As we continue this great tradition of publishing the Governor’s Monthly Letter (GML), your District Governor

wishes to improve things further by doing two things:

1Together with the theme for the month, the clubs will be featured by Zone, one Zone per month;

the Clubs will be featured with their photo, a roster of members and their classifications, a short

history (100 words), a list of five (5) of their signature and big projects, and a Rotary Moment (100

words), preferably by their Club President for Rotary Year 2013-14. This is so that the compilation

of the twelve GMLs will produce a considerable District Yearbook. All Assistant Governors shall be

requested to collect the materials and information and coordinate with our publishing and editorial team.

Dear fellow Rotarians,

This is an incredibly exciting time to be a Rotarian. This Rotary year can be one of the greatest years we have yet experienced in Rotary – but it is up to each one of us. We are now writing the

last chapter in our fight against polio. While it has been a long, hard journey, we have learned many valuable lessons. We have learned that as a group we can move mountains, we can change people’s lives for the better, and we can honestly make a difference in our world. Perhaps the greatest lesson has been that the more we challenge ourselves, the more we can achieve.

We are also embarking on a new chapter in the storied history of our Rotary Foundation. We have the rare privilege of launching an entirely new grant structure we’ve come to know as Future Vision. It gives us the opportunity to challenge ourselves to do the absolute most we can, with all of our resources. Just think how much more we can do with a stronger Foundation, with stronger clubs filled with more Rotarians who are fully engaged in Rotary service.

It’s time for us to recognize that the real challenge we face isn’t just bringing new members into Rotary. It’s turning all members into true Rotarians. It’s helping members get engaged in Rotary – helping them realize the potential they have, and how their

Rotary service can change lives. We need to make sure that every member is active and contributing, and making a real difference – because when you’re doing meaningful work in Rotary, Rotary is meaningful to you.

When we realize what we can achieve in Rotary – when we really engage Rotary – that’s when lives change. We change the lives of the people who need us. That is inevitable. And along the way, our lives are changed as well. That is also inevitable. That’s what our theme is all about in 2013-14: engage Rotary, Change Lives.

It’s time to open our eyes to the potential each of us has through Rotary. Rotary lets us reach higher, do more, and be a part of something larger than ourselves. no matter how much we give to Rotary, we get more in return. And that, too, is inevitable.

In 2013-14, let’s turn all of our potential into reality. It’s up to us. We can do it by engaging in Rotary service, by getting involved, by staying inspired, and by remembering every day the gift we have in Rotary. Together, we will engage Rotary, Change Lives.

Governor’s Inaugural Address

I was asked to join Rotary in 1994. The mother club was my father’s club and PP Tony Bisnar “found me” and asked me. naturally, I said yes. I have known Rotary since I was a kid. The mother club’s halloween parties were so much fun and

the “oldies” were funny, especially when their palabas time came—one palabas, all of them were in igorot costume/”bahag!” The next kid moment was when I was first year high school, the big meeting then was held in Covelandia, now Island Cove, really big place in my eyes at that time having come from the province and I won a thermos in the raffle. All positively energized memories which made me decide to join. I did not dream then/before that I would be in Rotary 19 years. neither did I dream that I would be District Governor before I turned 20 in the Club, the first that the Club ever had!

I got to know and fell in love with the District when I became AG, PDG nanette was my District Governor; we were her Centennial AGs! It was then that my eyes were opened to the many big things Rotary was capable of. What struck me the most is this is an organization of really good people, doing really good in their respective corners of the country and the world! It was then that I met so many of our Past District Governors, and was edified. In fact, to me, this evening feels like being in a long line of bishops in the service a Pope. A long line of noble men and women who gave their lives to service .

