Page 3: Governance traffic final

Your first task is to manage canteen operations.

Page 4: Governance traffic final

There is a problem.

It is observed that the Malay Stall is way popular than the rest of the

stalls.

Page 5: Governance traffic final

As a result, there are extremely long queues.

• Students end up late for classes• Students do not get to eat• Long queues are causing huge jams in

the canteen

Page 6: Governance traffic final

What would you do?

(your only constraint is that you cannot lengthen the recess time)

Page 7: Governance traffic final

Your goals:

• Reduce the long queues• Ensure the queues do not cause jams in

the canteen• Encourage students to buy from other

stalls• Ensure that all students get to eat

Page 8: Governance traffic final

Discuss in groups of 4You have 5 minutes to do so.

Page 9: Governance traffic final

Possible solutions

• Increase the price of the food sold at the Malay Stall (since there is such a high demand for it)

• Increase the quality of food sold in the other stalls in the canteen

• Decrease the price of food sold in the other stalls• Put a quota on the number of people that can buy

from the Malay stall • Increase the number of helpers at the Malay stall• Reorganize the canteen such that there is more

space to queue at the Malay stall

Page 15: Governance traffic final

Area Licensing Scheme

• To manage the heavy traffic flow in the Central Business District (CBD)

Page 16: Governance traffic final

Area Licensing Scheme

• Under this scheme, motorists had to pay for the use of certain roads in Singapore.

• Gantries were set up at the boundaries of these areas to monitor motorists who drove into these ‘Restricted Zones’

Restricted Zones

Page 17: Governance traffic final

Area Licensing Scheme

• To support this scheme, measures were implemented–Improved bus services–Increased cost of parking in city areas

Page 18: Governance traffic final

Area Licensing Scheme

BeforeThe implementation of ALS in June 1975

32,500 vehicles

AfterThe implementation of ALS in June 1975

7,700 vehicles

Volume of traffic flow going into the CBD during 7.30 am to 9.30am

Successful in ensuring smooth traffic flow in the CBD

Page 19: Governance traffic final

Area Licensing Scheme

• However it was discontinued:–Inconvenient–Labour -intensive

Page 20: Governance traffic final

Electronic Road Pricing

• Using more up-to-date technology

• Motorists pay a certain amount when entering the CBD area during peak hours

Page 21: Governance traffic final

Traffic flow along the two leftmost lanes of the PIE leading to the CTE (city) at 8.33am yesterday after ERP rates went

up from $4.50 to $5.00 (Published in The Straits Times)

Page 22: Governance traffic final
Page 23: Governance traffic final

Park-and-Ride Scheme

• Park at specific car parks outside the CBD area, and use public transport to enter the city area

Page 24: Governance traffic final

Park-and-Ride Scheme

• Out of 7,700 additional parking lots created, only 585 were takenNot worthwhile to

leave cars parked outside all day.

I’ll try to sneak into the CBD area before 7.30am then…

Page 25: Governance traffic final

Park-and-Ride Scheme

• Serious oversight as millions of dollars were invested

Not worthwhile to leave cars parked

outside all day.I’ll try to sneak into the

CBD area before 7.30am then…

Page 26: Governance traffic final

Vehicle Quota System

Page 27: Governance traffic final

Vehicle Quota System

Page 28: Governance traffic final

Vehicle Quota System

• The Land Transport Authority (LTA) determined the no. of new motor vehicles allowed for registration

Page 29: Governance traffic final

Vehicle Quota System

• Implementation of the Certificate of Entitlement (COE) system• Only successful
