Nigeria22 August 2018: The Nigerian Postal System
is test running its Address Verification System
in readiness for a new service which will help
corporate organisations to verify the physical
addresses of their clients and prospective
customers. It is understood that NIPOST AVS, which recently
won an award at the World Summit on Information Society
in Geneva, Switzerland, would soon be introduced to banks,
government agencies, and other corporate bodies that need an
address authentication system.

18 August 2018: An employee of the Nigerian
Airspace Management Agency (NAMA), was
arrested with stolen items at Murtala Muhammed
Airport (MMA) in Lagos. The man, who until his
arrest was a driver with NAMA, was accused of
stealing the cargo from the customs warehouse at the airport.
He confessed to getting information on how to access the
warehouse from the airport security.

United Kingdom17 August 2018: Unknown criminals approached a
parked and unattended articulated HGV at Tibshelf
Motorway Services, southbound on the M1, near
Tibshelf in Derbyshire, and attempted to steal the
attached semi-trailer from the tractor unit. They
failed in their attempt and made off in an unknown truck.

8 August 2018: There were four freight crime
incidents at Leicester Forest East Motorway
Services, North and Southbound on the M1 at
junction 21A & 21. These all occurred overnight,
and both curtain-sided and rigid semi-trailers were
targeted. All had products stolen from them.

The Netherlands14 August 2018: A 42-year-old truck driver was
robbed of his truck and its cargo of electronic
equipment valued over €5,000,000. A man with a
weapon waited for the driver as he drove away from
the shed at the Pelikaanweg where he had loaded
his truck. The robber later stopped the driver and assaulted him.
The truck driver was then tied up, put in the boot of a car, and
later released in the vicinity of Schiphol. There is no trace of the
truck and cargo, according to the Marechaussee.

South Africa23 August 2018: A Russian vessel carrying
“dangerous cargo” has been arrested outside
the Port of Ngqura in Port Elizabeth. It is
suspected that the vessel had been carrying
“weapons of mass destruction” and explosives
valued at about R50m.

France23 August 2018: Starting 1 November, the city of
Paris will charge parking fees to drivers of trucks
loading and unloading in paid parking areas. The
measure will apply to vehicles from 3.5 tons. The
parking fee for trucks is three times that for a
passenger car; just an hour alone of loading and unloading in
the heart of the city of light costs €12. The parking fee scheme
stems from the fact that Paris is apparently unable to set up a
well-functioning reservation system for loading and unloading
locations.

20 August 2018: Criminals stole the cargo of
two fully loaded trucks parked in a transport
company in Thouaré-sur-Loire in Loire-
Atlantique. They forced the locks on the two trucks and took
their cargo of cigarettes worth around €1,000,000. It is reported
that they also tried unsuccessfully to gain entry to two other
trucks. According to reports, no alarms were triggered, but
were only raised when one of the drivers arrived to find his truck
empty.

14 August 2018: A truck carrying parcels from
a postage/parcel delivery company was Hijacked
by several armed individuals. The driver was
forced to stop on the road to Genas (Auvergne-
Rhône-Alpes), then forced by the threat of
violence towards him to travel with them to Décines. The truck
was emptied of its load and was later found burned out in the
park of Miribel-Jonage in the town of Décines-Charpieu.

Spain24 August 2018: Criminals entered a transport
operator’s yard close to the AP-7 motorway north
of Barcelona, and attached a pre-loaded swap
body container onto their truck. They then fled the
scene. The swap body and cargo are still missing.

Germany24 August 2018: Like buses, good news comes
along in twos for the port of Hamburg—it has
finally received the go-ahead to begin dredging
the River Elbe. The news came just 24 hours
after it reported more dismal results, further volumes being lost
to competitors Antwerp and Rotterdam. Chief executive Axel
Mattern described the legal ruling as “very good news” for
port and customers, with city mayor Peter Tschentscher also
pleased. “For German foreign trade, the port is its gateway to
the world and contributes greatly to Hamburg’s economy,” he
said. While the port has been able to handle the largest mega-
ships for some time, tidal restrictions, linked to its low draught
have caused restrictions. However, after dredging, ships will
be able to leave Hamburg with a draught of 14.50 metres
irrespective of tides and, said the port: “Containerships will be
able to transport around 1,800 more containers per call.”