I am very happy that my family and community are here to celebrate this moment with me. And, I face you tonight with a lot of hope and eagerness. Rotary is exciting and

different. And, I am confident that this year brings with it a lot of wonderful moments, events and activities! I am so looking forward to visiting all our clubs and seeing how they are. I am so looking forward to going around the country and the world and looking at them through the eyes of someone who is instrumental in big and great things! I am so looking forward to meeting more Filipinos and more people from other countries and be edified by how really good their hearts are and how really great this world can be if everyone were a Rotarian or a friend of Rotary!

At this point, I thank everyone who made this evening possible: the PDGs who lent their presence and prestige to this evening, to RIDn Guiller whom I hope I have not gravely disappointed with the humble preparations, to those who contributed the seafood and the food and the drinks, to my family and friends, to my Club (including our respective staffs) and the Roxas Clubs and the Zone 4 Clubs that nurtured my love for the District and Rotary the way I love it now, and to God, who through such strange straight and winding paths made all of our paths meet tonight to celebrate this evening that is so special to me! I thank you all from the bottom of my heart and wish you all to wish me the best this coming Rotary Year 2013-14, the year when we engage Rotary, Change Lives!

Mark is active in the real estate and resort sector of the Province of Capiz. he is presently the President of their family-owned developer outfit, AnCor

Development Corp., and the Vice-President of San Antonio Resort-Village (Roxas City), Inc. he holds a MBA degree from Rollins College, Winter Park, FL, USA with undergraduate degree of Management engineering from the Ateneo de Manila University .

he has served as City Councilor for three (3) consecutive terms in their City legislature, during which he ably represented his City in numerous travels abroad, and is now active in Church and

non-government work, foremost of which are Rotary and the Boy Scouts of the Philippines. his Silver and Gold Foundation for Family and Life, Inc. operates a mobile soup kitchen and sponsors low-income but deserving high school students who have difficulty with their transportation in going to school.

he was President of the Rotary Club of Roxas in RY 2002-03 and has served his District (3850) as Assistant Governor and as chairman and member in various District Committees. he will be serving Rotary International as District Governor in RY 2013-14.

By the time Rotary International Founder, Paul harris, entered into his eternal reward, Rotary in the

Philippines had spread across the country. And Paul harris was well aware of District 385’s growing existence! This was the second district in the Philippines and consisted of Palawan, Visayas and Mindanao as its geographical coverage.

As the nearly-dependent nation moved out of the ravages of World War II, more Rotary clubs were being chartered across the land. The need for a new district became imperative, there’s the emergence of District 385. This was a time for rehabilitating the nation and healing the wounds of war, as well as period of reaching out, and RI District 385 was well into its immersion!

With more Rotary clubs being chartered in the Visayas and Mindanao, the district gave birth to RI District 386, which was followed later on by RI district 387. In spite of its new “diversification”, RI district 385 retained its distinct and multi-cultural identity!

Today RI District 3850 remains a rich source of dedicated Rotarians, hailing from the various clubs located in Western Visayas and Western Mindanao. All of the more than 50 clubs and over 1,200 Rotarians of this District are united by the ever-ready outpouring of

fellowship and understanding.

Within this district, one enjoys the old-world charms of Panay, the sweet province of negros occidental, the exotic place of Tawi-Tawi, historic city of Dapitan, the pristine beaches of Boracay, the zesty Zamboanga Peninsula and Misamis occidental as well as the exotic cultures of the Tausogs, Maranaws, Badjaos and the Atis. Within the same district, there is a cacophony of dialects including hiligaynon, Ilonggo, Karay-a, Aklanon, Cebuano, Tausog, Maranaw, and Chabacano. Amidst this diversity there is enrichment within the district borne out of fellowship.

The district has enthusiastically responded when calls are made to eradicate polio, save the sights of thousand of cataract patients, bring life and livelihood to unreachable villages, educate youth and be their influencing guide thru positive values, become catalyst for improving health and living standards, and when neighboring areas needed help because of natural calamities.

