1 Introduction The city of Sydney, Australian Paralympic Committee (APC), Shooting Australia and World Shooting Para Sport (WSPS) are pleased to invite you to Sydney 2019 World Shooting Para Sport Championships.
The competition will be held in Sydney, Australia from 09 – 19 October 2019.
1.1 Organisation and Administration
The Local Organising Committee (LOC) will handle the administrative procedures of the Championships in association with the World Shooting Para Sport. The postal address of LOC is as follows:

1.2 Distance
The distance from Sydney International Airport to the hotel takes approximately 60 minutes.
It takes 20 – 25 minutes to the competition venue from the championship hotels.
1.3 Location
Sydney is the state capital of New South Wales and the most populous city in Australia and Oceania. Located on Australia's east coast, the metropolis surrounds Port Jackson and sprawls about 70 km (43.5 mi) on its periphery towards the Blue Mountains to the west, Hawkesbury to the north and Macarthur to the south.

2 Competition Information 2.1 Date of Competitions
The Sydney 2019 World Shooting Para Sport Championships will feature a full program of Rifle, Pistol, Para Trap, and Visually Impaired (VI) Events (R1-R9, P1-P5, PT1-PT3, VIS, VIP).

2.2 Technical Meeting
The Technical Meeting will take place on 11 October 2019, at the shooting range / Finals Hall. Each participating IPC Member Federation is kindly requested to have at least one representative present at the Technical Meeting to receive updated information regarding final schedules, draw procedures and other important issues related to Sydney 2019 World Shooting Para Sport Championships. The time of the meeting will be confirmed after the Final Entry Deadline.

2.3 Ceremonies
2.3.1 Opening and Closing Ceremony
The Opening Ceremony will take place on 11 October 2019. Exact time and venue will be confirmed with the distribution of the Final Competition Schedule.
The Closing Ceremony will take place on 18 October 2019. Exact time and venue will be confirmed with the distribution of the Final Competition Schedule.
2.3.2 Victory Ceremony
The Victory Ceremonies will take place at the shooting range immediately after the end of each Final (see also: final schedule for exact details). During the ceremonies the athletes are required to present themselves in their official national uniform or national tracksuits (tops and bottoms).
2.3.3 Flags and Anthems
All participating teams are required to bring with them three (3) national flags (1x2m) and one (1) copy of their national anthem, and deposit them with the LOC during the registration process.

2.5 Preliminary Program

2.6 Competition Duration
The competition duration is based on the minimum days of competition plus 2 additional days for International Classification (if required) and Equipment Control.
2.7 Rules and Regulations
The competition will be conducted under World Shooting Para Sport and ISSF Technical Rules and Regulations and World Shooting Para Sport Classification Rules and Regulations.

WSPS Juries (Jury of Appeal, Competition Juries, RTS Jury, and Equipment Control Jury) will be designated by WSPS to supervise the Sydney 2019 World Shooting Para Sport Championships. Qualified Range Officers / Referees holding applicable WSPS licenses will conduct the competitions.

2.8 Equipment
2.8.1 Rifle / Pistol Equipment
Equipment Control will be conducted according to WSPS Rules using approved, calibrated instruments. Pre-competition testing is mandatory, and athletes are responsible for competing with legal equipment and clothing. All athletes are subject to being selected for random post-competition testing and will be disqualified if their equipment or clothing is not legal according to the WSPS Rules.
2.9 Eligibility Criteria for Participation
2.9.1 Athlete Eligibility
To be eligible athletes must:
1. Hold an active World Shooting Para Sport License for the 2019 Season.
2. Be internationally classified with a “Review”(R) or “Confirmed”(C) sport class status before 1 September 2019.
3. Have achieved a Minimum Qualification Score (MQS) at a World Shooting Para Sport Recognised Competition.
2.9.2 MQS
Athletes must have achieved a Minimum Qualification Score (MQS) at a World Shooting Para Sport recognised competition for one event between 01 June 2018 and 01 October 2019. An athlete may compete in multiple events as long as they have achieved the MQS score in each event.

2.10 Maximum Entry per NPC
NPCs or organisations authorised by the NPC and accepted by World Shooting Para Sport are allowed to enter a maximum of four (4) athletes for individual events and only one (1) team per event for team events.
2.11 Medals
One (1) set of medals per event will be awarded. In team events medals will be presented to all team members participating in the event (e.g. 3 Gold, 3 Silver, 3 Bronze).
2.12 Viability of Events
Events are considered viable if they have a minimum of four (4) countries entered after Entry by Number.
Team Events will be considered viable if they have a minimum of three (3) eligible NPCs entered.
Otherwise events are not considered viable and will be cancelled.
2.13 International Classification
International Classification will NOT be conducted during these Championships. All athletes must have an International Classification prior to this competition.
2.14 Anti-Doping
Doping control will be conducted in accordance to the IPC Anti-Doping Code. For further information visit:

2.15 VI Events
All athletes will be responsible to bring their own LED lights to the competition that will be mounted to the targets.
2.16 Wild Card
Athletes may apply to compete in additional events which they do not have an MQS through the Wild Card process. These requests must be made prior to the entry by name deadline.

