This book provides a detailed explanation of all the assessment criteria that a Gold Anchor

marina is measured against. It is designed to provide clarity for marina operators and

stakeholders in understanding how the scheme is assessed whilst also supporting Gold

Anchor assessors, and members of the standards panel in clarifying individual marina

accreditation award levels.

SCORING

Gold Anchor Assessors use a scoring system that allocates a mark against each individually assessed criteria which

provides a sub-total score for each of the 6 sections. The section scores are then added to the berth holder

questionnaire & mystery shopper scores resulting in the final total score.

The maximum score allocated to each section reflects the priorities and values of the Gold Anchor scheme. To ensure

consistency of scoring the Gold Anchor score sheet requires the assessor to score each criteria out of 10. This is then

automatically converted by the score sheet into the actual score. Scores out of 10 are allocated according to criteria

that they match.

Upon completion of the assessment process Gold Anchor awards are made using the following percentage ranges:

PRE-ASSESSMENT

Check List

In preparation for a Gold Anchor assessment the marina should ensure that the following information/documentation

is available for the assessor to view:

GOLD ANCHOR ASSESSORS ROLE

The assessors role is to:

o arrange assessment with the marina management

o conduct on-site assessment

o score the marina against the Gold Anchor assessment criteria

o produce the report including any required actions

o follow up required actions with the marina

o provide recommendations to the marina for improvements

o submit the report to the TYHA/MIA office

o provide information to the Gold Anchor Standards Panel (if award decision is appealed)

ASSESSMENT TIMESCALES

Marinas are re-assessed every 3 years. Marinas will be contacted in advance of this by an assessor to arrange the site

assessment. Following the on-site assessment, the Assessor will provide a draft report and score sheet to the marina

within 30 days. Marinas then have a further 30 days to complete any required works prior to the final report and

accreditation being issued. Dispensations may be granted for works that require extended timescales.

GOLD ANCHOR AWARD DECISSION

Award decisions are arrived at based on the score achieved through the assessment process. An assessor however

may refer any assessment to the Gold Anchor Standards Panel should they require a second opinion or believe the

final score does not reflect the standards seen on the day of assessment.

AWARD APPEALS

Upon receipt of an award notification, should the marina management believes there are grounds to appeal the award

decision they can appeal. The appeal process is detailed within the scheme application pack. Notification of appeal is

should be submitted within 30 days of the award decision being communicated to the marina.

HOW THE CRITERIA DESCRIPTOR TABLE WORKS

There are six sections that a marina is assessed against for Gold Anchor accreditation, each of the sections has several

criteria that the assessment process uses to compare the marina against. The criteria tables in the following pages

provide a narrative explaining what the scheme expects a marina to have at each Gold Anchor level. The assessor uses

these descriptions to determine the score for each of the criteria.

The graphic below describes each element of the criteria table:

EXPLANATION OF TERMS USED

1. As New Condition

Reference to as new condition it may be taken to mean the said infrastructure or facilities are of consistent appearance

and that there are no obvious signs of wear and tear; no lack of maintenance, nor lack of attention to detail as would

be gauged by the average user of the marina. While the trained eye of the assessor may surmise for example that the

pontoon system is three or four years old; as long as the pontoon system is of consistent appearance and there are no

obvious signs of wear and tear to the average user; no lack of maintenance nor lack of attention to detail, then one

may assume the pontoon system in this instance would be deemed to comply with this level of assessment: i.e. the

pontoon is in as new condition.

Descriptor The first impression considers the marinas appearance, presentation and cleanliness at the time of the first arriving at the marina as judged by one’s initial visual impressions.

Presentation is of a high standard. There is obvious attention to detail; e.g. flags and plants/gardens are very well presented and maintained. The first impression is that the condition of infrastructure is in as new condition. There are no signs of wear and tear; lack of maintenance or lack of attention to detail.

5 Platinum The marina is impeccably clean; uncluttered, very well designed and it creates an excellent first impression with a ‘wow factor’. High quality building materials are evident. There is a welcoming and prestigious sense of arrival with obvious attention to detail; e.g. signage, flags and landscaping which are impeccably presented and maintained. Buildings and layout are of a high quality with additional high class design or aesthetic features such as sculptures or murals are evident. Internal presentation is of a very high standard with luxurious fixtures, fittings and furniture evident in the reception area. The first impression is that the condition of infrastructure is in as new condition. There are no signs of wear and tear; lack of maintenance or lack of attention to detail. On arrival it is expected that trained marina staff great and provide for the customers’ needs.

Descriptor The design and layout considers the planning of the entire marina which considers the collective appearance of the site and the convenience provided to the customer when accessing the facilities.

Pontoon design, build and service modules are of the highest quality with every attention to detail including spacious, well-appointed walkways. Pontoons and fairways must be to or exceed industry standards with consideration for the largest vessel capable of berthing at the marina.

There is excellent lighting and ventilation: a high quality and well-presented reception desk with designated reception staff. The reception/office is open for a minimum of 12 hours during periods of operation and a minimum of 8 hours in off peak periods, seven days per week with 24-hour staff on site. Reception staff are very well presented and trained enabling them to efficiently answer/deal with enquiries from owners, captains and crew.

Descriptor

Gold Anchor Marina Basic signage is provided to inform customers and facilitate access to facilities. There is at least one site plan which includes the location of safety ladders, firefighting/ first aid equipment and life buoys. Notes It is recognised that security needs are site specific and therefore securing a marina takes many different forms. Some marinas are public spaces where barriers to entry cannot exist, in situations such as this marinas will have to use methods other than physical barriers to protect customers and their belongings. Where no physical barriers exist the safety of the general public should also be a key security consideration.