This district has been at the forefront of International u n d e r s t a n d i n g t h r u i t s active involvement in Rotary International’s The Rotary Foundation programs. It has a growing number of Paul harris Fellow and sustaining members. It boasts of a huge majority of successfully implemented TRF-supported projects.

“United We Stand, Divided We Fall,”–these famous words have been repeated by many people throughout the years. It also can be related to Rotary, especially

this year, as our 10 Rotary Districts came together in Cebu, united to make this year’s PETS the most memorable in the history of Rotary Philippines. This idea was birthed in mid 2012 when all the DGEs came together brainstorming ideas on Rotary for their terms as Governor. The idea was suggested for a Multi-District PETS/District Convention. They all agreed that this was a novel idea and one they were

willing to put their Time, Talent and Treasure into. The next thing was to come up with our own slogan, so our DGES started brainstorming. It was our very own District 3850 Governor Mark Ortiz that came up with “One Rotary Philippines.” So in RY 2013-14, we are more united than ever and “One Rotary Philippines” this year also brings a Multi- District Conference with all 10 districts meeting in Manila April 10-12 2014. We are all excited about coming together as one this Rotary Year!

Cebu during February got just a small taste of what’s to come during the “One Rotary Philippines” District Conference. With Guest Speakers such as RI PE Gary Huang (D3480, Taiwan), RI Director John Boag from Australia, and PP Dr. Siva Ananthan a Rotarian from District 3300 Malaysia. Some were more eloquent speakers than others, but I’m sure, for all of us it was Dr. Siva that kept our attention throughout his entire presentation.

It was also most enjoyable meeting other Rotarians throughout the Philippines and making new friends and contacts, sharing ideas on how we can do things better in Rotary. There were four of us attending from our club, the Rotary Club of Metro Roxas, and we came away with a new-found enthusiasm for Rotary and the future of our club. You can already see this

change in our club as Membership is up four already since June and all four new members are excited civic-minded Rotarians. You can see our fellowship is outstanding and, as of date, we have had 100% attendance for each meeting this Rotary year.

The creative juices in our club are flowing and I’m very sure that the other Rotary clubs in our dis-trict are feeling this new-found energy and unity in Rotary this RY 2013-14.

United in Rotary We Stand.That’s on the club level, district level, One Rotary Philippines and throughout the world! For if we are united in the spirit of Rotary helping each other to achieve, how could we ever fail?

Divided in Rotary We Fall. How can Rotary function if we are divided our projects? We won’t have as much impact, our mem-bership will drop and soon our clubs will fall. This year, let’s all come together, put away the competitiveness and the jealousy between the clubs. Do joint proj-ects, and if we come together, I can promise you, our District will be stronger, our Clubs greater, and our Members will be active and driven to want to do more in Rotary.

Governor for Rotary Year 2013-2014 last June 1, 2013.

Prior to the formal instal-lation, the Rotary Club of Roxas hosted its District Assembly for all the incoming sets of officers of Zones 1-4 (Panay and Guimaras Islands) also on June 1, 2013, from 9:00 AM to 5:00 PM. The installation of Governor and Induction Ceremony of RC Roxas followed at 6:00 PM, with sumptuous seafood dinner and engaging fellowship, at Lakehouse 2, San Antonio Resort, Baybay, Roxas City.

The DistAs was the second to the last of a series of Sectional District trainings and Assemblies. Zones 10-11 (Southwestern Mindanao or Southern Zamboanga Peninsula) was last March 16, 2013 at Lantaka Hotel hosted by the Rotary Club of Zamboanga City North, headed by IP Jimmy Saavedra. Zones 8-9

(Northwestern Mindanao or Northern Zamboanaga Peninsula) was last April 13, 2013 at Oroquieta City Town Center hosted by the Rotary Club of Oroquieta Centennial, headed by IP Jonathan dela Pena. And, Zones 5-7 (Negros Clubs), the last one, was last June 15, 2013 at L’Fisher Hotel, hosted by the Council of Presidents of the Negros Clubs, headed by IP Harish Nandwani. All these, after the District Team Training Seminar (DTTS) held at Smallville 21 Hotel in Iloilo City last February 8-9, 2013 hosted by the Rotary Club of Central Iloilo City with the able leadership of IP Johnny Magbanua.

