FDI norms eased across 15 sectorsThe easing of norms increase the opportunity and flexibility for foreigners to invest into Indiaand should have a significant impact on resource inflows.

The government hasaimed at giving a big

    boost to Foreign Direct

    Investment (FDI),

    easing norms across 15

    sectors including

    defence, banking,

    construction, single

    brand retail,

    broadcasting and civil

aviation. The move is aimed at boosting the investment

environment and attracting more foreign capital to the

    country.

For facilitating faster approvals on most of the proposals,

the government also raised the threshold limit of approval

by Foreign Investment Promotion Board from the earlier

Rs.3,000 crore to Rs.5,000 crore. As per the extant policy,

FIPB considers foreign investment proposals of inflow up

to Rs.3,000 crore and those above that limit are placed for

consideration of the Cabinet Committee on Economic

    Affairs.

The crux of these reforms is to further ease, rationalise

and simplify the process of foreign investments in the

country and to put more and more FDI proposals onautomatic route instead of Government route where time

and energy of the investors is wasted.

For the sake of ease of doing business, the Industry

Ministry will soon consolidate all FDI related instructions

contained in various notifications & press notes and

prepare a booklet so that the investors do not have to refer

to several documents of different time-frames.

    Sectorscovered

    Construction sector

The struggling construction sector will be a major

beneficiary as radical changes in FDI norms have been

brought in to boost demand for steel, cement and spur

economic activity, ultimately with an aim to help build 50

million affordable houses for the poor. Several conditions

have been removed including the area restriction of floor

area of 20,000 square metres in construction development

projects and minimum capitalisation of $5 million which

needed to be brought in within six months of the

commencement of business. Also, foreign investors have

been allowed to exit and repatriate their investment under

automatic route before the completion of the projectprovided they complete a lock-in period of three years.

The condition of lock-in-period would not apply to hotels

and tourist resorts, hospitals, special economic zones

(SEZs), educational institutions, old age homes and

    investment by NRIs.

    Defence production

Foreign investment up to 49 per cent has been allowed

under automatic route from the earlier government

approved route. Proposals for foreign investment in

excess of 49 per cent will be considered by FIPB.

Portfolio investment and foreign venture capitalinvestment, which were restricted to 24 per cent, have

now been hiked to 49 per cent and that too through the

automatic route. To ensure that ownership and control

remain in Indian hands, Government approval will be

required in case of infusion of fresh foreign investment

within the permitted automatic route level, resulting in

change in the ownership pattern or transfer of stake by

existing investor to new foreign investor.

    Broadcasting

In terrestrial Broadcasting FM (FM Radio), and in up-

linking of News & Government route Current AffairsTV Channels FDI upto 49 per cent is allowed through the

FIPB route (from the earlier 26 per cent), while 100 per

cent FDI is allowed through the automatic route in up-

linking of Non-News & Current Affairs TV Channels.

100 per cent FDI is also allowed (up to 49 per cent

automatic route and beyond that through government

route) in teleports, direct to home, cable networks, mobile

TV, headend in the sky broadcasting service and cable

    networks.

    Banking

In private sector banking, a composite cap has been

brought in by removing the sub-limits for FDI and FII,

thereby allowing FIIs/FPIs/QFIs to invest up to the

sectoral limit of 74 per cent provided there is no change

of control and management of the investee company. The

existing foreign portfolio limit of 49 per cent was coming

in the way of fund raising plans of private sector banks

such as Yes Bank, Kotak Mahindra Bank and Axis Bank.

The new rule will give the banks and investors

considerable flexibility in raising funds and investing

    respectively.

    Plantations

Plantation activities namely; coffee, rubber, cardamom,

palm oil tree and olive oil tree plantations will now be

eligible for 100 per cent foreign investment underautomatic route. As of now, only tea plantation was open

    to foreign investment.

    NRI investments

    Investment by companies/trusts/partnerships owned &

controlled by NRIs on non-repatriation basis will now be

    treated as domestic investment.

    E-commerce

Manufacturers have been allowed to sell their product

through wholesale and/or retail, including through e-

    commerce without Government approval.

    Retail

Though multi-brand retail has been left untouched, the

government has announced easing of several

conditionalities for single brand retail trade (SBRT) and

e-commerce. In case of state of art and cutting edge

technology, sourcing norms (that 30 per cent of value of

goods will have to be purchased from India) can be

relaxed subject to Government approval. The government

also permitted entities who have been granted permission

to undertake SBRT, to do e-commerce. The government

has eased FDI policy conditionalities for Single Brand

Retail Trading, besides permitting 100 per cent FDI in

duty free shops. Also, a single entity will be permitted to

undertake both the activities of single brand retail trading

and wholesale with the condition that conditions of FDI

policy on wholesale/cash & carry and SBRT have to be

complied by both the business arms separately. Currently,

wholesale/cash & carry trader cannot open retail shops to

    sell to the consumer directly.

    LLPs

100 per cent FDI in LLPs (Limited Liability Partnerships)

has been permitted under automatic route.

