Indo-German Institute for Advanced Technology (IGIAT)Vishakhapatnam
A snapshot GIZ experience in skill development was cohesively demonstrated through this programme,
from 2006 2009 in the state of Andhra Pradesha state characterised by a shortage of skilledmanpower. The Indo-German Institute for Advanced Technology, a private society, offered
training and advisory services to fulll the demand of technology-intensive Small and Medium
Enterprises (SME) in the Vishakhapatnam region.
The IGIAT model hence represents the accumulation of 50 years of Indo-German experience
in the eld of skills development and the Institute is nancially self sustaining after 4 years of
the project closure that is based on a cooperation model with the private sector.
IGIAT is a scalable model: Five IGIAT extension centres in other institutions have already been
established; a similar model of skill development has been implemented with GIZ International
Services in Gujarat.
What was our objective? The project aimed to provide consultancy services, training and advanced training for technologyintensive SME, thereby increasing competiveness and creating employment. The project also
provided training to job-seekers and disadvantaged groups including women and people from
backward sections such as scheduled tribes and scheduled castes. This has helped to improve
their employment opportunities in the formal sector. The aim was also to establish a technology
centre independent of state agencies in matters of management, staff and curricula, offer
relevant courses and establish sustainability by generating own funds.
Who was our partner? Implementation partners of IGIAT were the Ministry of Small Scale Industries, Governmentof India; the Ministry of Industries and Commerce and Department of Industries, Government
of Andhra Pradesh and Gayatri Vidya Parishad, Visakhapatnam.
IGIAT was created under the framework of a Public-Private Partnership between three actors:
The Government of Andhra Pradesh, the education NGO Gayatri Vidya Parishad (GVP) and
former GTZ. Those three formed the so called IGIAT Society and the formal frame of
IGIAT.

About the Programme
It provided SMEs facilities and services to improve their competitiveness, by making use of their growth potentials. As
results showed, graduated trainees of IGIAT had better chances in nding productive employment in line with modern
technology demands.
Former GTZ supported advanced training methodology and technology, public relations and marketing activities, transfer
of know-how, staff training and development as well as organizational development.
The project analysed training and consulting needs of local and regional SME in the area of modern technology. The
results helped to design courses that met market needs and complementary services specially designed for SME.
Key results
More than 10,000 persons (25% female) were trained until the end of the project with high placement success. Among
them were 1,000 tribal women, with 100% employment in apparel industry. There is a special focus on environment aspects
for development of eco-industrial parks and setting up environment monitoring cells in Andhra Pradesh.
IGIAT was successful in becoming a viable institution within two years of the project, making signicant prots from the
third year thereby ensuring sustainable service delivery after project support from former GTZ ended.
IGIAT has become a role model for an approach of practice-oriented and applied training and skill development, which isdemand-driven and meets the needs of the labour market.
IGIAT is a founding member of Industrial Services Network (ISN), an Indo-German network of technology training
centres.