Rodolfo “Toto” Arce Rotary Club of Roxas President, RY 2013-2014

The members of the Rotary Club of Roxas, led by outgoing president Dr. Mariz Gepilano (RY 2012-2013), incoming presi-dent Rodolfo “Toto” Arce (RY 2013-2014) and their leadership team prepared intensely for the upcom-ing District Assembly 2013, which, just like all the DistAses this Rotary year, was simultaneously con-ducted with the District TRF Grants Management Seminar, an essential requirement for all Clubs with the rollout of Future Vision as the new grants structure for The Rotary Foundation (TRF). Thanks to the District Trainer PDG James “McGyver” Makasiar, the District TRF Committee Chair PDG Ramon “Toto” Cua Locsin, and the District Grants Sub-Committee Chair PDG David “Dave” Villanueva, all talent and resources needed by the DTTS’s and the DistAses were gathered and utilized to the max! The four events would not have been possible had it not been for their able and exceeding generosity!

The incoming Rotary International District 3850 Governor hails from Roxas City. Mark Anthony Ortiz or Mark is active in the real estate and resort sector of the Province of Capiz. He is presently the President of their fami-ly-owned developer outfit, AnCor Development Corp., and the Vice-President of San Antonio Resort-Village (Roxas City), Inc. He holds a MBA degree from Rollins College, Winter Park, FL, USA with undergraduate degree of Management Engineering from the Ateneo de Manila University . He has served as City Councilor for three

(3) consecutive terms in their City legislature, during which he ably rep-resented his City in numer-ous travels abroad, and is now active on Church and non-government work, foremost of which are Rotary International and the Boy Scouts of the Philippines.

His Silver and Gold Foundation for Family and Life, Inc. operates a mobile soup kitchen and sponsors low-income but deserving high school students who have diffi-culty with their transpor-tation in going to school. He was President of the Rotary Club of Roxas in RY 2002-2003 and has served our District as Assistant Governor in RY 2004-2005 and as chairman and member in various District Committees.

The Rotary Club of Roxas which is celebrating its Golden (50th) Founding Anniversary in 2014 is proud to declare that PP

Mark Ortiz will be serving Rotary International as District Governor in RY 2013-14 starting July 1, 2013. He will “Engage Rotary, Change Lives” in this year’s upcoming theme for Rotary Year 2013-2014.

The three Rotary clubs in Capiz–RC Roxas, RC Metro Roxas and RC Metro Roxas Central joined forces to make this event a success, in support of an incom-ing and fellow Capiznon–Governor Mark Ortiz.

District 3850 is composed of 51 clubs with more than 1,200 active Rotarians from Aklan, Capiz, Iloilo, Antique, Guimaras, Negros Occidental and West of Mindanao, up to Tawi-Tawi, including Basilan, Ipil and Jolo.

Outgoing Governor Rafael “Biboy” Jocson, MD, RY 2012-2013, has sustained Rotarians in D3850 to uphold its ideals and prin-ciples of The Four (4) Way

The Rotary Year 2012-2013 Theme: Peace Through Service”, has encouraged every Rotarian to simplify life while serving others in need, to create peace within them-selves, their families (of Rotary, especially), their Clubs, their vocations and peace in the community.

Governor Biboy Jocson said, “It gives focus on Vocational Service which is the life-blood of our diversity in

membership and is a call to a return to the Rotary Basics. In so doing, we are not only addressing the needs of our community but promoting harmony in our relation with others.”