    Aviation

Regional Air Transport Service will be eligible for

foreign investment up to 49 per cent under automatic

route. Under the present FDI policy, foreign investment

up to 49 per cent is allowed only in Scheduled Air

    Transport Service/ Domestic Scheduled Passenger

    Airline.

    Foreign equity caps

Foreign equity caps in non-Scheduled Air Transport

    Service, Ground Handling Services, Satellites-

establishment and operation and Credit InformationCompanies have now been increased from 74 per cent to

100 per cent. Further, sectors other than Satellites-

establishment and operation have been placed under the

    automatic route.

    Commitmenttoreforms

The relaxations announced are important from the

standpoint of the ease of doing business. But more

important is the timing. It came soon after the humbling

of the ruling alliance at the Centre in the Bihar assembly

elections. The fact that the opening-up to FDI has

happened notwithstanding electoral reverses sends out awelcome signal of a government committed to reforms.

While it would be an exaggeration to call it the biggest

liberalisation initiative since 1991, the larger message and

symbolism cannot be missed. Whether these measures

will result in actual investment immediately is, of course,

another matter. Real estate and construction, for instance,

are in the doldrums because of an over-supply of units

and lack of buyer appetite. It is doubtful whether just

making it easier for foreign investors to enter and exit will

address the underlying problem of demand.

By getting back to business with a big bang reforms push,Modi has signalled his resolve to regain the initiative on

the economic front, political setbacks notwithstanding.

The economy badly needs that kind of focus. It is high

time our political parties evolved some kind of consensus

on not allowing local political issues to come in the way

of national governance. The relaxations demonstrate this

administrations stated principle of less government,

more governance at work. This, as much as the reform

measures themselves, should address one of the major

areas of concern for foreign investors about doing

business in India not the rules themselves so much asthe complications of compliance.

That said, all the measures announced fall within the

ambit of executive discretion and do not require

parliamentary approval. Pushing through other key

reforms, including the much delayed Goods and Services

Tax regimewill not be as easy; they will require

considerable political management on the ruling partys

part to bring about broader consensus.

FacesLewis Hamilton: Race to gloryThe Briton, who races for Mercedes AMG Petronas team, has emerged as the Formula OneWorld Champion for the third time after his wins in 2014 and 2008

Lewis Hamilton, born in 1985 at Stevenage, England, is

one of the most successful Formula One (F1) Grand Prix

racing drivers of the early 21st centuryhas been named as

the richest sportsman in Britain with a fortune of 88m,

an increase of 20m on the previous year.In 2008 he won

his first F1 world drivers championship, becoming the

first black driver to capture that title.

Hamilton began his driving career when he was eight

years old. He won the British Kart Championship when

he was 10. Three years later Hamilton was signed to the

McLaren and Mercedes-Benz Young Driver Support

Programme, where he was given the support and backinghe needed to train and develop his skills. From 1998 to

2000 he won European and world karting championships,

and at age 15 he became the youngest-ever driver to be

ranked number one in the sport.

Hamilton progressed to car racing, and in 2003 he

captured the British Formula Renault race series

championship by winning 10 of the 15 races he entered.

The following year he competed in the Formula Three

Euroseries championship. He won the championship in

2005, and in 2006 he joined a team competing in GP2

(Grand Prix 2)a race series designed to help driversprepare for F1and won the GP2 title in his one season

    in the series.

In 2007 Hamilton joined the McLaren F1 team. In his

rookie season he came in second in the world drivers

championship, only one point behind the winner,

Finlands Kimi Rikknen. His four race victories that

year tied Jacques Villeneuves F1 record for most wins in

a rookie season. The following year, at the age of 23, he

won five races to secure the drivers championship.

(Hamilton was the youngest person to have claimed the

title, until Sebastian Vettel won the championship in

    2010.)

In subsequent seasons with McLaren, Hamilton continued

to be one of the top drivers on the F1 circuit, winning two

races in 2009, three in 2010, three in 2011, and four in

2012. In September 2012 Hamilton decided to leave

McLaren to join the Mercedes-Benz F1 team. He had

some difficulty adjusting in his first season with

Mercedes-Benz, winning just one race in 2013, but

Hamilton nevertheless managed to rack up enough points

to finish in the top five of the drivers championship

standings for the seventh consecutive season.

    Hamilton dominated the

    F1 season in 2014,

    winning a career-high 11

races out of a total 16 to

    capture his second

    drivers championship.

He was just as dominant in 2015, when he won his third

drivers championship one month before the season

ended. In both seasons Hamiltons performance,

combined with that of teammate Nico Rosberg, enabledMercedes-Benz to win the F1 constructors

    championship.Hamilton inked a three-year contract

extension in May to drive for Mercedes F1 team.He is

one of the most marketable drivers in the sport (the UKs

SportsPro magazine named him the most marketable

athlete in the world in 2014).

Hamiltons teammate is his biggest rival as well. The

Englishman says Rosberg, who finished runner-up this

year, complains a lot, following a tense season. There

have been a series of flashpoints between Hamilton and

Rosberg this year, particularly at the Japanese and USGrands Prix, at both of which the German felt Hamilton

had been too aggressive while passing him at the start of

the race. The incidents at Suzuka and in Austin happened

with Rosberg on the outside being forced off the track by

    Hamilton.