Mali24 August 2018: Dubai-based logistics operator
Dubai Ports (DP) World is planning to build a rail
freight station in Bamako, Mali. This is a first step
in developing Mali Logistics Hub, a logistics park
close to Bamako and to the rail corridor linking this city with
Dakar, the capital of Senegal. “The Mali Logistics Hub is much
needed and will provide the country with a logistics platform that
aims to facilitate the import and export of goods via the Port
of Dakar, which is operated by DP World,” the chairman of DP
World, noted. The company has also said they will donate three
locomotives to the national railway company of Mali. These can
be used for freight and passenger services between Mali and
Senegal, one of the economic engines in West Africa.

Vietnam24 August 2018: Vietnam’s explosive
e-commerce growth is providing big
opportunities—and headaches—for online
retailers and their logistics service providers.
Speakers at the Global Supply Chain
Council’s eLog Forum in Ho Chi Minh City described the huge
growth taking place and the challenges in last-mile operations.
According to the chief operating officer at Indo Trans Logistics
(ITL), online retail in Vietnam is growing at 25-35% a year, with
the current USD $4B market value expected to more than
double by 2020. She estimates 500,000 e-commerce orders
are placed every day, with 75% of the activity taking place
within and between the two major metropolitan areas: Hanoi
and Ho Chi Minh City. The two cities are home to 16 million
people (roughly 17% of the population), but are some 2,000 km
apart, creating significant transport headaches that add to the
high logistics cost of e-commerce, which sits at around 28% of
product value.

Japan/Russia23 August 2018: Japan and Russia plan to
officially launch a freight transport route between
the two countries via the Trans-Siberian Railway.
A test ride will be carried out around 11-13
September, with participation of five to ten companies. The
Trans-Siberian Railway connects Moscow and Vladivostok,
in the east of Russia, where freight can be continued by sea
to Japan. It is also the most northern route of the so-called
Eurasian railway network, transiting only though Russia on its
way to the Far East. The two governments aim to foster mutual
economic cooperation and build confidence between the two
countries and thus pave the way for resolving territorial disputes.

China/The Netherlands21 August 2018: A train consisting of forty-one
40-foot containers with consumer goods such
as clothes, accessories, and office supplies,
departed from Changsha in China on its way to
Tilburg in the Netherlands. The train is scheduled to arrive on
Monday 3 September, and is a trial run to possibly become the
second direct train service between China and the Netherlands.

Indonesia17 August 2018: A global forwarding
company is boosting Indonesia’s booming
Pharmaceutical industry with a new bonded
cold storage facility in Jakarta. Located in the
cargo area of the city’s international airport, it
will provide pharma shippers with a 2-8°C storage environment
and in-house customs handling with extended clearance times.
“Indonesia’s Pharmaceutical market is projected to grow by
10% a year, to be worth more than USD $12B by 2022, driven
largely by growth in the domestic market for generic drugs
and increasingly accessible healthcare country-wide, creating
significant opportunities for both multinational and domestic
life sciences operators to scale up their operations,” said the
forwarding company’s Indonesia president.

Thailand16 August 2018: Freight forwarders in Thailand
are preparing for a busy peak season for ocean
shipments. According to the managing director
of Pan Asia Logistics (Thailand), the market
will soon start ramping-up. “Capacity is always
short during the peak period. With Christmas coming, certain
lanes become full and this cycle never changes, unfortunately,
because buyers don’t want to stock up earlier. It’s just
something we have to manage.”

North & South America
Brazil22 August 2018: Nine members of a gang
that stole meat in the state of Paraná were
arrested. The gang used jammers, radio
communicators, and had their own refrigerated
truck to transship the stolen cargo and store it. They gave
preference to thefts of loads of meat and derivatives valued over
R$ 100,000, and they acted in Curitiba and metropolitan region.
The driver was taken to a deserted place and held hostage while
the rest of the gang took the truck to another location to transfer
the load. In seven thefts, the cost would have been more than
R$ 3.5 million.