One unique feature this year is sharing our “Rotary Moment”. This is our own personal story of a life changing experience made only through Rotary. It is quite hard to pinpoint a particular instance, but having imbued that core values of Rotary, it has become second nature in us to emulate and impart this in our daily fare. As we relive these important milestones, other people, Rotarians and non-Rotar-ians, would be touched firsthand on how Rotary has molded our lives.

Rotarians provide the Face of Rotary and they are walking Ambassadors with their every word and action.

The 2013-14 Presidential Citation recognizes Rotary clubs for an array of achievements that promote our membership growth, enhance humanitarian service through our Foundation, and strengthen our network through the family of Rotary. By qualifying for the Presidential Citation, clubs contribute to Rotary’s strategic goals and multiply the impact of their good work through the collective focus of more than 34,000 Rotary clubs worldwide.

ProcedureClubs are asked to use the following form to assess their accomplishments this year. To qualify for the Presidcategory will qualify for the Presidential Citation with Distinction. Unless otherwise specified, all activities must be undertaken and completed between 1 July and 31 March of the 2013-14 Rotary year.Clubs should complete the form and send it to the Rotary International will NOT be processed.District governors must report the names of their qualifying clubs through Member Access no later than 15 April.

Promote Membership Growth

Required activityAttract and/or retain members to achieve a minimum net gain of at least one member between 1 July and 1 March.

o Submit 2013-14 membership development goals using Rotary Club Central.

o Initiate or update a new-member welcome and mentoring program.

o Increase the diversity of your club’s membership by recruiting at least two new members who belong to a demographic group (gender, age, profession, ethnicity, etc.) that is underrepresented in the club.

o Conduct a membership engagement assessment and introduce changes to maintain a member retention rate of at least 85 percent.

o Adopt a program for the leadership development of all members OR ensure that each club member is assigned a specific role in your club’s leadership development goals for the year, either in a leadership position or as a member of a club committee,

subcommittee, or project initiative.

o Encourage member engagement by ensuring that every member has participated in at least one service activity and one club social activity.

o Organize at least one networking event in which club members can meet other local professionals and introduce them to Rotary.

We are all nearing July 1, 2013. The date that we begin to Engage Rotary and Change Lives.

As your District Secretary, I would like to start the Rotary Year with a simple reminder. One word: APPLE.

A is for ATTENDANCE. This is our very first obliga-tion as Rotarians- to attend weekly meetings. This will engage us in Rotary and all the privileges and opportunities that it can offer. To the respective Club Secretaries, the MAR (monthly attendance report) will be required of you to submit every 15th of the month. Just follow the simple formula below:

THE SAR (Semi- Annual Report) is mailed to your secretary or handed through your respective Assistant Governors. Please accomplish this and furnish us ASAP.

P means PARTICIPATE. As worthy representatives for our respective vocations, we are all expected to translate Rotary ideas into reality. Each Rotary Year, Our RI President has set minimum require-ment as part of the presidential citation that we can be guided upon. At the same time our District Governor has challenges set for us from where we can derive inspiration or to where our respective club goals are leading to DGE Mark Ortiz is partic-ularly emphasizing importance of a strategic plan and signature projects that our clubs can work on for the next 3 years & beyond.

L is LIVE/ LEAD ROTARY. Having been accepted into Rotary membership, we were is not merely being taken in the club. We become ambassadors of Rotary. Those who knows us will judge Rotary through our conduct. Thus LIVING and LEADING a Rotary-way-of-life is engaging the highest tenets and ideals of Rotary into our personal and profes-sional lives.

Lastly, E means ENJOY ROTARY! Rotary International begun with fellowship 108 years ago and is continuously strengthened by the same until now. Let us always enjoy Rotary’s lovely atmo-sphere sweet fellowship, and beautiful, lasting friendships.

Rotary International Cycle of PaymentsThe Board of Directors of Rotary International has established the following time-table for the collection of outstanding club financial obligations. The critical dates of the collection cycle are:• 1 June & 1 December - club must submit amended membership list for
