GERALDTON YACHT CLUB 2019/2020 RACING SEASON SAILING INSTRUCTIONS

1. RULES

1.1. All races will be governed by the “Racing Rules of sailing‟ as defined in the 2016 – 2020 Racing Rules of Sailing (RRS) of the International Sailing Federation and the prescriptions and special regulations (SR) of Yachting Australia (YA), the rules of respective classes, (except as any of these are altered by these Sailing Instructions) and by these Sailing Instructions.

1.2. Attention is drawn to Fundamental Rule 2 (Fair Sailing), Fundamental Rule 3 (Acceptance of The Rules) and Fundamental Rule 4 (Decision to Race).

1.3. All Offshore races are designated Category 3 (Y.A. Special Regulations – Addendum A).

1.4. All other racing shall be designated Category 7, except that races continuing after dark shall be Category 4.

1.5. In Keel Boat Racing Rule 49.1 will not apply all persons on board vessels without “safety rails‟ are required to wear a Personal Flotation Device.

1.6. In Keel Boat Racing When Code flag “Y” is displayed with one sound before or with the warning signal competitors shall wear personal floatation device, in accordance with Rule 40.

1.7. All off the beach classes e.g. Pelicans & Pacers, Mixed Monos, Hobie 16s and Flying 15s. Rule 40 will not apply. And a Personal floatation device shall be worn by all on-board at all-time whilst afloat.

2. YACHT REGISTRATIONS

2.1. All yachts must be registered with the Geraldton Yacht Club (G.Y.C.) prior to the commencement of a yacht’s first race. Registration forms (Geraldton Yacht Club Racing Yacht Registration) are obtainable from the G.Y.C. Clubhouse Race Tower.

3. REQUIREMENTS FOR CLASS RACING

3.1. A minimum of five yachts must be registered in a class to claim a class for Racing.

3.2. Where a minimum of five yachts of the same design can’t be registered, a minimum of five yachts of the same hull construction type can be registered to claim a class for racing. (i.e. Mixed Mono’s or Mixed Cat’s)

3.3. A minimum of five yachts of a class must start at least five races within the Racing Season before any Season Trophies will be awarded.

3.4. A minimum of three yachts must start a race for that race to be counted as a Consistency race.

3.5. A minimum of five yachts of the same design must be registered to claim a class for Championship racing.

3.6. A minimum of five yachts must start a race for that race to be counted as a Championship race.

4. RACE NOMINATIONS

4.1. All competing yachts must complete a “Race Nomination‟ prior to starting a race by; 4.1.1. Paying the Nomination Fee for their fleet or division. Such fees will

be displayed on the Official Race Notice Board.

4.1.2. “Signing On” at the official sign-on-sheets, located adjacent to the Official Race Notice Board, providing details of all persons on board the yacht during racing.

4.2. The closing time for all race nominations is 30 minutes prior to the advertised start time of the race.

4.3. The Skipper of each competing yacht shall ensure that all crew are current financial members in accordance with RRS 55. Failure to ensure this requirement will result in the loss of any points for that race.

4.4. The Skippers of the Keelboat Division yachts may radio Race Control, within the 30 minutes prior to the commencement of their race, to modify “Sign on‟ information required in 4.1.2.

5. NOTICES TO COMPETITORS

5.1. All Notices to competitors will be posted on the Official Race Notice Board located in the upstairs club area of the G.Y.C.

6. CHANGES TO SAILING INSTRUCTIONS

6.1. Any change to the sailing instructions will be posted on the Official Race Notice Board before 0830 Hrs on the day that it will take effect. Any change to the schedule of races will be posted on the Official Race Notice Board or at a briefing, no later than 30 minutes prior to the scheduled commencement of the race.

8. COURSE FLAGS

8.1. The courses for each class are contained within the Racing Fixtures and Sailing Instructions booklet.

8.2. The start boat will indicate the course to be sailed at the start of each race by flying a Numeral Pennant for the associated course. 8.2.1. Course 1 = Numeral Pennant 1 8.2.2. Course 2 = Numeral Pennant 2 etc.

8.3. Code Flag “Q” shall be flown with the class flag to indicate back to back racing for that fleet. The first of these races will be “Course No. A‟ as indicated by a Numeral Pennant, the second of these races will be “Course No. B”.

8.4. International Code Flags

9. RACING AREA

9.1. The racing area is confined to within Champion Bay and the designated G.Y.C. buoys. A chart of which is available from the G.Y.C. Clubhouse Race Tower.

9.2. Whilst racing, yachts shall not sail into any prohibited / restricted area as designated by Midwest Ports or the Department of Transport.

9.3. Whilst racing, yachts shall not sail into the gazetted water-ski area bounded by small yellow cone markers. Any changes will be posted on official notice board

9.4. Whilst racing, yachts shall not sail across the front of ships which are in the Shipping Channel and must respond to a ships whistle/horn by altering their present course to sail away from the Shipping Channel. Yachts are permitted to sail behind ships in the shipping channel.

9.5. Any yacht not complying with 9.2, 9.3 or 9.4 will be scored as DSQ in the race results.

10. THE START LINE

10.1. BOAT START LINE 10.1.1. The starting line will be between a staff displaying an Orange flag

on the start boat, at the starboard end of the start line and a mark at the port end of the start line.

