Malaysia is one of the early pioneers to have a Government-wide OSS Master Plan, executed concertedly and relentlessly under the leadership and coordination of Open Source Competency Centre MAMPU. As an early adopter of OSS, in the last six years Malaysia's Public Sector has made significant inroads in changing mindsets and beliefs, and proliferating open source projects, products and services throughout its agencies and the private sector. Open Source Software is expected to bring financial

benefits, as well as process improvements, to

Government agencies to enable more integrated and

improved public services for Malaysia, its citizens and

enterprises. Malaysia is one of the early pioneers to

have a Government-wide OSS Master Plan, executed

concertedly and relentlessly under the leadership and

coordination of Open Source Competency Centre

years Malaysia's Public Sector has made significant

This presentation shares that journey, exploring the

challenges, achievements and lessons learnt along the

way.

EconomyMiddle-income country, has transformed itself since 1970s from producer of raw materials into emerging multi-sector economy. Focus now to move the economy farther up the value-added production chain by attracting investments in high technology industries, medical technology, and pharmaceuticals. Continuing efforts to boost domestic demand and to wean the economy from its dependence on exports. Nevertheless, exports, particularly of electronics, remain a significant driver of the economy. As an oil and gas exporter, Malaysia has profited from higher world energy prices.

Lessons Learnt......3 significant lessons which come to mind...

Size matters, less is best...

...so don't over bureaucratise, agility is key.

Not all the smart people work for us......use competency centres to leverage expertise from across the world, allowing for competition of ideas.

Don't try to boil the ocean...

...pick manageable pilot projects to gain experience and demonstrate success, quickly.
