NEWSLETTERAPRIL 2018

MAIN ROADS WESTERN AUSTRALIA

Construction of the New Lord Street Project is well underway with early works completed and site activities ramping up over the coming months.

Since January 2018, the team has progressively increased its workforce on site with construction taking place at a number of locations along the new road alignment.

Construction is now progressing on the new roundabout located at Park Street – Starflower Place – Fairmount Boulevard and the new roundabout at Lord Street and Youle-Dean Road which includes a new entryway into Whiteman Park. Pavement works are due to commence shortly on the northern section of New Lord Street between Gnangara Road and Park Street.

Works will then move into upgrading the existing intersection at Gnangara Road and Drumpellier Drive, connecting to the new northern section of New Lord Street which will be open for use between the updated Gnangara Road and Drumpellier Drive intersection and new roundabout at Lord Street and Youle-Dean Road.

Major works are forging ahead to construct New Lord Street between Gnangara Road and Reid Highway

A three metre wide shared pedestrian and cyclist path will be constructed as part of the project from Gnangara Road to Reid Highway.

The new shared path will provide a safer way to walk and cycle, whilst separated from traffic.

Nearby communities will access the new pathway using local connections at;

• Dayton Boulevard

• Marshall Road

• Whiteman Park Entry

• Youle-Dean Road

• Charlton Way

• Park Street

• Henley Street

PEDESTRIANS AND CYCLISTS BENEFIT FROM EXTENSION

Pedestrians and cyclists will benefit from 8km of new shared paths that will be installed as part of the project.

MAST REMOVAL PAVES WAY FOR FUTURE DEVELOPMENT The New Lord Street project team recently removed the Dampier to Bunbury Gas Pipeline telecommunications mast from Ellenbrook Town Centre. The 88 metre mast had been considered a major obstacle to the commercial and residential expansion of the existing town site. Its removal paves the way for new development to take place, bringing with it new job opportunities, economic benefits and improved retail and lifestyle choices for local residents.

The mast’s removal also opens up the northern end of a public transit corridor running between Reid Highway and Ellenbrook Town Centre to support planning and route alignment studies for the Morley-Ellenbrook rail line, being undertaken as part of METRONET.

The safe removal and disposal of the mast was successfully completed in March 2018, with a section of the steelwork from the tower donated to the Ellenbrook Men’s Shed, where it will be scrapped and reused on some of the organisation’s not-for-profit projects.

The Ellenbrook Men’s Shed is a charitable organisation that provides men with a safe, supportive work environment to work on projects with like-minded men at their own pace.

WHITEMAN PARK WORKSAs part of the New Lord Street project, a new entry to Whiteman Park will be constructed.

When complete, entry to the park will be off a new roundabout will intersect Youle-Dean Road, Whiteman Drive and New Lord Street.

An approved concept design for the new entry statement, including landscaping, architecture and signage, has been developed through consultation with the Whiteman Park management team.

A temporary access road into Whiteman Park located approximately 200 metres south of the current entrance, will be utilised whilst the new entrance is being constructed. Work on the new access road has already commenced and is due to open at the start of April.

An extensive fauna relocation program was conducted prior to clearing commencing. The works, conducted by a local environmental consultant, involved fauna trapping in the clearing zones, and relocation of any trapped fauna to suitable nearby habitats. An assessment of the project site was also conducted for any black cockatoo breeding activity, including nesting. Clearing only commenced when approval was given from Department of Parks and Wildlife.

An extensive fauna relocation program was conducted prior to clearing commencing.

How will construction noise be managed during construction?Construction noise will be managed in accordance with Local Government requirements and approvals from City of Swan.

Control measures will be used to manage noise, including using the quietest machinery and work methods, regularly servicing machinery and adapting work practices where possible to avoid unnecessary noise.

We will also manage other construction impacts such as traffic, dust and construction vehicles.

How many lanes will be constructed for New Lord Street?New Lord Street will be two lanes in each direction for traffic travelling both north and southbound between Reid Highway and Gnangara Road.

How will traffic be managed / will speed restrictions be put in place? To enable the team to safely construct the new road and upgrade of existing roads, temporary road closures and traffic changes are required throughout the project area from time to time.

The project will endeavour to provide the public with as much notification as possible, with details of alternative routes and time frames of impact.

Providing safe and efficient traffic management for road users during works is a key priority for the project.

Safety is of paramount importance at the New Lord Street project, as such, speed restrictions may be implemented during the construction phase to ensure the safety of both road users and construction workers.

Will there be any disruptions to services, such as power and water, during the delivery of the project? There will be some existing services, including power and water, which will require adjustments to accommodate project works. These adjustments will be undertaken by the responsible service provider, such as Western Power and Water Corporation. Should there be any disruption to services during these adjustments works, the service provider will notify their impacted customers accordingly.

What are the working hours for the project and will there be any night works?Works area generally undertaken Monday to Saturday between 7am and 7pm, with some site activities undertaken intermittently outside of these times.

Night works will be required from time to time as the project progresses, particularly when we are undertaking works close to traffic. We will always endeavour to ensure nearby residents are notified about planned night works.

Is the project still on track for completion late-2018?Yes, works are progressing well and we are on track for completion in late-2018.
