The country operates a market economy dominated by crude oil exports with the revenue earnings from the sector accounting for 90% of forex earnings and 65% of budgetary revenues. Other exports are cocoa, palm oil, groundnuts, cotton, timber and rubber.Nigeria’s imports are in the region of $14.54billion USD. Import commodities include machinery, chemicals, transport, equipment, manufactured goods and live animals.In recent times, focus is being directed at non oil exports and agriculture, which presently accounts for 30% of the GDP, to diversify the economic base. Opportuni-ties exist for the exploitation and export of natural gas, bitumen, limestone, coal, tin, columbite, gold, silver, lead-zinc, gypsum, glass sands, clays, asbestos, graphite, and iron ore, among others.The Government has been pursuing eco-nomic reforms marked by the privatization and deregulation which seek to transfer state ownership of institutions to the pri-vate sector and so engender efficiency n the productive sectors of the economy .These are well articulated in The NEEDS programme. The reforms have led to an ex-plosive growth in the telecoms sector after years of stagnation. The GSM has trans-formed the economic terrain creating em-ployment and oiling the operations of busi-nesses in Nigeria. The country is traversed by a network of primary and secondary roads, and has 4 international airports, and 6 seaports. It also boasts 12 television stations as all states of the federation have National NTA and a state television in ad-dition to some private TVs. You also need to mention NIPC as a gov-ernment policy that liberalised the econ-omy by allowing 100% foreign ownership and free repatriation of profits and devi-dents when you come.

Nigeria re-achieved de-mocracy in 1999 after a sixteen year inter-ruption by a series of military rulers. From 1966 until 1999, Nigeria had been ruled (except the short lived second republic, 1979 1983) by military rulers who seized power in coup d’états and counter coups. Today Nigeria is a democratic country with tremendous market and investment oppor-tunities.Geography: Nigeria lies within three cli-matic and geographic types: equatorial in the southern reaches, tropical in the central area and arid in the north fringe giving rise to rainforest, savannah and desert vegetations respectively. Nigeria is bisected by rivers Niger and Benue which merge at Lokoja, then cascade southwards to form the tributaries and creeks of the Ni-ger Delta.

Building Performances and Failures

People of every era are basically as-sessed from two major stand points: the tangible elements and the in-tangible elements. The tangible

element is the manifestation of human enter-prise in forms such as building, sculptures, paintings and other physical creations. The intangible element manifests itself in the form of local life patterns of people, culture and tradition. This piece seeks to x-ray the performance of building as the major source of shelter; its failure and how it affects the Nigeria people.The styles of building construction are con-stantly changing with introduction of new materials and techniques of construction and Nigeria is not an exception to this. We all know that the work involved in the de-sign and construction stages of buildings are largely that of selecting materials, com-ponents and structures that will meet the expected standards, aesthetic approval and functional satisfactions of end users, is it therefore safe to say the construction indus-try in Nigeria hasn’t perform optimally? The last decade in Nigeria has witnessed a lot of building failure which often result to the loss of lives and properties. Building failures have been attributed to the following causes: design faults (50%), fault on construction site (40%) and building materials and component failure (10%) (oyewande 1992). Stakeholder, most of the time simply passes on the bulk. The institute responsible for the regulation of training and practice of architecture, build-ing and structural engineering bares the largest proportion of the blame. These bod-ies simply blame the government, economic situation of the country and activities of the quacks. However, it is important that the issue of building design, performances and it failure be taking seriously.

The following measures are essential for the evaluation of building performance towards safeguarding against building failure.

1. It is important to retain the professionals after the design stages, to ensure strict su-pervision of projects to conform to approved design.2. Initiating a building appraisal system is important for big projects. From time to time, there should be an assessment of the build-ing to check if it meets the requirement for which it has been built for as it affect safety, comfortability and the absence of health haz-ards to the inhabitant. 3. The monitoring activities of inhabitant should also be considered to ensure the building is not subjected to frequent repairs. Sustainability of projects must be ensured for it to continue to meet the need of the present without compromising the ability of future generation to meet their needs. 4. Creating a design-build-functional life circle for the building and a facility emer-gency preparedness.

The new decade however poses enormous and formidable challenges towards ensuring a sustainable development in the country. The foremost challenge of the next decade, especially for architects, engineers, build-ers and developers will be to make a crucial transition from the present desire to push profit margin beyond imagination on pro-jects, to using the right method and method-ologies towards ensuring safe and functional projects.

As people, we must be committed towards designing and actualizing buildings that re-flect respect for our locality, the climate and lifestyle of the Nigerian people and more im-portantly a better environment.