The world champion said: Youve seen he complains

about a lot of things. But you kind of let it go over your

head because thats just the way he is.Its kind of the

different background we come from, I guess. This is not

the first time Hamilton has referred to the fact his parents

split when he was young and he grew up on a council

estate, while Rosberg spent his childhood in Monaco as

the son of 1982 Formula 1 champion Keke Rosberg.

The world champion continues Im not here to make

friends, to finish the race and say: Hey, that was a lovely

race, chap, you were so friendly with me, and you let me

win. This is the one opportunity and you take it. That

doesnt mean wiping someone out or cheating but you

have to be fierce, strong and hard to as much of the limit

    as you can be.

Business BiographyMark Zuckerberg: The social networkerOne of the most iconic figures of the internet age who unleashed the social networking power of the web,

the Founder-Chairman and CEO of Facebook has decided to donate 99% of his fortune to charity

Facebook founder and CEO Mark Zuckerberg is always

in news and November was no different. First he topped

the Forbes magazines list richest entrepreneurs in

America under the age of 40. Next he was second only to

Nikes Mike Parker in Fortune magazines list of top 50

global business leaders. And in the last week of the same

month he was blessed with a daughter. He also made an

announcement Indian business families would baulk at

emulating. 31-year old Mark and his wife Priscilla Chan

said they will give away 99% of their shares in the

company to good causes as they announce the birth of

their daughter Max. He said they were donating their

fortune to the Chan Zuckerberg Initiative to make the

world a better place for Max to grow up in. Billionaire

investor and ace philanthropist Warren Buffet

congratulated Zuckerberg and Chan, proclaiming that

when it comes to giving away your fortune, 30 is the

    new 70.

The donation amounts to $45bn at Facebooks current

value. However the shares will not be donated to charity

immediately, but over the course of the couples lives.

The aim of the Chan Zuckerberg Initiative is to advance

human potential and promote equality for all children inthe next generation. Its initial areas of focus will be

personalised learning, curing disease, connecting people

    and building strong communities.

Everything Mark Zuckerberg does is eyed with intense

scrutiny, not least due to the nature of Facebooks

business of making money from personal data. But while

the 31-year-olds previous charitable efforts have been

criticised for being too focused on building Facebooks

user base, this latest pledge appears to leave the Facebook

    business to one side.

Its a continuation of what weve seen developing over

the past six months, where Zuckerberg appears at ease

hosting heads of state and talented youth as he does in the

company of his own development team. His October 28

Townhall Meeting in Delhi was thronged with

enthusiastic IIT, Delhi students among others.

The days of Mark Zuckerberg being seen as a nerdy,

awkward tech dork are well behind us. His ambition now

is clearly to be a significant figure on the global political

    and well-being stage.

Mark was born into a comfortable, well-educated family.

His father, Edward Zuckerberg, ran a dental practice

attached to the familys home. His mother, Karen, worked

as a psychiatrist before the birth of their 4 children.

Zuckerberg developed an interest in computers at an early

age. After graduating from Phillips Exeter Academy in

2002, Zuckerberg enrolled at Harvard University where

he soon developed a reputation as the go-to software

developer on campus. He invented Facemash, which

compared the pictures of two students on campus and

allowed users to vote on which one was more attractive.

The program became wildly popular, but was later shut

down by the school administration after it was deemed

    inappropriate.

Based on the buzz of his previous projects, three of his

fellow studentsDivya Narendra, and twins Cameron

and Tyler Winklevosssought him out to work on an

idea for a social networking site they called Harvard

Connection. He agreed to help with the project, but soon

dropped out to work on his own social networking site.

    Zuckerberg launched thefacebook.com (renamed

Facebook in 2005) as a directory in which fellow Harvard

students entered their own information and photos into a

template that he had devised in February 2004.

Zuckerbergs roommates, Dustin Moskovitz and Chris

Hughes, helped him add features and make the site

available to other campuses across the country. Facebook

quickly became popular as registered users could create

profiles, upload photos and other media, and keep in

    touch with friends.

Zuckerberg moved to a more formal business structure in

May 2012 when Facebook launched its initial public

offering, which raised $16 billion, making it the biggest

internet IPO in history. Facebook has handled this huge

influx of cash well. His noteworthy acquisitions include

mobile instant messaging service WhatsApp in Feb 2014

for $19 billion, Oculus VR, a virtual reality technology

company, for $2 billion in March 2014 and photo sharing

site Instagram for $1 billion in April 2012.

has been aggressively acquiring companies to build its technological edge. This year Banga signed a 10-year deal that

impregnable bulwarks as he tackles the challenge of shifting from a world-centered around the PC and purchased

software to a universe of mobile devices and streamed (or even free) software. But Nadella is rising to the task.

Microsofts Surface tablet/PC passed USD 1 billion in annual sales, can be seen on the sidelines in NFL games, and feels