10.1.2. A buoy with a White flag attached may be laid behind the start boat. This buoy is deemed to be a part of the start boat.

10.2.1. The starting line will be an imaginary line between the “Outer Finish‟ Buoy and the G.Y.C. Clubhouse Race Tower.

10.2.2. For races commencing in daylight hours (after sunrise and before sunset), the inner extremity of the line will be the “Inner Finish Buoy‟.

10.2.3. For races commencing outside of daylight hours (after sunset and before sunrise), the starboard end of the line will be designated by the Clubhouse Race Tower.

11. STARTING PROCEDURES

11.1. GENERAL REQUIREMENTS FOR ALL STARTS 11.1.1. All yachts, whose warning signal has not been made, shall keep

clear of the starting area and of all yachts whose warning signal has been made.

11.1.2. A yacht shall not start later than 20 minutes after her starting signal.

11.1.3. All yachts that have started to sail shall not sail through any starting

line being used for another class. The penalty for doing so is

disqualification (DSQ).

11.2. BOAT START 11.2.1. Races will be started using rule 26 with the warning signal given 5

minutes before the starting signal. The starting signal for the previous class will be the warning signal of the next class in order as specified in the G.Y.C. Racing Fixtures.

11.2.2. Code Flag “Q‟ shall be flown with the relevant class flag for those classes starting a Back-to-Back racing event.

11.3. HANDICAP START (PURSUIT RACE) 11.3.1. Drop numbers for all competing yachts will be posted on the

Official Race Notice board no later than 0830 hrs on the day of the race.

11.3.2. Each yacht will start on the drop of its allocated drop number.

11.3.3. 5 minutes before the starting time of the first yacht away, Flag “H” will be broken out and a sound signal may be given.

11.3.4. 4 minutes prior to the starting time of the first yacht away, Flag “P‟ will be broken out and a sound signal may be given.

11.3.5. 3 minutes prior to the starting time of the first yacht away, the number, which is 2 greater than the drop number of the first yacht away, will be displayed. Numbers will then be dropped at one-minute intervals until the drop of number 1 (start time for the scratch yacht/s).

11.4.1. The Electric Light System on the Clubhouse Race Tower shall be used.

11.4.2. 5 minutes before the start, all five lights shall be illuminated and one sound signal may be given.

11.4.3. At 1-minute intervals, one light shall be extinguished. 11.4.4. The race will start when the last light is extinguished and one sound

signal may be given.

12. RECALLS

12.1. BOAT STARTS 12.1.1. Recalls for Boat Starts will be conducted in accordance with rule 29. 12.1.2. Recalls for Handicap Starts will not be conducted. However, one

minute will be added to the finish time and a 5% time penalty for each minute, or part thereof, that a yacht starts earlier that it's Drop Number, will be applied in the race results.

12.2. TOWER RACE STARTS 12.2.1. Individual recalls will be signalled, after the start, by one flashing

light. The flashing light will remain until the offending yacht/s have started correctly or for a maximum duration of five minutes.

12.2.2. General Recalls will be signalled by all five lights flashing. At five minutes after the original start time, the restart will commence from the 5 minute warning signal. Where multiple classes are being started in sequence, the class recalled will be started and the succeeding classes will be started in their original order.

13. STARTING PENALTIES

13.1. The starting penalties rule 30 may be used at the discretion of the starter.

14. SHORTENING COURSE

14.1. Races in the Offshore Series will not be shortened.

15. THE FINISH

15.1. TOWER FINISH LINE 15.1.1. The finish line will be an imaginary line between “Outer Finish‟

Buoy and the G.Y.C. Race Tower. 15.1.2. For races completing in daylight hours (after sunrise and before

sunset), the inner extremity of the line will designate by the “Inner Finish‟ buoy.

15.1.3. For races completing outside of daylight hours (after sunset and before sunrise), the port end extremity of the line will be the

Clubhouse Race Tower. 15.1.4. Yachts finishing outside of daylight hours must radio the GYC tower

and identify themselves to finish staff. 15.1.5. To finish, yachts shall pass through the finish line in a South

Westerly direction. 15.2. BOAT FINISH LINE 15.2.1. The finish line will be an imaginary line between a staff displaying a

Blue flag on the finish boat, at the starboard end of the finish line and a mark at the port end of the finish line.

15.2.2. A yacht shall not sail through the finish line unless it is finishing. The penalty for sailing through the finish line, except when finishing, is Disqualification.

16. TIME LIMIT

16.1. Time limits for classes will be; 16.2. Cruiser Division: 3 Hours or 1 hour after first boat has finished, whichever is

later. 16.3. Flying 15: 2 Hours and 30 minutes or 45 minutes after the first boat has

finished, whichever is the later. 16.4. Mixed Mono’s: 2 Hours and 30 minutes or 45 minutes after the first boat

has finished, whichever is the later. 16.5. Offshore Series: No Time Limit 16.6. Once one yacht has finished the race within the time limit, No yacht shall be

recorded as finishing after their time limit has expired. This overrides rule 35.