3 Registration 3.1 Entries and Registration
All athletes must be entered by their respective NPCs or Organisations authorised by the NPC and accepted by World Shooting Para Sport.
All NPCs must declare their entries within the given deadlines. If an athlete hopes to obtain an MQS in August, they must be entered by the entry deadlines.
Late entries received after the entry deadline must pay a EUR 50 fee per start in order to be considered.
Replacement entries can be accepted in the same event only due to injury or medical reason.
The LOC must approve if any late changes can be accommodated (e.g. firearms import arrangements).
3.2 Accreditation
All persons involved in the Sydney 2019 World Shooting Para Sport Championships (Athletes, Team Officials, WSPS Officials, OC Officials, Media Persons) must have accreditations that clearly identify the accreditation holder (with photograph, family name and first name, nation and function) in order to use the local transportation and to enter controlled areas on the shooting range.
Accreditations (for persons registered before the Late Entry Deadline and who have a photograph in the IPC SDMS database) will be prepared by WSPS and the LOC. All other accreditations will be prepared by the Sydney 2019 World Shooting Para Sport Championships Accreditation Office. Accreditations and bib numbers will be distributed by the Organising Committee after payment of the entry fees.
All accreditation cards will be handed out at the registration centre at the range. It is important that the team leader for each nation arrives before or together with their first group of participants. Only the team leader for each country will be able to confirm the accreditation of all the members of their delegation. Further information regarding accreditation will be forthcoming.
3.3 Media Relations
All Media representatives must register for the Sydney 2019 World Shooting Para Sport Championships by using the Media Accreditation Form.

4 Entry Package 4.1 Entry Fee
The Entry Fee of Athletes and Teams Officials for Sydney 2019 World Shooting Para Sport is EUR 500 excluding accommodation and transportation.
4.2 Payment of Entry Fee
The Entry Fee of EUR 500 per participant must be paid by transfer to the IPC. Upon submission of the online Entry by Name, NPCs will be issued a Participation Fee Invoice.
This invoice must be paid direct to IPC (bank details below) no later than 07 September 2019.

4.3 Unofficial Training
SISC will require to view your Australian Shooters International Shooting Permit (Commissioners Permit) upon arrival along with your passport each day of practice. Please ensure you have them with you at all times. You will also be required to have your permit with you every day of the competition. If fees are required for training outside of the official training, they will be paid direct to SISC prior to commencement of training. These fees can be paid by cash or credit card at the SISC reception.
5 Accommodation, Meals and Transportation 5.1 Transportation
LOC will provide transportations service from Sydney (Sydney) International Airport to the Official Championship Hotels, and from the Hotels to the Shooting Range during the duration of the Championships.
Arrival & Departure Transport Service (airport – hotel - airport) will be provided on the designated Official Arrival and departure Days (9 – 10 October, 19 October 2019) only.
Transportation outside of the official arrival and departure days will be subject to a EUR 100 fee per person per trip in addition to the Transportation charges.

Any teams travelling outside of the official arrival and departure days are required to contact the LOC for their arrangements.
This transportation is including the transfer of firearms and ammunition from the airport to the armoury of the shooting range.
5.1.1 Hotel – Venue Daily Shuttle
LOC will operate daily shuttle bus (wheelchair accessible) from the Official Championship Hotels and competition venue for the duration of the Championships. The daily shuttle schedule will be published at the hotels and on the range.
5.1.2 Individual Departures
Any person departing by themselves with less than four Category A, B or H firearms, can apply for a Restricted Goods Permit. Please see chapter 7 for more information.
5.1.3 Team Departures
The process for team departures is still to be confirmed, but this may be available to teams that have a number of individuals departing on the same flight. The application is to be registered in a team member that holds a Commissioners Permit, this person will be responsible for all firearms being exported for that occurrence.

5.1.4 Airport Departures
Be aware that International Flights will require a minimum check-in time of 3 hours prior to departure with firearms. Allowing 1-hour drive from the range and an additional 1⁄2 hour from hotel to the range to collect the firearms you will require 4 1⁄2 hours prior to a flight to collect firearms. It is strongly encouraged you do not book early morning departures.

5.3.1 Meal Service
Meal service (breakfast, lunch and dinner) is included during Championship period.
The first meal service is dinner on 9 October 2019. The last meal is breakfast on 19 October 2019.
Breakfast and dinner will be served at Championship Hotels; lunch will be served at the shooting range (SISC)
Opening ceremony and Closing ceremony banquet is included.
Any requirements for specific dietary, allergy or diathesis should be notified to the LOC with details while the submitting the entry form.
5.3.2 Notes for Accommodation
Accommodation must be made for a minimum stay of five (5) days.

