GENERAL MANAGERJob Description

Under the direction of the Board of Directors, the General Manager serves as agent of the Board of Directors in planning, directing, managing and overseeing the services, activities and operations of the District, including Administration, Engineering, Finance, Operations, Human Resources, Customers Service and Community Relations.

The General Manager serves as chief executive officer of the District, ensuring that services and operations are delivered in an efficient and effective manger. The General Manager is responsible for implementing policy decisions made by the Board of Directors, facilitating the development and implementation of District goals and objectives, and providing thorough administrative support to the Board of Directors.

Duties and Responsibilities

The General Manager serves as chief executive officer of the Hidden Valley Lake Community Services District by:

Assuming full management responsibility for all District operations, services and activities

Planning, directing, managing and overseeing the activities and operations of the District

Providing for an effective community image through presentation to community groups and membership in local and civic organizations; maintaining contacts with the media and community leaders

Providing positive and constructive leadership and management

Implementing the District’s Long-Range Plan; reviewing the plan and it recommendations with the Board of Directors at least once per year

A qualified candidate will have knowledge of:Operations, services and activities of a water, wastewater and reclaimed water agencyProviding water, wastewater and reclaimed water services in compliance with federal and state regulationsAdvanced principles and practices of public administration, including the organization, functions, and issues facing a community services districtAdvanced principles and practices of organization, management and supervision and strategic planningGovernmental accounting, budget preparation and executionGovernment, governing body and legislative processesThe social, political and economic landscape and operating challenges of delivering water, wastewater and reclaimed water servicesPrinciples of effective public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of governmentBachelor’s Degree with major coursework in water resources, planning, engineering, natural resources, public policy or administration or a related field required, Master’s degree preferred.Five years of experience with a water purveyor and/or wastewater services provider. Three years of executive management experience.

WATER RESOURCES SPECIALIST

Essential Functions

Additional duties:Qualifications

Collects, assembles, analyzes and interprets data pertaining to a variety of water and wastewater resource management issues, including supply/demand projections, water use and treatment, wastewater treatment, water quality, water conservation, financial analysis and historical trends. Provides data for use in feasibility studies.

Prepares narrative and statistical reports in accordance with regulatory requirements on topics such as the field operations, the Watermaster, groundwater monitoring, water loss, monthly billed consumption and solar monitoring.

Represents the District at public and utility-related organizations, makes oral presentations, presents findings and assists with the preparation and presentation of water resources exhibits at community events.

The Water Resources Specialist must possess knowledge of:

6 Rules of English grammar, punctuation and spelling

6 MS Office products (Word, Excel and Outlook), Publisher and Adobe Acrobat Writer

6 Principles of database management

6 Supervisory Control and Data Acquisition (SCADA) systems and software

6 Basic operation, equipment and terminology associated with water treatment, wastewater treatment and distribution systems

6 ArcGIS database software

6 Bachelors’s Degree with major coursework in water resources, planning, engineering, natural resources, public policy or administration or a related field preferred, but not required.

6 Three years of experience with a water purveyor and/or wastewater services provider.

6 Write grant proposals, loan proposals and Requests for Proposals

6 Direct the planning and administration of grant and loan programs

6 Plan and conduct advanced analytical and research studies

6 Represent the District at various state and local boards and groups

6 Make sound decisions within procedural guidelines

6 Establish and maintain effective working relationships with in-house personnel, the public and outside agencies

Job Description

Under general supervision, the Water Resource Specialist plans and conducts technical studies and special projects to support District operations and policy/program development; develops and maintains a variety of technical databases; compiles various regulatory reports on a regular basis; manages the District’s GIS and SCADA programs and databases; oversees various vendors that provide services to the District; applies for and administers grants and loans; represents the District on various state and local boards and in public forums; and performs related duties as assigned.
