  • Geotechnical Risk Management: adding value to construction projects In 2001 Professor Chris Clayton authored the ICE publication titled Managing Geotechnical Risk and this seminar in Cardiff will in part be a 10 years on event from this work focussing on current knowledge and best practice. The seminar incorporates a facilitated discussion session on the value that can be gained from the effective management of geotechnical risks, particularly in the current economic climate. A second discussion session will focus on how this value can be best captured

    Support statement from the Welsh Assembly Government

    In early 2009 the Welsh Assembly Governments Transport and Strategic Regeneration, Roads and Projects Division, initiated a review of its compliance with standard HD22/08 Managing Geotechnical Risk which is contained in the Design Manual for Roads and Bridges. It wished to move away from a process driven methodology to geotechnical risk management, whereby geotechnical certification was the principal aim, towards a value driven approach. The purpose of driving value into its projects is of primary importance with the certification being a natural by-product and audit trail for standards compliance.

    It should be well recognised nowadays that ground-related problems can adversely affect project cost, completion times, profitability, health and safety, quality and fitness for purpose. These can also lead to environmental damage not forgetting the corporate damage that can ensue when things go wrong. As part of its review, Assembly officials along with its consultants, Halcrow, embarked on a fact finding trip to meet colleagues in Transport Scotland who had been undertaking geotechnical certification work for some 20 years. During this visit it became clear that the effective management of the certification process can add significant value to projects whilst also enhancing the quality of risk management within the industry and also increasing the confidence of clients, contractors and their multidisciplinary teams in the effective and efficient delivery of their projects i.e. fewer surprises.

    I am delighted, therefore, to confirm the Welsh Assemblys support for this seminar. It will provide a refreshed focus on value led geotechnical risk management whilst ensuring that geotechnical professionals, clients and contractors alike consider geotechnical risks as part of a wider set of project risks rather than isolated technical issues. It supports the Assemblys desire to see the bar raised across the construction sector in this key area. It will do this by bringing together a wide variety of professionals and key stakeholders together with MSc students from Cardiff University to consider, discuss and debate the issues and ensure that maximising the value that can be gained both now in these financially austere times and long into the future is at the core of our management of geotechnical risks on construction projects in Wales.