17. ALTERNATIVE PENALTIES

17.1. For any infringement of a rule of Part 2 of the Racing Rules of Sailing the penalty will be;

17.2. The 720o turns penalty (as per R.R.S. rule 44.2) will apply to all mono hull classes.

17.3. The 360o turn penalty (as per R.R.S. rule 44.2 requirements) will apply to all multi hull classes.

18. ADDITIONAL CRUISER PENALTIES

18.1. The use of any sail or equipment that has not being specified on that Yacht's Registration form is not permitted. All instances shall be referred to the Officer Of the Day. The Officer Of the Day shall, in conjunction with the Rear Commodore Seniors, investigate the alleged infringement. If a yacht is found to have infringed, the following penalties will be applied;

18.2. For use of a longer spinnaker pole or larger sail, a twenty percent time penalty for each race where the item was used.

18.3. For use of a longer spinnaker pole or larger sail, that has been declared after a series commencement and within six races of a series conclusion, a time penalty of six minus the number of races before the series conclusion, times two percent will be applied for all races from the time the items were used until the conclusion of that series.

19. PROTESTS

19.1. Protests shall be written on forms available from the G.Y.C. Clubhouse Race Tower and must be delivered there within the Protest Time.

19.2. The Protest Time will begin at warning signal for the associated class and will end 1 hour after the last yacht of that class has finished. 19.3. Protests will be heard as soon as practically possible (at a time

designated by 19.3.1. the OOD) and will be in approximately the order of receipt.

20. SCORING

20.1. CLUB CHAMPIONSHIP RACING

20.1.1. Club Championship Trophies will be awarded for all classes provided that the Class Racing Requirements (SI 3) have been met.

20.1.2. Scoring for Championship races will be allocated for across the line placing.

20.1.3. The Low Point Scoring System, R.R.S. rule A4, will apply, modified so that each yacht’s series score will be the total of her race scores, with her worst score discarded only if five races have been completed. A minimum of three races shall be completed to constitute a series.

20.1.4. In all classes, the championship points awarded are awarded to the Skipper and Yacht conjointly (as a single entity). Neither can be changed without the points ceasing.

20.2. CLUB CONSISTENCY RACING

20.2.1. Club Consistency Trophies will be awarded for all classes, provided that the Class Racing Requirements have been met.

20.2.2. Scoring for Consistency racing will be awarded for handicap placing obtained in all races.

20.2.3. The Low Point Scoring System, R.R.S. rule A4, will apply. 20.2.4. The first placed yacht will be awarded 0.75 of a point in place of the

1 point prescribed in R.R.S. rule A4. 20.2.5. Points awarded for yachts in all classes, except the Keel Boat class,

are awarded to the Skipper and Yacht conjointly (as a single entity). Neither can be changed without the points ceasing. Points that are awarded for yachts in the Keel Boat class are awarded to the yacht irrespective of the skipper.

20.2.6. Yachts in all classes shall drop their two worst scores when calculating the final series score for Consistency Racing. However, a score of “DNE” (Disqualification Not Excludable) cannot be discarded.

20.3. CLUB BACK TO BACK RACING

20.3.1. A yacht’s total elapsed time in a back to back racing event shall be calculated from the sum of her elapsed times for each race in the event.

21. HANDICAPS 21.1. The handicap system that is used for calculating race results will be:-

21.1.1. Consistency Racing (All classes): GYC modified Back Calculated Yardstick System.

21.1.2. Twilight Racing: Penalty Minute System (3,2,1)

22. SUPPORT CRAFT 22.1. Official support craft will display the Green and White Diagonal flag will

have right of way at all times. No protest against support vessels, either directly or indirectly, will be entered into.

23. RETIREMENT 23.1. The skipper of a yacht, which retires during a race, must inform the Race

Tower staff or the Officer Of the Day, of the retirement within one hour of the yacht reaching the shore or the yacht’s specified mooring. Failure to do so, may cause the yacht to be excluded from the next race results.

24. TWILIGHT RACING

24.1. Headsail area may be decreased, but not increased at any time during the race.

24.2. The use of spinnakers will not be permitted, however the spinnaker pole may be used.

24.3. There is no provision for shortening courses. A race may be abandoned, being indicated by a flashing of all the “start/finish‟ lights not less than 30 minutes after a race start.

25. JUNIOR CLASSES 25.1. Where a junior class has both “A‟ and “B‟ classes racing, an “A‟ class

skipper will incur a 20% time penalty if that skipper, for any reason, skippers any part of a “B‟ class race.

26. RADIO COMMUNICATION 26.1. A yacht shall neither make radio transmissions while racing nor receive

radio communications, including mobile telephone calls, which are not available to all yachts.

27. GYC RADIO FREQUENCIES 27.1. Official GYC Radio Frequencies during Club Events are:

27.1.1. CB = Channel 94 27.1.2. VHF = Channel 73 27.1.3. HF = 4146 MHz

28. PRIZES

28.1. The following prizes will be awarded, subject to classes meeting the Class Racing Requirements, at the Annual G.Y.C. Presentation Night. 28.1.1. PELICANS 28.1.2.