7 Firearms & Ammunition 7.1 Firearms Importation and Licensing
All competitors, team officials and carers/assistant staff who may handle firearms must apply fora firearms license by completing the P634 Firearms Permit (Commissioners Permit) and Overseas Temporary Visitors Competitor Legitimate Reason form (OTVCLR).
Junior competitors (minors) under the age of 18 years must also provide and complete Sections 6 and 7 of the OTVCLR and provide supporting documents.
All possible competitors that may be competing at this Sydney 2019 World Shooting Para Sport Championships for your country (even if you withdraw them at a later date) are required to complete both the P634 Firearms Permit and Overseas Temporary Visitors Competitor form and return them along with a scanned copy of the supporting documents listed below to the Organising Committee by no later than 10 AUG 2019.
Australian Firearms Laws require any person handling, carrying or using an Air Rifle or Pistol, .22 Rifle or Pistol or a Shotgun to have a Firearms Permit.

7. The make, model, calibre, action and serial number of the firearm for which the permit is sought
8. If more than one firearm is being imported, details of the special need for additional firearms must be supplied

7.2 Additional requirement for competitor under the age of 18
1. Details of person travelling with minor (i.e. parent, guardian, coach, relative) completed on the legitimate reason form (OVCLR section 7)
2. Consent from the parent or legal guardian, including certification that the information provided on the application is correct (OVCLR section 6). In addition, the parent or guardian must supply proof of identity or documentation to prove legal guardian status.

Please Note: The NSW Government charges a fee for each Firearms Permit application. This applies for all applications, regardless if that athlete does or does not end up travelling. Please note these applications must be lodged before 10 August 2019 or they will not be issued. The Fee for each Firearm Permit is $95 AUD (approx. 65 EUR per permit application). This will be added to the invoice sent to each Country at the same time as the entry fees and must be paid as per the entry fee process listed above.It is highly unlikely that a firearm permit submitted after 10 September 2019 will be accepted by the NSW Government. To submit a firearm, permit after 10 September 2019 an additional $50 AUD will be charged regardless of the outcome.
7.3 Firearms Export
The Federal Government requires all firearms imported into Australia to be exported. There are two ways of exporting firearms from Australia, as an individual or as a team.
All exporters are required to have a Customs Client ID (CCID) before applying for the export permits. It is recommended that exporters apply for a CCID prior to their arrival in Australia. There are no fees associated with this application.

This requires the exporter to complete a Form B319 – Registering as a Client in the Integrated Cargo System, available from the Defence Export Controls website: http://www.defence.gov.au/ExportControls/FormRegistration.asp
If you have previously visited Australia and exported firearms under your own name, you will already have a CCID number.
7.4 Firearms and Ammunition Storage
For arrival please note: Upon your arrival in Sydney, AUS, all firearms and ammunition have to be transported to the Shooting Range directly.
For departure please note: All firearms and ammunition have to be removed from the armoury for direct transit to the airport, on the day of departure, not before.
Sydney International Shooting Centre has the firearm storage located on level 2 of the venue. There are 3 armouries plus housing for competitor’s bags and non-firearm equipment.
The armoury will be opened from the Official Arrival Day until the Official Departure Day, any teams arriving / departing outside of these dates please advise the Organising Committee so alternate arrangements can be made with Sydney International Shooting Centre. Firearms stored before 9 OCT 2019 or after 20 OCT 2019 will incur a cost of $10 AUD per firearm/day.
7.5 Ammunition
The Ammunition Prices will be supplied before close of Final Entries. Athletes will be able to pay for any ammunition purchased direct to the Sydney International Shooting but payment is required at the time of booking the ammunition.
NSW laws will only allow ammunition to be purchased by those that hold a Commissioners Permit/International Competitors/Coach visitors permit authorizing the possession of ammunition. Ammunition will not be able to be purchased by those under 18 years of age.

8 Other Information 8.1 Insurance
All participating teams (athletes & team officials) attending this event must ensure they have the appropriate personal, medical and travel insurance.
Each National Federation and/or National Paralympic Committee is responsible for the appropriate insurances for accidents, health, property and liability of their team. The LOC is not liable for any cases.
8.2 Visa
Each National Federation and/or National Paralympic Committee is responsible for obtaining a visa, if required.
Member Federations are responsible to obtain a Visa if required, please visit the Australian immigration website http://www.immi.gov.au/ to check if you require a visa to enter Australia.
To request an Official Letter of Invitation from LOC, to aid with your Visa Application Process, please kindly send the Visa Support Form to the LOC with the following:
