• Work in pairs, you are the Governor in charge of Port Douglas

• You have to decide what happens to the coast – will you encourage development or try to conserve this special coastline?

• Record the decisions you make on your copy of the record sheet

At the start of your game, all of your ratings are 100. Your ratings will change during the game depending on the decisions you make.

WARNING! VERY IMPORTANT INFORMATION: If any of the scores fall below zero during the game, you will get the sack for mismanagement…

Decision 1: Impossible Decision!

• Tom Cruise wants to make the new Mission Impossible movie along the coast.

• The publicity will bring in plenty of jobs and visitors, but it will put pressure on the environment.

• Should we give the movie company permission to film here?

Decision 2: Reef at risk• A local tour boat company want to increase the number of tours for scuba divers out to the Great Barrier reef.

• It will allow more people to enjoy a world heritage site, but many experts say the reef is under threat. More divers will cause more damage the corals

• Should we give the tour boat company permission?

Decision 3: Affordable Homes

• More and more people are buying second homes in Port Douglas.

• Most of them are snapped up by outsiders.

• A local property developer wants to build affordable homes for local people.

• Young local people cannot afford to buy homes, but building new ones will put more pressure on land and local services.

• Should we give them planning permission?

Decision 4: McDecision• McDonalds want to open a fast food restaurant in Port Douglas.

• It will create more jobs, and many local people are looking forward to the Big Macs.

• Some local restaurant owners are concerned about the effects on their businesses and litter.

• Should we give McDonalds permission to open a restaurant here?

Decision 5: The road ahead• Developers want to improve the road north which would improve access to isolated places along the coast. At the moment there is little more than a dirt track running north.

• The developers have also agreed to open a new library and health clinic in Port Douglas.

• Local people are mostly in favour of the idea, but the Green Party are up in arms – acres of rainforest will be lost.

• Should we give them permission to build the new road?

Decision 6: Reef recovery• Researchers from Queensland University report that the Great Barrier Reef is under threat from global warming, changes in sea temperature, pollution and damage done by divers.

• Environment campaigners say that unless something is done soon, the reef may be destroyed! They recommend banning diving for two years on the local reefs to give them a chance to recover

• Many local people rely on the divers for their livelihoods.

• Should we ban reef divers for two years to help the corals recover?

Decision 7: Eco-Lodge• A major tourist company want to open a Rainforest Eco-Lodge on the edge of the rainforest. Visitors will stay in luxury wooden huts.

• The tourist company says the Lodge will cause limited damage and bring wealthy tourists into the area. They say the holiday experience will be educational are visitors will learn about the rainforest.

• Local conservationists say the plans are anything but ‘eco-friendly’.

• Should we allow the tourist development?

Decision 8: You have the power!• An electricity company is seeking approval to extend power cables further north into more remote areas of the coast.

• Most people are in favour - Many remote areas have no electricity supplies, which seriously restricts development.

• Some people are concerned this will lead to further unwanted development and do not want their traditional way of life to change too much.

• Should we allow the electricity company to extend electricity supplies further north?

Decision 9: To buy back or not to buy back? • The Australian Government has put in place a ‘buy back’ scheme. It wants to buy back ownership of parts of the Daintree rainforest from private ownership so it can be protected from development.

• The Government has offered to pay 75% of the cost. Many local people think the money should be spent on improving local services like schools and hospitals.

• Will you contribute to the ‘buy back’ scheme?

Decision 10: What would you do?

• A property developer want to open a luxury marina on the outskirts of Port Douglas.

• It will include Yacht moorings, waterside restaurants, and expensive luxury apartments.

• Should the deal go ahead, the developer has said they will offer you one of the apartments for a ‘special low price’.

• Should we give the new marina development the go ahead?
