    The Germantown Village Board approved a resolutionAug. 18 asking the state Department of Transportation andthe Federal Highway Administration to reevaluate the noiseimpact of converting US Highway 41/45 to an interstatehighway.

    According to information from village staff, the MeadowCreek Homeowners Association submitted a petition to thevillage with 150 signatures requesting that the DOT changethe environmental document from an engineering report to anEnvironmental Impact Statement. According to to the staffmemo, residents previously contacted Rep. Dan Knodl andSen. Alberta Darling on t he matter.

    Director of Public Works Dan Ludwig said DOT officialshave told village officials that the change is really just a con-version project, changing the highway nameplates from onedesignation to another with no additional lanes to be added.In a January 2013 memo on the conversion project, DOT offi-cial stated that doubling traffic would increase traffic by threedecibels, a figure which is barely perceptible. Given that thetraffic volumes in the corridor will not double, noise levelsfrom the highway will not be significant.

    As a result, DOT officials concluded there would be nosignificant impacts that would require the more stringent envi-ronment impact statement.

    The Public Works Committee sided with the residents andfavored the motion. During the presentation to the board,

    Ludwig said the residents ultimate goal to get noise barriers.

    News & EventsAround the village and county

    The Germantown School Board approveda motion Aug. 11authorizing the district toissue up to $5 million of 10-year general obli-gation promissory notes.

    Director of Business and Auxiliary ServicesRic Ericksen said that in 2009 the districtissued $3 million of notes to fund capitalimprovements.

    This is all identical to that process usingthe same statues, Ericksen said.Ericksen said that because principal and

    interest payments would be within state lawcovering revenue limits the district cannotincrease taxes for the borrowing.

    So this isnt going to change taxes at all,Ericksen said.

    He further explained that by approvingthe resolution, it will provide a funding optionfor capital improvements. He said the BuildingCommittee is working on determining capitalimprovement projects and priorities. Oncefinal projects and how much they cost havebeen confirmed by the board, the matter willbe placed before the Finance Committee

    agenda as part of discussion prior to going tothe School Board.

    If the board went with the process, it wouldreceive the proceeds by mid-October.

    Ericksen added that the district has fiveyears to issue all or part of the notes.

    You dont have to issue a thing, he said.This at least gets everything motion.

    Board President Bob Soderberg refer-enced a list of projects before the committee toconsider.

    Were not saying were going to do $5million next year, but theres discussion at thecommittee level that we would do $1 millionon a year-to-year basis to fund just the thingsthat need to get done on a yearly or annualbasis, Soderberg said.

    When asked, Ericksen said there would beno cost to the district if no borrowing occurred.

    The resolution was approved 6-1, withboard member Bruce Warnimont votingagainst the request.

    The Schauer Community School ofthe Arts announces visual art classes andworkshops for students ages 6 to 18starting in September. Youth visual artsclasses encourage individual expressionand provide opportunities to work direct-ly with professional artists. Classes willbe held at the Schauer Arts & ActivitiesCenter, 147 N. Rural Street in downtownHartford. Art supplies are included andno experience is needed.

    Classes include: Creative Canvas on Monday,

    September 8 for ages 7-12 with an adultfrom 5:30-7:30 p.m. Spend a funevening with a friend or family membercreating a masterpiece on a single can-

    vas while listening to music. Participantswill be guided step-by-step through theprocess in a relaxed setting.

    Fall Gallery Days on Mondays,Sept. 15-Oct. 20 for ages 7-13 from4:30-5:30 p.m. Students will make last-ing seasonal projects that are inspired bya wide variety of materials. Projectsinclude a 3-D scarecrow on a tile, sun-flower vase, fall leaves painted withwatercolor, a detailed birch tree withacrylics, and a landscape silhouette onwatercolor paper.

    Fall into Clay on Thursdays, Sept.18-Oct. 9 for ages 6-14 from 4:45-6:15p.m. Combine clay with natural beautyof falls elements like fallen leaves andpine cones. Students will use basic hand-building techniques to create finishedpieces that reflect fall beauty.

    The community is encouraged to attend afundraiser to help Ava Gehrung, a 9-year-oldgirl from the town of Erin with serious medicalneeds.

    Adopted from China three years ago byparents Brian and Nancy, Ava experienced astroke at birth that destroyed 75-percent of theleft side of her brain and has left her withuncontrollable seizures as well as speech dif-ficulties and cognitive delays. Her family is ingreat need of funds to help get her seizuresunder control.