18 August 2018: According to data from
Department of Public Security of Minas
Gerais, cargo theft is on decline. From
January to July 2018, there were 295 thefts,
23% less than the same period last year. However, the security
advisor of the Federation of Freight Transport Companies
of Minas Gerais warns of an increase in fuel theft, with a
concentration of several robberies in a short time. The increased
demand from gas stations for insurance shows that concern has
increased

Mexico22 August 2018: GPS monitoring led police
to an abandoned trailer that had been stolen
just moments earlier. The container, still loaded
with over 17,000 bottles of brandy, was found
roadside on highway Mexico-Veracruz; this
highway currently accounts for approximately 20% of cargo
thefts in the country.
21 August 2018: There were two attempted cargo
thefts this week in Aljojuca, Puebla. The first
occurred Tuesday night when criminals shot and
killed the driver of a box truck who refused to be
pulled over. The second occurred the following
morning when a truck loaded with furniture was intercepted by
armed criminals. Luckily, witnesses reported the crime to local
police and the criminals abandoned both the vehicle and driver
as soon as they noted the approaching authorities.
17 August 2018: Witnesses report that a group
of at least fifty men stopped a train travelling
through San Pablo Xochimehuacán, Puebla.
In the absence of police presence, the men were
free to open the wagons and steal an estimated several tons of
wheat and scrap metal.
16 August 2018: A trailer loaded with sacks of
sugar caught fire, forcing the driver to pull over on
the side of the road. Though the fire was caused
by a simple mechanical failure, it wasn’t long
before people began arriving to steal the cargo.
Had it not been for the Federal Police who arrived to safeguard
what was left of the sugar, the truck would have easily been left
completely empty.
U.S. & Canada22 August 2018: Authorities recovered more
than 120,000 pills valued at more than $1.5
million during a seizure carried out on Aug. 2
by Denton (Texas) police and agents with the
Drug Enforcement Agency. The investigation
was originally triggered by a report that a freight company
employee was stealing merchandise. When detectives began
investigating, they learned that one of the freight company’s
employees was stealing packages of bulk shipments of opiate-
based prescription medications being sent to pharmaceutical
distributors in the area.

22 August 2018: About the same time
executives from a Florida rail operator were
convincing Florida’s east coast cities and
counties to back its idea of privately owned
passenger trains traversing downtowns and densely populated
neighborhoods, it quietly sought and won permission to haul
extremely flammable liquefied natural gas along the same tracks.
Liquefied natural gas (LNG) is a hazardous material that had
never been transported by railroad in the continental U.S.

21 August 2018: A California-based truck driver
was arrested in New Jersey after police found
more than 1,000 pounds of marijuana valued at
$5.1 million in his truck. New Jersey State Police
allegedly found the marijuana in 44 cardboard boxes in the
trailer at the I-78 weigh station in Greenwich Township, near the
Pennsylvania state line.

20 August 2018: An increasingly constrained
freight market is ratcheting up the pressure on
shippers to improve the performance of their
supply chains and make better use of the limited
hauling capacity of their own private fleets and
for-hire carriers. To further streamline the movement of goods,
many companies are adopting various forms of technology to
improve shipment tracking and enhance the flow of information.

States, public infrastructure is crumbling.
Roads are overcrowded, bridges are
well past their expiration date and transit
systems regularly face unprecedented
delays. Come September, one of the most audacious public
infrastructure projects in U.S. history will be completed after
more than six decades of work.

20 August 2018: In May 2018, a federal judge in
Indiana sentenced four leaders of the interstate
cargo theft ring to lengthy prison terms. In all, a
dozen defendants that were part of the Kentucky-
based organization—which had ties to the Cuban
mob in Miami—have been convicted of stealing more than $30
million in cargo between 2012 and 2015.

15 August 2018: A large retailer is facing a
$50,000 fine for allowing trucks to park at
one of its Illinois stores. The penalty came
from the city of Springfield, which claims
the store is not following the parking plan
approved by the city when it was built. The fine was issued
last week after they failed to act on its proposed plans, like
re-striping its parking lot to allow truck spots or placing barriers
to prohibit trucks.

9 August 2018: The U.S. government is
taking aim at truck congested roadways
and poor marine port infrastructure with
two new initiatives. The U.S. Department
of Transportation announced $4.8 million
in grants, administered through the Maritime Administration
(MARAD) that will help advance the Marine Highway program.
The grants are aimed at highways serving ports in Louisiana,
Virginia, New York, and Connecticut, and support the
development of new container-on-barge services in Kentucky
and Rhode Island, the DOT said.
