Introduction

In response to the recommendations for training and qualification identified in Significant Operating Experience Report (SOER) 06-1 “Rigging, Lifting, and Material Handling” issued in October 2006, NANTeL created an online training course “Rigging and Lifting for Supervisors.” This course was made available to the industry in July, 2007.

During the design of this course a conscious decision was made by the INPO subject matter expert to focus only on rigging and lifting activities and not include material handling. The purpose for this decision was to address the significant number of rigging and lifting events occurring in the industry from 2000 – 2006, and to address knowledge and skill deficiencies for management personnel who observe and supervise rigging and lifting actitivies.

SOER 06-1 was revised in May, 2008 to communicate issuance of WANO SOER 2008-1 of the same title in April 2008. INPO and industry requests have been made to revise the NANTeL “Rigging and Lifting for Supervisors” course to include material handling activities.

Training Needs

Revision 1 to SOER 06-1 includes specific recommendations for training personnel involved in material handling activities. After reviewing the recommendations and soliciting input from industry supervisors and managers the decision was made to create a separate course for material handling rather than incorporating the recommendations into the existing rigging and lifting course. The reason for this decision is threefold:

The “Rigging and Lifting for Supervisors” course is specifically targeted for managers and supervisors who observe those activities and not for individuals who perform material handling activities.

Many personnel perform material handling activities are not associated with rigging and lifting activities. There is no value in training this population on activities they do not perform.

Personnel who have completed the Rigging and Lifting for Supervisors course would have to take the same course again to receive only the material handling component.

A web based course will address the training recommendations of SOER 06-1revision 1for material handling activities and, when taken in conjunction with “Rigging and Lifting for Supervisors” will provide consistent training for most of the training recommendations of the SOER. However, utilities should review the training recommendations for any site specific content or hands on training requirements.

Audience

The target audience for Material Handling training is significantly diverse. The characteristics of this audience are typically:

1. Eighteen to fifty-five years of age 2. Geographically dispersed across the country 3. Beginning to intermediate level of computer literacy 4. Educated to a high school equivalency or higher

5. Proficent with reading at a 7-12 grade level 6. Minimally accesible to computers (usually in a computer lab) 7. Novice to expert level use of the internet 8. Average in cultural diversity 9. Minimally to moderately motivated to perform duties 10. Perform material handling duties as part of their normal job function

Goals and Objectives

The goal of this course will be to provide awareness training for risks and hazards associated with handling of non-suspended loads. The student will understand general use material handling equipment.

After completing the web based Material Handling training, students will have met the training recommendations for material handling activities of SOER 06-1, excluding any site specific information or practical exercises.

Learning Objectives

After completing this course the student will be able to:

Identify potential material moving, handling, and storing hazards

Recognize proper lifting techniques for manually moving material

Discuss considerations for selection of proper type of material handling equipment

State requirements for proper inspection and use of material handling equipment

Discuss or describe lessons learned from industry operating experience related to material handling
