Can I run other released software on top?

Yes, please test these scenarios, but support will come from the other vendors.

Can I charge for my hosting offers based on Hyper-V?

Yes. You can create Shared, Dedicated and Virtual Offers using any SKU of Hyper-V

Will Microsoft Support Hyper-V before release? No. There is no explicit support from Microsoft through PSS or any

other established support channel. There will only be best-effort support provided by MCS for hosters in GoLive program.