    The fundraiser will be held Saturday, Sept.6, noon to 3 p.m., at Trysting Place Pub, N71W12980 Appleton Avenue. Admission is $20for adults, $10 for children ages 5-12 and

    free for children under age 5.For the event, Buddy Love will perform

    music from the 1950s, 60 and 70s, Bubblesthe Clown will offer painting and balloon

    making, and a hula hoop contest will be held.There will also be a 50-50 raffle, gift raffleand bake sale.

    Sal Zizzos famous pizza and beverageswill be available for purchase.

    POLICE BLOTTER

    The Germantown Village Boardapproved a change order last week to theAppleton Avenue water main extension thatwas prompted by a last-minute discovery.

    During the Aug. 18 board meeting,Village Engineer Brionne Bischke explainedthat during the planning process for the exten-sion the village contacted Diggers Hotline

    and was told of two underground high pres-sure gas transmission lines that are managedby TransCanada. Bischke said the plans forthe extension were designed around thoselines.

    When the village sent out plans for bid,copies were sent to regulatory agencies andutilities. After that was done bids were sentout, and a pre-construction meeting was held

    a few weeks ago, Bischke said. At that time,WE Energies advised the village there weretwo additional lines in the area.

    And my jaw hits the table, Bischke said.He said that while TransCanada first

    agreed to an open trench for t he project, theynow want to bore through the rock in thearea.

    He said it will be more expensive to do theborings through rock, after which pipe will beinstalled and there will be casings and spac-ers.

    The estimated change of scope will resultin an additional $61,644 change. The workis taking place near Lannon Road, and startedthe next day.

    According to Ludwig, residents requested anoise barrier in 2003. At that time, the villagewas required to pay half the cost for the bar ri-ers, which the village did not pursue.

    Trustee Robert Warren said he votedagainst the request in committee, explainingthe project is a rehabilitation project and not areclassification of the road, and the volumeswont increase enough to merit noise barriers.

    I didnt think it was worth this boards (time)to develop a resolution that really isnt going togo anywhere, Warren said, predicting that theresolution would fall on deaf ears.

    Village Attorney Brian Sajdak said the

    request is not going to accomplish anything. Ithink its too late, just based on the process,where we are at this point.

    Village President Dean Wolter cited thepetition signed by 150 residents.

    This is what we can do. To do nothingwould be to turn our back on 150 signatures,to me. To pre-draw a conclusion for somebodythat lives this everyday, Im not willing to dothat, Wolter said. Im willing to do this.

    The request was approved by a 7-1 vote,with Warren voting against the resolution.

    The Washington County TreasurersOffice has collected approximately 78 per-cent of the 2013 postponed delinquenttaxes that the department received noticeof in February from local municipalities,Treasurer Jane C. Merten told theWashington County Board Aug. 12.

    During a report to the board on the

    offices activities, Merten added that theestimate doesnt include the city of WestBend, which will be settled in August.

    Merten said tax collections for 2013versus 2012 were about the same, therewasnt much difference.

    According to Merten, as of July 31 thetotal unpaid taxes were $7.9 million. Of

    Treasurer provides update to County Boardthat amount, $5.9 million is for 2013 taxesand $2 million is for prior years.

    Later during her presentation Mertennoted that in July 125 taxpayers paid theirtaxes by credit card or electronic check.

    She added that the taxpayer pays all serv-ice fees associated with electronic pay-ment.

    Accepting credit card and e-check pay-ments for real estate taxes is listed as oneof the accomplishments in 2013 inMertens written report to the board.According to the report, in 2013 revenueinterest from investments came in at$186,111 while revenue interest earnedfrom delinquent taxes came in at$1,294,944.

    Among the goals for this year listed in

    the report are to continually monitor coun-ty investments to earn a fair rate of return,make preservation of principal the top pri-ority when selecting investments of countyfunds, producing 2014 tax bills and tax

    rolls with 100 percent accuracy and con-tinuing to examine methods available topreserve the countys tax roll records.

    The county treasurers office is the legalcustodian of all county tax records, thereport states. The report states the officemaintains a central file of all tax rolls forWashington County dating back to the1830s. The office is staffed by the electedtreasurer (Merten), a deputy treasurer andtwo accounting assistants.
